    Description

    In February 2019 the Networking and Information Technology Research and Development (NITRD) Program's Health Information Technology Research and Development Interagency Working Group (HITRD IWG) issued a Request for Information (RFI) to collect input from industry, academia, and nongovernmental organizations on new approaches to solve the interoperability issues between medical devices, data, and platforms. On July 17, 2019, the group followed up with an in-person Listening Session that included 76 representatives from the device, standards, academic, and medical communities, and government. This report is a summary of the February 2019 Request for Information and July 2019 Listening Session.

    Description

    As part of the EOSC project family the FAIRsFAIR - Fostering Fair Data Practices in Europe - project aims to supply practical solutions for the use of the FAIR data principles throughout the research data life cycle. The work package "WP2 FAIR Practices: Semantics, Interoperability, and Services" will produce three reports on FAIR requirements for persistence and interoperability to identify domain-specific standards and practices in use. These will review and document commonalities and possible gaps regarding semantic interoperability, and the use of metadata and persistent identifiers across infrastructures. They will also look into differences in terms of standards, vocabularies and ontologies. The collected information will be updated during the course of the project in cooperation with other tasks and EOSC projects.

    This survey was done to complement and validate the information from desk research for the first of these reports. It was aimed at data managers and data support experts. We hoped to get information about tools and services we might have missed, but also some reflections on the thinking around identifiers and ontologies and other semantic artefacts. The information was also collected to support preparing workshops on semantics and interoperability that are forthcoming in the project, as well as the work on software and services. The survey covers questions about metadata, use of persistent identifiers, use of semantic artefacts and handling research software.

    The survey was conducted as a joint effort with WP3, FAIR Policy and Practice and its open consultation, and was disseminated on the fairsfair.eu web pages, social media channels and via email lists. We received 66 answers during the period the survey was open, that is between 15 July to 2 October 2019.

    As described in the associated manuscript, two tests were run to evaluate interoperability in life cycle assessment (LCA) elementary flow (EF) lists. The first looks at various LCA sources and analyzed how interoperable the original source EF lists are by comparing unique name-to-name matches across sources. The second analysis compares sources that are mapped to the Federal Elementary Flow List (FEDEFL) as a common source list and measures the improvement in interoperability in the increase of flows that are mapped between sources.     Description

    The goal of the OneNet System is to facilitate data exchanges among existing platforms, services, applications, and devices by the power of interoperability techniques. To ensure that system requirements are technically -implementable and widely adopted, internationally standardized file formats, metadata, vocabularies and identifiers - are required.

    The OneNet “Cross-Platform Access” pattern is the fundamental characteristic of an interoperable ecosystem, leading to the definition of the exposed list OneNet Cross-Platform services (CPS). The pattern entails that an application accesses services or resources (information or functions) from multiple platforms through the same interface. For example, a “grid monitoring” application gathers information on different grid indicators provided by different platforms that conduct measurements or state estimations. The challenge of realizing this pattern lies in allowing applications or services within one platform to interact with other platforms (eventually from different providers) with relevant services or applications via the same interface and data formats. Thereby, reuse and composition of services as well as easy integration of data from different platforms are enabled.

    Based on the defined concept for CPS, an extensive analysis has been performed regarding data exchange patterns and roles involved for system use cases (SUCs) from other H2020 projects and the OneNet demo clusters. This has resulted into a first list of CPS, that has been thereafter taxonomized into 10 categories. The different entries have been defined providing a set of classes such as service description, indicative data producer/consumer etc. Each CPS can be assigned with multiple business objects describing the context of it. For a specific set of widely used by the Demo CPS, there have been formal semantic definitions provided in the "CrossPlatformServices-Semantic" excel worksheet.

    Description

    IntroductionThis study is part of the U.S. Food and Drug Administration (FDA)’s Biologics Effectiveness and Safety (BEST) initiative, which aims to improve the FDA’s postmarket surveillance capabilities by using real-world data (RWD). In the United States, using RWD for postmarket surveillance has been hindered by the inability to exchange clinical data between healthcare providers and public health organizations in an interoperable format. However, the Office of the National Coordinator for Health Information Technology (ONC) has recently enacted regulation requiring all healthcare providers to support seamless access, exchange, and use of electronic health information through the interoperable HL7 Fast Healthcare Interoperability Resources (FHIR) standard. To leverage the recent ONC changes, BEST designed a pilot platform to query and receive the clinical information necessary to analyze suspected AEs. This study assessed the feasibility of using the RWD received through the data exchange of FHIR resources to study post-vaccination AE cases by evaluating the data volume, query response time, and data quality.Materials and methodsThe study used RWD from 283 post-vaccination AE cases, which were received through the platform. We used descriptive statistics to report results and apply 322 data quality tests based on a data quality framework for EHR.ResultsThe volume analysis indicated the average clinical resources for a post-vaccination AE case was 983.9 for the median partner. The query response time analysis indicated that cases could be received by the platform at a median of 3 min and 30 s. The quality analysis indicated that most of the data elements and conformance requirements useful for postmarket surveillance were met.DiscussionThis study describes the platform’s data volume, data query response time, and data quality results from the queried postvaccination adverse event cases and identified updates to current standards to close data quality gaps.

Description

In February 2019 the Networking and Information Technology Research and Development (NITRD) Program's Health Information Technology Research and Development Interagency Working Group (HITRD IWG) issued a Request for Information (RFI) to collect input from industry, academia, and nongovernmental organizations on new approaches to solve the interoperability issues between medical devices, data, and platforms. On July 17, 2019, the group followed up with an in-person Listening Session that included 76 representatives from the device, standards, academic, and medical communities, and government. This report is a summary of the February 2019 Request for Information and July 2019 Listening Session.
