The HOME Income Limits are calculated using the same methodology that HUD uses for calculating the income limits for the Section 8 program, in accordance with Section 3(b)(2) of the U.S. Housing Act of 1937, as amended. These limits are based on HUD estimates of median family income, with adjustments based on family size. Please note that the 30 percent income limits for the HOME program have been calculated based on the definition of Extremely Low–Income Family (ELI) as described in Consolidated Submission for CPD Programs section of 24 CFR part 91.5. Therefore, the ELI Limit is calculated as 30 percent of median family income for the area and may not be the same as the Section 8 ELI Limit for your jurisdiction. The Section 8 Limit is calculated based on the definition of ELI as described in The 2014 Consolidated Appropriations Act, (Section 238 on page 128 Stat 635) which defines ELI as very low–income families whose incomes do not exceed the higher of the Federal poverty level or 30% of area median income. Family sizes in excess of 8 persons are calculated by adding 8% of the four-person income limit for each additional family member. That is, a 9-person limit should be 140% of the 4-person limit, the 10-person limit should be 148%.The HOME income limit values for large households (9-12 persons) must be rounded to the nearest $50. Therefore, all values from 1 to 24 are rounded down to 0, and all values from 25 to 49 are rounded up to 50.Note: The FY 2024 HOME Income Limits effective date is June 01, 2024.

    Description

    The Low Transportation Cost Index is based on estimates of transportation expenses for a 3-person single-parent family earning 50% of the median income for renters in the surrounding region (i.e. Core-Based Statistical Area). The estimates come from the Location Affordability Index (LAI). The data correspond to those for household type 6 as noted in the LAI data dictionary. More specifically, among this household type, we model transportation costs as a percent of income for renters. Neighborhoods are defined as census tracts. The LAI data do not contain transportation cost information for Puerto Rico.

    Description

    This is the proportion of children aged under 16 (0-15) living in families in absolute low income during the year. The figures are based on the count of children aged under 16 (0-15) living in the area derived from ONS mid-year population estimates. The count of children refers to the age of the child at 30 June of each year.

    Low income is a family whose equivalised income is below 60 per cent of median household incomes. Gross income measure is Before Housing Costs (BHC) and includes contributions from earnings, state support, and pensions. Equivalisation adjusts incomes for household size and composition, taking an adult couple with no children as the reference point. For example, the process of equivalisation would adjust the income of a single person upwards, so their income can be compared directly to the standard of living for a couple.

    Absolute low income is income Before Housing Costs (BHC) in the reference year in comparison with incomes in 2010/11 adjusted for inflation. A family must have claimed one or more of Universal Credit, Tax Credits, or Housing Benefit at any point in the year to be classed as low income in these statistics. Children are dependent individuals aged under 16; or aged 16 to 19 in full-time non-advanced education. The count of children refers to the age of the child at 31 March of each year.

    Data are calibrated to the Households Below Average Income (HBAI) survey regional estimates of children in low income but provide more granular local area information not available from the HBAI. For further information and methodology on the construction of these statistics, visit this link. Totals may not sum due to rounding.

    Description

    This table contains results for people in households with a relatively low income. The results are broken down into personal characteristics such as gender, age and migration background. Two income limits are used for the classification by level of income: the low-income limit and the policy minimum. For these classifications, the number of persons is published, both in absolute terms and as a percentage of the total population. The table also contains data on the number of people in households that had to survive on an income below the used income threshold for a long period of time (4 years and longer). The results are used, among other things, in reports on poverty. The data refer to all persons in private households with an income as at 1 January of the year under review. Student households and households that only had an income for part of the year were not taken into account. Data available from: 2011. Status of the figures: The figures for the years 2011 - 2020 are final. The figures for 2021 are provisional. Changes as of March 10, 2023: For the periods 2011 to 2013, the figures for Duration of income position: 4 years or longer have been supplemented. Changes as of December 2, 2022: Update with final figures for 2020 and provisional figures for 2021. When will new figures be released? The new figures will be available in December 2023.

    Description

    Relative concentration of the estimated number of people in the Sierra Nevada region that live in a household defined as "low income." There are multiple ways to define low income. These data apply the most common standard: low income population consists of all members of households that collectively have income less than twice the federal poverty threshold that applies to their household type. Household type refers to the household's resident composition: the number of independent adults plus dependents that can be of any age, from children to elderly. For example, a household with four people ' one working adult parent and three dependent children ' has a different poverty threshold than a household comprised of four unrelated independent adults.

    Due to high estimate uncertainty for many block group estimates of the number of people living in low income households, some records cannot be reliably assigned a class and class code comparable to those assigned to race/ethnicity data from the decennial Census.

    "Relative concentration" is a measure that compares the proportion of population within each Census block group data unit to the proportion of all people that live within the 775 block groups in the Sierra Nevada RRK region. See the "Data Units" description below for how these relative concentrations are broken into categories in this "low income" metric.

    This Households Below Average Income (HBAI) report presents information on living standards in the United Kingdom year on year from financial year ending (FYE) 1995 to FYE 2021.

    It provides estimates on the number and percentage of people living in low-income households based on disposable income. Figures are also provided for children, pensioners and working-age adults.

    Use our infographic to find out how low income is measured in HBAI.

    Most of the figures in this report come from the Family Resources Survey, a representative survey of around 10,000 households in the UK.

    Created by the Tax Reform Act of 1986, the Low-Income Housing Tax Credit program (LIHTC) gives State and local LIHTC-allocating agencies the equivalent of nearly $8 billion in annual budget authority to issue tax credits for the acquisition, rehabilitation, or new construction of rental housing targeted to lower-income households. Although some data about the program have been made available by various sources, HUD's database is the only complete national source of information on the size, unit mix, and location of individual projects. With the continued support of the national LIHTC database, HUD hopes to enable researchers to learn more about the effects of the tax credit program.HUD has no administrative authority over the LIHTC program. IRS has authority at the federal level and it is structured so that the states truly administer the program. The LIHTC property locations depicted in this map service represent the general location of the property. The locations of individual buildings associated with each property are not depicted here. The location of the property is derived from the address of the building with the most units. Location data for HUD-related properties and facilities are derived from HUD's enterprise geocoding service. While not all addresses are able to be geocoded and mapped to 100% accuracy, we are continuously working to improve address data quality and enhance coverage. Please consider this issue when using any datasets provided by HUD. When using this data, take note of the field titled “LVL2KX” which indicates the overall accuracy of the geocoded address using the following return codes:‘R’ - Interpolated rooftop (high degree of accuracy, symbolized as green)‘4’ - ZIP+4 centroid (high degree of accuracy, symbolized as green)‘B’ - Block group centroid (medium degree of accuracy, symbolized as yellow)‘T’ - Census tract centroid (low degree of accuracy, symbolized as red)‘2’ - ZIP+2 centroid (low degree of accuracy, symbolized as red)‘Z’ - ZIP5 centroid (low degree of accuracy, symbolized as red)‘5’ - ZIP5 centroid (same as above, low degree of accuracy, symbolized as red)Null - Could not be geocoded (does not appear on the map)For the purposes of displaying the location of an address on a map only use addresses and their associated lat/long coordinates where the LVL2KX field is coded ‘R’ or ‘4’. These codes ensure that the address is displayed on the correct street segment and in the correct census block.The remaining LVL2KX codes provide a cascading indication of the most granular level geography for which an address can be confirmed. For example, if an address cannot be accurately interpolated to a rooftop (‘R’), or ZIP+4 centroid (‘4’), then the address will be mapped to the centroid of the next nearest confirmed geography: block group, tract, and so on. When performing any point-in polygon analysis it is important to note that points mapped to the centroids of larger geographies will be less likely to map accurately to the smaller geographies of the same area. For instance, a point coded as ‘5’ in the correct ZIP Code will be less likely to map to the correct block group or census tract for that address.     There is more to housing affordability than the rent or mortgage you pay. Transportation costs are the second-biggest budget item for most families, but it can be difficult for people to fully factor transportation costs into decisions about where to live and work. The Location Affordability Index (LAI) is a user-friendly source of standardized data at the neighborhood (census tract) level on combined housing and transportation costs to help consumers, policymakers, and developers make more informed decisions about where to live, work, and invest.     Low-income cut-offs, after tax (LICO-AT) - The Low-income cut-offs, after tax refers to an income threshold, defined using 1992 expenditure data, below which economic families or persons not in economic families would likely have devoted a larger share of their after-tax income than average to the necessities of food, shelter and clothing. More specifically, the thresholds represented income levels at which these families or persons were expected to spend 20 percentage points or more of their after-tax income than average on food, shelter and clothing. These thresholds have been adjusted to current dollars using the all-items Consumer Price Index (CPI).The LICO-AT has 35 cut-offs varying by seven family sizes and five different sizes of area of residence to account for economies of scale and potential differences in cost of living in communities of different sizes. These thresholds are presented in Table 4.3 Low-income cut-offs, after tax (LICO-AT - 1992 base) for economic families and persons not in economic families, 2015, Dictionary, Census of Population, 2016.When the after-tax income of an economic family member or a person not in an economic family falls below the threshold applicable to the person, the person is considered to be in low income according to LICO-AT.     About this dataset

    Context

    The dataset presents median household incomes for various household sizes in Lower Allen Township, Pennsylvania, as reported by the U.S. Census Bureau. The dataset highlights the variation in median household income with the size of the family unit, offering valuable insights into economic trends and disparities within different household sizes, aiding in data analysis and decision-making.

    Key observations

    • Of the 7 household sizes (1 person to 7-or-more person households) reported by the census bureau, Lower Allen township did not include 7-person households. Across the different household sizes in Lower Allen township the mean income is $130,866, and the standard deviation is $75,994. The coefficient of variation (CV) is 58.07%. This high CV indicates high relative variability, suggesting that the incomes vary significantly across different sizes of households. Please note that the U.S. Census Bureau uses $250,001 as a JAM value to report incomes of $250,000 or more. In the case of Lower Allen township, there were 1 household sizes where the JAM values were used. Thus, the numbers for the mean and standard deviation may not be entirely accurate and have a higher possibility of errors. However, to obtain an approximate estimate, we have used a value of $250,001 as the income for calculations, as reported in the datasets by the U.S. Census Bureau.
    • In the most recent year, 2021, The smallest household size for which the bureau reported a median household income was 1-person households, with an income of $41,627. The HOME Income Limits are calculated using the same methodology that HUD uses for calculating the income limits for the Section 8 program, in accordance with Section 3(b)(2) of the U.S. Housing Act of 1937, as amended. These limits are based on HUD estimates of median family income, with adjustments based on family size. Please note that the 30 percent income limits for the HOME program have been calculated based on the definition of Extremely Low–Income Family (ELI) as described in Consolidated Submission for CPD Programs section of 24 CFR part 91.5. Therefore, the ELI Limit is calculated as 30 percent of median family income for the area and may not be the same as the Section 8 ELI Limit for your jurisdiction. The Section 8 Limit is calculated based on the definition of ELI as described in The 2014 Consolidated Appropriations Act, (Section 238 on page 128 Stat 635) which defines ELI as very low–income families whose incomes do not exceed the higher of the Federal poverty level or 30% of area median income. Family sizes in excess of 8 persons are calculated by adding 8% of the four-person income limit for each additional family member. That is, a 9-person limit should be 140% of the 4-person limit, the 10-person limit should be 148%.The HOME income limit values for large households (9-12 persons) must be rounded to the nearest $50. Therefore, all values from 1 to 24 are rounded down to 0, and all values from 25 to 49 are rounded up to 50.Note: The FY 2024 HOME Income Limits effective date is June 01, 2024.
