    Description

Note: Data on gender diverse households (formerly "2SLGBTQ+" households) has been added as of March 28th, 2025. For more information, please visit HART.ubc.ca. Housing Assessment Resource Tools (HART) This dataset contains 18 tables which draw upon data from the 2021 Canadian Census of Population. The tables are a custom order and contain data pertaining to core housing need and characteristics of households and dwellings. This custom order was placed in collaboration with Housing, Infrastructure and Communities Canada to fill data gaps in their Housing Needs Assessment Template. 17 of the tables each cover a different geography in Canada: one for Canada as a whole, one for all Canadian census divisions (CD), and 15 for all census subdivisions (CSD) across Canada. The 18th table contains the median income for all geographies. Statistics Canada used these median incomes as the "area median household income (AMHI)," from which they derived some of the data fields within the Shelter Costs/Household Income dimension. The dataset is in Beyond 20/20 (.ivt) format. The Beyond 20/20 browser is required in order to open it. This software can be freely downloaded from the Statistics Canada website: https://www.statcan.gc.ca/eng/public/beyond20-20 (Windows only). For information on how to use Beyond 20/20, please see: http://odesi2.scholarsportal.info/documentation/Beyond2020/beyond20-quickstart.pdf https://wiki.ubc.ca/Library:Beyond_20/20_Guide Custom order from Statistics Canada includes the following dimensions and data fields: Geography: - Country of Canada, all CDs & Country as a whole - All 10 Provinces (Newfoundland, Prince Edward Island (PEI), Nova Scotia, New Brunswick, Quebec, Ontario, Manitoba, Saskatchewan, Alberta, and British Columbia), all CSDs & each Province as a whole - All 3 Territories (Nunavut, Northwest Territories, Yukon), all CSDs & each Territory as a whole *- Data on gender diverse households is only available for geographies (provinces, territories, CDs, CSDs) with a population count greater than 50,000. Data Quality and Suppression: - The global non-response rate (GNR) is an important measure of census data quality. It combines total non-response (households) and partial non-response (questions). A lower GNR indicates a lower risk of non-response bias and, as a result, a lower risk of inaccuracy. The counts and estimates for geographic areas with a GNR equal to or greater than 50% are not published in the standard products. The counts and estimates for these areas have a high risk of non-response bias, and in most cases, should not be released. - Area suppression is used to replace all income characteristic data with an 'x' for geographic areas with populations and/or number of households below a specific threshold. If a tabulation contains quantitative income data (e.g., total income, wages), qualitative data based on income concepts (e.g., low income before tax status) or derived data based on quantitative income variables (e.g., indexes) for individuals, families or households, then the following rule applies: income characteristic data are replaced with an 'x' for areas where the population is less than 250 or where the number of private households is less than 40. Source: Statistics Canada - When showing count data, Statistics Canada employs random rounding in order to reduce the possibility of identifying individuals within the tabulations. Random rounding transforms all raw counts to random rounded counts. Reducing the possibility of identifying individuals within the tabulations becomes pertinent for very small (sub)populations. All counts greater than 10 are rounded to a base of 5, meaning they will end in either 0 or 5. The random rounding algorithm controls the results and rounds the unit value of the count according to a predetermined frequency. Counts ending in 0 or 5 are not changed. Counts less than 10 are rounded to a base of 10, meaning they will be rounded to either 10 or Zero. Universe: Private Households in Non-farm Non-band Off-reserve Occupied Private Dwellings with Income Greater than zero. Households examined for Core Housing Need: Private, non-farm, non-reserve, owner- or renter-households with incomes greater than zero and shelter-cost-to-income ratios less than 100% are assessed for 'Core Housing Need.' Non-family Households with at least one household maintainer aged 15 to 29 attending school are considered not to be in Core Housing Need, regardless of their housing circumstances. Data Fields: Tenure Including Presence of Mortgage and Subsidized Housing; Household size (7) 1. Total - Private households by tenure including presence of mortgage payments and subsidized housing 2. Owner 3. With mortgage 4. Without mortgage 5. Renter 6. Subsidized housing 7. Not subsidized housing Housing indicators in Core Housing Universe (12) 1. Description

WARNING: This is a pre-release dataset and its fields names and data structures are subject to change. It should be considered pre-release until the end of March 2025. The schema changed in February 2025 - please see below. We will post a roadmap of upcoming changes, but service URLs and schema are now stable. For deployment status of new services in February 2025, see https://gis.data.ca.gov/pages/city-and-county-boundary-data-status. Additional roadmap and status links at the bottom of this metadata.

This dataset is continuously updated as the source data from CDTFA is updated, as often as many times a month. If you require unchanging point-in-time data, export a copy for your own use rather than using the service directly in your applications.

    Purpose

County boundaries along with third party identifiers used to join in external data. Boundaries are from the California Department of Tax and Fee Administration (CDTFA). These boundaries are the best available statewide data source in that CDTFA receives changes in incorporation and boundary lines from the Board of Equalization, who receives them from local jurisdictions for tax purposes. Boundary accuracy is not guaranteed, and though CDTFA works to align boundaries based on historical records and local changes, errors will exist. If you require a legal assessment of boundary location, contact a licensed surveyor.

This dataset joins in multiple attributes and identifiers from the US Census Bureau and Board on Geographic Names to facilitate adding additional third party data sources. In addition, we attach attributes of our own to ease and reduce common processing needs and questions. Finally, coastal buffers are separated into separate polygons, leaving the land-based portions of jurisdictions and coastal buffers in adjacent polygons. This layer removes the coastal buffer polygons. This feature layer is for public use.

    Related Layers

This dataset is part of a grouping of many datasets:

    1. Cities: Only the city boundaries and attributes, without any unincorporated areas
    2. Counties: Full county boundaries and attributes, including all cities within as a single polygon
    3. Cities and Full Counties: A merge of the other two layers, so polygons overlap within city boundaries. Some customers require this behavior, so we provide it as a separate service.
    4. City and County Abbreviations
    5. Unincorporated Areas (Coming Soon)
    6. Census Designated Places
    7. Cartographic Coastline
    Working with Coastal Buffers
The dataset you are currently viewing excludes the coastal buffers for cities and counties that have them in the source data from CDTFA. In the versions where they are included, they remain as a second polygon on cities or counties that have them, with all the same identifiers, and a value in the COASTAL field indicating if it"s an ocean or a bay buffer. If you wish to have a single polygon per jurisdiction that includes the coastal buffers, you can run a Dissolve on the version that has the coastal buffers on all the fields except OFFSHORE and AREA_SQMI to get a version with the correct identifiers.

    Field and Abbreviation Definitions

    • CDTFA_COUNTY: CDTFA county name. For counties, this will be the name of the polygon itself. For cities, it is the name of the county the city polygon is within.
    • CDTFA_COPRI: county number followed by the 3-digit city primary number used in the Board of Equalization"s 6-digit tax rate area numbering system. The boundary data originate with CDTFA's teams managing tax rate information, so this field is preserved and flows into this dataset.
    • CENSUS_GEOID: numeric geographic identifiers from the US Census Bureau
    • CENSUS_PLACE_TYPE: City, County, or Town, stripped off the census name for identification purpose.
    • GNIS_PLACE_NAME: Board on Geographic Names authorized nomenclature for area names published in the Geographic Name Information System
    • GNIS_ID: The numeric identifier from the Board on Geographic Names that can be used to join these boundaries to other datasets utilizing this identifier.
    • CDT_COUNTY_ABBR: Abbreviations of county names - originally derived from CalTrans Division of Local Assistance and now managed by CDT. Abbreviations are 3 characters.
    • CDT_NAME_SHORT: The name of the jurisdiction (city or county) with the word "City" or "County" stripped off the end. Some changes may come to how we process this value to make it more consistent.
    • AREA_SQMI: The area of the administrative unit (city or county) in square miles, calculated in EPSG 3310 California Teale Albers.
    • OFFSHORE: Indicates if the polygon is a coastal buffer. Null for land polygons. Additional values include "ocean" and "bay".
    • PRIMARY_DOMAIN: Currently empty/null for all records. Placeholder field for official URL of the city or county
    • CENSUS_POPULATION: Currently null for all records. In the future, it will include the most recent US Census population estimate for the jurisdiction.
    • GlobalID: While all of the layers we provide in this dataset include a GlobalID field with unique values, we do not recommend you make any use of it. The GlobalID field exists to support offline sync, but is not persistent, so data keyed to it will be orphaned at our next update. Use one of the other persistent identifiers, such as GNIS_ID or GEOID instead.

    Description

The U.S. Department of Housing and Urban Development’s (HUD) Housing Choice Voucher (HCV) Program assists very low-income families, the elderly, and the disabled in obtaining decent, safe, and sanitary housing in the private market.

Public Housing Authorities (PHAs) receive federal funds from HUD to administer the voucher program, and housing subsidies are paid to the landlord directly by the PHA on behalf of the participating family. The voucher recipient remains responsible for paying any difference that exists between the actual rent charged by the landlord and the amount subsidized by the program.

Voucher recipients are responsible for finding a suitable housing unit where the owner agrees to rent under the program. Because housing assistance is provided on behalf of the family or individual, participants are free to choose their own housing, including single-family homes, townhouses, and apartments provided that the chosen housing meets the requirements of the program, and is not limited to units located in subsidized housing projects. Qualified housing may also include the family's present residence. Furthermore, under certain circumstances, and if authorized by the PHA, a family may use its voucher to purchase a modest home. Please note that to restrict access to tenant information HCV locations are identified in public records by the owner, and not the tenant. Public data pertaining to the locations of HCV program participants are only available as U.S. Census Tract aggregations. Moreover, to protect the confidentiality of those receiving Housing Choice Voucher Program assistance, tracts containing 10 or fewer voucher holders have been omitted from this service. This dataset includes both tenant-based vouchers and project-based vouchers. HCV_PUBLIC_PCT are calculated using 2020 Census Demographic and Housing Characteristics File (DHC) table H4 Tenure Renter Occupied field. To learn more about the Housing Choice Voucher Program visit: https://www.hud.gov/program_offices/public_indian_housing/programs/hcv/about/, for questions about the spatial attribution of this dataset, please reach out to us at GISHelpdesk@hud.gov. Difficult Development Areas (DDA) for the Low Income Housing Tax Credit program are designated by U.S. Department of Housing and Urban Development (HUD) and defined in statute as areas with high construction, land, and utility costs relative to its Area Median Gross Income (AMGI). DDAs in metropolitan areas are designated along Census ZIP Code Tabulation Area (ZCTA) boundaries. DDAs in non-metropolitan areas are designated along county boundaries. DDAs may not contain more than 20% of the aggregate population of metropolitan and non-metropolitan areas, which are designated separately.

    Purpose

City boundaries along with third party identifiers used to join in external data.

    • CDTFA_CITY: CDTFA incorporated city name
    • CDT_CITY_ABBR: Abbreviations of incorporated area names - originally derived from CalTrans Division of Local Assistance and now managed by CDT. Abbreviations are 4 characters. Not present in the county-specific layers.
