    Description

    This poverty rate data shows what percentage of the measured population* falls below the poverty line. Poverty is closely related to income: different “poverty thresholds” are in place for different sizes and types of household. A family or individual is considered to be below the poverty line if that family or individual’s income falls below their relevant poverty threshold. For more information on how poverty is measured by the U.S. Census Bureau (the source for this indicator’s data), visit the U.S. Census Bureau’s poverty webpage.

    The poverty rate is an important piece of information when evaluating an area’s economic health and well-being. The poverty rate can also be illustrative when considered in the contexts of other indicators and categories. As a piece of data, it is too important and too useful to omit from any indicator set.

    The poverty rate for all individuals in the measured population in Champaign County has hovered around roughly 20% since 2005. However, it reached its lowest rate in 2021 at 14.9%, and its second lowest rate in 2023 at 16.3%. Although the American Community Survey (ACS) data shows fluctuations between years, given their margins of error, none of the differences between consecutive years’ estimates are statistically significant, making it impossible to identify a trend.

    Poverty rate data was sourced from the U.S. Census Bureau’s American Community Survey 1-Year Estimates, which are released annually.

    As with any datasets that are estimates rather than exact counts, it is important to take into account the margins of error (listed in the column beside each figure) when drawing conclusions from the data.

    Due to the impact of the COVID-19 pandemic, instead of providing the standard 1-year data products, the Census Bureau released experimental estimates from the 1-year data in 2020. This includes a limited number of data tables for the nation, states, and the District of Columbia. The Census Bureau states that the 2020 ACS 1-year experimental tables use an experimental estimation methodology and should not be compared with other ACS data. For these reasons, and because data is not available for Champaign County, no data for 2020 is included in this Indicator.

    For interested data users, the 2020 ACS 1-Year Experimental data release includes a dataset on Poverty Status in the Past 12 Months by Age.

    *According to the U.S. Census Bureau document “How Poverty is Calculated in the ACS," poverty status is calculated for everyone but those in the following groups: “people living in institutional group quarters (such as prisons or nursing homes), people in military barracks, people in college dormitories, living situations without conventional housing, and unrelated individuals under 15 years old."

    In 2023, the around 11.1 percent of the population was living below the national poverty line in the United States. Poverty in the United StatesAs shown in the statistic above, the poverty rate among all people living in the United States has shifted within the last 15 years. The United Nations Educational, Scientific and Cultural Organization (UNESCO) defines poverty as follows: “Absolute poverty measures poverty in relation to the amount of money necessary to meet basic needs such as food, clothing, and shelter. The concept of absolute poverty is not concerned with broader quality of life issues or with the overall level of inequality in society.” The poverty rate in the United States varies widely across different ethnic groups. American Indians and Alaska Natives are the ethnic group with the most people living in poverty in 2022, with about 25 percent of the population earning an income below the poverty line. In comparison to that, only 8.6 percent of the White (non-Hispanic) population and the Asian population were living below the poverty line in 2022. Children are one of the most poverty endangered population groups in the U.S. between 1990 and 2022. Child poverty peaked in 1993 with 22.7 percent of children living in poverty in that year in the United States. Between 2000 and 2010, the child poverty rate in the United States was increasing every year; however,this rate was down to 15 percent in 2022. The number of people living in poverty in the U.S. varies from state to state. Compared to California, where about 4.44 million people were living in poverty in 2022, the state of Minnesota had about 429,000 people living in poverty.

The average median household income in the U.S. has remained somewhat consistent since 1990, but has recently increased since 2014 until a slight decrease in 2020, potentially due to the pandemic. The state that had the highest number of people living below the poverty line in 2020 was California.

    Description

    The 2020-2021 School Neighborhood Poverty Estimates are based on school locations from the 2020-2021 Common Core of Data (CCD) school file and income data from families with children ages 5 to 18 in the U.S. Census Bureau’s 2017-2021 American Community Survey (ACS) 5-year collection. The ACS is a continuous household survey that collects social, demographic, economic, and housing information from the population in the United States each month. The Census Bureau calculates the income-to-poverty ratio (IPR) based on money income reported for families relative to the poverty thresholds, which are determined based on the family size and structure. Noncash benefits (such as food stamps and housing subsidies) are excluded, as are capital gains and losses. The IPR is the percentage of family income that is above or below the federal poverty level. The IPR indicator ranges from 0 to a top-coded value of 999. A family with income at the poverty threshold has an IPR value of 100.     Office of Child Support Enforecment (OCSE) Story Behind the Numbers - Child Support Fact Sheet #3. This fact sheet focuses on data reported in a recent U.S. Census Bureau report, Custodial Mothers and Fathers and Their Child Support: 2011. The data reported are estimated based on a biennial survey of custodial parents, the Child Support Supplement to the Current Population Survey, March/April 2012, co-sponsored by the Office of Child Support Enforcement. The proportion of custodial parents living below poverty line continues to increase in 2011. The report found that 4.2 million custodial parents lived in poverty in 2011, representing 29 percent of all custodial parents, about twice the poverty rate for the total population. These statistics reinforce the essential role that child support services can play in helping low-income families, especially during an economic downturn.

    The Current Population Survey Food Security Supplement (CPS-FSS) is the source of national and State-level statistics on food insecurity used in USDA's annual reports on household food security. The CPS is a monthly labor force survey of about 50,000 households conducted by the Census Bureau for the Bureau of Labor Statistics. Once each year, after answering the labor force questions, the same households are asked a series of questions (the Food Security Supplement) about food security, food expenditures, and use of food and nutrition assistance programs. Food security data have been collected by the CPS-FSS each year since 1995. Four data sets that complement those available from the Census Bureau are available for download on the ERS website. These are available as ASCII uncompressed or zipped files. The purpose and appropriate use of these additional data files are described below: 1) CPS 1995 Revised Food Security Status data--This file provides household food security scores and food security status categories that are consistent with procedures and variable naming conventions introduced in 1996. This includes the "common screen" variables to facilitate comparisons of prevalence rates across years. This file must be matched to the 1995 CPS Food Security Supplement public-use data file. 2) CPS 1998 Children's and 30-day Food Security data--Subsequent to the release of the April 1999 CPS-FSS public-use data file, USDA developed two additional food security scales to describe aspects of food security conditions in interviewed households not captured by the 12-month household food security scale. This file provides three food security variables (categorical, raw score, and scale score) for each of these scales along with household identification variables to allow the user to match this supplementary data file to the CPS-FSS April 1998 data file. 3) CPS 1999 Children's and 30-day Food Security data--Subsequent to the release of the April 1999 CPS-FSS public-use data file, USDA developed two additional food security scales to describe aspects of food security conditions in interviewed households not captured by the 12-month household food security scale. This file provides three food security variables (categorical, raw score, and scale score) for each of these scales along with household identification variables to allow the user to match this supplementary data file to the CPS-FSS April 1999 data file. 4) CPS 2000 30-day Food Security data--Subsequent to the release of the September 2000 CPS-FSS public-use data file, USDA developed a revised 30-day CPS Food Security Scale. This file provides three food security variables (categorical, raw score, and scale score) for the 30-day scale along with household identification variables to allow the user to match this supplementary data file to the CPS-FSS September 2000 data file. Food security is measured at the household level in three categories: food secure, low food security and very low food security. Each category is measured by a total count and as a percent of the total population. Categories and measurements are broken down further based on the following demographic characteristics: household composition, race/ethnicity, metro/nonmetro area of residence, and geographic region. The food security scale includes questions about households and their ability to purchase enough food and balanced meals, questions about adult meals and their size, frequency skipped, weight lost, days gone without eating, questions about children meals, including diversity, balanced meals, size of meals, skipped meals and hunger. Questions are also asked about the use of public assistance and supplemental food assistance. The food security scale is 18 items that measure insecurity. A score of 0-2 means a house is food secure, from 3-7 indicates low food security, and 8-18 means very low food security. The scale and the data also report the frequency with which each item is experienced. Data are available as .dat files which may be processed in statistical software or through the United State Census Bureau's DataFerret http://dataferrett.census.gov/. Data from 2010 onwards is available below and online. Data from 1995-2009 must be accessed through DataFerrett. DataFerrett is a data analysis and extraction tool to customize federal, state, and local data to suit your requirements.     Out of all OECD countries, Cost Rica had the highest poverty rate as of 2022, at over 20 percent. The country with the second highest poverty rate was the United States, with 18 percent. On the other end of the scale, Czechia had the lowest poverty rate at 6.4 percent, followed by Denmark.

    The significance of the OECD

    The OECD, or the Organisation for Economic Co-operation and Development, was founded in 1948 and is made up of 38 member countries. It seeks to improve the economic and social well-being of countries and their populations. The OECD looks at issues that impact people’s everyday lives and proposes policies that can help to improve the quality of life.

    Poverty in the United States

    In 2022, there were nearly 38 million people living below the poverty line in the U.S.. About one fourth of the Native American population lived in poverty in 2022, the most out of any ethnicity. In addition, the rate was higher among young women than young men. It is clear that poverty in the United States is a complex, multi-faceted issue that affects millions of people and is even more complex to solve.

    In 2025, nearly 11.7 percent of the world population in extreme poverty, with the poverty threshold at 2.15 U.S. dollars a day, lived in Nigeria. Moreover, the Democratic Republic of the Congo accounted for around 11.7 percent of the global population in extreme poverty. Other African nations with a large poor population were Tanzania, Mozambique, and Madagascar. Poverty levels remain high despite the forecast decline Poverty is a widespread issue across Africa. Around 429 million people on the continent were living below the extreme poverty line of 2.15 U.S. dollars a day in 2024. Since the continent had approximately 1.4 billion inhabitants, roughly a third of Africa’s population was in extreme poverty that year. Mozambique, Malawi, Central African Republic, and Niger had Africa’s highest extreme poverty rates based on the 2.15 U.S. dollars per day extreme poverty indicator (updated from 1.90 U.S. dollars in September 2022). Although the levels of poverty on the continent are forecast to decrease in the coming years, Africa will remain the poorest region compared to the rest of the world. Prevalence of poverty and malnutrition across Africa Multiple factors are linked to increased poverty. Regions with critical situations of employment, education, health, nutrition, war, and conflict usually have larger poor populations. Consequently, poverty tends to be more prevalent in least-developed and developing countries worldwide. For similar reasons, rural households also face higher poverty levels. In 2024, the extreme poverty rate in Africa stood at around 45 percent among the rural population, compared to seven percent in urban areas. Together with poverty, malnutrition is also widespread in Africa. Limited access to food leads to low health conditions, increasing the poverty risk. At the same time, poverty can determine inadequate nutrition. Almost 38.3 percent of the global undernourished population lived in Africa in 2022.

    The TIGER/Line Files are shapefiles and related database files (.dbf) that are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line File is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. States and equivalent entities are the primary governmental divisions of the United States. In addition to the fifty States, the Census Bureau treats the District of Columbia, Puerto Rico, and each of the Island Areas (American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, and the U.S. Virgin Islands) as the statistical equivalents of States for the purpose of data presentation.

    This table contains data on household income and poverty status from the American Community Survey 2006-2010 database for states. The American Community Survey (ACS) is a household survey conducted by the U.S. Census Bureau that currently has an annual sample size of about 3.5 million addresses. ACS estimates provides communities with the current information they need to plan investments and services. Information from the survey generates estimates that help determine how more than $400 billion in federal and state funds are distributed annually. Each year the survey produces data that cover the periods of 1-year, 3-year, and 5-year estimates for geographic areas in the United States and Puerto Rico, ranging from neighborhoods to Congressional districts to the entire nation. This table also has a companion table (Same table name with MOE Suffix) with the margin of error (MOE) values for each estimated element. MOE is expressed as a measure value for each estimated element. So a value of 25 and an MOE of 5 means 25 +/- 5 (or statistical certainty between 20 and 30). There are also special cases of MOE. An MOE of -1 means the associated estimates do not have a measured error. An MOE of 0 means that error calculation is not appropriate for the associated value. An MOE of 109 is set whenever an estimate value is 0. The MOEs of aggregated elements and percentages must be calculated. This process means using standard error calculations as described in "American Community Survey Multiyear Accuracy of the Data (3-year 2008-2010 and 5-year 2006-2010)". Also, following Census guidelines, aggregated MOEs do not use more than 1 0-element MOE (109) to prevent over estimation of the error. Due to the complexity of the calculations, some percentage MOEs cannot be calculated (these are set to null in the summary-level MOE tables).

    The name for table 'ACS10INCSTMOE' was added as a prefix to all field names imported from that table. Be sure to turn off 'Show Field Aliases' to see complete field names in the Attribute Table of this feature layer. This can be done in the 'Table Options' drop-down menu in the Attribute Table or with key sequence '[CTRL]+[SHIFT]+N'. Due to database restrictions, the prefix may have been abbreviated if the field name exceded the maximum allowed characters.

    Description

    The Bureau of the Census has released Census 2000 Summary File 1 (SF1) 100-Percent data. The file includes the following population items: sex, age, race, Hispanic or Latino origin, household relationship, and household and family characteristics. Housing items include occupancy status and tenure (whether the unit is owner or renter occupied). SF1 does not include information on incomes, poverty status, overcrowded housing or age of housing. These topics will be covered in Summary File 3. Data are available for states, counties, county subdivisions, places, census tracts, block groups, and, where applicable, American Indian and Alaskan Native Areas and Hawaiian Home Lands. The SF1 data are available on the Bureau's web site and may be retrieved from American FactFinder as tables, lists, or maps. Users may also download a set of compressed ASCII files for each state via the Bureau's FTP server. There are over 8000 data items available for each geographic area. The full listing of these data items is available here as a downloadable compressed data base file named TABLES.ZIP. The uncompressed is in FoxPro data base file (dbf) format and may be imported to ACCESS, EXCEL, and other software formats. While all of this information is useful, the Office of Community Planning and Development has downloaded selected information for all states and areas and is making this information available on the CPD web pages. The tables and data items selected are those items used in the CDBG and HOME allocation formulas plus topics most pertinent to the Comprehensive Housing Affordability Strategy (CHAS), the Consolidated Plan, and similar overall economic and community development plans. The information is contained in five compressed (zipped) dbf tables for each state. When uncompressed the tables are ready for use with FoxPro and they can be imported into ACCESS, EXCEL, and other spreadsheet, GIS and database software. The data are at the block group summary level. The first two characters of the file name are the state abbreviation. The next two letters are BG for block group. Each record is labeled with the code and name of the city and county in which it is located so that the data can be summarized to higher-level geography. The last part of the file name describes the contents . The GEO file contains standard Census Bureau geographic identifiers for each block group, such as the metropolitan area code and congressional district code. The only data included in this table is total population and total housing units. POP1 and POP2 contain selected population variables and selected housing items are in the HU file. The MA05 table data is only for use by State CDBG grantees for the reporting of the racial composition of beneficiaries of Area Benefit activities. The complete package for a state consists of the dictionary file named TABLES, and the five data files for the state. The logical record number (LOGRECNO) links the records across tables.

Description

This poverty rate data shows what percentage of the measured population* falls below the poverty line. Poverty is closely related to income: different “poverty thresholds” are in place for different sizes and types of household. A family or individual is considered to be below the poverty line if that family or individual’s income falls below their relevant poverty threshold. For more information on how poverty is measured by the U.S. Census Bureau (the source for this indicator’s data), visit the U.S. Census Bureau’s poverty webpage.

The poverty rate is an important piece of information when evaluating an area’s economic health and well-being. The poverty rate can also be illustrative when considered in the contexts of other indicators and categories. As a piece of data, it is too important and too useful to omit from any indicator set.

The poverty rate for all individuals in the measured population in Champaign County has hovered around roughly 20% since 2005. However, it reached its lowest rate in 2021 at 14.9%, and its second lowest rate in 2023 at 16.3%. Although the American Community Survey (ACS) data shows fluctuations between years, given their margins of error, none of the differences between consecutive years’ estimates are statistically significant, making it impossible to identify a trend.

Poverty rate data was sourced from the U.S. Census Bureau’s American Community Survey 1-Year Estimates, which are released annually.

As with any datasets that are estimates rather than exact counts, it is important to take into account the margins of error (listed in the column beside each figure) when drawing conclusions from the data.

Due to the impact of the COVID-19 pandemic, instead of providing the standard 1-year data products, the Census Bureau released experimental estimates from the 1-year data in 2020. This includes a limited number of data tables for the nation, states, and the District of Columbia. The Census Bureau states that the 2020 ACS 1-year experimental tables use an experimental estimation methodology and should not be compared with other ACS data. For these reasons, and because data is not available for Champaign County, no data for 2020 is included in this Indicator.

For interested data users, the 2020 ACS 1-Year Experimental data release includes a dataset on Poverty Status in the Past 12 Months by Age.

*According to the U.S. Census Bureau document “How Poverty is Calculated in the ACS," poverty status is calculated for everyone but those in the following groups: “people living in institutional group quarters (such as prisons or nursing homes), people in military barracks, people in college dormitories, living situations without conventional housing, and unrelated individuals under 15 years old."
