Macedonia ES 2009 was conducted in 2008 and 2009, while Macedonia ES 2013 was conducted between November 2012 and May 2013, and North Macedonia ES 2019 was conducted between December 2018 and October 2019. The objective of the Enterprise Survey is to gain an understanding of what firms experience in the private sector.
As part of its strategic goal of building a climate for investment, job creation, and sustainable growth, the World Bank has promoted improving the business environment as a key strategy for development, which has led to a systematic effort in collecting enterprise data across countries. The Enterprise Surveys (ES) are an ongoing World Bank project in collecting both objective data based on firms’ experiences and enterprises’ perception of the environment in which they operate.
National
Regions covered are selected based on the number of establishments, contribution to employment, and value added. In most cases these regions are metropolitan areas and reflect the largest centers of economic activity in a country.
The primary sampling unit of the study is the establishment. An establishment is a physical location where business is carried out and where industrial operations take place or services are provided. A firm may be composed of one or more establishments. For example, a brewery may have several bottling plants and several establishments for distribution. For the purposes of this survey an establishment must make its own financial decisions and have its own financial statements separate from those of the firm. An establishment must also have its own management and control over its payroll.
The whole population, or universe of the study, is the non-agricultural economy. It comprises: all manufacturing sectors according to the group classification of ISIC Revision 3.1: (group D), construction sector (group F), services sector (groups G and H), and transport, storage, and communications sector (group I). Note that this definition excludes the following sectors: financial intermediation (group J), real estate and renting activities (group K, except sub-sector 72, IT, which was added to the population under study), and all public or utilities-sectors.
Sample survey data [ssd]
The sample for Macedonia 2009 ES, Macedonia 2013 ES and of 2019 North Macedonia ES were selected using stratified random sampling, following the methodology explained in the Sampling Manual for Macedonia 2009 ES and for Macedonia 2013 ES, and in the Sampling Note for 2019 North Macedonia ES. Stratified random sampling was preferred over simple random sampling for several reasons:
a. To obtain unbiased estimates for different subdivisions of the population with some known level of precision. b. To obtain unbiased estimates for the whole population. The whole population, or universe of the study, is the non-agricultural economy. It comprises: all manufacturing sectors according to the group classification of ISIC Revision 3.1: (group D), construction sector (group F), services sector (groups G and H), and transport, storage, and communications sector (group I). Note that this definition excludes the following sectors: financial intermediation (group J), real estate and renting activities (group K, except sub-sector 72, IT, which was added to the population under study), and all public or utilities-sectors. c. To make sure that the final total sample includes establishments from all different sectors and that it is not concentrated in one or two of industries/sizes/regions. d. To exploit the benefits of stratified sampling where population estimates, in most cases, will be more precise than using a simple random sampling method (i.e., lower standard errors, other things being equal.) e. Stratification may produce a smaller bound on the error of estimation than would be produced by a simple random sample of the same size. This result is particularly true if measurements within strata are homogeneous. f. The cost per observation in the survey may be reduced by stratification of the population elements into convenient groupings.
Three levels of stratification were used in this country: industry, establishment size, and region. The original sample design with specific information of the industries and regions chosen is described in Appendix C of the North Macedonia 2019 ES Implementation Report and in Appendix E of the Macedonia 2013 Implementation Report.
Industry stratification was done as follows: Manufacturing – combining all the relevant activities (ISIC Rev. 3.1 codes 15-37), Retail (ISIC 52), and Other Services (ISIC 45, 50, 51, 55, 60-64, 72).
As it is standard for the ES, the North Macedonia ES was based on the following size stratification: small (5 to 19 employees), medium (20 to 99 employees), and large (100 or more employees).
Regional stratification for North Macedonia ES 2019 was done across three regions: Skopje; Eastern Macedonia comprising Northeastern, Eastern, Southeastern, and Vardar regions; and Western Macedonia comprising Polog, Southwestern and Pelagonia regions. For Macedonia 2013 ES, regional stratification was defined in 4 regions (city and the surrounding business area) throughout Macedonia. And for Macedonia ES 2009, regional stratification was defined in 4 regions which are Eastern, North- West & West, Skopje, and South.
Computer Assisted Personal Interview [capi]
Questionnaires have common questions (core module) and respectfully additional manufacturing- and services-specific questions. The eligible manufacturing industries have been surveyed using the Manufacturing questionnaire (includes the core module, plus manufacturing specific questions). Retail firms have been interviewed using the Services questionnaire (includes the core module plus retail specific questions) and the residual eligible services have been covered using the Services questionnaire (includes the core module). Each variation of the questionnaire is identified by the index variable, a0.
Survey non-response must be differentiated from item non-response. The former refers to refusals to participate in the survey altogether whereas the latter refers to the refusals to answer some specific questions. Enterprise Surveys suffer from both problems and different strategies were used to address these issues.
Item non-response was addressed by two strategies:
a- For sensitive questions that may generate negative reactions from the respondent, such as corruption or tax evasion, enumerators were instructed to collect the refusal to respond (-8) as a different option from don’t know (-9).
b- Establishments with incomplete information were re-contacted in order to complete this information, whenever necessary. However, there were clear cases of low response. The following graph shows non-response rates for the sales variable, d2, by sector. Please, note that for this specific question, refusals were not separately identified from “Don’t know” responses.

TwitterIn 2001, the World Bank in co-operation with the Republika Srpska Institute of Statistics (RSIS), the Federal Institute of Statistics (FOS) and the Agency for Statistics of BiH (BHAS), carried out a Living Standards Measurement Survey (LSMS). The Living Standard Measurement Survey LSMS, in addition to collecting the information necessary to obtain a comprehensive as possible measure of the basic dimensions of household living standards, has three basic objectives, as follows:
To provide the public sector, government, the business community, scientific institutions, international donor organizations and social organizations with information on different indicators of the population's living conditions, as well as on available resources for satisfying basic needs.
To provide information for the evaluation of the results of different forms of government policy and programs developed with the aim to improve the population's living standard. The survey will enable the analysis of the relations between and among different aspects of living standards (housing, consumption, education, health, labor) at a given time, as well as within a household.
To provide key contributions for development of government's Poverty Reduction Strategy Paper, based on analyzed data.
The Department for International Development, UK (DFID) contributed funding to the LSMS and provided funding for a further two years of data collection for a panel survey, known as the Household Survey Panel Series (HSPS). Birks Sinclair & Associates Ltd. were responsible for the management of the HSPS with technical advice and support provided by the Institute for Social and Economic Research (ISER), University of Essex, UK. The panel survey provides longitudinal data through re-interviewing approximately half the LSMS respondents for two years following the LSMS, in the autumn of 2002 and 2003. The LSMS constitutes Wave 1 of the panel survey so there are three years of panel data available for analysis. For the purposes of this documentation we are using the following convention to describe the different rounds of the panel survey: - Wave 1 LSMS conducted in 2001 forms the baseline survey for the panel - Wave 2 Second interview of 50% of LSMS respondents in Autumn/ Winter 2002 - Wave 3 Third interview with sub-sample respondents in Autumn/ Winter 2003
The panel data allows the analysis of key transitions and events over this period such as labour market or geographical mobility and observe the consequent outcomes for the well-being of individuals and households in the survey. The panel data provides information on income and labour market dynamics within FBiH and RS. A key policy area is developing strategies for the reduction of poverty within FBiH and RS. The panel will provide information on the extent to which continuous poverty is experienced by different types of households and individuals over the three year period. And most importantly, the co-variates associated with moves into and out of poverty and the relative risks of poverty for different people can be assessed. As such, the panel aims to provide data, which will inform the policy debates within FBiH and RS at a time of social reform and rapid change. KIND OF DATA

Households
Sample survey data [ssd]
The Wave 3 sample consisted of 2878 households who had been interviewed at Wave 2 and a further 73 households who were interviewed at Wave 1 but were non-contact at Wave 2 were issued. A total of 2951 households (1301 in the RS and 1650 in FBiH) were issued for Wave 3. As at Wave 2, the sample could not be replaced with any other households.
Panel design
Eligibility for inclusion
The household and household membership definitions are the same standard definitions as a Wave 2. While the sample membership status and eligibility for interview are as follows: i) All members of households interviewed at Wave 2 have been designated as original sample members (OSMs). OSMs include children within households even if they are too young for interview. ii) Any new members joining a household containing at least one OSM, are eligible for inclusion and are designated as new sample members (NSMs). iii) At each wave, all OSMs and NSMs are eligible for inclusion, apart from those who move outof-scope (see discussion below). iv) All household members aged 15 or over are eligible for interview, including OSMs and NSMs.
Following rules
The panel design means that sample members who move from their previous wave address must be traced and followed to their new address for interview. In some cases the whole household will move together but in others an individual member may move away from their previous wave household and form a new split-off household of their own. All sample members, OSMs and NSMs, are followed at each wave and an interview attempted. This method has the benefit of maintaining the maximum number of respondents within the panel and being relatively straightforward to implement in the field.
Definition of 'out-of-scope'
It is important to maintain movers within the sample to maintain sample sizes and reduce attrition and also for substantive research on patterns of geographical mobility and migration. The rules for determining when a respondent is 'out-of-scope' are as follows:
i. Movers out of the country altogether i.e. outside FBiH and RS. This category of mover is clear. Sample members moving to another country outside FBiH and RS will be out-of-scope for that year of the survey and not eligible for interview.
ii. Movers between entities Respondents moving between entities are followed for interview. The personal details of the respondent are passed between the statistical institutes and a new interviewer assigned in that entity.
iii. Movers into institutions Although institutional addresses were not included in the original LSMS sample, Wave 3 individuals who have subsequently moved into some institutions are followed. The definitions for which institutions are included are found in the Supervisor Instructions.
iv. Movers into the district of Brcko are followed for interview. When coding entity Brcko is treated as the entity from which the household who moved into Brcko originated.
Face-to-face [f2f]
Data entry
As at Wave 2 CSPro was the chosen data entry software. The CSPro program consists of two main features to reduce to number of keying errors and to reduce the editing required following data entry: - Data entry screens that included all skip patterns. - Range checks for each question (allowing three exceptions for inappropriate, don't know and missing codes). The Wave 3 data entry program had more checks than at Wave 2 and DE staff were instructed to get all anomalies cleared by SIG fieldwork. The program was extensively tested prior to DE. Ten computer staff were employed in each Field Office and as all had worked on Wave 2 training was not undertaken.
Editing
Editing Instructions were compiled (Annex G) and sent to Supervisors. For Wave 3 Supervisors were asked to take more time to edit every questionnaire returned by their interviewers. The FBTSA examined the work twelve of the twenty-two Supervisors. All Supervisors made occasional errors with the Control Form so a further 100% check of Control Forms and Module 1 was undertaken by the FBTSA and SIG members.
The panel survey has enjoyed high response rates throughout the three years of data collection with the wave 3 response rates being slightly higher than those achieved at wave 2. At wave 3, 1650 households in the FBiH and 1300 households in the RS were issued for interview. Since there may be new households created from split-off movers it is possible for the number of households to increase during fieldwork. A similar number of new households were formed in each entity; 62 in the FBiH and 63 in the RS. This means that 3073 households were identified during fieldwork. Of these, 3003 were eligible for interview, 70 households having either moved out of BiH, institutionalised or deceased (34 in the RS and 36 in the FBiH).
Interviews were achieved in 96% of eligible households, an extremely high response rate by international standards for a survey of this type.
In total, 8712 individuals (including children) were enumerated within the sample households (4796 in the FBiH and 3916 in the RS). Within in the 3003 eligible households, 7781 individuals aged 15 or over were eligible for interview with 7346 (94.4%) being successfully interviewed. Within cooperating households (where there was at least one interview) the interview rate was higher (98.8%).
A very important measure in longitudinal surveys is the annual individual re-interview rate. This is because a high attrition rate, where large numbers of respondents drop out of the survey over time, can call into question the quality of the data collected. In BiH the individual re-interview rates have been high for the survey. The individual re-interview rate is the proportion of people who gave an interview at time t-1 who also give an interview at t. Of those who gave a full interview at wave 2, 6653 also gave a full interview at wave 3. This represents a re-interview rate of 97.9% - which is extremely high by international standards. When we look at those respondents who have been interviewed at all three years of the survey there are 6409 cases which are available for longitudinal analysis, 2881 in the RS and 3528 in the FBiH. TwitterThe documented dataset covers Enterprise Survey (ES) panel data collected in Peru in 2006, 2010 and 2017, as part of the Enterprise Survey initiative of the World Bank. An Indicator Survey is similar to an Enterprise Survey; it is implemented for smaller economies where the sampling strategies inherent in an Enterprise Survey are often not applicable due to the limited universe of firms.
The objective of the 2006-2017 Enterprise Survey is to obtain feedback from enterprises in client countries on the state of the private sector as well as to build a panel of enterprise data that will make it possible to track changes in the business environment over time and allow, for example, impact assessments of reforms. Through interviews with firms in the manufacturing and services sectors, the Indicator Survey data provides information on the constraints to private sector growth and is used to create statistically significant business environment indicators that are comparable across countries.

Three levels of stratification were used in every country: industry, establishment size, and region.
Industry stratification was designed in the following way: In small economies the population was stratified into 3 manufacturing industries, one services industry - retail-, and one residual sector as defined in the sampling manual. Each industry had a target of 120 interviews. In middle size economies the population was stratified into 4 manufacturing industries, 2 services industries -retail and IT-, and one residual sector. For the manufacturing industries sample sizes were inflated by 25% to account for potential non-response in the financing data.
For the Peru ES, size stratification was defined following the standardized definition for the rollout: small (5 to 19 employees), medium (20 to 99 employees), and large (more than 99 employees). For stratification purposed, the number of employees was defined on the basis of reported permanent full-time workers. This resulted in some difficulties in certain countries where seasonal/casual/part-time labor is common.

The current survey instruments are available: - Core Questionnaire + Manufacturing Module [ISIC Rev.3.1: 15-37] - Core Questionnaire + Retail Module [ISIC Rev.3.1: 52] - Core Questionnaire [ISIC Rev.3.1: 45, 50, 51, 55, 60-64, 72] - Screener Questionnaire.
The "Core Questionnaire" is the heart of the Enterprise Survey and contains the survey questions asked of all firms across the world. There are also two other survey instruments - the "Core Questionnaire + Manufacturing Module" and the "Core Questionnaire + Retail Module." The survey is fielded via three instruments in order to not ask questions that are irrelevant to specific types of firms, e.g. a question that relates to production and nonproduction workers should not be asked of a retail firm. In addition to questions that are asked across countries, all surveys are customized and contain country-specific questions. An example of customization would be including tourism-related questions that are asked in certain countries when tourism is an existing or potential sector of economic growth.
The standard Enterprise Survey topics include firm characteristics, gender participation, access to finance, annual sales, costs of inputs/labor, workforce composition, bribery, licensing, infrastructure, trade, crime, competition, capacity utilization, land and permits, taxation, informality, business-government relations, innovation and technology, and performance measures.
Data entry and quality controls are implemented by the contractor and data is delivered to the World Bank in batches (typically 10%, 50% and 100%). These data deliveries are checked for logical consistency, out of range values, skip patterns, and duplicate entries. Problems are flagged by the World Bank and corrected by the implementing contractor through data checks, callbacks, and revisiting establishments.

Survey non-response was addressed by maximizing efforts to contact establishments that were initially selected for interview. Attempts were made to contact the establishment for interview at different times/days of the week before a replacement establishment (with similar strata characteristics) was suggested for interview. Survey non-response did occur but substitutions were made in order to potentially achieve strata-specific goals; whenever this was done, strict rules were followed to ensure replacements were randomly selected within the same stratum. Further research is needed on survey non-response in the Enterprise Surveys regarding potential introduction of bias.

TwitterIn 1992, Bosnia-Herzegovina, one of the six republics in former Yugoslavia, became an independent nation. A civil war started soon thereafter, lasting until 1995 and causing widespread destruction and losses of lives. Following the Dayton accord, BosniaHerzegovina (BiH) emerged as an independent state comprised of two entities, namely, the Federation of Bosnia-Herzegovina (FBiH) and the Republika Srpska (RS), and the district of Brcko. In addition to the destruction caused to the physical infrastructure, there was considerable social disruption and decline in living standards for a large section of the population. Alongside these events, a period of economic transition to a market economy was occurring. The distributive impacts of this transition, both positive and negative, are unknown. In short, while it is clear that welfare levels have changed, there is very little information on poverty and social indicators on which to base policies and programs. In the post-war process of rebuilding the economic and social base of the country, the government has faced the problems created by having little relevant data at the household level. The three statistical organizations in the country (State Agency for Statistics for BiH -BHAS, the RS Institute of Statistics-RSIS, and the FBiH Institute of Statistics-FIS) have been active in working to improve the data available to policy makers: both at the macro and the household level. One facet of their activities is to design and implement a series of household series. The first of these surveys is the Living Standards Measurement Study survey (LSMS). Later surveys will include the Household Budget Survey (an Income and Expenditure Survey) and a Labour Force Survey. A subset of the LSMS households will be re-interviewed in the two years following the LSMS to create a panel data set.
The three statistical organizations began work on the design of the Living Standards Measurement Study Survey (LSMS) in 1999. The purpose of the survey was to collect data needed for assessing the living standards of the population and for providing the key indicators needed for social and economic policy formulation. The survey was to provide data at the country and the entity level and to allow valid comparisons between entities to be made. The LSMS survey was carried out in the Fall of 2001 by the three statistical organizations with financial and technical support from the Department for International Development of the British Government (DfID), United Nations Development Program (UNDP), the Japanese Government, and the World Bank (WB). The creation of a Master Sample for the survey was supported by the Swedish Government through SIDA, the European Commission, the Department for International Development of the British Government and the World Bank. The overall management of the project was carried out by the Steering Board, comprised of the Directors of the RS and FBiH Statistical Institutes, the Management Board of the State Agency for Statistics and representatives from DfID, UNDP and the WB. The day-to-day project activities were carried out by the Survey Management Team, made up of two professionals from each of the three statistical organizations. Households
Sample survey data [ssd]
(a) SAMPLE SIZE A total sample of 5,400 households was determined to be adequate for the needs of the survey: with 2,400 in the Republika Srpska and 3,000 in the Federation of BiH. The difficulty was in selecting a probability sample that would be representative of the country's population. The sample design for any survey depends upon the availability of information on the universe of households and individuals in the country. Usually this comes from a census or administrative records. In the case of BiH the most recent census was done in 1991. The data from this census were rendered obsolete due to both the simple passage of time but, more importantly, due to the massive population displacements that occurred during the war. At the initial stages of this project it was decided that a master sample should be constructed. Experts from Statistics Sweden developed the plan for the master sample and provided the procedures for its construction. From this master sample, the households for the LSMS were selected. Master Sample [This section is based on Peter Lynn's note "LSMS Sample Design and Weighting - Summary". April, 2002. Essex University, commissioned by DfID.] The master sample is based on a selection of municipalities and a full enumeration of the selected municipalities. Optimally, one would prefer smaller units (geographic or administrative) than municipalities. However, while it was considered that the population estimates of municipalities were reasonably accurate, this was not the case for smaller geographic or administrative areas. To avoid the error involved in sampling smaller areas with very uncertain population estimates, municipalities were used as the base unit for the master sample. The Statistics Sweden team proposed two options based on this same method, with the only difference being in the number of municipalities included and enumerated.
(b) SAMPLE DESIGN For reasons of funding, the smaller option proposed by the team was used, or Option B. Stratification of Municipalities The first step in creating the Master Sample was to group the 146 municipalities in the country into three strata- Urban, Rural and Mixed - within each of the two entities. Urban municipalities are those where 65 percent or more of the households are considered to be urban, and rural municipalities are those where the proportion of urban households is below 35 percent. The remaining municipalities were classified as Mixed (Urban and Rural) Municipalities. Brcko was excluded from the sampling frame. Urban, Rural and Mixed Municipalities: It is worth noting that the urban-rural definitions used in BiH are unusual with such large administrative units as municipalities classified as if they were completely homogeneous. Their classification into urban, rural, mixed comes from the 1991 Census which used the predominant type of income of households in the municipality to define the municipality. This definition is imperfect in two ways. First, the distribution of income sources may have changed dramatically from the pre-war times: populations have shifted, large industries have closed, and much agricultural land remains unusable due to the presence of land mines. Second, the definition is not comparable to other countries' where villages, towns and cities are classified by population size into rural or urban or by types of services and infrastructure available. Clearly, the types of communities within a municipality vary substantially in terms of both population and infrastructure. However, these imperfections are not detrimental to the sample design (the urban/rural definition may not be very useful for analysis purposes, but that is a separate issue).

(a) DATA ENTRY
An integrated approach to data entry and fieldwork was adopted in Bosnia and Herzegovina. Data entry proceeded side by side with data gathering to ensure verification and correction in the field. Data entry stations were located in the regional offices of the entity institutes and were equipped with computers, modem and a dedicated telephone line. The completed questionnaires were delivered to these stations each day for data entry. Twenty data entry operators (10 from Federation and 10 from RS) were trained in two training sessions held for a week each in Sarajevo and Banja Luka. The trainers were the staff of the two entity institutes who had undergone training in the CSPro software earlier and had participated in the workshops of the Pilot survey. The primary sampling unit of the study is the establishment. An establishment is a physical location where business is carried out and where industrial operations take place or services are provided. A firm may be composed of one or more establishments. For example, a brewery may have several bottling plants and several establishments for distribution. For the purposes of this survey an establishment must take its own financial decisions and have its own financial statements separate from those of the firm. An establishment must also have its own management and control over its payroll.
As it is standard for the ES, the Slovenia ES was based on the following size stratification: small (5 to 19 employees), medium (20 to 99 employees), and large (100 or more employees).
Sample survey data [ssd]
The sample for Slovenia ES 2009, 2013, 2019 were selected using stratified random sampling, following the methodology explained in the Sampling Manual for Slovenia 2009 ES and for Slovenia 2013 ES, and in the Sampling Note for 2019 Slovenia ES.
Three levels of stratification were used in this country: industry, establishment size, and oblast (region). The original sample designs with specific information of the industries and regions chosen are included in the attached Excel file (Sampling Report.xls.) for Slovenia 2009 ES. For Slovenia 2013 and 2019 ES, specific information of the industries and regions chosen is described in the "The Slovenia 2013 Enterprise Surveys Data Set" and "The Slovenia 2019 Enterprise Surveys Data Set" reports respectively, Appendix E.
For the Slovenia 2009 ES, industry stratification was designed in the way that follows: the universe was stratified into manufacturing industries, services industries, and one residual (core) sector as defined in the sampling manual. Each industry had a target of 90 interviews. For the manufacturing industries sample sizes were inflated by about 17% to account for potential non-response cases when requesting sensitive financial data and also because of likely attrition in future surveys that would affect the construction of a panel. For the other industries (residuals) sample sizes were inflated by about 12% to account for under sampling in firms in service industries.
For Slovenia 2013 ES, industry stratification was designed in the way that follows: the universe was stratified into one manufacturing industry, and two service industries (retail, and other services).
Finally, for Slovenia 2019 ES, three levels of stratification were used in this country: industry, establishment size, and region. The original sample design with specific information of the industries and regions chosen is described in "The Slovenia 2019 Enterprise Surveys Data Set" report, Appendix C. Industry stratification was done as follows: Manufacturing – combining all the relevant activities (ISIC Rev. 4.0 codes 10-33), Retail (ISIC 47), and Other Services (ISIC 41-43, 45, 46, 49-53, 55, 56, 58, 61, 62, 79, 95).
For Slovenia 2009 and 2013 ES, size stratification was defined following the standardized definition for the rollout: small (5 to 19 employees), medium (20 to 99 employees), and large (more than 99 employees). For stratification purposes, the number of employees was defined on the basis of reported permanent full-time workers. This seems to be an appropriate definition of the labor force since seasonal/casual/part-time employment is not a common practice, except in the sectors of construction and agriculture.
For Slovenia 2009 ES, regional stratification was defined in 2 regions. These regions are Vzhodna Slovenija and Zahodna Slovenija. The Slovenia sample contains panel data. The wave 1 panel “Investment Climate Private Enterprise Survey implemented in Slovenia” consisted of 223 establishments interviewed in 2005. A total of 57 establishments have been re-interviewed in the 2008 Business Environment and Enterprise Performance Survey.
For Slovenia 2013 ES, regional stratification was defined in 2 regions (city and the surrounding business area) throughout Slovenia.
Finally, for Slovenia 2019 ES, regional stratification was done across two regions: Eastern Slovenia (NUTS code SI03) and Western Slovenia (SI04).

Questionnaires have common questions (core module) and respectfully additional manufacturing- and services-specific questions. The eligible manufacturing industries have been surveyed using the Manufacturing questionnaire (includes the core module, plus manufacturing specific questions). Retail firms have been interviewed using the Services questionnaire (includes the core module plus retail specific questions) and the residual eligible services have been covered using the Services questionnaire (includes the core module). Each variation of the questionnaire is identified by the index variable, a0.
Survey non-response must be differentiated from item non-response. The former refers to refusals to participate in the survey altogether whereas the latter refers to the refusals to answer some specific questions. Enterprise Surveys suffer from both problems and different strategies were used to address these issues.
Item non-response was addressed by two strategies: a- For sensitive questions that may generate negative reactions from the respondent, such as corruption or tax evasion, enumerators were instructed to collect the refusal to respond as (-8). b- Establishments with incomplete information were re-contacted in order to complete this information, whenever necessary. However, there were clear cases of low response.
For 2009 and 2013 Slovenia ES, the survey non-response was addressed by maximizing efforts to contact establishments that were initially selected for interview. Up to 4 attempts were made to contact the establishment for interview at different times/days of the week before a replacement establishment (with similar strata characteristics) was suggested for interview. Survey non-response did occur but substitutions were made in order to potentially achieve strata-specific goals. Further research is needed on survey non-response in the Enterprise Surveys regarding potential introduction of bias.
For 2009, the number of contacted establishments per realized interview was 6.18. This number is the result of two factors: explicit refusals to participate in the survey, as reflected by the rate of rejection (which includes rejections of the screener and the main survey) and the quality of the sample frame, as represented by the presence of ineligible units. The relatively low ratio of contacted establishments per realized interview (6.18) suggests that the main source of error in estimates in the Slovenia may be selection bias and not frame inaccuracy.
For 2013, the number of realized interviews per contacted establishment was 25%. This number is the result of two factors: explicit refusals to participate in the survey, as reflected by the rate of rejection (which includes rejections of the screener and the main survey) and the quality of the sample frame, as represented by the presence of ineligible units. The spillover effect of university-based agricultural research and development (R&D) has been recognized as a crucial factor contributing to the enhanced performance of the agricultural industry. Nonetheless, the psychological impact of organizational inertia on individuals and groups may shape the influence of such spillovers for agribusiness firms. To date, there has been limited exploration of the interplay between university agricultural R&D spillovers and agribusiness firms. Utilizing panel data from Chinese listed agribusiness firms between 2009 and 2019, our empirical investigation reveals a negative short-term relationship between university agricultural R&D spillovers and agribusiness firm performance due to the similarity in knowledge backgrounds. In the short term, organizational inertia, stemming from familiar and parallel knowledge, renders university agricultural R&D spillovers unfavorable to agribusiness firm performance, thereby reducing their value to the enterprises. Conversely, the long-term influence of university agricultural R&D spillovers on agricultural enterprise performance is positive, as organizational inertia dissipates over time. Additionally, our findings indicate that university non-agricultural R&D spillovers serve to positively moderate the relationship between agricultural R&D spillovers and agribusiness firm performance in the short term, while exerting a negative moderating effect in the long term. Lastly, our analysis reveals a negative correlation between the effect of university agricultural R&D spillovers and the geographical distance between agribusiness firms and universities. This suggests that proximity to academic institutions may play a role in shaping the impact of R&D spillovers on agribusiness performance. In summary, our study highlights the complex dynamics between university agricultural R&D spillovers and agribusiness firm performance, revealing both short-term and long-term effects. We also underscore the importance of considering the influence of organizational inertia and the moderating role of non-agricultural R&D spillovers. Understanding these relationships is crucial for informing strategic decisions and fostering innovation within the agricultural industry.

TwitterIn 2001, the World Bank in co-operation with the Republika Srpska Institute for Statistics (RSIS), the Federal Office of Statistics (FOS) and the Agency for Statistics of Bosnia and Herzegovina (BHAS), carried out a Living Standards Measurement Survey (LSMS).
The Living Standard Measurement Survey LSMS, in addition to collecting the information necessary to obtain a comprehensive as possible measure of the basic dimensions of household living standards, has three basic objectives, as follows: 1. To provide the public sector, government, the business community, scientific institutions, international donor organizations and social organizations with information on different indicators of the population's living conditions, as well as on available resources for satisfying basic needs. 2. To provide information for the evaluation of the results of different forms of government policy and programs developed with the aim to improve the population's living standard. The survey will enable the analysis of the relations between and among different aspects of living standards (housing, consumption, education, health, labor) at a given time, as well as within a household. 3. To provide key contributions for development of government's Poverty Reduction Strategy Paper, based on analyzed data.
The Department for International Development, UK (DFID) contributed funding to the LSMS and is also providing funding for a further two years of data collection for a panel survey, to be known as the Household Survey Panel Series (HSPS). Birks Sinclair & Associates Ltd. are responsible for the management of the HSPS with technical advice and support being provided by the Institute for Social and Economic Research (ISER), University of Essex, UK.
The aim of the panel survey is to provide longitudinal data through re-interviewing approximately half the LSMS respondents for two years following the LSMS, in the autumn of 2002 and again in 2003. The LSMS constitutes wave 1 of the panel survey so there will be three years of panel data available for analysis under current funding plans. For the purposes of this document we are using the following convention to describe the different rounds of the panel survey: Wave 1 LSMS conducted in 2001 forms the baseline survey for the panel Wave 2 Second interview of 50% of LSMS respondents in Autumn/Winter 2002 Wave 3 Third interview with sub-sample respondents in Autumn/Winter 2003
The panel data will allow the analysis of key transitions and events over this period such as labour market or geographical mobility and observe the consequent outcomes for the well-being of individuals and households in the survey.
The panel data will provide information on income and labour market dynamics within FBiH and RS. A key policy area is developing strategies for the reduction of poverty within FBiH and RS. The panel will provide information on the extent to which continuous poverty is experienced by different types of households and individuals over the three year period. And most importantly, the co-variates associated with moves into and out of poverty and the relative risks of poverty for different people can be assessed. As such, the panel aims to provide data, which will inform the policy debates within FBiH and RS at a time of social reform and rapid change.

Sample survey data [ssd]
The panel survey sample is made up of over 3,000 households drawn from the Living Standards Measurement Survey (LSMS) conducted by the World Bank in co-operation with the SIs in 2002. Approximately half the households interviewed on the LSMS were selected and carried forward into the panel survey. These households were re-interviewed in 2003 and will be interviewed for a third time in September 2004.
Sampling Frame
The 5,400 households interviewed on LSMS formed the sampling frame for the panel survey. The aim was to achieve interviews with approximately half of these (2,700) at wave 2 (1,500 in FBiH and 1,200 in RS). A response rate of 90% was anticipated (as the sample is based on households that have already co-operated with LSMS) and therefore the selected sample consisted of 3,000 households. Unlike the LSMS, the HSPS does not have a replacement element to the sample, only the original 3,000 issued addresses. This approach was new to the Supervisors and Interviewers and special training was given on how to keep non-response to a minimum.
The LSMS Sample
The LSMS sample design process experienced some difficulties which resulted in a sample with a disproportionately high number of households being selected in urban areas. Work by Peter Lynn from ISER identified the source of this problem by establishing the selection probabilities at each stage of the LSMS sampling process. Essentially, the procedures used for selecting households within municipalities would have been appropriate had municipalities been selected with equal probabilities. But in fact municipalities had been selected with probability proportional to size, and using different overall sampling fractions in each of three strata. The details are documented in a memo by Peter Lynn dated 25-3-2002. Consequently, household selection probabilities varied considerably across municipalities.
Compensating for the LSMS sample imbalance
Having established the selection probability of every LSMS household, it became possible to derive design-based weights that should provide unbiased estimates for LSMS. However, the considerable variability in these weights means that the variance of estimates (and hence standard errors and confidence intervals) is greatly increased. For the HSPS, there was an opportunity to reduce the variability in weights by constructing the subsample in a way that minimised the variability in overall selection probabilities. The overall selection probability for each household would be the product of two probabilities - the probability of being selected for LSMS, and the probability of being selected for HSPS, conditional upon having been selected for LSMS, i.e. P(HSPS) = P(LSMS) * P(HSPS)/(LSMS)
Ideally, then, we would have set the values of P(HSPS)/(LSMS) to be inversely proportional to P(LSMS). This would have resulted in each HSPS household having the same overall selection probability, P(HSPS), so that there would no longer be an increase in the variance of estimates due to variability in selection probabilities. However, this was not possible due to the very considerable variation in P(LSMS) and the limited flexibility provided by a large overall sampling fraction for HSPS (3,000 out of 5,400).
The best that could be done was to minimise the variability in sampling fractions by retaining all the LSMS households in the (mainly rural or mixed urban/rural) municipalities where LSMS household selection probabilities had been lowest and sub-sampling only in the municipalities where LSMS selection probabilities had been much higher. In 16 of the 25 LSMS municipalities, all households were retained for HSPS. In the other 9 municipalities, households were sub-sampled, with sampling fractions ranging from 83% in Travnik to just 25% in Banja Luka and Tuzla.
To select the required number of households within each municipality, every group of enumeration districts (GND) was retained from LSMS. The sub-sampling took place within the GNDs. Households were sub-sampled using systematic random sampling, with a random start and fixed interval. For example, in Novo Sarajevo, where the sampling fraction was 1 in 2, 6 households were selected out of the 12 LSMS households in each GND by selecting alternate households. In Prijedor, where the fraction was 1 in 3, 4 out of 12 were selected by taking every third LSMS household. And so on.
The total selected sample for the HSPS consists of 3,007 households (1681 in the FBIH and 1326 in the RS).
The overall design weight for the HSPS sample will be the product of the LSMS weight for the household and this extra design weight (which will of course tend to increase the size of the smallest LSMS weights).

Eligibility for inclusion
The household and household membership definitions are the same standard definitions as used on the LSMS (see Supervisor Instructions, Annex A). While the sample membership status and eligibility for interview are as follows: i) All members of households interviewed at wave 1 (LSMS) have been designated as original sample members (OSMs). OSMs include children within households even if they are too young for interview. ii) Any new members joining a household containing at least one OSM, are eligible for inclusion and are designated as new sample members (NSMs). iii) At each wave, all OSMs and NSMs are eligible for inclusion, apart from those who move outof-scope (see discussion below). iv) All household members aged 15 or over are eligible for interview, including OSMs and NSMs.
Following rules and the definition of 'out-of-scope'
The panel design means that sample members who move from their previous wave address at either wave 2 or 3 must be traced and followed to their new address for interview. The LSMS sample was clustered and over the two waves of the panel some de-clustering will occur as people move. In some cases the whole household will move together but in others an individual member may move away from their previous wave household and form a new split-off household of their own.

Deforestation and conversion of native habitats continues to be the leading driver of biodiversity and ecosystem service loss. A number of conservation policies and programs are implemented—from protected areas to payments for ecosystem services (PES)—to deter these losses. Currently, empirical evidence on whether these approaches stop or slow land cover change is lacking, but there is increasing interest in conducting rigorous, counterfactual impact evaluations, especially for many new conservation approaches, such as PES and REDD, which emphasize additionality. In addition, several new, globally available and free high-resolution remote sensing datasets have increased the ease of carrying out an impact evaluation on land cover change outcomes. While the number of conservation evaluations utilizing ‘matching’ to construct a valid control group is increasing, the majority of these studies use simple differences in means or linear cross-sectional regression to estimate the impact of the conservation program using this matched sample, with relatively few utilizing fixed effects panel methods—an alternative estimation method that relies on temporal variation in the data. In this paper we compare the advantages and limitations of (1) matching to construct the control group combined with differences in means and cross-sectional regression, which control for observable forms of bias in program evaluation, to (2) fixed effects panel methods, which control for observable and time-invariant unobservable forms of bias, with and without matching to create the control group. We then use these four approaches to estimate forest cover outcomes for two conservation programs: a PES program in Northeastern Ecuador and strict protected areas in European Russia. In the Russia case we find statistically significant differences across estimators—due to the presence of unobservable bias—that lead to differences in conclusions about effectiveness. The Ecuador case illustrates that if time-invariant unobservables are not present, matching combined with differences in means or cross-sectional regression leads to similar estimates of program effectiveness as matching combined with fixed effects panel regression. These results highlight the importance of considering observable and unobservable forms of bias and the methodological assumptions across estimators when designing an impact evaluation of conservation programs.

Through interviews with firms in the manufacturing and services sectors, the Indicator Survey data provides information on the constraints to private sector growth and is used to create statistically significant business environment indicators that are comparable across countries. Stratified random sampling was preferred over simple random sampling for several reasons: a. To obtain unbiased estimates for different subdivisions of the population with some known level of precision. b. To obtain unbiased estimates for the whole population. The whole population, or universe of the study, is the non-agricultural economy. It comprises: all manufacturing sectors according to the group classification of ISIC Revision 3.1: (group D), construction sector (group F), services sector (groups G and H), and transport, storage, and communications sector (group I). Note that this definition excludes the following sectors: financial intermediation (group J), real estate and renting activities (group K, except sub-sector 72, IT, which was added to the population under study), and all public or utilities-sectors. c. To make sure that the final total sample includes establishments from all different sectors and that it is not concentrated in one or two of industries/sizes/regions. d. To exploit the benefits of stratified sampling where population estimates, in most cases, will be more precise than using a simple random sampling method (i.e., lower standard errors, other things being equal.) e. Stratification may produce a smaller bound on the error of estimation than would be produced by a simple random sample of the same size. This result is particularly true if measurements within strata are homogeneous. f. The cost per observation in the survey may be reduced by stratification of the population elements into convenient groupings.
Three levels of stratification were used in the Sierra Leone sample: firm sector, firm size, and geographic region.

Great efforts were made to obtain the best source for these listings.
The sample frame consisted of listings of firms from two sources: For panel firms the list of 150 firms from the Sierra Leone 2009 ES was used and for fresh firms (i.e., firms not covered in 2009) firm data from 2016 Business Establishment Census and Dun & Bradstreet Global database (June 2017), was used.
Necessary measures were taken to ensure the quality of the frame; however, the sample frame was not immune to the typical problems found in establishment surveys: positive rates of non-eligibility, repetition, non-existent units, etc.
Given the impact that non-eligible units included in the sample universe may have on the results, adjustments may be needed when computing the appropriate weights for individual observations. The percentage of confirmed non-eligible units as a proportion of the total number of sampled establishments contacted for the survey was 8.9% (18 out of 202 establishments).

The standard Enterprise Survey topics include firm characteristics, gender participation, access to finance, annual sales, costs of inputs/labor, workforce composition, bribery, licensing, infrastructure, trade, crime, competition, capacity utilization, land and permits, taxation, informality, business-government relations, innovation and technology, and performance measures. Over 90% of the questions objectively ascertain characteristics of a country's business environment. The remaining questions assess the survey respondents' opinions on what are the obstacles to firm growth and performance.
Data entry and quality controls are implemented by the contractor and data is delivered to the World Bank in batches (typically 10%, 50% and 100%). These data deliveries are checked for logical consistency, out of range values, skip patterns, and duplicate entries. Problems are flagged by the World Bank and corrected by the implementing contractor through data checks, callbacks, and revisiting establishments.
There was a high response rate especially as a result of positive attitude towards the international community in collaboration with the government in their reconstruction efforts after a period of civil strife. It is period in which a lot of statistics is being collected by the Sierra Leone Statistics for reconstruction thus most respondents were enlightened on research benefits.

An Indicator Survey is similar to an Enterprise Survey; it is implemented for smaller economies where the sampling strategies inherent in an Enterprise Survey are often not applicable due to the limited universe of firms.
The objective of the 2009-2017 Enterprise Survey is to obtain feedback from enterprises in client countries on the state of the private sector as well as to build a panel of enterprise data that will make it possible to track changes in the business environment over time and allow, for example, impact assessments of reforms. Through interviews with firms in the manufacturing and services sectors, the Indicator Survey data provides information on the constraints to private sector growth and is used to create statistically significant business environment indicators that are comparable across countries.
As part of its strategic goal of building a climate for investment, job creation, and sustainable growth, the World Bank has promoted improving the business environment as a key strategy for development, which has led to a systematic effort in collecting enterprise data across countries. The Enterprise Surveys (ES) are an ongoing World Bank project in collecting both objective data based on firms' experiences and enterprises' perception of the environment in which they operate.
National
The primary sampling unit of the study is the establishment. An establishment is a physical location where business is carried out and where industrial operations take place or services are provided. A firm may be composed of one or more establishments. For example, a brewery may have several bottling plants and several establishments for distribution. For the purposes of this survey an establishment must make its own financial decisions and have its own financial statements separate from those of the firm. An establishment must also have its own management and control over its payroll.
The whole population, or the universe, covered in the Enterprise Surveys is the non-agricultural economy. It comprises: all manufacturing sectors according to the ISIC Revision 3.1 group classification (group D), construction sector (group F), services sector (groups G and H), and transport, storage, and communications sector (group I). Note that this population definition excludes the following sectors: financial intermediation (group J), real estate and renting activities (group K, except sub-sector 72, IT, which was added to the population under study), and all public or utilities sectors.

The sample for the 2009-2017 Liberia Enterprise Survey (ES) was selected using stratified random sampling, following the methodology explained in the Sampling Note. Stratified random was preferred over simple random sampling for several reasons: - To obtain unbiased estimates for different subdivisions of the population with some known level of precision. - To obtain unbiased estimates for the whole population. The whole population, or universe of the study, is the non-agricultural economy. It comprises: all manufacturing sectors according to the group classification of ISIC Revision 3.1: (group D), construction sector (group F), services sector (groups G and H), and transport, storage, and communications sector (group I). Note that this definition excludes the following sectors: financial intermediation (group J), real estate and renting activities (group K, except subsector 72, IT, which was added to the population under study), and all public or utilities sectors.
The cost per observation in the survey may be reduced by stratification of the population elements into convenient groupings.
Three levels of stratification were used in this country: industry, establishment size, and region. Industry stratification was designed as follows: the universe was stratified as into manufacturing and services industries. Manufacturing (ISIC Rev. 3.1 codes 15 - 37), and Services (ISIC codes 45, 50-52, 55, 60-64, and 72).
For the Liberia ES, size stratification was defined as follows: small (5 to 19 employees), medium (20 to 99 employees), and large (100 or more employees).
Regional stratification for the Liberia ES was done across three regions: Montserrado, Margibi, and Nimba.

TwitterThe Ethiopia Socioeconomic Panel Survey (ESPS) is a collaborative project between the Ethiopian Statistical Service (ESS) and the World Bank Living Standards Measurement Study-Integrated Surveys on Agriculture (LSMS-ISA) team. The objective of the LSMS-ISA is to collect multi-topic, household-level panel data with a special focus on improving agriculture statistics and generating a clearer understanding of the link between agriculture and other sectors of the economy. The project also aims to build capacity, share knowledge across countries, and improve survey methodologies and technology. ESPS is a long-term project to collect panel data. The project responds to the data needs of the country, given the dependence of a high percentage of households on agriculture activities in the country. The ESPS collects information on household agricultural activities along with other information on the households like human capital, other economic activities, and access to services and resources. The ability to follow the same households over time makes the ESPS a new and powerful tool for studying and understanding the role of agriculture in household welfare over time as it allows analyses of how households add to their human and physical capital, how education affects earnings, and the role of government policies and programs on poverty, inter alia. The ESPS is the first-panel survey to be carried out by the Ethiopian Statistical Service that links a multi-topic household questionnaire with detailed data on agriculture.

The survey covered all de jure households excluding prisons, hospitals, military barracks, and school dormitories.
Sample survey data [ssd]
The sampling frame for the second phase ESPS panel survey is based on the updated 2018 pre-census cartographic database of enumeration areas by the Ethiopian Statistical Service (ESS). The sample is a two-stage stratified probability sample. The ESPS EAs in rural areas are the subsample of the AgSS EA sample. That means the first stage of sampling in the rural areas entailed selecting enumeration areas (i.e., the primary sampling units) using simple random sampling (SRS) from the sample of the 2018 AgSS enumeration areas (EAs). The first stage of sampling for urban areas is selecting EAs directly from the urban frame of EAs within each region using systematic PPS. This is designed to automatically result in a proportional allocation of the urban sample by zone within each region. Following the selection of sample EAs, they are allocated by urban rural strata using power allocation which is happened to be closer to proportional allocation.
The second stage of sampling is the selection of households to be surveyed in each sampled EA using systematic random sampling. From the rural EAs, 10 agricultural households are selected as a subsample of the households selected for the AgSS, and 2 non-agricultural households are selected from the non-agriculture households list in that specific EA. The non-agriculture household selection follows the same sampling method i.e., systematic random sampling. One important issue to note in ESPS sampling is that the total number of agriculture households per EA remains at 10 even though there are less than 2 or no non-agriculture households are listed and sampled in that EA. For urban areas, a total of 15 households are selected per EA regardless of the households’ economic activity. The households are selected using systematic random sampling from the total households listed in that specific EA.
The ESPS-5 kept all the ESPS-4 samples except for those in the Tigray region and a few other places. A more detailed description of the sample design is provided in Section 3 of the Basic Information Document provided under the Related Materials tab.
Computer Assisted Personal Interview [capi]
The ESPS-5 survey consisted of four questionnaires (household, community, post-planting, and post-harvest questionnaires), similar to those used in previous waves but revised based on the results of those waves and on the need for new data they revealed. The following new topics are included in ESPS-5:
a. Dietary Quality: This module collected information on the household’s consumption of specified food items.
b. Food Insecurity Experience Scale (FIES): In this round the survey has implemented FIES. The scale is based on the eight food insecurity experience questions on the Food Insecurity Experience Scale | Voices of the Hungry | Food and Agriculture Organization of the United Nations (fao.org).
c. Basic Agriculture Information: This module is designed to collect minimal agriculture information from households. It is primarily for urban households. However, it was also used for a few rural households where it was not possible to implement the full agriculture module due to security reasons and administered for urban households. It asked whether they had undertaken any agricultural activity, such as crop farming and tending livestock) in the last 12 months. For crop farming, the questions were on land tenure, crop type, input use, and production. For livestock there were also questions on their size and type, livestock products, and income from sales of livestock or livestock products.
d. Climate Risk Perception: This module was intended to elicit both rural and urban households perceptions, beliefs, and attitudes about different climate-related risks. It also asked where and how households were obtaining information on climate and weather-related events.
e. Agriculture Mechanization and Video-Based Agricultural Extension: The rural area community questionnaire covered these areas rural areas. On mechanization the questions related to the penetration, availability and accessibility of agricultural machinery. Communities were also asked if they had received video-based extension services.
Final data cleaning was carried out on all data files. Only errors that could be clearly and confidently fixed by the team were corrected; errors that had no clear fix were left in the datasets. Cleaning methods for these errors are left up to the data user.
ESPS-5 planned to interview 7,527 households from 565 enumeration areas (EAs) (Rural 316 EAs and Urban 249 EAs). However, due to the security situation in northern Ethiopia and to a lesser extent in the western part of the country, only a total of 4999 households from 438 EAs were interviewed for both the agriculture and household modules. The security situation in northern parts of Ethiopia meant that, in Tigray, ESPS-5 did not cover any of the EAs and households previously sampled. In Afar, while 275 households in 44 EAs had been covered by both the ESPS-4 agriculture and household modules, in ESPS-5 only 252 households in 22 EAs were covered by both modules. During the fifth wave, security was also a problem in both the Amhara and Oromia regions, so there was a comparable reduction in the number of households and EAs covered there.

TwitterThe Ghana Socioeconomic panel household survey is a joint effort between the Economic Growth Center at Yale University and the Institute of Statistical, Social and Economic Research at Legon (Accra, Ghana). The survey is meant to remedy a major constraint on the understanding of development in low-income countries - the absence of detailed, multi-level and long-term scientific data that follows individuals over time and describes both the natural and built environment in which the individuals reside. Most data collection efforts are short-term - carried out a one point in time; are limited in scope - collecting information on only a few aspects of the lives of the persons in the study; and when there are multiple rounds of data collection, individuals who leave the study area are dropped. This latter means that the most mobile people are not included in existing surveys and studies, perhaps substantially biasing inferences about who benefits from and who bears the cost of the development process. The goal of this project, which aims to follow all individuals, or a random subset, over time using a comprehensive set of survey instruments is thus to shed new light on long-run processes of economic development.

Objectives
LSMS represents multi-topical study of household living standard and is based on international experience in designing and conducting this type of research. The basic survey was carried out in 2002 on a representative sample of households in Serbia (without Kosovo and Metohija). Its goal was to establish a poverty profile according to the comprehensive data on welfare of households and to identify vulnerable groups. Also its aim was to assess the targeting of safety net programs by collecting detailed information from individuals on participation in specific government social programs. This study was used as the basic document in developing Poverty Reduction Strategy (PRS) in Serbia which was adopted by the Government of the Republic of Serbia in October 2003.
The survey was repeated in 2003 on a panel sample (the households which participated in 2002 survey were re-interviewed).
Analysis of the take-up and profile of the population in 2003 was the first step towards formulating the system of monitoring in the Poverty Reduction Strategy (PRS). The survey was conducted in accordance with the same methodological principles used in 2002 survey, with necessary changes referring only to the content of certain modules and the reduction in sample size. The aim of the repeated survey was to obtain panel data to enable monitoring of the change in the living standard within a period of one year, thus indicating whether there had been a decrease or increase in poverty in Serbia in the course of 2003. [Note: Panel data are the data obtained on the sample of households which participated in the both surveys. These data made possible tracking of living standard of the same persons in the period of one year.]
Along with these two comprehensive surveys, conducted on national and regional representative samples which were to give a picture of the general population, there were also two surveys with particular emphasis on vulnerable groups. In 2002, it was the survey of living standard of Family Income Support recipients with an aim to validate this state supported program of social welfare. In 2003 the survey of Roma from Roma settlements was conducted. Since all present experiences indicated that this was one of the most vulnerable groups on the territory of Serbia and Montenegro, but with no ample research of poverty of Roma population made, the aim of the survey was to compare poverty of this group with poverty of basic population and to establish which categories of Roma population were at the greatest risk of poverty in 2003. However, it is necessary to stress that the LSMS of the Roma population comprised potentially most imperilled Roma, while the Roma integrated in the main population were not included in this study.
The surveys were conducted on the whole territory of Serbia (without Kosovo and Metohija).
Sample survey data [ssd]
Sample frame for both surveys of general population (LSMS) in 2002 and 2003 consisted of all permanent residents of Serbia, without the population of Kosovo and Metohija, according to definition of permanently resident population contained in UN Recommendations for Population Censuses, which were applied in 2002 Census of Population in the Republic of Serbia. Therefore, permanent residents were all persons living in the territory Serbia longer than one year, with the exception of diplomatic and consular staff.
The sample frame for the survey of Family Income Support recipients included all current recipients of this program on the territory of Serbia based on the official list of recipients given by Ministry of Social affairs.
The definition of the Roma population from Roma settlements was faced with obstacles since precise data on the total number of Roma population in Serbia are not available. According to the last population Census from 2002 there were 108,000 Roma citizens, but the data from the Census are thought to significantly underestimate the total number of the Roma population. However, since no other more precise data were available, this number was taken as the basis for estimate on Roma population from Roma settlements. According to the 2002 Census, settlements with at least 7% of the total population who declared itself as belonging to Roma nationality were selected. A total of 83% or 90,000 self-declared Roma lived in the settlements that were defined in this way and this number was taken as the sample frame for Roma from Roma settlements.
Planned sample: In 2002 the planned size of the sample of general population included 6.500 households. The sample was both nationally and regionally representative (representative on each individual stratum). In 2003 the planned panel sample size was 3.000 households. In order to preserve the representative quality of the sample, we kept every other census block unit of the large sample realized in 2002. This way we kept the identical allocation by strata. In selected census block unit, the same households were interviewed as in the basic survey in 2002. The planned sample of Family Income Support recipients in 2002 and Roma from Roma settlements in 2003 was 500 households for each group.
Sample type: In both national surveys the implemented sample was a two-stage stratified sample. Units of the first stage were enumeration districts, and units of the second stage were the households. In the basic 2002 survey, enumeration districts were selected with probability proportional to number of households, so that the enumeration districts with bigger number of households have a higher probability of selection. In the repeated survey in 2003, first-stage units (census block units) were selected from the basic sample obtained in 2002 by including only even numbered census block units. In practice this meant that every second census block unit from the previous survey was included in the sample. In each selected enumeration district the same households interviewed in the previous round were included and interviewed. On finishing the survey in 2003 the cases were merged both on the level of households and members.
Stratification: Municipalities are stratified into the following six territorial strata: Vojvodina, Belgrade, Western Serbia, Central Serbia (Šumadija and Pomoravlje), Eastern Serbia and South-east Serbia. Primary units of selection are further stratified into enumeration districts which belong to urban type of settlements and enumeration districts which belong to rural type of settlement.
The sample of Family Income Support recipients represented the cases chosen randomly from the official list of recipients provided by Ministry of Social Affairs. The sample of Roma from Roma settlements was, as in the national survey, a two-staged stratified sample, but the units in the first stage were settlements where Roma population was represented in the percentage over 7%, and the units of the second stage were Roma households. Settlements are stratified in three territorial strata: Vojvodina, Beograd and Central Serbia.

In all surveys the same questionnaire with minimal changes was used. It included different modules, topically separate areas which had an aim of perceiving the living standard of households from different angles. Topic areas were the following: 1. Roster with demography. 2. Housing conditions and durables module with information on the age of durables owned by a household with a special block focused on collecting information on energy billing, payments, and usage. 3. Diary of food expenditures (weekly), including home production, gifts and transfers in kind. 4. Questionnaire of main expenditure-based recall periods sufficient to enable construction of annual consumption at the household level, including home production, gifts and transfers in kind. 5. Agricultural production for all households which cultivate 10+ acres of land or who breed cattle. 6. Participation and social transfers module with detailed breakdown by programs 7. Labour Market module in line with a simplified version of the Labour Force Survey (LFS), with special additional questions to capture various informal sector activities, and providing information on earnings 8. Health with a focus on utilization of services and expenditures (including informal payments) 9. Education module, which incorporated pre-school, compulsory primary education, secondary education and university education. 10. Special income block, focusing on sources of income not covered in other parts (with a focus on remittances).
During field work, interviewers kept a precise diary of interviews, recording both successful and unsuccessful visits. Particular attention was paid to reasons why some households were not interviewed. Separate marks were given for households which were not interviewed due to refusal and for cases when a given household could not be found on the territory of the chosen census block.
In 2002 a total of 7,491 households were contacted. Of this number a total of 6,386 households in 621 census rounds were interviewed. Interviewers did not manage to collect the data for 1,106 or 14.8% of selected households. Out of this number 634 households

TwitterThe objective of the three-year Nepal Household Risk and Vulnerability panel survey is to provide the Government of Nepal with empirical evidence on the patterns of exposure to shocks at the household level and on the vulnerability of households' welfare to these shocks. It covers 6,000 households and 400 communities in non-metropolitan areas of Nepal.
The survey helps address the following research questions: - What significant adverse events (both anticipated and unanticipated) are faced by households during a given year? - What strategies do households employ, and what systems of informal support do they rely on (ex-ante and ex-post) to cope with these events? - How are households' short- and medium-term welfare affected by these events? - What formal government assistance do households receive? Is it sufficient to help them cope?
A random PPS sample of all non-metropolitan areas in Nepal, where 'non-metropolitan' is as defined by the 2010 Census. The sampling followed the district/VDC administrative structure existing until 2017.

All households in non-metropolitan areas per the 2010 Census definition, excluding households in the Kathmandu valley (Kathmandu, Lalitpur and Bhaktapur districts).
Sample survey data [ssd]
The data was collected annually for three waves.
The sample frame was all households in non-metropolitan areas per the 2010 Census definition, excluding households in the Kathmandu valley (Kathmandu, Lalitpur and Bhaktapur districts). The country was segmented into 11 analytical strata, defined to correspond to those used in the NLSS III (excluding the three urban strata used there). The allocation of districts to strata are indicated in the Section_0 file of each wave. To increase the concentration of sampled households, 50 of the 75 districts in Nepal were selected with probability proportional to size (the measure of size being the number of households). PSUs were selected with probability proportional to size from the entire list of wards in the 50 selected districts, one stratum at a time. The number of PSUs per stratum is proportional to the stratum's population share and corresponds closely to the allocations used in the LFS-II and NLSS-III (adjusted for different overall numbers of PSUs in those surveys). In each of the selected PSUs (administrative wards), survey teams compiled a list of households in the ward based on existing administrative records and cross-checked with local leaders. The number of households shown in the list was compared to the ward population in the 2010 Census, adjusted for likely population growth. Where the listed population deviated by more than 10% from the projected population based on the census data, the team conducted a full listing of households in the ward. 15 households were selected at random each ward list for interviewing, and a further 5 households were selected as potential replacements.
During the fieldwork, one PSU in Lapu VDC was inaccessible due to weather, and was replaced by a ward in Hastichaur VDC using PPS sampling on that stratum (excluding the already selected PSUs). All other sampled PSUs were reached and retained throughout the three-year study period.

Community Questionnaire: The community questionnaire was fielded to a senior community representative at the VDC level in each of the 400 PSUs. The purpose of the community questionnaire was to obtain further details on access to services in each PSU, to gather information on shocks at the community level, and to collect market price data. Household Questionnaire: The style of questions for the household questionnaire was kept similar to those used in the NLSS-III questionnaire for comparability reasons. In some cases, new modules needed to be developed. The shocks questionnaire was developed by the World Bank team. A food security module was added based on the design recommended by USAID, and a psychosocial questionnaire was also developed by social development specialists in the World Bank. The section on government and other assistance was also redesigned to cover a broader range of programs and elicit information on details such as experience with enrollment and frequency of payment. After the data collection was complete, data cleaning started in HQ. During data cleaning the following actions were carried out:
Cleaned data set was submitted to the World Bank Team for further analysis.
Response rates were high, with 5,654 (94%) of the 6,000 Wave 1 households participating in all three waves. In Wave 2, a sample of 6,005 households were interviewed, of which 5,835 (97%) were households from Wave 1, and 165 (3%) were new households added to replace Wave 1 households that could not be reached. Additionally, five households that had split since Wave 1 were also interviewed. In Wave 3, a sample of 6,051 households were interviewed. The number was higher because some households interviewed in Wave 1 but not in Wave 2 were reached again in Wave 3. Of the 6,051 households, 192 were replacement households and four were split households. The majority of non-response was explained by respondents not being located or having migrated.

Sample survey data [ssd]
The sample for the 2006-2017 Argentina Enterprise Survey (ES) was selected using stratified random sampling, following the methodology explained in the Sampling Manual. Stratified random sampling was preferred over simple random sampling for several reasons: - To obtain unbiased estimates for different subdivisions of the population with some known level of precision. - To obtain unbiased estimates for the whole population. The whole population, or universe of the study, is the non-agricultural economy. It comprises: all manufacturing sectors (group D), construction (group F), services (groups G and H), and transport, storage, and communications (group I). Groups are defined following ISIC revision 3.1. Note that this definition excludes the following sectors: financial intermediation (group J), real estate and renting activities (group K, excluding sub-sector 72, IT, which was added to the population under study), and all public or utilities-sectors. - To make sure that the final total sample includes establishments from all different sectors and that it is not concentrated in one or two of industries/sizes/regions. - To exploit the benefits of stratified sampling where population estimates, in most cases, will be more precise than using a simple random sampling method (i.e., lower standard errors, other things being equal.)
Three levels of stratification were used in every country: industry, establishment size, and region.
Industry stratification was designed in the following way: In small economies the population was stratified into 3 manufacturing industries, one services industry - retail-, and one residual sector as defined in the sampling manual. Each industry had a target of 120 interviews. In middle size economies the population was stratified into 4 manufacturing industries, 2 services industries -retail and IT-, and one residual sector. For the manufacturing industries sample sizes were inflated by 25% to account for potential non-response in the financing data.
For the Argentina ES, size stratification was defined following the standardized definition for the rollout: small (5 to 19 employees), medium (20 to 99 employees), and large (more than 99 employees). For stratification purposed, the number of employees was defined on the basis of reported permanent full-time workers. This resulted in some difficulties in certain countries where seasonal/casual/part-time labor is common.

The "Core Questionnaire" is the heart of the Enterprise Survey and contains the survey questions asked of all firms across the world. There are also two other survey instruments - the "Core Questionnaire + Manufacturing Module" and the "Core Questionnaire + Retail Module." The survey is fielded via three instruments in order to not ask questions that are irrelevant to specific types of firms, e.g. a question that relates to production and nonproduction workers should not be asked of a retail firm. In addition to questions that are asked across countries, all surveys are customized and contain country-specific questions. An example of customization would be including tourism-related questions that are asked in certain countries when tourism is an existing or potential sector of economic growth.
The standard Enterprise Survey topics include firm characteristics, gender participation, access to finance, annual sales, costs of inputs/labor, workforce composition, bribery, licensing, infrastructure, trade, crime, competition, capacity utilization, land and permits, taxation, informality, business-government relations, innovation and technology, and performance measures.
Data entry and quality controls are implemented by the contractor and data is delivered to the World Bank in batches (typically 10%, 50% and 100%). These data deliveries are checked for logical consistency, out of range values, skip patterns, and duplicate entries. Problems are flagged by the World Bank and corrected by the implementing contractor through data checks, callbacks, and revisiting establishments.
Survey non-response must be differentiated from item non-response. The former refers to refusals to participate in the survey altogether whereas the latter refers to the refusals to answer some specific questions. Enterprise Surveys suffer from both problems and different strategies were used to address these issues.
Item non-response was addressed by two strategies:
a- For sensitive questions that may generate negative reactions from the respondent, such as corruption or tax evasion, enumerators were instructed to collect the refusal to respond (-8) as a different option from don't know (-9).
b- Establishments with incomplete information were re-contacted in order to complete this information, whenever necessary. However, there were clear cases of low response. The following graph shows non-response rates for the sales variable, d2, by sector. Please, note that for this specific question, refusals were not separately identified from "Don't know" responses.
Survey non-response was addressed by maximizing efforts to contact establishments that were initially selected for interview. Attempts were made to contact the establishment for interview at different times/days of the week before a replacement establishment (with similar strata characteristics) was suggested for interview. Survey non-response did occur but substitutions were made in order to potentially achieve strata-specific goals; whenever this was done, strict rules were followed to ensure replacements were randomly selected within the same stratum. Further research is needed on survey non-response in the Enterprise Surveys regarding potential introduction of bias.

TwitterThe Cox’s Bazar Panel Survey (CBPS) was completed in August 2019, through a partnership between the Yale Macmillan Center Program on Refugees, Forced Displacement, and Humanitarian Responses (Yale Macmillan PRFDHR), the Gender & Adolescence: Global Evidence (GAGE) program, the Poverty and Equity Global Practice of the World Bank and the State and Peacebuilding Fund (SPF) administered by the World Bank. It is a representative survey of the post-2017 population of displaced Rohingya and households in host communities in the Cox’s Bazar district in Bangladesh.
The high-frequency phone tracking (HFT) surveys were built to maintain communication with baseline respondents while collecting rapid data on key welfare indicators on labor, basic needs and education. Three rounds of the HFT have been completed between 2020-2021, which have been used to produce welfare updates on the host and Rohingya population residing in Cox's Bazar, Bangladesh, particularly amidst the COVID-19 crisis.
The tracking surveys collected information across three broad welfare dimensions: labor, access to basic needs and education status of school-aged children. Round 1 collected information on labor and access to basic needs only; the module on education was added Round 2 onwards.

Sample survey data [ssd]
The CBPS study has a total sample size of 5,020 households (HHs), divided among three strata covering Rohingya refugees in camps and host communities in Cox’s Bazar district and some adjacent regions of Bandarban district. The CBPS HFT attempted to follow the full baseline sample of 5,020 household in each round, with no alterations or additions made to the sampling design. The baseline sampling strategy is detailed below.
The three strata are defined as:
i. Rohingya refugees in camps
ii. High exposure hosts: hosts within 15 km (3-hour walking distance) of camps
iii. Low exposure hosts: hosts at more than 15 km (3-hour walking distance) from camps
(In the datasets, the 'settlement_type' and 'stratum' variables identify the different levels at which the sample is representative)
Defining the camp strata: A two-step data collection on Rohingya refugee prevalence within host communities (i.e., outside of camps) confirmed that prevalence in host communities was low, and that this was the case not only for newer Rohingya displaced, but for the older cohort of displaced, as well. This pattern of refugee prevalence supported having one stratum for the Rohingya displaced living in camps. The sampling strategy for the CBPS therefore focused on generating representative estimates for the camp based Rohingya population in Cox’s Bazar district.
Defining the host strata: For hosts, the sampling strategy was designed to account for the differential implications of a camp-based concentration of close to a million Rohingya displaced for different areas of Cox’s Bazar. To distinguish between host communities that are differentially affected by the arrival of the Rohingya, the CBPS sampling strategy used a threshold of three hours’ walking time from a campsite to define two survey strata: (i) host communities with potentially high exposure (HE) to the displaced Rohingya, and (ii) host communities with potentially low exposure (LE).
Sampling frame: The camp sample uses the Needs and Population Monitoring Round 12 (NPM12) data from the International Organization for Migration as the sampling frame. For the host sample, a combination of the 2011 population census, Admin 4 shapefiles from the Bureau of Statistics and publicly available Google Earth imagery and OpenStreetMaps were used to develop a sampling frame.
Stages of sample selection: For camps, NPM12 divided all camps into 1,954 majhee blocks.1 200 blocks were randomly selected using a probability proportional to the size of the camp. A full listing was carried out in each selected camp block.
For hosts, a two-stage sampling strategy was followed. The first stage of selection was done at the mauza level by strata. A random sample of 66 mauzas was drawn from a frame of 286 mauzas using probability proportional to size. Based on census population size, each mauza was divided into segments of roughly 100-150 households. The second stage selected three segments from each selected mauza with equal probability of selection.
Listing and replacements: Within each selected PSU in camps (blocks) and hosts (mauza-segments), all households (100-150 on average) were listed. Of listed households, 13 households were selected at random for interview, with an additional replacement list of 5 households. More information on the sampling strategy and process can be found on the published working paper titled “Data Triangulation Strategies to Design a Representative Household Survey of Hosts and Rohingya Displaced in Cox’s Bazar, Bangladesh”.
While the original sampling strategy was designed to be representative of all camp-based Rohingya displaced, campsites with older Rohingya displaced refused to participate in the listing due to other political sensitivities. This refusal was maintained despite many attempts. Since the older Rohingya displaced were not a separate stratum, a decision was made to drop these households from the survey. Therefore, the attained sample does not contain registered refugees from the two camps – Kutupalong RC and Nayapara RC.
The host sample covers six out of eight upazilas in Cox’s Bazar District (Chakaria, Cox’s Bazar Sadar, Pekua, Ramu, Teknaf, and Ukhia upazilas) and one upazila in Bandarban District (Naikhongchhori upazila). The two upazilas not covered within the sample are the islands of Kutubdia and Maheshkhali.
Computer Assisted Personal Interview [capi]
The R1 tracking questionnaire was developed as a lean version of the questionnaire implemented during the CBPS baseline. The R2 and R3 questionnaires retained certain aspects of the R1 questionnaire, but also added more detailed questions on aspects such as food security (in consultation with UN-WFP) and credit-seeking and coping behavior based on findings observed in previous rounds and dynamic research needs within the COVID-19 crisis.
One questionnaire was developed per round of data collection with modules containing household level questions on access to basic needs, credit-seeking behavior, access to health services, vaccinations and individual level questions on labor market status. Any adult, knowledgeable member of the confirmed sample household were eligible to answer the household modules. The labor module was only permitted if the respondent reached was any one of the 2-3 selected adults within the household who had completed the baseline adult questionnaires.
Questionnaires were developed in English and translated into Bengali. The translations to Bengali were thoroughly reviewed by the World Bank team’s local consultants to ensure quality. Pretesting and piloting were done using the Bengali questionnaires.
All questionnaires and modules in English are provided as external resources.
Data was collected through computer-assisted telephone interviews via SurveyCTO, an ODK-based platform. Maintenance of correct questionnaire flow was ensured through in-built skips and logic checks within the programmed questionnaire.
No manual data corrections were made on submitted interviews by the data processing team. Interviews flagged as needing field corrections due to mistaken entries were re-submitted by enumerators upon strict evaluation by the project team upon close review of the concerns raised and filtered by the program automatically before closing of data collection in each round.
In addition to logic checks within the survey program itself, extensive data consistency checks and quality indicators were developed by the WB team to monitor data quality during survey implementation. Field debriefs were held frequently during the piloting phase and first week of data collection, and once a week in latter weeks to provide feedback to enumerators and gain clarity on data quality concerns.
Post data collection, structural and consistency checks have been conducted on each round dataset and in-between datasets from different rounds.
The response rates at household level for each round of the CBPS HFT, based on the baseline sample of 5,020 and disaggregated at stratum-level are: Round 1: Overall - 67%; Camps - 54%; High exposure: 71%; Low exposure: 72% Round 2: Overall - 72%; Camps - 63%; High exposure: 81%; Low exposure: 80% Round 3: Overall - 68%; Camps - 55%; High exposure: 81%; Low exposure: 80%

The sample was drawn in four locations (Nairobi, Mombasa,Nakuru, and Kisumu) and covered both manufacturing and services sectors.
The objective of the survey is to obtain feedback from enterprises in client countries on the state of the private sector as well as to help in building a panel of enterprise data that will make it possible to track changes in the business environment over time, thus allowing, for example, impact assessments of reforms. Through face-to-face interviews with firms in the manufacturing and services sectors, the survey assesses the constraints to private sector growth and creates statistically significant business environment indicators that are comparable across countries.

A firm may be composed of one or more establishments. For example, a brewery may have several bottling plants and several establishments for distribution. For the purposes of this survey an establishment must make its own financial decisions and have its own financial statements separate from those of the firm. An establishment must also have its own management and control over its payroll.
The whole population, or the universe, covered in the Enterprise Surveys is the non-agricultural economy. It comprises: all manufacturing sectors according to the ISIC Revision 3.1 group classification (group D), construction sector (group F), services sector (groups G and H), and transport, storage, and communications sector (group I). The study used stratified simple random sampling for the formal economy (registered establishments with more than 4 workers), and simple random sampling for the micro firms (non-registered establishments with less than 5 employees). Close to 60% of the formal sample is represented by manufacturing firms. Within manufacturing food (17 percent), garments (12 percent) and other manufacturing (31 percent) represent individual strata. Outside the manufacturing sector, the retail sector account for 19 percent of the sample and less than a quarter of the firms belong to the rest of services stratum.
The sample was drawn in four locations: Nairobi, Mombasa, Nakuru, and Kisumu. Size stratification for formal firms was defined following the standardized definition used for the Enterprise Surveys: small (5 to 19 employees), medium (20 to 99 employees), and large (more than 99 employees). For establishments with five or more full-time permanent paid employees, the universe was stratified according to the following categories of industry: 1. Manufacturing: Food and Beverages (Group D, sub-group 15); 2. Manufacturing: Garment (Group D, sub group 18); 3. Manufacturing: Other Manufacturing (Group D excluding sub-groups 15 and 18); 4. Retail Trade: (Group G, sub-group 52); 5. Rest of the universe, including: • Construction (Group F); • Wholesale trade (Group G, sub-group 51); • Hotels, bars and restaurants (Group H); • Transportation, storage and communications (Group I); • Computer related activities (Group K, sub-group 72).
The sampling frame was obtained from the Kenya National Bureau of Statistics, the Kenya Association of Manufacturers, the Kenya National Chamber of Commerce, the Kenya Private Sector Alliance, and from the Federation of Kenya Employers. The lists were merged together into a master list which was validated, updated where possible, and then used to establish the initial population size for each stratum. The final population size in all strata and locations was 6562 with the vast majority of establishments operating in the rest of the universe, and manufacturing strata.
The sample also includes panel data collected from establishments surveyed in the 2003 Kenya Investment Climate Survey (ICS). That survey included establishments in all three manufacturing strata distributed across the entire country. In order to collect the largest possible set of panel data, an attempt was made to contact and survey every establishment in the panel, provided it was located in one of the four cities covered by this survey and operated in the universe under study.
The remainder of the sample (including the entire rest of universe and retail sample in each city) was selected at random from the master list by a computer program.
In this survey, the micro establishment stratum covers all establishments of the targeted categories of economic activity with less than 5 employees. The implementing agency, EEC Canada, selected an aerial sampling approach to estimate the population of establishments and select the sample in this stratum for all regions of the survey. The following procedure was followed for the sampling of micro establishments: 1. Step 1: districts and specific zones of each district with a high concentration of micro establishments were identified; 2. Step 2: a count of all micro establishments in these specific zones was conducted; 3. Step 3: the count by zone was converted into one list of sequential numbers for the whole survey region and a virtual list was created with establishments numbers; 4. Step 4: a computer program performed a random selection of establishments numbers from that virtual list; 5. Step 5: based on the ratio between the number selected in each specific zone and the total population in that zone, a skip rule was created and applied for selecting the corresponding establishments in each zone.
Enumerators applied the skip rule defined for that zone as well as how to select replacements in the event of refusal or other cause of non-participation.

For stratification by industry, the universe was stratified into 11 manufacturing industries (food, textiles, chemicals, rubber/plastics, non-metallic mineral products, basic metals, fabricated metal products, machinery and equipment, electrical machinery and communications equipment, motor vehicles, and other manufacturing), and 7 services industries (construction, sales and repair of motor vehicles, wholesale, retail, hotels and restaurants, transportation/storage/communications, and IT).
Size stratification was defined following the standardized definition for the rollout: small (5 to 19 employees), medium (20 to 99 employees), and large (more than 99 employees). For stratification purposes, the number of employees was defined on the basis of reported permanent full-time workers. This seems to be an appropriate definition of the labor force since seasonal/casual/part-time employment is not common practice, apart from the construction and agriculture sectors which are not included in the survey.
Regional stratification was defined in 23 states. Delhi was included as a state for stratification purposes, whereas the 6 other UT's were excluded from the survey project (due to their very small size and low contribution to national GDP). The states of Sikkim and Mizoram were also excluded as their share of national GDP was less than 0.1%. At the onset of the survey project, Andhra Pradesh included Telangana (hence Telangana was not considered as its own state). The states of Arunachal Pradesh, Nagaland, Manipur, Tripura, and Meghalaya were combined and considered one state (Arunachal Pradesh) for the purposes of stratification. The survey focused on major cities and the surrounding business area.
For manufacturing establishments, the sample frame used for the survey in India was from the 2013 Annual Survey of Industries compiled by the Central Statistics Office of the Ministry of Statistics and Programme Implementation.
For services establishments, industry associations lists were used to create lists from which to randomly sample from.
Given the impact that non-eligible units included in the sample universe may have on the results, adjustments may be needed when computing the appropriate weights for individual observations. The percentage of confirmed non-eligible units as a proportion of the total number of sampled establishments contacted for the survey was 14.9% (566 out of 3,789 establishments).

The structure of the data base reflects the fact that two different versions of the questionnaire were used for 3 categories of businesses (manufacturing, retail, and other services/non-retail). The Manufacturing Questionnaire includes all common questions asked to all establishments and some specific questions relevant to manufacturing firms. The Services Questionnaire, administered to retail and other services/non-retail establishments, includes all common questions asked to all establishments and some specific questions relevant retail and other services firms. Each variation of the questionnaire is identified by the index variable, a0.
All variables are named using, first, the letter of each section and, second, the number of the variable within the section, i.e. a1 denotes section A, question 1. Variable names proceeded by a prefix "SAR" or "IND" indicate questions specific to the South Asia region or India only, therefore, they may not be found in the implementation of the rollout in other countries. All other suffixed variables are global and are present in all country surveys over the world. All variables are numeric with the exception of those variables with an "x" at the end of their names. The suffix "x" denotes that the variable is alpha-numeric.

Macedonia ES 2009 was conducted in 2008 and 2009, while Macedonia ES 2013 was conducted between November 2012 and May 2013, and North Macedonia ES 2019 was conducted between December 2018 and October 2019. The objective of the Enterprise Survey is to gain an understanding of what firms experience in the private sector.
As part of its strategic goal of building a climate for investment, job creation, and sustainable growth, the World Bank has promoted improving the business environment as a key strategy for development, which has led to a systematic effort in collecting enterprise data across countries. The Enterprise Surveys (ES) are an ongoing World Bank project in collecting both objective data based on firms’ experiences and enterprises’ perception of the environment in which they operate.

Regions covered are selected based on the number of establishments, contribution to employment, and value added. In most cases these regions are metropolitan areas and reflect the largest centers of economic activity in a country.
The primary sampling unit of the study is the establishment. An establishment is a physical location where business is carried out and where industrial operations take place or services are provided. A firm may be composed of one or more establishments. For example, a brewery may have several bottling plants and several establishments for distribution. For the purposes of this survey an establishment must make its own financial decisions and have its own financial statements separate from those of the firm. An establishment must also have its own management and control over its payroll.
The whole population, or universe of the study, is the non-agricultural economy. It comprises: all manufacturing sectors according to the group classification of ISIC Revision 3.1: (group D), construction sector (group F), services sector (groups G and H), and transport, storage, and communications sector (group I). Note that this definition excludes the following sectors: financial intermediation (group J), real estate and renting activities (group K, except sub-sector 72, IT, which was added to the population under study), and all public or utilities-sectors.
Sample survey data [ssd]
The sample for Macedonia 2009 ES, Macedonia 2013 ES and of 2019 North Macedonia ES were selected using stratified random sampling, following the methodology explained in the Sampling Manual for Macedonia 2009 ES and for Macedonia 2013 ES, and in the Sampling Note for 2019 North Macedonia ES. Stratified random sampling was preferred over simple random sampling for several reasons:
a. To obtain unbiased estimates for different subdivisions of the population with some known level of precision. b. To obtain unbiased estimates for the whole population. The whole population, or universe of the study, is the non-agricultural economy. It comprises: all manufacturing sectors according to the group classification of ISIC Revision 3.1: (group D), construction sector (group F), services sector (groups G and H), and transport, storage, and communications sector (group I). Note that this definition excludes the following sectors: financial intermediation (group J), real estate and renting activities (group K, except sub-sector 72, IT, which was added to the population under study), and all public or utilities-sectors. c. To make sure that the final total sample includes establishments from all different sectors and that it is not concentrated in one or two of industries/sizes/regions. d. To exploit the benefits of stratified sampling where population estimates, in most cases, will be more precise than using a simple random sampling method (i.e., lower standard errors, other things being equal.) e. Stratification may produce a smaller bound on the error of estimation than would be produced by a simple random sample of the same size. This result is particularly true if measurements within strata are homogeneous. f. The cost per observation in the survey may be reduced by stratification of the population elements into convenient groupings.
Three levels of stratification were used in this country: industry, establishment size, and region. The original sample design with specific information of the industries and regions chosen is described in Appendix C of the North Macedonia 2019 ES Implementation Report and in Appendix E of the Macedonia 2013 Implementation Report.
Industry stratification was done as follows: Manufacturing – combining all the relevant activities (ISIC Rev. 3.1 codes 15-37), Retail (ISIC 52), and Other Services (ISIC 45, 50, 51, 55, 60-64, 72).
As it is standard for the ES, the North Macedonia ES was based on the following size stratification: small (5 to 19 employees), medium (20 to 99 employees), and large (100 or more employees).
Regional stratification for North Macedonia ES 2019 was done across three regions: Skopje; Eastern Macedonia comprising Northeastern, Eastern, Southeastern, and Vardar regions; and Western Macedonia comprising Polog, Southwestern and Pelagonia regions. For Macedonia 2013 ES, regional stratification was defined in 4 regions (city and the surrounding business area) throughout Macedonia. And for Macedonia ES 2009, regional stratification was defined in 4 regions which are Eastern, North- West & West, Skopje, and South.

Questionnaires have common questions (core module) and respectfully additional manufacturing- and services-specific questions. The eligible manufacturing industries have been surveyed using the Manufacturing questionnaire (includes the core module, plus manufacturing specific questions). Retail firms have been interviewed using the Services questionnaire (includes the core module plus retail specific questions) and the residual eligible services have been covered using the Services questionnaire (includes the core module). Each variation of the questionnaire is identified by the index variable, a0.
Survey non-response must be differentiated from item non-response. The former refers to refusals to participate in the survey altogether whereas the latter refers to the refusals to answer some specific questions. Enterprise Surveys suffer from both problems and different strategies were used to address these issues.
Item non-response was addressed by two strategies:
a- For sensitive questions that may generate negative reactions from the respondent, such as corruption or tax evasion, enumerators were instructed to collect the refusal to respond (-8) as a different option from don’t know (-9).
b- Establishments with incomplete information were re-contacted in order to complete this information, whenever necessary. However, there were clear cases of low response. The following graph shows non-response rates for the sales variable, d2, by sector. Please, note that for this specific question, refusals were not separately identified from “Don’t know” responses.
