    Dataset contains ethnic group census usually resident population counts from the 2013, 2018, and 2023 Censuses, as well as the percentage change in the ethnic group population count between the 2013 and 2018 Censuses, and between the 2018 and 2023 Censuses. Data is available by regional council.

    Geographical boundaries

    Statistical standard for geographic areas 2023 (updated December 2023) has information about geographic boundaries as of 1 January 2023. Address data from 2013 and 2018 Censuses was updated to be consistent with the 2023 areas. Due to the changes in area boundaries and coding methodologies, 2013 and 2018 counts published in 2023 may be slightly different to those published in 2013 or 2018.

    Subnational census usually resident population

    The census usually resident population count of an area (subnational count) is a count of all people who usually live in that area and were present in New Zealand on census night. It excludes visitors from overseas, visitors from elsewhere in New Zealand, and residents temporarily overseas on census night. For example, a person who usually lives in Christchurch city and is visiting Wellington city on census night will be included in the census usually resident population count of Christchurch city.

    Caution using time series

    Time series data should be interpreted with care due to changes in census methodology and differences in response rates between censuses. The 2023 and 2018 Censuses used a combined census methodology (using census responses and administrative data), while the 2013 Census used a full-field enumeration methodology (with no use of administrative data).

    About the 2023 Census dataset

    For information on the 2023 dataset see Using a combined census model for the 2023 Census. We combined data from the census forms with administrative data to create the 2023 Census dataset, which meets Stats NZ's quality criteria for population structure information. We added real data about real people to the dataset where we were confident the people who hadn’t completed a census form (which is known as admin enumeration) will be counted. We also used data from the 2018 and 2013 Censuses, administrative data sources, and statistical imputation methods to fill in some missing characteristics of people and dwellings.

    Data quality

    The quality of data in the 2023 Census is assessed using the quality rating scale and the quality assurance framework to determine whether data is fit for purpose and suitable for release. Data quality assurance in the 2023 Census has more information.

    Quality rating of a variable

    The quality rating of a variable provides an overall evaluation of data quality for that variable, usually at the highest levels of classification. The quality ratings shown are for the 2023 Census unless stated. There is variability in the quality of data at smaller geographies. Data quality may also vary between censuses, for subpopulations, or when cross tabulated with other variables or at lower levels of the classification.     Using data for good

    Stats NZ expects that, when working with census data, it is done so with a positive purpose, as outlined in the Māori Data Governance Model (Data Iwi Leaders Group, 2023). This model states that "data should support transformative outcomes and should uplift and strengthen our relationships with each other and with our environments. The avoidance of harm is the minimum expectation for data use. Māori data should also contribute to iwi and hapū tino rangatiratanga”.

    Confidentiality

    The 2023 Census confidentiality rules have been applied to 2013, 2018, and 2023 data. These rules protect the confidentiality of individuals, families, households, dwellings, and undertakings in 2023 Census data. Counts are calculated using fixed random rounding to base 3 (FRR3) and suppression of ‘sensitive’ counts less than six, where tables report multiple geographic variables and/or small populations. Individual figures may not always sum to stated totals.     A 500 metre population grid using the Estimated Resident Populations (ERP) published annually, dated as at 30 June. Population estimates by Statistical Area 1s (SA1s) are used as an input to derive population grids. These estimates are not official statistics. They are derived as a customised dataset used to produce the population grids.

    This is one of three resolutions of the national statistical grid; 1 kilometre, 500 metres and 250 metres, where the distance is the length of one side of the square grid cell.

    The Estimated Resident Population (ERP) by Statistical Area 1 (SA1), rounded to the nearest 10, was proportionally divided between private and some non-private dwelling point locations from the Stats NZ Statistical Location Register. The dwellings were spatially joined to the SA1 to calculate the number of dwellings within each SA1. The SA1 ERP divided by the number of dwellings gave the number of people per dwelling for each SA1. The people per dwelling was spatially joined back to the dwelling dataset then spatially joined to the grid with the option chosen to sum the dwelling population within each grid cell. The estimated resident population of an area in New Zealand is an estimate of all people who usually live in that area at a given date. It includes all residents present in New Zealand and counted by the census, residents who are temporarily elsewhere in New Zealand and counted by the census, residents who are temporarily overseas (who are not included in the census), and an adjustment for residents missed or counted more than once by the census (net census undercount). Visitors from elsewhere in New Zealand and from overseas are excluded.

    Population estimates by SA1s are used as an input to derive population grids. These estimates are not official statistics. They’re derived as a customised dataset used to produce the population grids. Population estimates from 2022 and 2023 use 2018 Census data and will be revised in 2025, after 2023 Census data is available.

    Changes to the ERP figures for a grid cell between years, are due to either:

    • estimated change to the residential population for an area

    or the following methodological factors may also increase or decrease the population estimate assigned to each grid cell;

    • five yearly changes to the SA1 boundaries to which the ERP figures are assigned. Between 2022 and 2023, non populated areas were separated from some SA1s, resulting in fewer grid cells being populated. Changes to SA1 boundaries are designed to ensure they incorporate areas of new development, maintain the urban-rural delineation, and meet population criteria.

    This is the production version of a new dataset published in November 2023. The prototype version was released in October 2022 for feedback. Since the November 2023 release, population estimate field names have been updated to remove acronyms and population estimates have been reduced to two decimal places.

    Description

    These datasets are concordance files that link the Geographic Classification for Health (GCH) to statistical geographies and geographic units commonly used in health research and analysis in Aotearoa New Zealand (NZ). More information about the develppment of the GCH is available in our Open Access publication. Our long-term aim is the comprehensive and accurate understanding of urban-rural variation in health outcomes and healthcare utilization at both national and regional levels. This is best achieved by the widespread uptake of the GCH by health researchers and health policy makers. The GCH is straightforward to use and most users will only need the relevant concordance file. Statistical Area 1s (SA1s, small statistical areas which are the output geography for population data) were used as the building blocks for the Geographic Classification for Health (GCH) and are the preferred small areas when undertaking the analysis of health data using the GCH. It is however appreciated that a lot of health data is not available at the SA1 level and GCH concordance files are also available for Domicile (Census Area Units, CAU) and Statistical Area 2s (SA2) and Meshblock. The following concordance files are available in excel format: SA12018_to_GCH2018.csv This concordance file applies a GCH category to each SA1 in NZ SA22018_to_GCH2018.csv This concordance file applies a GCH category to each SA2 in NZ MoH_HDOM_to_GCH2018.csv This concordance file applies a GCH category to each Domicile in NZ. Please read the additional information below if you plan to use this concordance file. MoH_MB_to_GCH2018.csv This concordance file applies a GCH category to each Meshblock in NZ. Please read the additional information below if you plan to use this concordance file. Additional information relating to geographic units used by the Ministry of Health: MoH_HDOM_to_GCH2018.csv This file has been designed specifically to add GCH to the Ministry of Health (MoH) datasets containing Domicile codes. Use this file if your dataset contains only Domicile codes. If your dataset also contains Meshblock codes, then use the MoH Meshblock to GCH concordance file. This file includes 2006 and 2013 domicile codes. The 2013 domiciles are still current as of 2022, and this file will still work well with data outside those years. Domicile boundaries do not align well with SA1 boundaries, and longitudinal health data usually contains some older Domiciles which have been phased out and replaced with multiple smaller Domiciles. These deprecated Domiciles may overlap multiple SA1s. Usually, all such SA1s belong to the same GCH category. Occasionally, a Domicile will overlap more than one GCH category. When this happens, we have assigned the GCH category to which the majority of people living in that Domicile belong. By necessity, this will allocate a minority of people in those Domiciles to a GCH category to which they do not belong. MoH_MB_to_GCH2018.csv This file has been designed specifically to add GCH to Ministry of Health (MoH) datasets containing Meshblock codes. This file includes 2018, 2013, 2006, and 2001 Meshblock codes, but will still work well with data outside those years. Meshblock boundaries from census 2018 fit perfectly and completely within the Statistics New Zealand Statistical Area 1s (SA1) boundaries on which GCH is based. However, longitudinal health data usually contains some older Meshblocks which have been phased out and replaced by multiple smaller Meshblocks. These deprecated Meshblocks may overlap multiple SA1s. International migrant stock is the number of people born in a country other than that in which they live. It also includes refugees. The data used to estimate the international migrant stock at a particular time are obtained mainly from population censuses. The estimates are derived from the data on foreign-born population--people who have residence in one country but were born in another country. When data on the foreign-born population are not available, data on foreign population--that is, people who are citizens of a country other than the country in which they reside--are used as estimates. After the breakup of the Soviet Union in 1991 people living in one of the newly independent countries who were born in another were classified as international migrants. Estimates of migrant stock in the newly independent states from 1990 on are based on the 1989 census of the Soviet Union. For countries with information on the international migrant stock for at least two points in time, interpolation or extrapolation was used to estimate the international migrant stock on July 1 of the reference years.     The columns in this dataset are:

    • Measure: The signal type given in this row, one of: "Arrivals", "Departures", "Net"
    • Country: Country from where people arrived into to New Zealand (for Measure = "Arrivals") or to where they left (for Measure = "Departures"). Contains special values "Not Stated" and "All countries" (grand total)
    • Citizenship: Citizenship of the migrants, one of: "New Zealand Citizen", "Australian Citizen", "Total All Citizenships"
    • Year: Year of the measurement
    • Value: Number of migrants

    Permanent and long-term arrivals include overseas migrants who arrive in New Zealand intending to stay for a period of 12 months or more (or permanently), plus New Zealand residents returning after an absence of 12 months or more. Permanent and long-term departures include New Zealand residents departing for an intended period of 12 months or more (or permanently), plus overseas visitors departing New Zealand after a stay of 12 months or more. For arrival series, the country of residence is the country where a person arriving in New Zealand last lived for 12 months or more (country of last permanent residence). For departure series, the country of residence is the country where a person departing New Zealand intends to live for the next 12 months or more (country of next permanent residence).

    Inspiration

    A good challenge would be to explain New Zealand migration flows as a function of the economic performance of New Zealand or other countries (combine with other datasets). The data could be possibly linked up with other data sources to predict general migration to/from countries based on external factors.

    The 2006 Census of Tokelau was conducted on the 19th of October 2006, by both local representatives and Statistics New Zealand staff. Significant planning went into both the collection and output phases of the 2006 Census – with consultation on various aspects of the census (for example, questionnaire content consultation) carried out in Tokelau, Samoa and New Zealand, where appropriate. The 2006 Census questionnaire was based on a standard form developed by the Secretariat of the Pacific Community (SPC), with some changes as appropriate to the Tokelau situation.

    Tokelau has a unique population composition. A significant proportion of the Tokelauan population are away from the islands at any one time, for various reasons (e.g. healthcare, education). Considerable time and effort has been put into developing effective population measures for the 2006 Census of Tokelau, with a focus on ensuring all usual residents were counted – in particular those who were not present in Tokelau on census night. Core demographic information was completed by the head of the household, on behalf of people who usually live in Tokelau, but were away on census night.

    The questionnaire of the 2006 Tokelau Census consisted of three different forms: - Dwelling form: Dwelling characteristics; sources of water; means of cooking; rubbish disposal; hosuehold items; access to Sky TV, internet; numbers of pigs and chickens; sources of income. - Individual form: Individual characteristics; realationship to household head; living where; ethnicity; religion; birth mother and father still alive; language skills: speaking and writing; address 5 years ago; education and qualifications; marital status; paid and unpaid employment; children given birth to. - Absentee form: Individual characteristics; reason for / length of absence; income.

    The 2006 Census questionnaire was based on a standard form developed by the Secretariat of the Pacific Community (SPC), with some changes appropriate to the Tokelau situation. Some modifications were made in the 2006 Questionnaire, for instance: - In 2001, the questionnaire only asked for items owned and not necessarily partial or shared ownership as it did in 2006.

    A thorough review of the employment and work sections of the questionnaire was undertaken to ensure the unique work force in Tokelau was represented, while at the same time ensuring international comparability. Questions on languages spoken, cigarette smoking and household income were added.

    The English version of the questionnaire was reviewed using cognitive testing with four Wellington-based Tokelauan families. The near-final English version of the questionnaire was then tested in Tokelau in July 2006.

    Consultation about the content of the census forms was also undertaken in Tokelau and Samoa, with Tokelau government representatives and decision-makers. This consultation was an opportunity to determine what information was required by various data users and how it could best be delivered. After the July visit to Tokelau, the questionnaire was finalised and translation into Tokelauan was carried out. A shorter version of the full individual questionnaire was used for Tokelau Public Service (TPS) working in Samoa, which consisted of only basic demographic questions about each member of the household. No dwelling questions were asked in Samoa.

    The census questionnaire was a paperbased, interviewer-administered questionnaire available in two languages (English and Tokelauan).

    Cleaning operations

    The vast majority of editing was done on the dataset rather than on the raw data. Data evaluation identified cases that needed editing, the resolution was researched by the census manager, and any changes were recorded. This approach was taken to allow for a record to be kept of how many changes (consistency edits) have been undertaken, allowing the process to be defendable.

    Census data processing was done using CSPro v 3.0 (Census and Survey Processing System). The Pacific Community (SPC) endorsed CSPro as the standard processing system for all population statistics in the Pacific. For the census of Tokelau, CSPro was used for key entry, editing, and verification of the census data.

    Given the small population size, no post-enumeration survey was done.

    In some cases a respondent’s birth day or month was imputed. In these cases the date was randomly selected from one to thirty one and the birth month was randomly selected (from January to December). Any imputed dates were checked to ensure they were valid dates eg not 31 February. Overall the census management team felt that the editing, imputation and mandatory variables methods used were successful. They provided a good balance between quality and practicality for a small census.

    The Population data table is part of NZ Suburbs and Localities Dataset. This table contains the population estimate for each suburb and locality, provided by StatsNZ.

    NZ Suburbs and Localities is an easy to use layer generated from the normalised NZ Suburbs and Localities Dataset. It describes the spatial extent and name of communities in urban areas (suburbs) and rural areas (localities) for navigation and location purposes.

    The suburb and locality boundaries cover New Zealand including North Island, South Island, Stewart Island/Rakiura, Chatham Islands, and nearby offshore islands.

    Each suburb and locality is assigned a name, major name, Territorial Authority and, if appropriate, additional in use names. A population estimate is provided for each suburb and locality by Stats NZ.

    About the estimated resident population

    The estimated resident population at 30 June in the census year is based on the census usually resident population count, with updates for:

    · net census undercount (as measured by a post-enumeration survey)

    · residents temporarily overseas on census night

    · births, deaths and net migration between census night and 30 June

    · reconciliation with demographic estimates at the youngest ages.

    The estimated resident population is not directly comparable with the census usually resident population count because of these adjustments.

    Ethnic groups

    It is important to note that these ethnic groups are not mutually exclusive because people can and do identify with more than one ethnicity. People who identify with more than one ethnicity have been included in each ethnic group.

    The 'Māori', 'Pacific', 'Asian' and 'Middle Eastern/Latin American/African' ethnic groups are defined in level 1 of the Ethnicity New Zealand Standard Classification 2005. The estimates for the 'European or Other (including New Zealander)' group include people who belong to the 'European' or 'Other ethnicity' groups defined in level 1 of the standard classification. If a person belongs to both the 'European' and 'Other ethnicity' groups they have only been counted once. Almost all people in the 'Other ethnicity' group belong to the 'New Zealander' sub-group.

    Time series

    This time series is irregular. Because the 2011 Census was cancelled after the Canterbury earthquake on 22 February 2011, the gap between the 2006-base and 2013-base estimated resident population is seven years. The change in data between 2006 and 2013 may be greater than in the usual five-year gap between censuses. Be careful when comparing trends.

    Description

    Abstract

    These data consist of a long-term follow-up of applicants to a migration visa lottery. Tongan households were surveyed as migrants in New Zealand, or non-migrants in Tonga. It was used to examine the long-term impacts of international migration by comparing immigrants who had successful ballot entries in a migration lottery program, and first moved almost a decade ago, with people who had unsuccessful entries into those same ballots. It was additionally used to study how migrating from a poor country to a rich country affects economic beliefs, preference parameters, and household decision-making efficiency. In a ten-year follow-up survey of applicants to a migration lottery program we elicit risk and time preferences and pro-market beliefs for the migrants and the unsuccessful applicants. The successful and the unsuccessful applicants are each linked to closest relative households, who would stay in the home country if the applicant moved, to play lab-in-the-field games that measure intra-family trust and the efficiency of intra-family decision-making.

    The survey covers Tongans who applied to the 2002-05 Pacific Access Category migration visa program, along with linked households of their family members. This involved surveying in both New Zealand and Tonga (along with a small number of surveys of movers to third countries).

    Sampling procedure

    Our population of interest consists of entrants to the 2002 to 2005 PAC migration lotteries. There were a total of 4,696 principal applicants of whom 367 were randomly selected as ballot winners (figure 2). Official records provided by the New Zealand immigration authorities in late 2012 show that 307 of these winners (84%) had residency applications approved and had ever migrated to New Zealand. The remaining 60 ballot winners did not migrate and are thus non-compliers to the treatment of migration.

    Our main survey involved an extensive face-to-face interview, which also collected anthropometrics, blood pressure, peak lung flow, and included lab-in-the-field games. Of the 307 principal applicants ever migrating to New Zealand, 133 completed the full survey between late 2013 and the end of 2014. In order to bolster our sample size, in early 2015 we fielded a shortened survey that did not include health measurements or the lab-in-field games. This was mainly done as a telephone interview and was designed to reach those who had on-migrated beyond New Zealand or were located in parts of New Zealand that were impractical for face-to-face interviewing, although we also learned, through snowball effects, of more migrants in our face-to-face survey area and gave them the short survey as well. Overall, 61 additional ballot winners who had ever migrated to New Zealand were given the short survey, including 11 who had now on-migrated to Australia (ten) and the UK (one). In total, we were able to survey 194 households with principal applicants who ever migrated to New Zealand after winning the ballot.

    We had even less information available for the ballot losers and non-compliers since these individuals had not filled out residency applications. We therefore used the same surveying approach for these groups as we had in our previous survey, which was to sample from the same villages in Tonga from which our migrants originated. Out of 4329 ballot losers, 143 were administered the long form survey and 39 the short survey (of which nine had subsequently moved to New Zealand through alternative pathways, including by winning a later round of the PAC lottery). Finances limited us to this relatively small sample, but, based on our previous research, we judged that it would give us enough power to measure economically significant impacts. An advantage of surveying from the same origin villages is that we can implicitly control for any unobserved characteristics that vary spatially in Tonga. Finally, we have a small sample of nine non-compliers; six who received the long survey and three the short survey. This is out of a population of 60 non-compliers, which hence made it difficult to find many individuals in this group.

    A 1 kilometre population grid using the Estimated Resident Populations (ERP) published annually, dated as at 30 June. Population estimates by Statistical Area 1s (SA1s) are used as an input to derive population grids. These estimates are not official statistics. They are derived as a customised dataset used to produce the population grids.

    This is one of three resolutions of the national statistical grid; 1 kilometre, 500 metres and 250 metres, where the distance is the length of one side of the square grid cell.

    The Estimated Resident Population (ERP) by Statistical Area 1 (SA1), rounded to the nearest 10, was proportionally divided between private and some non-private dwelling point locations from the Stats NZ Statistical Location Register. The dwellings were spatially joined to the SA1 to calculate the number of dwellings within each SA1. The SA1 ERP divided by the number of dwellings gave the number of people per dwelling for each SA1. The people per dwelling was spatially joined back to the dwelling dataset then spatially joined to the grid with the option chosen to sum the dwelling population within each grid cell. The estimated resident population of an area in New Zealand is an estimate of all people who usually live in that area at a given date. It includes all residents present in New Zealand and counted by the census, residents who are temporarily elsewhere in New Zealand and counted by the census, residents who are temporarily overseas (who are not included in the census), and an adjustment for residents missed or counted more than once by the census (net census undercount). Visitors from elsewhere in New Zealand and from overseas are excluded.

    Population estimates by SA1s are used as an input to derive population grids. These estimates are not official statistics. They’re derived as a customised dataset used to produce the population grids. Population estimates from 2022 and 2023 use 2018 Census data and will be revised in 2025, after 2023 Census data is available.

    Changes to the ERP figures for a grid cell between years, are due to either:

    • estimated change to the residential population for an area

    or the following methodological factors may also increase or decrease the population estimate assigned to each grid cell;

    • five yearly changes to the SA1 boundaries to which the ERP figures are assigned. Between 2022 and 2023, non populated areas were separated from some SA1s, resulting in fewer grid cells being populated. Changes to SA1 boundaries are designed to ensure they incorporate areas of new development, maintain the urban-rural delineation, and meet population criteria.

    • changes to the dwelling dataset.

    This is the production version of a new dataset published in November 2023. The prototype version was released in October 2022 for feedback. Since the November 2023 release, population estimate field names have been updated to remove acronyms and population estimates have been reduced to two decimal places. A small number of grid cells in the 2022 ERP 1km grid were missing population, these have been amended in this update.

Dataset contains ethnic group census usually resident population counts from the 2013, 2018, and 2023 Censuses, as well as the percentage change in the ethnic group population count between the 2013 and 2018 Censuses, and between the 2018 and 2023 Censuses. Data is available by regional council.

Geographical boundaries

Statistical standard for geographic areas 2023 (updated December 2023) has information about geographic boundaries as of 1 January 2023. Address data from 2013 and 2018 Censuses was updated to be consistent with the 2023 areas. Due to the changes in area boundaries and coding methodologies, 2013 and 2018 counts published in 2023 may be slightly different to those published in 2013 or 2018.

Subnational census usually resident population

The census usually resident population count of an area (subnational count) is a count of all people who usually live in that area and were present in New Zealand on census night. It excludes visitors from overseas, visitors from elsewhere in New Zealand, and residents temporarily overseas on census night. For example, a person who usually lives in Christchurch city and is visiting Wellington city on census night will be included in the census usually resident population count of Christchurch city.

Caution using time series

Time series data should be interpreted with care due to changes in census methodology and differences in response rates between censuses. The 2023 and 2018 Censuses used a combined census methodology (using census responses and administrative data), while the 2013 Census used a full-field enumeration methodology (with no use of administrative data).

About the 2023 Census dataset

For information on the 2023 dataset see Using a combined census model for the 2023 Census. We combined data from the census forms with administrative data to create the 2023 Census dataset, which meets Stats NZ's quality criteria for population structure information. We added real data about real people to the dataset where we were confident the people who hadn’t completed a census form (which is known as admin enumeration) will be counted. We also used data from the 2018 and 2013 Censuses, administrative data sources, and statistical imputation methods to fill in some missing characteristics of people and dwellings.

Data quality

The quality of data in the 2023 Census is assessed using the quality rating scale and the quality assurance framework to determine whether data is fit for purpose and suitable for release. Data quality assurance in the 2023 Census has more information.

Quality rating of a variable

The quality rating of a variable provides an overall evaluation of data quality for that variable, usually at the highest levels of classification. The quality ratings shown are for the 2023 Census unless stated. There is variability in the quality of data at smaller geographies. Data quality may also vary between censuses, for subpopulations, or when cross tabulated with other variables or at lower levels of the classification. Using data for good

Stats NZ expects that, when working with census data, it is done so with a positive purpose, as outlined in the Māori Data Governance Model (Data Iwi Leaders Group, 2023). This model states that "data should support transformative outcomes and should uplift and strengthen our relationships with each other and with our environments. The avoidance of harm is the minimum expectation for data use. Māori data should also contribute to iwi and hapū tino rangatiratanga”.

Confidentiality

The 2023 Census confidentiality rules have been applied to 2013, 2018, and 2023 data. These rules protect the confidentiality of individuals, families, households, dwellings, and undertakings in 2023 Census data. Counts are calculated using fixed random rounding to base 3 (FRR3) and suppression of ‘sensitive’ counts less than six, where tables report multiple geographic variables and/or small populations. Individual figures may not always sum to stated totals.
