    Description

    The Census Bureau determines that a person is living in poverty when his or her total household income compared with the size and composition of the household is below the poverty threshold. The Census Bureau uses the federal government's official definition of poverty to determine the poverty threshold. Beginning in 2000, individuals were presented with the option to select one or more races. In addition, the Census asked individuals to identify their race separately from identifying their Hispanic origin. The Census has published individual tables for the races and ethnicities provided as supplemental information to the main table that does not dissaggregate by race or ethnicity. Race categories include the following - White, Black or African American, American Indian or Alaska Native, Asian, Native Hawaiian or Other Pacific Islander, Some other race, and Two or more races. We are not including specific combinations of two or more races as the counts of these combinations are small. Ethnic categories include - Hispanic or Latino and White Non-Hispanic. This data comes from the American Community Survey (ACS) 5-Year estimates, table B17001. The ACS collects these data from a sample of households on a rolling monthly basis. ACS aggregates samples into one-, three-, or five-year periods. CTdata.org generally carries the five-year datasets, as they are considered to be the most accurate, especially for geographic areas that are the size of a county or smaller.Poverty status determined is the denominator for the poverty rate.     In 2025, nearly 11.7 percent of the world population in extreme poverty, with the poverty threshold at 2.15 U.S. dollars a day, lived in Nigeria. Moreover, the Democratic Republic of the Congo accounted for around 11.7 percent of the global population in extreme poverty. Other African nations with a large poor population were Tanzania, Mozambique, and Madagascar. Poverty levels remain high despite the forecast decline Poverty is a widespread issue across Africa. Around 429 million people on the continent were living below the extreme poverty line of 2.15 U.S. dollars a day in 2024. Since the continent had approximately 1.4 billion inhabitants, roughly a third of Africa’s population was in extreme poverty that year. Mozambique, Malawi, Central African Republic, and Niger had Africa’s highest extreme poverty rates based on the 2.15 U.S. dollars per day extreme poverty indicator (updated from 1.90 U.S. dollars in September 2022). Although the levels of poverty on the continent are forecast to decrease in the coming years, Africa will remain the poorest region compared to the rest of the world. Prevalence of poverty and malnutrition across Africa Multiple factors are linked to increased poverty. Regions with critical situations of employment, education, health, nutrition, war, and conflict usually have larger poor populations. Consequently, poverty tends to be more prevalent in least-developed and developing countries worldwide. For similar reasons, rural households also face higher poverty levels. In 2024, the extreme poverty rate in Africa stood at around 45 percent among the rural population, compared to seven percent in urban areas. Together with poverty, malnutrition is also widespread in Africa. Limited access to food leads to low health conditions, increasing the poverty risk. At the same time, poverty can determine inadequate nutrition. Almost 38.3 percent of the global undernourished population lived in Africa in 2022.

    Tabular data of population by age groups, race and gender, and the poverty by race is attached to the split tract geography to create this split tract with population and poverty data. Split tract data is the product of 2020 census tracts split by 2022 incorporated city boundaries and unincorporated community/countywide statistical areas (CSA) boundaries. The census tract boundaries have been altered and aligned where necessary with legal city boundaries and unincorporated areas, including shoreline/coastal areas. Census Tract:Every 10 years the Census Bureau counts the population of the United States as mandated by Constitution. The Census Bureau (https://www.census.gov/) released 2020 geographic boundaries data including census tracts for the analysis and mapping of demographic information across the United States. City Boundary:City Boundary data is the base map information for the County of Los Angeles. These City Boundaries are based on the Los Angeles County Seamless Cadastral Landbase. The Landbase is jointly maintained by the Los Angeles County Assessor and the Los Angeles County Department of Public Works (DPW). This layer represents current city boundaries within Los Angeles County. The DPW provides the most current shapefiles representing city boundaries and city annexations. True, legal boundaries are only determined on the ground by surveyors licensed in the State of California.Countywide Statistical Areas (CSA): The countywide Statistical Area (CSA) was defined to provide a common geographic boundary for reporting departmental statistics for unincorporated areas and incorporated Los Angeles city to the Board of Supervisors. The CSA boundary and CSA names are established by the CIO and the LA County Enterprise GIS group worked with the Los Angeles County Board of Supervisors Unincorporated Area and Field Deputies that reflect as best as possible the general name preferences of residents and historical names of areas.     To assist communities in identifying racially/ethnically-concentrated areas of poverty (R/ECAPs), HUD has developed a census tract-based definition of R/ECAPs. The definition involves a racial/ethnic concentration threshold and a poverty test. The racial/ethnic concentration threshold is straightforward: R/ECAPs must have a non-white population of 50 percent or more. Regarding the poverty threshold, Wilson (1980) defines neighborhoods of extreme poverty as census tracts with 40 percent or more of individuals living at or below the poverty line. Because overall poverty levels are substantially lower in many parts of the country, HUD supplements this with an alternate criterion. Thus, a neighborhood can be a R/ECAP if it has a poverty rate that exceeds 40% or is three or more times the average tract poverty rate for the metropolitan/micropolitan area, whichever threshold is lower. Census tracts with this extreme poverty that satisfy the racial/ethnic concentration threshold are deemed R/ECAPs. This translates into the following equation: Where i represents census tracts, () is the metropolitan/micropolitan (CBSA) mean tract poverty rate, is the ith tract poverty rate, () is the non-Hispanic white population in tract i, and Pop is the population in tract i.While this definition of R/ECAP works well for tracts in CBSAs, place outside of these geographies are unlikely to have racial or ethnic concentrations as high as 50 percent. In these areas, the racial/ethnic concentration threshold is set at 20 percent.     Created for the 2023-2025 State of Black Los Angeles County (SBLA) interactive report. Countywide Statistical Areas (CSA) are current as of October 2023.

    Fields ending in _yr1 were calculated for the original 2021-2022 SBLA report, while fields ending in _yr2 or without a year suffix were calculated for the 2023-2025 version. Eviction Filings per 100 (eviction_filings_per100) and Life Expectancy (life_expectancy) did not have updated data and are the same data shown in the Year 1 report.

    Population and demographic data are from US Census American Community Survey (ACS) 5-year estimates, aggregated up from census tract or block group to CSA. Year 1 data are from 2020, year 2 data are from 2022.

    Poverty Data (200% FPL) are from LA County ISD-eGIS Demographics. Year 1 data are from 2021, Year 2 are from 2022.

    The 2023-2025 report includes several new indicators that are calculated as the percent of countywide population by race that resides in a geographic area of interest. Population for these indicators is estimated based on intersection with census block group centroids. These indicators are:

    Low-income cut-offs, after tax (LICO-AT) - The Low-income cut-offs, after tax refers to an income threshold, defined using 1992 expenditure data, below which economic families or persons not in economic families would likely have devoted a larger share of their after-tax income than average to the necessities of food, shelter and clothing. More specifically, the thresholds represented income levels at which these families or persons were expected to spend 20 percentage points or more of their after-tax income than average on food, shelter and clothing. These thresholds have been adjusted to current dollars using the all-items Consumer Price Index (CPI).The LICO-AT has 35 cut-offs varying by seven family sizes and five different sizes of area of residence to account for economies of scale and potential differences in cost of living in communities of different sizes.     Abstract

    The harmonized data set on health, created and published by the ERF, is a subset of Iraq Household Socio Economic Survey (IHSES) 2006/2007. It was derived from the household, individual and health modules, collected in the context of the above mentioned survey. The sample was then used to create a harmonized health survey, comparable with the Iraq Household Socio Economic Survey (IHSES) 2012 micro data set.

    ----> Overview of the Iraq Household Socio Economic Survey (IHSES) 2006/2007:
    In order to develop an effective poverty reduction policies and programs, Iraqi policy makers need to know how large the poverty problem is, what kind of people are poor, and what are the causes and consequences of poverty. Until recently, they had neither the data nor an official poverty line. (The last national income and expenditure survey was in 1988.)

    In response to this situation, the Iraqi Ministry of Planning and Development Cooperation established the Household Survey and Policies for Poverty Reduction Project in 2006, with financial and technical support of the World Bank. The project has been led by the Iraqi Poverty Reduction Strategy High Committee, a group which includes representatives from Parliament, the prime minister's office, the Kurdistan Regional Government, and the ministries of Planning and Development Cooperation, Finance, Trade, Labor and Social Affairs, Education, Health, Women's Affairs, and Baghdad University.

    The Project has consisted of three components: - Collection of data which can provide a measurable indicator of welfare, i.e. The Iraq Household Socio Economic Survey (IHSES).

    • Establishment of an official poverty line (i.e. a cut off point below which people are considered poor) and analysis of poverty (how large the poverty problem is, what kind of people are poor and what are the causes and consequences of poverty).

    • Development of a Poverty Reduction Strategy, based on a solid understanding of poverty in Iraq.

    The survey has four main objectives. These are:

    • To provide data that will help in the measurement and analysis of poverty. • To provide data required to establish a new consumer price index (CPI) since the current outdated CPI is based on 1993 data and no longer applies to the country's vastly changed circumstances. • To provide data that meet the requirements and needs of national accounts. • To provide other indicators, such as consumption expenditure, sources of income, human development, and time use.

    The raw survey data provided by the Statistical Office were then harmonized by the Economic Research Forum, to create a comparable version with the 2012 Household Socio Economic Survey in Iraq. Harmonization at this stage only included unifying variables' names, labels and some definitions. See: Iraq 2007 & 2012- Variables Mapping & Availability Matrix.pdf provided in the external resources for further information on the mapping of the original variables on the harmonized ones, in addition to more indications on the variables' availability in both survey years and relevant comments.

    Sampling procedure

    ----> Total sample size and stratification:

    The total effective sample size of the Iraq Household Socio Economic Survey (IHSES) 2007 is 17,822 households. The survey was nominally designed to visit 18,144 households - 324 in each of 56 major strata. The strata are the rural, urban and metropolitan sections of each of Iraq's 18 governorates, with the exception of Baghdad, which has three metropolitan strata. The Iraq Household Socio Economic Survey (IHSES) 2007 and the MICS 2006 survey intended to visit the same nominal sample. Variable q0040 indicates whether this was indeed the case.

    ----> Sample frame:

    The 1997 population census frame was applied to the 15 governorates that participated in the census (the three governorates in Kurdistan Region of Iraq were excluded). For Sulaimaniya, the population frame prepared for the compulsory education project was adopted. For Erbil and Duhouk, the enumeration frame implemented in the 2004 Iraq Living Conditions Survey was updated and used. The population covered by Iraq Household Socio Economic Survey (IHSES) included all households residing in Iraq from November 1, 2006, to October 30, 2007, meaning that every household residing within Iraq's geographical boundaries during that period potentially could be selected for the sample.

    ----> Primary sampling units and the listing and mapping exercise:

    The 1997 population census frame provided a database for all households. The smallest enumeration unit was the village in rural areas and the majal (census enumeration area), which is a collection of 15-25 urban households. The majals were merged to form Primary Sampling Units (PSUs), containing 70-100 households each. In Kurdistan, PSUs were created based on the maps and frames updated by the statistics offices. Villages in rural areas, especially those with few inhabitants, were merged to form PSUs. Selecting a truly representative sample required that changes between 1997 and the pilot survey be accounted for. The names and addresses of the households in each sample point (that is, the selected PSU) were updated; and a map was drawn that defined the unit's borders, buildings, houses, and the streets and alleys passing through. All buildings were renumbered. A list of heads of household in each sample point was prepared from forms that were filled out and used as a frame for selecting the sample households.

    ----> Sampling strategy and sampling stages:

    The sample was selected in two stages, with groups of majals (Census Enumeration Areas) as Primary Sampling Units (PSUs) and households as Secondary Sampling Units. In the first stage, 54 PSUs were selected with probability proportional to size (pps) within each stratum, using the number of households recorded by the 1997 Census as a measure of size. In the second stage, six households were selected by systematic equal probability sampling (seps) within each PSU. To these effects, a cartographic updating and household listing operation was conducted in 2006 in all 3,024 PSUs, without resorting to the segmentation of any large PSUs. The total sample is thus nominally composed of 6 households in each of 3,024 PSUs.

    ----> Sample Points Trios, teams and survey waves:

    The PSUs selected in each governorate (270 in Baghdad and 162 in each of the other governorates) were sorted into groups of three neighboring PSUs called trios -- 90 trios in Baghdad and 54 per governorate elsewhere. The three PSUs in each trio do not necessarily belong to the same stratum. The 12 months of the data collection period were divided into 18 periods of 20 or 21 days called survey waves. Fieldworkers were organized into teams of three interviewers, each team being responsible for interviewing one trio during a survey wave. The survey used 56 teams in total - 5 in Baghdad and 3 per governorate elsewhere. The 18 trios assigned to each team were allocated into survey waves at random. The 'time use' module was administered to two of the six households selected in each PSU: nominally the second and fifth households selected by the seps procedure in the PSU.

    ----> Time-use sample:

    The Iraq Household Socio Economic Survey (IHSES) questionnaire on time use covered all household members aged 10 years and older. A subsample of one-third of the households was selected (the second and fifth of the six households in each sample point). The second and fourth visits were designated for completion of the time-use sheet, which covered all activities performed by every member of the household.

    Sampling deviation

    ----> Exceptional Measures

    The design did not consider the replacement of any of the randomly selected units (PSUs or households.) However, sometimes a team could not visit a cluster during the allocated wave because of unsafe security conditions. When this happened, that cluster was then swapped with another cluster from a randomly selected future wave that was considered more secure. If none were considered secure, a sample point was randomly selected from among those that had been visited already. The team then visited a new cluster within that sample point. (That is, the team visited six households that had not been previously interviewed.) The original cluster as well as the new cluster were both selected by systematic equal probability sampling.

    This explains why the survey datasets only contain data from 2,876 of the 3,024 originally selected PSUs, whereas 55 of the PSUs contain more that the six households nominally dictated by the design.

    The wave number in the survey datasets is always the nominal wave number, corresponding to the random allocation considered by the design. The effective interview dates can be found in questions 35 to 39 of the survey questionnaires.

    Remarkably few of the original clusters could not be visited during the fieldwork. Nationally, less than 2 percent of the original clusters (55 of 3,024) had to be replaced. Of the original clusters, 20 of 54 (37 percent) could not be visited in the stratum of “Kirkuk/other urban” and

    Description

    In the field of American state politics, the tension between majoritarian institutions and equality has largely been ignored. Do state institutions that empower majority preferences exacerbate disparities in social outcomes? Under what conditions do majoritarian institutions exacerbate inequalities in the American states? Our argument is that equality is most likely to be threatened under majoritarian institutions when (1) there are systemic participatory biases and/or (2) there are widespread prejudices about particular groups in society. We find that more majoritarian institutions are associated with larger disparities between white and black life expectancy and poverty rates across the American states, but not differences in educational attainment. We also find that this effect is moderated by racial context, with majoritarian institutions being associated with greater disparities for states with diverse racial contexts and smaller disparities in more homogenous states. These findings suggest that majoritarian institutions operate to the benefit of the white majority, while coming at the cost of minority population outcomes when a racial threat is perceived, and presumably, public opinion is biased.

    Potential Environmental Justice Areas (PEJA) is defined in the PEJA field. PEJA's have been identified based on data from the 2014-2018 5-year American Community Survey (ACS), conducted by the US Census Bureau. Environmental justice efforts focus on improving the environment in communities, specifically minority and low-income communities, and addressing disproportionate adverse environmental impacts that may exist in those communities. The information balloon for each census block group area displays the census block group ID, population, percent minority, percent below poverty level, county, municipality, and a link to more information on the Department of Environmental Conservation's website https://www.dec.ny.gov/public/333.html The data was collected by the US Census Bureau as part of the American Community Survey. Reported income and race/ethnicity data were analyzed by OEJ to determine the presence of Potential Environmental Justice Areas. The designated areas are then considered for additional outreach within the permitting process, for grant eligibility, and for targeted enforcement of Environmental Conservation Law violations. Utilized established methods as originally detailed in the Interim Environmental Justice Policy, US EPA Region 2, December 2000, and recommended by the Environmental Justice Advisory Group, Recommendations for the New York State Department of Environmental Conservation Environmental Justice Program, January 2, 2002. Individual thresholds for low-income populations (statewide), minority populations (rural communities), and minority populations (urban communities) were determined by using ArcGIS 10.3 (used to indicate if census block groups overlapped Census designated urban areas) and IBM SPSS Statistics 26 (to conduct a K-means clustering algorithm on ACS data for the three categories).View Dataset on the Gateway

    Description

    City level open access data from 26 States and the Federal District and from the Brazilian Institute of Geography and Statistics (IBGE) [20], the Department of Informatics of Brazilian Public Health System – DATASUS, Ministry of Health, the Brazilian Agricultural Research Corporation (Embrapa) and from Brazil.io. Data from all 5,570 cities in Brazil were included in the analysis. COVID-19 data included cases and deaths reported between February 26th, 2020 and February 4th, 2021. The following outcomes were computed: a) days between the first case in Brazil until the first case in the city; b) days between the first case in the city until the day when 1,000 cases were reported; and c) days between the first death in city until the day when 50 deaths inhabitants were reported. Descriptive analyses were performed on the following: proportion of cities reaching 1,000 cases; number of cases at three, six, nine and 12 months after first case; cities reporting at least one COVID-19 related death; number of COVID-19 related deaths at three, six, nine and 12 months after first death in the country. All incidence data is adjusted for 100,000 inhabitants.The following covariates were included: a) geographic region where the city is located (Midwest, North, Northeast, Southeast and South), metropolitan city (no/yes) and urban or rural; b) social and environmental city characteristics [total area (Km2), urban area (Km2), population size (inhabitants), population living within urban area (inhabitants), population older than 60 years (%), indigenous population (%), black population (%), illiterate older than 25 years (%) and city in extreme poverty (no/yes)]; c) housing conditions [household with density >2 per dormitory (%), household with garbage collection (%), household connected to the water supply system (%) and household connected to the sewer system (%)]; d) job characteristics [commerce (%) and informal workers (%)]; e) socioeconomic and inequalities characteristics [GINI index; income per capita; poor or extremely poor (%) and households in informal urban settlements (%)]; f) health services access and coverage [number of National Public Health System (SUS) physicians per inhabitants (100,000 inhabitants), number of SUS nurses per inhabitants (100,000 inhabitants), number of intensive care units or ICU per inhabitants (100,000 inhabitants). All health services access and coverage variables were standardized using z-scores, combined into one single variable categorized into tertiles.

Description

The Census Bureau determines that a person is living in poverty when his or her total household income compared with the size and composition of the household is below the poverty threshold. The Census Bureau uses the federal government's official definition of poverty to determine the poverty threshold. Beginning in 2000, individuals were presented with the option to select one or more races. In addition, the Census asked individuals to identify their race separately from identifying their Hispanic origin. The Census has published individual tables for the races and ethnicities provided as supplemental information to the main table that does not dissaggregate by race or ethnicity. Race categories include the following - White, Black or African American, American Indian or Alaska Native, Asian, Native Hawaiian or Other Pacific Islander, Some other race, and Two or more races. We are not including specific combinations of two or more races as the counts of these combinations are small. Ethnic categories include - Hispanic or Latino and White Non-Hispanic. This data comes from the American Community Survey (ACS) 5-Year estimates, table B17001. The ACS collects these data from a sample of households on a rolling monthly basis. ACS aggregates samples into one-, three-, or five-year periods. CTdata.org generally carries the five-year datasets, as they are considered to be the most accurate, especially for geographic areas that are the size of a county or smaller.Poverty status determined is the denominator for the poverty rate.
