National spatial dataset of census
Censuses are principal means of collecting basic population and housing statistics required for social and economic development, policy interventions, their implementation and evaluation. The Post-Apartheid South African government has conducted four Censuses, in 1996, 2001, 2011 and 2022.

The South African Census 2022 covered every person present in South Africa on the Census reference night, midnight of 2-3 February 2022 including all de jure household members and residents of institutions.
Census/enumeration data
Census 2022 micro-data were sampled from the latest census data based on prescribed business requirements to ensure the generated estimates match the census population counts at local municipal level by age, sex, and population group. The Census 2022 Household record file and Person record file were used as a basis for the creation of the household and person sampling frame respectively. Households and household members in the in-scope households (records of the household questionnaire) formed part of the 10% sample. The municipal sample sizes for households were determined by taking 10% of the respective municipal measure of sizes. The household frame was implicitly stratified within each local municipality using household characteristics. Systematic samples of households were selected in each local municipality from the implicitly sorted household frame. The procedure used the allocated sample within each local municipality to produce the sample of households as well as the sampling weights, which are the inverse of the inclusion probabilities.
A Post-enumeration Survey (PES) is an independent sample survey that is conducted immediately after the completion of census enumeration to evaluate the coverage and content errors of the census. A sample of 840 sub-enumeration areas was selected across South Africa's nine provinces for the PES sampling frame. A mixed-mode data collection methodology was implemented to counteract the effects of the COVID19 pandemic. This was made possible by having integrated, digitally enabled survey processes with a geo-spatial information frame as a base.

Coverage errors are a measure of how many persons or households were missed or counted more than once in the census. The final net coverage error rate relative to the final true population of 61,4 million persons is thus 31,1%. The final net coverage error rate relative to the final true population of 19,3 million households is 30,5%.
Content errors indicate the quality of key characteristics in the census. With respect to content errors, six variables were tested for consistency in terms of the responses that were recorded in the Census and the PES. The aggregated index of inconsistency was 7,5% for population group, 8,2% for sex, and 13,6% for age group, indicating a high level of agreement. The aggregated index of inconsistency for marital status was 23,0%, relationship to head of household was 34,8%, and country of birth was 42,3%, indicating moderate rates of agreement.

Without the sampling frame derived from the census, the national statistical system would face difficulties in providing reliable official statistics for use by government and the public. Census also provides information on small areas and population groups with minimum sampling errors. This is important, for example, in planning the location of a school or clinic. Census information is also invaluable for use in the private sector for activities such as business planning and market analyses. The information is used as a benchmark in research and analysis.
Census 2011 was the third democratic census to be conducted in South Africa. Census 2011 specific objectives included: - To provide statistics on population, demographic, social, economic and housing characteristics; - To provide a base for the selection of a new sampling frame; - To provide data at lowest geographical level; and - To provide a primary base for the mid-year projections.

About the Questionnaire : Much emphasis has been placed on the need for a population census to help government direct its development programmes, but less has been written about how the census questionnaire is compiled. The main focus of a population and housing census is to take stock and produce a total count of the population without omission or duplication. Another major focus is to be able to provide accurate demographic and socio-economic characteristics pertaining to each individual enumerated. Apart from individuals, the focus is on collecting accurate data on housing characteristics and services.A population and housing census provides data needed to facilitate informed decision-making as far as policy formulation and implementation are concerned, as well as to monitor and evaluate their programmes at the smallest area level possible. It is therefore important that Statistics South Africa collects statistical data that comply with the United Nations recommendations and other relevant stakeholder needs.
The United Nations underscores the following factors in determining the selection of topics to be investigated in population censuses: a) The needs of a broad range of data users in the country; b) Achievement of the maximum degree of international comparability, both within regions and on a worldwide basis; c) The probable willingness and ability of the public to give adequate information on the topics; and d) The total national resources available for conducting a census.
In addition, the UN stipulates that census-takers should avoid collecting information that is no longer required simply because it was traditionally collected in the past, but rather focus on key demographic, social and socio-economic variables.It becomes necessary, therefore, in consultation with a broad range of users of census data, to review periodically the topics traditionally investigated and to re-evaluate the need for the series to which they contribute, particularly in the light of new data needs and alternative data sources that may have become available for investigating topics formerly covered in the population census. It was against this background that Statistics South Africa conducted user consultations in 2008 after the release of some of the Community Survey products. However, some groundwork in relation to core questions recommended by all countries in Africa has been done. In line with users' meetings, the crucial demands of the Millennium Development Goals (MDGs) should also be met. It is also imperative that Stats SA meet the demands of the users that require small area data.
Accuracy of data depends on a well-designed questionnaire that is short and to the point. The interview to complete the questionnaire should not take longer than 18 minutes per household. Accuracy also depends on the diligence of the enumerator and honesty of the respondent.On the other hand, disadvantaged populations, owing to their small numbers, are best covered in the census and not in household sample surveys.Variables such as employment/unemployment, religion, income, and language are more accurately covered in household surveys than in censuses.Users'/stakeholders' input in terms of providing information in the planning phase of the census is crucial in making it a success. However, the information provided should be within the scope of the census.

Data editing and validation system The execution of each phase of Census operations introduces some form of errors in Census data. Despite quality assurance methodologies embedded in all the phases; data collection, data capturing (both manual and automated), coding, and editing, a number of errors creep in and distort the collected information. To promote consistency and improve on data quality, editing is a paramount phase in identifying and minimising errors such as invalid values, inconsistent entries or unknown/missing values. The editing process for Census 2011 was based on defined rules (specifications).
The editing of Census 2011 data involved a number of sequential processes: selection of members of the editing team, review of Census 2001 and 2007 Community Survey editing specifications, development of editing specifications for the Census 2011 pre-tests (2009 pilot and 2010 Dress Rehearsal), development of firewall editing specifications and finalisation of specifications for the main Census.
Editing team The Census 2011 editing team was drawn from various divisions of the organisation based on skills and experience in data editing. The team thus composed of subject matter specialists (demographers and programmers), managers as well as data processors. The Census 2011 questionnaire was very complex, characterised by many sections, interlinked questions and skipping instructions. Editing of such complex, interlinked data items required application of a combination of editing techniques. Errors relating to structure were resolved using structural query language (SQL) in Oracle dataset. CSPro software was used to resolve content related errors. The strategy used for Census 2011 data editing was implementation of automated error detection and correction with minimal changes. Combinations of logical and dynamic imputation/editing were used. Logical imputations were preferred, and in many cases substantial effort was undertaken to deduce a consistent value based on the rest of the household’s information. To profile the extent of changes in the dataset and assess the effects of imputation, a set of imputation flags are included in the edited dataset. The 1980 South African Population Census was a count of all persons present on Republic of South African territory during census night (i.e. at midnight between 6 and 7 May 1980). Crews and passengers of ships were also not enumerated, unless they were normally resident in the Republic of South Africa. Personnel of the South African Government stationed abroad and their families were, however enumerated. Such persons were included in the Transvaal (Pretoria).

The population census conducted in South Africa in 1985 covered the whole of South Africa, but excluded the "Homelands" of Transkei, Bophutatswana, Ciskei, and Venda. This dataset is the full census, as opposed to the 10% sample datasets provided by Statistics South Africa from 1996 onwards.

The total population in South Africa was estimated at 63.0 million people in 2024, according to the latest census figures and projections from Trading Economics. This dataset provides - South Africa Population - actual values, historical data, forecast, chart, statistics, economic calendar and news.
Round 1 of the Afrobarometer survey was conducted from July 1999 through June 2001 in 12 African countries, to solicit public opinion on democracy, governance, markets, and national identity. The full 12 country dataset released was pieced together out of different projects, Round 1 of the Afrobarometer survey,the old Southern African Democracy Barometer, and similar surveys done in West and East Africa.
The 7 country dataset is a subset of the Round 1 survey dataset, and consists of a combined dataset for the 7 Southern African countries surveyed with other African countries in Round 1, 1999-2000 (Botswana, Lesotho, Malawi, Namibia, South Africa, Zambia and Zimbabwe). It is a useful dataset because, in contrast to the full 12 country Round 1 dataset, all countries in this dataset were surveyed with the identical questionnaire

Sample survey data [ssd]
A new sample has to be drawn for each round of Afrobarometer surveys. Whereas the standard sample size for Round 3 surveys will be 1200 cases, a larger sample size will be required in societies that are extremely heterogeneous (such as South Africa and Nigeria), where the sample size will be increased to 2400. Other adaptations may be necessary within some countries to account for the varying quality of the census data or the availability of census maps.
The sample is designed as a representative cross-section of all citizens of voting age in a given country. The goal is to give every adult citizen an equal and known chance of selection for interview. We strive to reach this objective by (a) strictly applying random selection methods at every stage of sampling and by (b) applying sampling with probability proportionate to population size wherever possible. A randomly selected sample of 1200 cases allows inferences to national adult populations with a margin of sampling error of no more than plus or minus 2.5 percent with a confidence level of 95 percent. If the sample size is increased to 2400, the confidence interval shrinks to plus or minus 2 percent.
Sample Universe
The sample universe for Afrobarometer surveys includes all citizens of voting age within the country. In other words, we exclude anyone who is not a citizen and anyone who has not attained this age (usually 18 years) on the day of the survey. Also excluded are areas determined to be either inaccessible or not relevant to the study, such as those experiencing armed conflict or natural disasters, as well as national parks and game reserves. As a matter of practice, we have also excluded people living in institutionalized settings, such as students in dormitories and persons in prisons or nursing homes.
What to do about areas experiencing political unrest? On the one hand we want to include them because they are politically important. On the other hand, we want to avoid stretching out the fieldwork over many months while we wait for the situation to settle down. It was agreed at the 2002 Cape Town Planning Workshop that it is difficult to come up with a general rule that will fit all imaginable circumstances. We will therefore make judgments on a case-by-case basis on whether or not to proceed with fieldwork or to exclude or substitute areas of conflict. National Partners are requested to consult Core Partners on any major delays, exclusions or substitutions of this sort.
Sample Design
The sample design is a clustered, stratified, multi-stage, area probability sample.
To repeat the main sampling principle, the objective of the design is to give every sample element (i.e. adult citizen) an equal and known chance of being chosen for inclusion in the sample. We strive to reach this objective by (a) strictly applying random selection methods at every stage of sampling and by (b) applying sampling with probability proportionate to population size wherever possible.
In a series of stages, geographically defined sampling units of decreasing size are selected. To ensure that the sample is representative, the probability of selection at various stages is adjusted as follows:
The sample is stratified by key social characteristics in the population such as sub-national area (e.g. region/province) and residential locality (urban or rural). The area stratification reduces the likelihood that distinctive ethnic or language groups are left out of the sample. And the urban/rural stratification is a means to make sure that these localities are represented in their correct proportions. Wherever possible, and always in the first stage of sampling, random sampling is conducted with probability proportionate to population size (PPPS). The purpose is to guarantee that larger (i.e., more populated) geographical units have a proportionally greater probability of being chosen into the sample. The sampling design has four stages
A first-stage to stratify and randomly select primary sampling units;
A second-stage to randomly select sampling start-points;
A third stage to randomly choose households;
A final-stage involving the random selection of individual respondents
We shall deal with each of these stages in turn.
STAGE ONE: Selection of Primary Sampling Units (PSUs)
The primary sampling units (PSU's) are the smallest, well-defined geographic units for which reliable population data are available. In most countries, these will be Census Enumeration Areas (or EAs). Most national census data and maps are broken down to the EA level. In the text that follows we will use the acronyms PSU and EA interchangeably because, when census data are employed, they refer to the same unit.
We strongly recommend that NIs use official national census data as the sampling frame for Afrobarometer surveys. Where recent or reliable census data are not available, NIs are asked to inform the relevant Core Partner before they substitute any other demographic data. Where the census is out of date, NIs should consult a demographer to obtain the best possible estimates of population growth rates. These should be applied to the outdated census data in order to make projections of population figures for the year of the survey. It is important to bear in mind that population growth rates vary by area (region) and (especially) between rural and urban localities. Therefore, any projected census data should include adjustments to take such variations into account.
Indeed, we urge NIs to establish collegial working relationships within professionals in the national census bureau, not only to obtain the most recent census data, projections, and maps, but to gain access to sampling expertise. NIs may even commission a census statistician to draw the sample to Afrobarometer specifications, provided that provision for this service has been made in the survey budget.
Regardless of who draws the sample, the NIs should thoroughly acquaint themselves with the strengths and weaknesses of the available census data and the availability and quality of EA maps. The country and methodology reports should cite the exact census data used, its known shortcomings, if any, and any projections made from the data. At minimum, the NI must know the size of the population and the urban/rural population divide in each region in order to specify how to distribute population and PSU's in the first stage of sampling. National investigators should obtain this written data before they attempt to stratify the sample.
Once this data is obtained, the sample population (either 1200 or 2400) should be stratified, first by area (region/province) and then by residential locality (urban or rural). In each case, the proportion of the sample in each locality in each region should be the same as its proportion in the national population as indicated by the updated census figures.
Having stratified the sample, it is then possible to determine how many PSU's should be selected for the country as a whole, for each region, and for each urban or rural locality.
The total number of PSU's to be selected for the whole country is determined by calculating the maximum degree of clustering of interviews one can accept in any PSU. Because PSUs (which are usually geographically small EAs) tend to be socially homogenous we do not want to select too many people in any one place. Thus, the Afrobarometer has established a standard of no more than 8 interviews per PSU. For a sample size of 1200, the sample must therefore contain 150 PSUs/EAs (1200 divided by 8). For a sample size of 2400, there must be 300 PSUs/EAs.
These PSUs should then be allocated proportionally to the urban and rural localities within each regional stratum of the sample. Let's take a couple of examples from a country with a sample size of 1200. If the urban locality of Region X in this country constitutes 10 percent of the current national population, then the sample for this stratum should be 15 PSUs (calculated as 10 percent of 150 PSUs). If the rural population of Region Y constitutes 4 percent of the current national population, then the sample for this stratum should be 6 PSU's.
The next step is to select particular PSUs/EAs using random methods. Using the above example of the rural localities in Region Y, let us say that you need to pick 6 sample EAs out of a census list that contains a total of 240 rural EAs in Region Y. But which 6? If the EAs created by the national census bureau are of equal or roughly equal population size, then selection is relatively straightforward. In October 2001, South Africans were enumerated to collect information on persons and households throughout the country, using a uniform methodology. Household data collected included data on each household and each person present in the household on Census night, as well as data on services available to the household. The 1991 Population Census was enumerated on a de facto basis, that is, according to the place where persons were located during the census. All persons who were present on Republic of South African territory during census night (i.e. at midnight between 7 and 8 March 1991) were therefore enumerated and included in the data. Visitors from abroad who were present in the RSA on holiday or business on the night of the census, as well as foreigners (and their families) who were studying or economically active, were enumerated and included in the figures. The Diplomatic and Consular Corps of foreign countries were not included. Crews and passengers of ships were also not enumerated, except those who were present at the harbours of the RSA on census night. Similarly, residents of the RSA who were absent from the night were not enumerated. Personnel of the South African Government stationed abroad and their families were, however enumerated. Such persons were included in the Transvaal (Pretoria).

As a result of the unplanned and unstructured nature of certain residential areas, as well as the inaccessibility of certain areas during the preparations for the enumeration of census, comprehensive door-to-door surveys were not possible. The Human Sciences Research Council had to enumerate these areas by means of sample surveys. 88 areas country-wide were enumerated on this basis.

The High Resolution Settlement Layer (HRSL) provides estimates of human population distribution at a resolution of 1 arc-second (approximately 30m) for the year 2015. The population estimates are based on recent census data and high-resolution (0.5m) satellite imagery from DigitalGlobe. The population grids provide detailed delineation of settlements in both urban and rural areas, which is useful for many research areas—from disaster response and humanitarian planning to the development of communications infrastructure. The settlement extent data were developed by the Connectivity Lab at Facebook using computer vision techniques to classify blocks of optical satellite data as settled (containing buildings) or not. Center for International Earth Science Information Networks (CIESIN) at Earth Institute Columbia University used proportional allocation to distribute population data from subnational census data to the settlement extents.
The data-sets contain the population surfaces, metadata, and data quality layers. The population data surfaces are stored as GeoTIFF files for use in remote sensing or geographic information system (GIS) software.

This dataset includes imputation for missing data in key variables in the ten percent sample of the 2001 South African Census. Researchers at the Centre for the Analysis of South African Social Policy (CASASP) at the University of Oxford used sequential multiple regression techniques to impute income, education, age, gender, population group, occupation and employment status in the dataset. The main focus of the work was to impute income where it was missing or recorded as zero. The imputed results are similar to previous imputation work on the 2001 South African Census, including the single ?hot-deck? imputation carried out by Statistics South Africa.

IPUMS-International is an effort to inventory, preserve, harmonize, and disseminate census microdata from around the world. The project has collected the world's largest archive of publicly available census samples. The tabular and visual dataset focuses on South African basic education and provides insights into the distribution of schools and basic population statistics across the country. This tabular and visual data are stratified across different quintiles for each provincial and district boundary. The QLFS sample covers the non-institutional population except for those in workers' hostels. However, persons living in private dwelling units within institutions are enumerated. For example, within a school compound, one would enumerate the schoolmaster's house and teachers' accommodation because these are private dwellings. Students living in a dormitory on the school compound would, however, be excluded.
Sample survey data [ssd]
The Quarterly Labour Force Survey (QLFS) uses a master sample frame which has been developed as a general-purpose household survey frame that can be used by all other Stats SA household surveys that have reasonably compatible design requirement as the QLFS. The 2013 master sample is based on information collected during the 2011 population Census conducted by Stats SA. In preparation for Census 2011, the country was divided into 103 576 enumeration areas (EAs). The census EAs, together with the auxiliary information for the EAs were used as the frame units or building blocks for the formation of primary sampling units (PSUs) for the master sample since they covered the entire country and had other information that is crucial for stratification and creation of PSUs. There are 3 324 primary sampling units (PSUs) in the master sample with an expected sample of approximately 33 000 dwelling units (DUs). The number of PSUs in the current master sample (3 324) reflects an 8,0% increase in the size of the master sample compared to the previous (2007) master sample (which had 3 080 PSUs). The larger master sample of PSUs was selected to improve the precision (smaller CVs) of the QLFS estimates.
The master sample is designed to be representative at provincial level and within provinces at metro/non-metro levels. Within the metros, the sample is further distributed by geographical type. The three geography types area: urban, tribal and farms. This implies, for example, that within a metropolitan area, the sample is representative of the different geography types that may exist within that metro. It is divided equally into four sub-groups or panels called rotation groups. The rotation groups are designed in such a way that each of these groups has the same distribution pattern as that which is observed in the whole sample. They are numbered from one (1) to four (4) and these numbers also correspond to the quarters of the year in which the sample will be rotated for the particular group.
There are a number of aspects in which the 2013 version of the master sample differs from the 2007 version. In particular, the number of primary sample units increased. Mining strata were also introduced which serves to improve the efficiency of estimates relating to employment in mining. The number of geo-types was reduced from 4 to 3 while the new master sample allows for the publication of estimates of the labour market at metro level. The master sample was also adjusted Given the change in the provincial distribution of the South African population between 2001 and 2011. There was also an 8% increase in the sample size of the master sample of PSUs to improve the precision of the QLFS estimates. The sample size increased most notable in Gauteng, the Eastern Cape and KwaZulu-Natal. From the master sample frame, the QLFS takes draws employing a stratified two-stage design with probability proportional to size (PPS) sampling of PSUs in the first stage, and sampling of dwelling units (DUs) with systematic sampling in the second stage. The primary stratification occurred at provincial, metro/non-metro, mining and geography type while the secondary strata were created within the primary strata based on the demographic and socio-economic characteristics of the population.
For each quarter of the QLFS, a ¼ of the sampled dwellings is rotated out of the sample. These dwellings are replaced by new dwellings from the same PSU or the next PSU on the list. Thus, sampled dwellings are expected to remain in the sample for four consecutive quarters. It should be noted that the sampling unit is the dwelling, and the unit of observation is the household. Therefore, if a household moves out of a dwelling after being in the sample for, two quarters and a new household moves in, the new household will be enumerated for the next two quarters. If no household moves into the sampled dwelling, the dwelling will be classified as vacant (or unoccupied).
