This collection provides nationally representative data on persons held prior to trial and on convicted offenders serving sentences in local jails or awaiting transfer to state prisons. Data cover demographic characteristics of jail inmates (sex, race, ethnicity, Hispanic origin, employment), current offenses and sentences, characteristics of victims, criminal histories, jail activities and programs, prior drug and alcohol use and treatment, and health care services provided while in jail.
Jails and Prisons (Correctional Institutions). The Jails and Prisons sub-layer is part of the Emergency Law Enforcement Sector and the Critical Infrastructure Category. A Jail or Prison consists of any facility or location where individuals are regularly and lawfully detained against their will. This includes Federal and State prisons, local jails, and juvenile detention facilities, as well as law enforcement temporary holding facilities. Work camps, including camps operated seasonally, are included if they otherwise meet the definition. A Federal Prison is a facility operated by the Federal Bureau of Prisons for the incarceration of individuals. A State Prison is a facility operated by a state, commonwealth, or territory of the US for the incarceration of individuals for a term usually longer than 1 year. A Juvenile Detention Facility is a facility for the incarceration of those who have not yet reached the age of majority (usually 18 years). A Local Jail is a locally administered facility that holds inmates beyond arraignment (usually 72 hours) and is staffed by municipal or county employees. A temporary holding facility, sometimes referred to as a "police lock up" or "drunk tank", is a facility used to detain people prior to arraignment. Locations that are administrative offices only are excluded from the dataset. This definition of Jails is consistent with that used by the Department of Justice (DOJ) in their "National Jail Census", with the exception of "temporary holding facilities", which the DOJ excludes. Locations which function primarily as law enforcement offices are included in this dataset if they have holding cells. If the facility is enclosed with a fence, wall, or structure with a gate around the buildings only, the locations were depicted as "on entity" at the center of the facility. If the facility's buildings are not enclosed, the locations were depicted as "on entity" on the main building or "block face" on the correct street segment. Personal homes, administrative offices, and temporary locations are intended to be excluded from this dataset; however, some personal homes of constables are included due to the fact that many constables work out of their homes. This dataset includes non license restricted data from the following federal agencies: Bureau of Indian Affairs; Bureau of Reclamation; U.S. Park Police; Federal Bureau of Prisons; Bureau of Alcohol, Tobacco, Firearms and Explosives; U.S. Marshals Service; U.S. Fish and Wildlife Service; National Park Service; U.S. Immigration and Customs Enforcement; and U.S. Customs and Border Protection. This dataset is comprised completely of license free data. The Law Enforcement dataset and the Correctional Institutions dataset were merged into one working file. TGS processed as one file and then separated for delivery purposes. With the merge of the Law Enforcement and the Correctional Institutions datasets, NAICS Codes & Descriptions were assigned based on the facility's main function which was determined by the entity's name, facility type, web research, and state supplied data. In instances where the entity's primary function is both law enforcement and corrections, the NAICS Codes and Descriptions are assigned based on the dataset in which the record is located (i.e., a facility that serves as both a Sheriff's Office and as a jail is designated as [NAICSDESCR]="SHERIFFS' OFFICES (EXCEPT COURT FUNCTIONS ONLY)" in the Law Enforcement layer and as [NAICSDESCR]="JAILS (EXCEPT PRIVATE OPERATION OF)" in the Correctional Institutions layer). To fulfill part of its mission, the Bureau of Justice Statistics (BJS) conducted the Survey of Prison Inmates (SPI), a national, wide-ranging survey of prisoners age 18 or older who were incarcerated in state or federal correctional facilities within the United States. SPI provides national statistics on prisoner characteristics across a variety of domains, such as current offense and sentence, incident characteristics, firearm possession and sources, criminal history, demographic and socioeconomic characteristics, family background, drug and alcohol use and treatment, mental and physical health and treatment, and facility programs and rules violations. SPI can also be used to track changes in these characteristics over time, describe special populations of prisoners, and identify policy-relevant changes in the state and federal prison populations. Formerly the Survey of Inmates in State and Federal Correctional Facilities (SISFCF), this survey was renamed SPI with the 2016 iteration.

Homeland Security Use Cases: Use cases describe how the data may be used and help to define and clarify requirements. 1. A threat to cause the mass release of prisoners by an outside terrorist group has been identified. Steps need to be taken to provide extra security at the targeted prisons. 2. Massive civil unrest has resulted in a large number of arrests. Appropriate space is needed outside of the immediate area to house the arrested individuals. 3. Massive civil unrest has resulted in a large number of arrests. A "holding camp" has been established to hold those arrested. Trained security guards are needed to staff the holding camp. 4. A disaster has caused the need for an emergency labor force (e.g., sandbagging during a flood) and prisoners may fill that need. 5. Inmates may need to be evacuated, or appropriate steps may need to be taken at a prison to protect the inmates and to ensure that a disaster does not present an opportunity for escape.

The 2019 Census of State and Federal Adult Correctional Facilities (CCF) was the ninth enumeration of state institutions and the sixth enumeration of federal institutions sponsored by the Bureau of Justice Statistics and its predecessors. Earlier censuses were completed in 1979 (ICPSR 7852), 1984 (ICPSR 8444), 1990 (ICPSR 9908), 1995 (ICPSR 6953), 2000 (ICPSR 4021), 2005 (ICPSR 24642), and 2012 (ICPSR 37294). The 2019 CCF consisted of two data collection instruments - one for confinement facilities and one for community-based facilities. For each facility, information was provided on facility operator; sex of prisoners authorized to be housed by facility; facility functions; percentage of prisoners authorized to leave the facility; one-day counts of prisoners by sex, race/ethnicity, special populations, and holding authority; number of walkaways occurring over a one-year period; and educational and other special programs offered to prisoners. Additional information was collected from confinement facilities, including physical security level; housing for special populations; capacity; court orders for specific conditions; one-day count of correctional staff by payroll status and sex; one-day count of security staff by sex and race/ethnicity; assaults and incidents caused by prisoners; number of escapes occurring over a one-year period; and work assignments available to prisoners. Late in the data collection to avoid complete nonresponse from facilities, BJS offered the option of providing critical data elements from the two data collection instruments. These elements included facility operator; sex of prisoners authorized to be housed by facility; facility functions; percentage of prisoners authorized to leave the facility; one-day counts of prisoners by sex, and holding authority. Physical security level was an additional critical data element for confinement facilities. The census counted prisoners held in the facilities, a custody count. Some prisoners who are held in the custody of one jurisdiction may be under the authority of a different jurisdiction. The custody count is distinct from a count of prisoners under a correctional authority's jurisdiction, which includes all prisoners over whom a correctional authority exercises control, regardless of where the prisoner is housed. A jurisdictional count is more inclusive than a prison custody count and includes state and federal prisoners housed in local jails or other non-correctional facilities.

The National Corrections Reporting Program (NCRP) compiles offender-level data on admissions and releases from state and federal prisons and post-confinement community supervision. The data are used to monitor the nation's correctional population and address specific policy questions related to recidivism, prisoner reentry, and trends in demographic characteristics of the incarcerated and community supervision populations. The Bureau of Justice Statistics (BJS) has administered the NCRP since 1983. Abt Associates has served as the NCRP data collection agent since October 2010.

Abstract (en): RECIDIVISM OF PRISONERS RELEASED IN 1994 is a database containing information on each of 38,624 sampled prisoners released from prisons in 15 states in 1994 and tracked for three years following their release. The majority of the database consists of information on each released prisoner's entire officially recorded criminal history (before and after the 1994 release). Sources for criminal history information are state and FBI automated RAP ("Records of Arrests and Prosecutions") sheets, which contain records of arrests, adjudications, and sentences. The study is the second major recidivism study conducted by the Bureau of Justice Statistics. The first study, RECIDIVISM AMONG RELEASED PRISONERS, 1983: UNITED STATES, tracked over 16,000 prisoners released in 11 states in 1983 for three years. These two studies are the closest approximation to "national" recidivism studies in the United States. They are distinguished by their large sample size (over 16,000 released prisoners in the first study, 38,624 in the second), geographic breadth of coverage (11 states in the first study, 15 in the second), length of prospective tracking (three years from date of release in both studies), ability to track the movement of released prisoners across state boundaries (both studies), and multiple measures of recidivism (both studies). Demographic data include race, ethnicity, sex, and date of birth. ICPSR data undergo a confidentiality review and are altered when necessary to limit the risk of disclosure. ICPSR also routinely creates ready-to-go data files along with setups in the major statistical software formats as well as standard codebooks to accompany the data. In addition to these procedures, ICPSR performed the following processing steps for this data collection: Created variable labels and/or value labels.; Standardized missing values.; Performed recodes and/or calculated derived variables.; Checked for undocumented or out-of-range codes.. Prisoners released during 1994 in the 15 states that the study covered. The 15 states account for about two-thirds of releases in the United States in a given year. Smallest Geographic Unit: state The following 15 state Departments of Corrections participated in the study: Arizona, California, Delaware, Florida, Illinois, Maryland, Michigan, Minnesota, New Jersey, New York, North Carolina, Ohio, Oregon, Texas, and Virginia. These departments supplied Bureau of Justice Statistics (BJS) with information on each person released from prison in the state in 1994 (Note: Illinois releases are for fiscal year 1994 rather than calendar year 1994). These 15 states were chosen as a purposive sample, based on willingness to participate, the state's relative contribution to the overall national prison population, and the state's inclusion in the earlier study of recidivism conducted by BJS in 1983 (see ICPSR 8875). The 15 states supplied BJS with release records on 302,309 prisoners released in 1994, approximately two-thirds of all prisoners released in the nation. Using these records, the researchers drew a representative sample from each state, totaling 38,624 out of the 302,309 released prisoners, stratified by most serious conviction offense. The purpose of this study was to examine the crime of identity theft from the offenders' perspectives. The study employed a purposive sampling strategy. Researchers identified potential interview subjects by examining newspapers (using Lexis-Nexis), legal documents (using Lexis-Nexis and Westlaw), and United States Attorneys' Web sites for individuals charged with, indicted, and/or sentenced to prison for identity theft. Once this list was generated, researchers used the Federal Bureau of Prisons (BOP) Inmate Locator to determine if the individuals were currently housed in federal facilities. Researchers visited the facilities that housed the largest number of inmates on the list in each of the six regions in the United States as defined by the BOP (Western, North Central, South Central, North Eastern, Mid-Atlantic, and South Eastern) and solicited the inmates housed in these prisons. A total of 14 correctional facilities were visited and 65 individuals incarcerated for identity theft or identity theft related crimes were interviewed between March 2006 and February 2007. Researchers used semi-structured interviews to explore the offenders' decision-making processes. When possible, interviews were audio recorded and then transcribed verbatim. Part 1 (Quantitative Data) includes the demographic variables age, race, gender, number of children, highest level of education, and socioeconomic class while growing up. Other variables include prior arrests or convictions and offense type, prior drug use and if drug use contributed to identity theft, if employment facilitated identity theft, if they went to trial or plead to charges, and sentence length. Part 2 (Qualitative Data), includes demographic questions such as family situation while growing up, highest level of education, marital status, number of children, and employment status while committing identity theft crimes. Subjects were asked about prior criminal activity and drug use. Questions specific to identity theft include the age at which the person became involved in identity theft, how many identities he or she had stolen, if they had worked with other people to steal identities, why they had become involved in identity theft, the skills necessary to steal identities, and the perceived risks involved in identity theft.

Summary Since 2017, GEO shares have fallen sharply from $30 to ~$8.50 per share, at one point below even the book value of $8.19 per share. President Biden recently signed an executive order that banned the renewal of Department of Justice contracts with private prisons, but the effect on GEO is way way less than the market thinks. The border crisis renders ICE dependent on GEO for capacity, making it near impossible for ICE to cut ties in the near future. Secure services manage 74,000 beds across 58 facilities as of the 2020 annual report. GEO transport is included in U.S. secure services, but we felt it warranted its own paragraph. GEO transport provides secure transportation services to government agencies. With 400 customized, U.S. Department of Transportation compliant vehicles, GEO transport drove more than 14 million miles in 2020. 2 - GEO Care GEO care is a series of programs designed to reintegrate inmates and troubled youth into society. They operate through reentry centers, non-residential reentry programs, and youth treatment programs. GEO care operates approximately 4-dozen reentry centers, which provide housing, employment assistance, rehabilitation, substance abuse counseling, and vocational and education programs to current and former inmates. Through their reentry segment, they operate more than 70 non-residential reentry programs that provide behavioral assessments, treatment, supervision, and education. GEO care made up 23% of total 2020 revenue. Geo monitoring is included in GEO care. Through a wholly-owned subsidiary, BI Inc., GEO offers monitoring technology for parolees, probationers, pretrial defendants, and individuals involved in the immigration process. As of the 2020 annual report, BI helps monitor ~155,000 individuals across all 50 states. 3 - International operations International operations made up only 10% of revenue in 2020, but it is showing signs of growth. GEO recently landed a 10-year contract with the United kingdom, which they expect to total $760 million in revenue over the course of the contract. They also landed an 8-year contract with the Scottish Prison Service, which grants an annualized revenue of $39 million and has a 4-year renewal period. Why is GEO Mispriced? While there are several reasons for the dramatic reduction in share price over the last 4 years, the main reason was the looming fear of legislation destroying privately owned prisons. To a degree, this fear materialized on January 26th, 2021, when President Biden signed an Executive Order ordering the Attorney General not to renew any Department of Justice contracts with "privately operated criminal detention facilities." At face value, this order seems as though it would have a devastating impact on GEO. However, only ~25% of total revenue is impacted in any form by this order. The executive order only concerns branches of the Department of Justice. Only 2 DOJ branches have business connections with GEO, the US Marshals (USMS), and the Bureau of Prisons (BOP). Source: Annual report It is imperative to note that Immigration and Customs Enforcement (ICE), is not a branch of the DOJ and is therefore unaffected by this order. Individual states, as well as other countries, are unaffected by this order Bureau of Prisons GEO currently holds several agreements with the BOP relating to operations of prisons across the country. As of year-end 2020, agreements involving the BOP accounted for 14% of total revenue. All revenue from the BOP will not disappear, as the executive order does not impact reentry facilities. This dataset documents the records of mainly Black people incarcerated in the Tennessee State Penitentiary in the period directly before, during, and after the Civil War, from 1850-1870. It includes a staggering amount of formerly enslaved Civil War soldiers and veterans who had enlisted in the segregated regiments of the United States Military, the U.S.C.T. This demographic information of over 1,400 inmates incarcerated in an occupied border state allows us to examine trends, patterns, and relationships that speak to the historic ties between the US military and the TN State Penitentiary, and more broadly, the role of enslavement’s legacies in the development of punitive federal systems. Further analysis of this dataset reveals the genesis of many modern trends in incarceration and law. The dataset of this article and its historiographical implications will be of interest to scholars who study the regional dynamics of antebellum and post-Civil War prison systems, convict leasing and the development of the modern carceral state, Black resistance in the forms of fugitivity and participation in the Civil War, and pre-war era incarceration of free Black men and women and non-Black people convicted of crimes related to enslavement.
This data collection provides annual data on prisoners under a sentence of death and prisoners whose offense sentences were commuted or vacated during the period 1973-2001. Information is supplied for basic sociodemographic characteristics such as age, sex, education, and state of incarceration. Criminal history data include prior felony convictions for criminal homicide and legal status at the time of the capital offense. Additional information is available for inmates removed from death row by year-end 2001 and for inmates who were executed.

The National Corrections Reporting Program (NCRP) compiles offender-level data on admissions and releases from state and federal prisons and post-confinement community supervision. The data are used to monitor the nation's correctional population and address specific policy questions related to recidivism, prisoner reentry, and trends in demographic characteristics of the incarcerated and community supervision populations. The Bureau of Justice Statistics (BJS) has administered the NCRP since 1983. Abt Associates has served as the NCRP data collection agent since October 2010. This version of the NCRP contains selected variables making it suitable for public release. This version of the NCRP data contains data for term records, prison admissions, prison releases, and year-end prison population counts. The data files have selected variables making the data suitable for public release. The complete version of NCRP data is classified as restricted access. These data are part of NACJD's Fast Track Release and are distributed as they were received from the data depositor. The files have been zipped by NACJD for release, but not checked or processed except for the removal of direct identifiers. Users should refer to the accompanying readme file for a brief description of the files available with this collection and consult the investigator(s) if further information is needed.The data were obtained from one state prison system that was characterized by a diverse and rising prison population. This prison system housed more than 30,000 inmates across 15 institutions (14 men's facilities; 1 women's facility). The data contain information on inmates' placements into different housing units across all 15 state prison complexes, including designated maximum security, restrictive housing units. Inmates placed in restrictive housing were in lockdown the majority of the day, had limited work opportunities, and were closely monitored. These inmates were also escorted in full restraints within the institution. They experienced little recreational time, visitation and phone privileges, and few interactions with other inmates. The data contain information on inmates' housing placements, institutional misconduct, risk factors, demographic characteristics, criminal history, and offense information. These data provide information on every housing placement for each inmate, including the time spent in each placement, and the reasons documented by correctional staff for placing inmates in each housing unit. Demographic information includes inmate sex, race/ethnicity, and age. The collection contains 1 Stata data file "Inmate-Housing-Placements-Data.dta" with 16 variables and 124,942 cases.
The purpose of the study was to assess the impact of Latino ethnicity on pretrial release decisions in large urban counties. The study examined two questions:
Are Latino defendants less likely to receive pretrial releases than non-Latino defendants? Are Latino defendants in counties where the Latino population is rapidly increasing less likely to receive pretrial releases than Latino defendants in counties where the Latino population is not rapidly increasing? The study utilized the State Court Processing Statistics (SCPS) Database (see STATE COURT PROCESSING STATISTICS, 1990-2004: FELONY DEFENDANTS IN LARGE URBAN COUNTIES [ICPSR 2038]). The SCPS collects data on felony cases filed in state courts in 40 of the nation's 75 largest counties over selected sample dates in the month of May of every even numbered year, and tracks a representative sample of felony case defendants from arrest through sentencing. To reduce respondent burden and improve data quality and timeliness, the Bureau of Justice Statistics (BJS) split the jail census into two parts: The Census of Jail Inmates was conducted with a reference date of June 30, 2005. The following spring it was followed by this enumeration, the Census of Jail Facilities, which collected data as of March 31, 2006. Previous jail enumerations were conducted in 1970 (ICPSR 7641), 1972 (ICPSR 7638), 1978 (ICPSR 7737), 1983 (ICPSR 8203), 1988 (ICPSR 9256), 1993 (ICPSR 6648), and 1999 (ICPSR 3318). The United States Census Bureau collected the data for the Bureau of Justice Statistics. The 2006 Census of Jail Facilities gathered data from all jail detention facilities holding inmates beyond arraignment, a period normally exceeding 72 hours. Jail facilities were operated by cities and counties, by private entities under contract to correctional authorities, and by the Federal Bureau of Prisons (BOP). Excluded from the census were physically separate temporary holding facilities such as drunk tanks and police lockups that do not hold persons after being formally charged in court. Also excluded were state-operated facilities in Connecticut, Delaware, Hawaii, Rhode Island, Vermont, and Alaska, which have combined jail-prison systems. Fifteen independently operated jails in Alaska were included in the Census. The census collected jurisdictional level information on the number of confined inmates; average daily population; number of separate jail facilities; renovation and building plans; court orders and consent decrees; staff by occupational category and race/ethnicity; jail programs; and costs of operation. The census also collected individual jail facility information on the purpose for which the jail held offenders; gender of the inmates authorized to house; functions, such as general adult population confinement, work release, and medical treatment; whether a separate temporary holding area or lockup was operated; rated capacity; number of confined inmates by gender and adult or juvenile status; year of original construction; and whether the facility ever had a major renovation.
