    Description

    The tables below provide statistics on the sales of social housing stock – whether owned by local authorities or private registered providers. The most common of these sales are by the Right to Buy (and preserved Right to Buy) scheme and there are separate tables for sales under that scheme.

    The tables for Right to Buy, tables 691, 692 and 693, are now presented in annual versions to reflect changes to the data collection following consultation. The previous quarterly tables can be found in the discontinued tables section below.

    From April 2005 to March 2021 there are quarterly official statistics on Right to Buy sales – these are available in the quarterly version of tables 691, 692 and 693. From April 2021 onwards, following a consultation with local authorities, the quarterly data on Right to Buy sales are management information and not subject to the same quality assurance as official statistics and should not be treated the same as official statistics. These data are presented in tables in the ‘Right to Buy sales: management information’ below.

    This statistical release presents details of the stock owned by registered providers of social housing in England on 31 March 2022.

    Based on data from the Regulator of Social Housing’s Local Authority Data Return and Statistical Data Return, it provides details of registered providers’ owned social housing stock and details rents reported for low cost rental stock (social and Affordable Rents) providing comparisons of private registered providers and local authority registered providers stock and rents.

    The release comprises a briefing note, a dynamic look-up tool (Excel based) allowing users to view details of stock in individual local authority areas and regions, additional data tables and technical documentation.

    These statistics are based on data from the SDR and LADR. These returns collect data on stock size, types, location and rents as at 31 March. For details on the individual data sets please see the respective local authority registered provider and private registered provider statistics as published by the RSH.

    They are considered by the United Kingdom Statistics Authority’s regulatory arm – the Office for Statistics Regulation – to have met the highest standards of trustworthiness, quality and public value, and are considered a National Statistic.     The COntinuous REcording of Lettings and Sales (CORE) is a national information source that provides annual official statistics on new lettings and sales of social housing stock. All datasets are based on administrative data collected via the government's CORE system.
    • The CORE lettings data include information on the characteristics of both private registered providers and local authority new social housing tenants and the homes they rent. For each year, data is structured into four datasets based on type of letting (social rent general needs and supported needs, and affordable rent general needs and supported needs). It is a regulatory requirement for providers registered with the Homes and Communities Agency to supply the data. For those who are not registered, submissions are voluntary. Local authorities have participated in CORE since 2004-5 on a voluntary basis. Weighting is applied to adjust for non-response by local authorities for social rent datasets, and imputation is also carried out to address item-level non-response of key data on tenant characteristics for both local authorities and privately registered providers. The three datasets for affordable rent are not weighted or imputed.
    • The CORE sales data include information on sales of local authority dwellings and some summary details on sales of registered provider stock (previously known as Registered Social Landlords or housing associations). Collecting these data allows for a better understanding of the socio-economic and demographic make-up of affordable housing customers and local housing markets and products. The sales dataset is imputed, with more information on the imputations within the data dictionary.
    The CORE data are used by central government to inform national housing policy and by local government to inform their Strategic Housing Market Assessments. The data are also used by academics, researchers, charities and the wider public to understand social housing issues.

    Users should note that the Lettings and Sales data are now held in separate datasets at each access level (see below). Previously, they were held in combined studies, SNs 7603, 7604 and 7686, which have now been withdrawn.

    End User Licence, Special Licence and Secure Access datasets
    The CORE datasets are available at three access levels, depending on the level of detail in the data.

    • For the standard End User Licence (EUL) version (SNs 9237 and 9238), the geographic level of the data is set at Government Office Region (GOR). Letting and voiding dates are provided at month and year only; age variables are top-coded at 90 years; income, benefits, earnings, charge and shortfall variables are banded to disguise unique values; landlords are grouped into coded categories.
    • For the Special Licence access (SL) version (SNs 9239 and 9240), geographic level is set at Local Authority. The SL data have more restrictive access conditions than those made available under the standard EUL. Prospective users of the SL version will need to complete an extra application form and demonstrate to the data owners exactly why they need access to the additional variables in order to get permission to use that version.
    • For Secure Access (SNs 9241 and 9242), the full CORE datasets are available, with some key variables recoded. Prospective users of the Secure Access version will need to fulfil additional requirements, including completion of face-to-face training and agreement to further stringent access conditions.

    SN 9237: Continuous Recording of Social Housing Lettings (CORE):

    This study contains the EUL-level CORE Lettings data only. The EUL CORE Sales data are held under SN 9238.

    Description

    This has been derived based on net additional homes provided and the number of affordable homes delivered. This expresses a simple count of affordable housing units provided - newly built, including gains from conversions such as subdivision, and acquisitions, as a percentage of the net increase in overall dwelling stock over one year, calculated as the sum of new build completions, minus demolitions, plus any gains or losses through change of use and conversions.

    Net additions does not include new delivery and acquisitions to the existing stock. Affordable housing is the sum of social rent, affordable rent, intermediate rent (including London Living Rent), affordable home ownership, shared ownership, London affordable rent and First Homes.

    This should be considered alongside the actual numbers reported for affordable dwellings and overall new dwellings, however as these are given as absolute values for each area care should be taken when drawing any comparisons with other areas. Some percentages therefore may be over 100%.

    New build figures are from the annual 'housing supply; net additional dwellings' statistical release may not correspond to new build data from the quarterly 'Housing supply: indicators of supply' building control reported completions statistical release. New build data collected for 'net additions dwellings' is more comprehensive, as this collection is over a longer time period, is based on all available evidence (e.g., site visits, council tax records, planning databases, building control records and any other sources), and may pick up some elements missing from the quarterly P2 and AIR collections (which are based on building control reported completions only).

    Data is Powered by LG Inform Plus and automatically checked for new data on the 3rd of each month.

Note that over that period, there have been numerous changes to the structure of local government, therefore some districts do not have values for the full series of years, only for those years when the corresponding local authority was in operation. Affordable housing is the sum of affordable rent, social rent, intermediate rent and affordable home ownership. Affordable homes are defined in line with the National Planning Policy Framework, published 27 March 2012, as housing units (or traveller pitches and bed spaces when describing a shared dwelling such as a hostel) provided to specified eligible households whose needs are not met by the market. Eligibility may be determined with regard to local authority allocations policies, local incomes and local house prices depending on the type of affordable housing. Affordable housing should include provisions to remain at an affordable price for future eligible households or for the subsidy to be recycled for alternative affordable housing provision. Affordable rented housing is a new form of social housing, introduced in 2011 as the main type of affordable housing supply. It may only be delivered with grant through the Affordable Homes Programme 2011-17 and other associated and subsequent programmes or without grant by local authority and other providers, where a contract or confirmation of the ability to charge an affordable rent is in place. Affordable rented homes are let by local authorities or private registered providers of social housing to households who are eligible for social rented housing. Affordable rent is subject to rent controls that require a rent of up to 80 per cent of the local market rent (including service charges, where applicable). Social rented housing is rented housing owned and managed by local authorities and private registered providers, for which target rents are determined through the national rent regime. It may also include rented housing managed by other persons and provided under equivalent rental arrangements to the above. Intermediate affordable housing is housing at prices and rents above those of social rent but below market price or rents, and which meet the criteria as set out in the definition for affordable housing. These can include equity loan products, shared ownership and intermediate rent. The data in this dataset were derived from Tables 1006C, 1006aC, 1007C and 1008C of the DCLG 'Live statistical tables', available in the form of Excel spreadsheets here.     The COntinuous REcording of Lettings and Sales (CORE) is a national information source that provides annual official statistics on new lettings and sales of social housing stock. All datasets are based on administrative data collected via the government's CORE system.
    • The CORE lettings data include information on the characteristics of both private registered providers and local authority new social housing tenants and the homes they rent. For each year, data is structured into four datasets based on type of letting (social rent general needs and supported needs, and affordable rent general needs and supported needs). It is a regulatory requirement for providers registered with the Homes and Communities Agency to supply the data. For those who are not registered, submissions are voluntary. Local authorities have participated in CORE since 2004-5 on a voluntary basis. Weighting is applied to adjust for non-response by local authorities for social rent datasets, and imputation is also carried out to address item-level non-response of key data on tenant characteristics for both local authorities and privately registered providers. The three datasets for affordable rent are not weighted or imputed.
    • The CORE sales data include information on sales of local authority dwellings and some summary details on sales of registered provider stock (previously known as Registered Social Landlords or housing associations). Collecting these data allows for a better understanding of the socio-economic and demographic make-up of affordable housing customers and local housing markets and products. The sales dataset is imputed, with more information on the imputations within the data dictionary.
    The CORE data are used by central government to inform national housing policy and by local government to inform their Strategic Housing Market Assessments. The data are also used by academics, researchers, charities and the wider public to understand social housing issues.

    Users should note that the Lettings and Sales data are now held in separate datasets at each access level (see below). Previously, they were held in combined studies, SNs 7603, 7604 and 7686, which have now been withdrawn.

    End User Licence, Special Licence and Secure Access datasets
    The CORE datasets are available at three access levels, depending on the level of detail in the data.

    • For the standard End User Licence (EUL) version (SNs 9237 and 9238), the geographic level of the data is set at Government Office Region (GOR). Letting and voiding dates are provided at month and year only; age variables are top-coded at 90 years; income, benefits, earnings, charge and shortfall variables are banded to disguise unique values; landlords are grouped into coded categories.
    • For the Special Licence access (SL) version (SNs 9239 and 9240), geographic level is set at Local Authority. The SL data have more restrictive access conditions than those made available under the standard EUL. Prospective users of the SL version will need to complete an extra application form and demonstrate to the data owners exactly why they need access to the additional variables in order to get permission to use that version.
    • For Secure Access (SNs 9241 and 9242), the full CORE datasets are available, with some key variables recoded. Prospective users of the Secure Access version will need to fulfil additional requirements, including completion of face-to-face training and agreement to further stringent access conditions.

    Notes on Local Authority Housing Statistics (LAHS) open data

    These datafiles contain the underlying data used to create the main LAHS tables and reflect the latest revisions to historical LAHS data. There will therefore be some minor discrepancies when compared to individual historical publications of LAHS tables.

    LAHS questions are represented in this open data file by the question codes as recorded in the latest form (the 2023-24 return). This may differ from the code they were originally assigned, but the aim is to facilitate a time series analysis. Variables that have been discontinued are usually not included in this file, with only a few exceptions where they provide information that helps understand other data.

The three datasets for affordable rent and sales are not weighted. The sales dataset has imputation which is outlined in the data dictionary

Description

The tables below provide statistics on the sales of social housing stock – whether owned by local authorities or private registered providers. The most common of these sales are by the Right to Buy (and preserved Right to Buy) scheme and there are separate tables for sales under that scheme.

The tables for Right to Buy, tables 691, 692 and 693, are now presented in annual versions to reflect changes to the data collection following consultation. The previous quarterly tables can be found in the discontinued tables section below.

From April 2005 to March 2021 there are quarterly official statistics on Right to Buy sales – these are available in the quarterly version of tables 691, 692 and 693. From April 2021 onwards, following a consultation with local authorities, the quarterly data on Right to Buy sales are management information and not subject to the same quality assurance as official statistics and should not be treated the same as official statistics. These data are presented in tables in the ‘Right to Buy sales: management information’ below.
