    Description

    The Housing Affordability Data System (HADS) is a set of files derived from the 1985 and later national American Housing Survey (AHS) and the 2002 and later Metro AHS. This system categorizes housing units by affordability and households by income, with respect to the Adjusted Median Income, Fair Market Rent (FMR), and poverty income. It also includes housing cost burden for owner and renter households. These files have been the basis for the worst case needs tables since 2001. The data files are available for public use, since they were derived from AHS public use files and the published income limits and FMRs. These dataset give the community of housing analysts the opportunity to use a consistent set of affordability measures. The most recent year HADS is available as a Public Use File (PUF) is 2013. For 2015 and beyond, HADS is only available as an IUF and can no longer be released on a PUF. Those seeking access to more recent data should reach to the listed point of contact.

    Description

    The Low-Income Housing Tax Credit (LIHTC) is the primary Federal program for creating affordable housing in the United States. The LIHTC database, created by HUD and available to the public since 1997, contains information on 33,777 projects and almost 2,203,000 housing units placed in service between 1987 and 2010. Created by the Tax Reform Act of 1986, the LIHTC program gives State and local LIHTC-allocating agencies the equivalent of nearly $8 billion in annual budget authority to issue tax credits for the acquisition, rehabilitation, or new construction of rental housing targeted to lower-income households. Although some data about the program have been made available by various sources, HUD's database is the only complete national source of information on the size, unit mix, and location of individual projects. With the continued support of the national LIHTC database, HUD hopes to enable researchers to learn more about the effects of the tax credit program. The LIHTC property locations depicted in this map service represent the general location of the property. The locations of individual buildings associated with each property are not depicted here. The location of the property is derived from the address of the building with the most units.

    West Virginia and Kansas had the lowest cost of living across all U.S. states, with composite costs being half of those found in Hawaii. This was according to a composite index that compares prices for various goods and services on a state-by-state basis. In West Virginia, the cost of living index amounted to **** — well below the national benchmark of 100. Virginia— which had an index value of ***** — was only slightly above that benchmark. Expensive places to live included Hawaii, Massachusetts, and California. Housing costs in the U.S. Housing is usually the highest expense in a household’s budget. In 2023, the average house sold for approximately ******* U.S. dollars, but house prices in the Northeast and West regions were significantly higher. Conversely, the South had some of the least expensive housing. In West Virginia, Mississippi, and Louisiana, the median price of the typical single-family home was less than ******* U.S. dollars. That makes living expenses in these states significantly lower than in states such as Hawaii and California, where housing is much pricier. What other expenses affect the cost of living? Utility costs such as electricity, natural gas, water, and internet also influence the cost of living. In Alaska, Hawaii, and Connecticut, the average monthly utility cost exceeded *** U.S. dollars. That was because of the significantly higher prices for electricity and natural gas in these states.

    First launched by the U.S. Department of Housing and Urban Development (HUD) and Department of Transportation (DOT) in November 2013, the Location Affordability Index (LAI) provides ubiquitous, standardized household housing and transportation cost estimates for all 50 states and the District of Columbia. Because what is affordable is different for everyone, users can choose among eight household profiles—which vary by household income, size, and number of commuters—and see the impact of the built environment on affordability in a given location while holding household demographics constant.

    Version 3 updates the constituent data sets with 2012-2016 American Community Survey data and makes several methodological tweaks, most notably moving to modeling at the Census tract level rather at the block group.     Description

    The Low-Income Housing Tax Credit (LIHTC) is the most important resource for creating affordable housing in the United States today. The LIHTC database, created by HUD and available to the public since 1997, contains information on 48,672 projects and 3.23 million housing units placed in service since 1987. Low-Income Housing Tax Credit Qualified Census Tracts must have 50 percent of households with incomes below 60 percent of the Area Median Gross Income (AMGI) or have a poverty rate of 25 percent or more. Difficult Development Areas (DDA) are areas with high land, construction and utility costs relative to the area median income and are based on Fair Market Rents, income limits, the 2010 census counts, and 5-year American Community Survey (ACS) data.

The table is part of a series of indicators in the [Healthy Communities Data and Indicators Project of the Office of Health Equity] Affordable, quality housing is central to health, conferring protection from the environment and supporting family life. Housing costs—typically the largest, single expense in a family's budget—also impact decisions that affect health. As housing consumes larger proportions of household income, families have less income for nutrition, health care, transportation, education, etc. Severe cost burdens may induce poverty—which is associated with developmental and behavioral problems in children and accelerated cognitive and physical decline in adults. Low-income families and minority communities are disproportionately affected by the lack of affordable, quality housing.     A. SUMMARY This dataset includes completed and partially completed building permits that have resulted in the addition or loss of residential units since 2005, through construction of new units, demolition of existing units, or alteration of existing residential structures. This dataset also includes the number of affordable (below market rate) units by their affordability levels. B. HOW THE DATASET IS CREATED This data is primarily based on unit-changing permits in DBI’s permit tracking system (PTS). It also includes occasional records related to housing developments that don’t fall under DBI’s purview (e.g. developments on State lands). The completion of permits is determined in different ways: 1) DBI’s data on the issuance of Certificate of Final Completion (CFC) or Temporary Certificate of Occupancy (TCO), which covers the majority of housing unit completions since 2018 2) Permit complete status in DBI’s Permit Tracking System, 3) manual review of Planning Department’s legacy Housing Inventory data going back to 2005. Data on the affordability of units is primarily obtained from MOHCD’s Affordable Pipeline and Affordable Portfolio. When exact data on AMI levels is not available, but the total number of affordable units is known, the AMI levels are estimated based on similar projects. This data is maintained in Planning Department’s Housing Information System. C. UPDATE PROCESS The Planning Department’s Data and Analytics Group (DAG) updates this dataset annually on April 1. The underlying data for this dataset is maintained and updated in Planning Department’s Housing Information System, which is updated through automated data pipelines every day. D. HOW TO USE THIS DATASET This dataset can be used to track housing production trends in San Francisco. Note that the first and latest completion dates are often the same because, for most permits, all units are deemed complete at the same time. But if units of a permit are completed at different times (through multiple TCOs/CFC) these dates show the first TCO date and the latest TCO, CFC, or PTS completion date. The latest completion date is not necessarily the same as the final completion date, as the permit may be partially completed, and more units could be expected to be completed in the future. E. Housing Assessment Resource Tools (HART) This database was created to accompany a report prepared by Joe Daniels, PhD, and Martine August, PhD, entitled “Acquisitions Programs for Affordable Housing: Creating non-market supply and preserving affordability with existing multi-family housing.” The database and report form part of the work performed under the HART project, and the report can be found at HART’s website: HART.ubc.ca. The database is a single table that summarizes 11 key elements, plus notes and references, of a growing list of policies from governments across the world. There are currently 108 policies included in the database. The authors expect to update this database with additional policies from time to time. The authors hope this database will serve as a resource for governments looking to become familiar with a variety of policies in order to help them evaluate what policies might be most applicable in their communities. Description

The Housing Affordability Data System (HADS) is a set of files derived from the 1985 and later national American Housing Survey (AHS) and the 2002 and later Metro AHS. This system categorizes housing units by affordability and households by income, with respect to the Adjusted Median Income, Fair Market Rent (FMR), and poverty income. It also includes housing cost burden for owner and renter households. These files have been the basis for the worst case needs tables since 2001. The data files are available for public use, since they were derived from AHS public use files and the published income limits and FMRs. These dataset give the community of housing analysts the opportunity to use a consistent set of affordability measures. The most recent year HADS is available as a Public Use File (PUF) is 2013. For 2015 and beyond, HADS is only available as an IUF and can no longer be released on a PUF. Those seeking access to more recent data should reach to the listed point of contact.
