    Abstract

    The fourth edition of the Global Findex offers a lens into how people accessed and used financial services during the COVID-19 pandemic, when mobility restrictions and health policies drove increased demand for digital services of all kinds.

    The Global Findex is the world's most comprehensive database on financial inclusion. It is also the only global demand-side data source allowing for global and regional cross-country analysis to provide a rigorous and multidimensional picture of how adults save, borrow, make payments, and manage financial risks. Global Findex 2021 data were collected from national representative surveys of about 128,000 adults in more than 120 economies. The latest edition follows the 2011, 2014, and 2017 editions, and it includes a number of new series measuring financial health and resilience and contains more granular data on digital payment adoption, including merchant and government payments.

    The Global Findex is an indispensable resource for financial service practitioners, policy makers, researchers, and development professionals.

    In most developing economies, Global Findex data have traditionally been collected through face-to-face interviews. Surveys are conducted face-to-face in economies where telephone coverage represents less than 80 percent of the population or where in-person surveying is the customary methodology. However, because of ongoing COVID-19 related mobility restrictions, face-to-face interviewing was not possible in some of these economies in 2021. Phone-based surveys were therefore conducted in 67 economies that had been surveyed face-to-face in 2017. These 67 economies were selected for inclusion based on population size, phone penetration rate, COVID-19 infection rates, and the feasibility of executing phone-based methods where Gallup would otherwise conduct face-to-face data collection, while complying with all government-issued guidance throughout the interviewing process. Gallup takes both mobile phone and landline ownership into consideration. According to Gallup World Poll 2019 data, when face-to-face surveys were last carried out in these economies, at least 80 percent of adults in almost all of them reported mobile phone ownership. All samples are probability-based and nationally representative of the resident adult population. Phone surveys were not a viable option in 17 economies that had been part of previous Global Findex surveys, however, because of low mobile phone ownership and surveying restrictions. Data for these economies will be collected in 2022 and released in 2023.

    In economies where face-to-face surveys are conducted, the first stage of sampling is the identification of primary sampling units. These units are stratified by population size, geography, or both, and clustering is achieved through one or more stages of sampling. Where population information is available, sample selection is based on probabilities proportional to population size; otherwise, simple random sampling is used. Random route procedures are used to select sampled households. Unless an outright refusal occurs, interviewers make up to three attempts to survey the sampled household. To increase the probability of contact and completion, attempts are made at different times of the day and, where possible, on different days. If an interview cannot be obtained at the initial sampled household, a simple substitution method is used. Respondents are randomly selected within the selected households. Each eligible household member is listed, and the hand-held survey device randomly selects the household member to be interviewed. For paper surveys, the Kish grid method is used to select the respondent. In economies where cultural restrictions dictate gender matching, respondents are randomly selected from among all eligible adults of the interviewer's gender.

    In traditionally phone-based economies, respondent selection follows the same procedure as in previous years, using random digit dialing or a nationally representative list of phone numbers. In most economies where mobile phone and landline penetration is high, a dual sampling frame is used.

    The same respondent selection procedure is applied to the new phone-based economies. Dual frame (landline and mobile phone) random digital dialing is used where landline presence and use are 20 percent or higher based on historical Gallup estimates. Mobile phone random digital dialing is used in economies with limited to no landline presence (less than 20 percent).

    For landline respondents in economies where mobile phone or landline penetration is 80 percent or higher, random selection of respondents is achieved by using either the latest birthday or household enumeration method. For mobile phone respondents in these economies or in economies where mobile phone or landline penetration is less than 80 percent, no further selection is performed. At least three attempts are made to reach a person in each household, spread over different days and times of day.

    Abstract

    Financial inclusion is critical in reducing poverty and achieving inclusive economic growth. When people can participate in the financial system, they are better able to start and expand businesses, invest in their children’s education, and absorb financial shocks. Yet prior to 2011, little was known about the extent of financial inclusion and the degree to which such groups as the poor, women, and rural residents were excluded from formal financial systems.

    By collecting detailed indicators about how adults around the world manage their day-to-day finances, the Global Findex allows policy makers, researchers, businesses, and development practitioners to track how the use of financial services has changed over time. The database can also be used to identify gaps in access to the formal financial system and design policies to expand financial inclusion.

    The indicators in the 2017 Global Findex database are drawn from survey data covering almost 150,000 people in 144 economies-representing more than 97 percent of the world’s population (see table A.1 of the Global Findex Database 2017 Report for a list of the economies included). The survey was carried out over the 2017 calendar year by Gallup, Inc., as part of its Gallup World Poll, which since 2005 has annually conducted surveys of approximately 1,000 people in each of more than 160 economies and in over 150 languages, using randomly selected, nationally representative samples. The target population is the entire civilian, noninstitutionalized population age 15 and above. Interview procedure Surveys are conducted face to face in economies where telephone coverage represents less than 80 percent of the population or where this is the customary methodology. In most economies the fieldwork is completed in two to four weeks.

    In economies where face-to-face surveys are conducted, the first stage of sampling is the identification of primary sampling units. These units are stratified by population size, geography, or both, and clustering is achieved through one or more stages of sampling. At least three attempts are made to reach a person in each household, spread over different days and times of day.

    The questionnaire was designed by the World Bank, in conjunction with a Technical Advisory Board composed of leading academics, practitioners, and policy makers in the field of financial inclusion. The Bill and Melinda Gates Foundation and Gallup Inc. also provided valuable input. The questionnaire was piloted in multiple countries, using focus groups, cognitive interviews, and field testing. The questionnaire is available in more than 140 languages upon request.

    Questions on cash on delivery, saving using an informal savings club or person outside the family, domestic remittances, and agricultural payments are only asked in developing economies and few other selected countries. The question on mobile money accounts was only asked in economies that were part of the Mobile Money for the Unbanked (MMU) database of the GSMA at the time the interviews were being held.

    The Young Lives survey is an innovative long-term project investigating the changing nature of childhood poverty in four developing countries. The study is being conducted in Ethiopia, India, Peru and Vietnam and has tracked the lives of 12,000 children over a 20-year period, through 5 (in-person) survey rounds (Round 1-5) and, with the latest survey round (Round 6) conducted over the phone in 2020 and 2021 as part of the Listening to Young Lives at Work: COVID-19 Phone Survey.
    Round 1 of Young Lives surveyed two groups of children in each country, at 1 year old and 5 years old. Round 2 returned to the same children who were then aged 5 and 12 years old. Round 3 surveyed the same children again at aged 7-8 years and 14-15 years, Round 4 surveyed them at 12 and 19 years old, and Round 5 surveyed them at 15 and 22 years old. Thus the younger children are being tracked from infancy to their mid-teens and the older children through into adulthood, when some will become parents themselves.

    The 2020 phone survey consists of three phone calls (Call 1 administered in June-July 2020; Call 2 in August-October 2020 and Call 3 in November-December 2020) and the 2021 phone survey consists of two additional phone calls (Call 4 in August 2021 and Call 5 in October-December 2021) The calls took place with each Young Lives respondent, across both the younger and older cohort, and in all four study countries (reaching an estimated total of around 11,000 young people).
    The Young Lives survey is carried out by teams of local researchers, supported by the Principal Investigator and Data Manager in each country.

    This dataset comprises the data from the 5-year-olds' and 12-year-olds' household surveys and the 12-year-olds' child survey carried out in 2006. For each of the four countries the dataset contains files at the community, household and child level for both ages. The household/child level data file for the 12-year-olds' survey also includes data from the child questionnaire. In addition there are several files at lower levels (i.e. where there are several records per household). These include the household roster and activity schedules for livelihoods. The Peru community level data includes an additional file with community data covering new communities for children who have migrated.

    The role of developing countries is very important in dealing with global climate change because even the full elimination of developed country emissions would not avoid global warming. While the industrialized countries are urging big emitting developing countries (e.g., China, India) to enter into mandatory targets to reduce their GHG emissions, they are arguing against any quantified commitments in the near future. This issue is at the heart of the ongoing negotiations. One approach that developing countries are currently exploring is the implementation of GHG mitigation activities that do not impede their expected economic growth (i.e., pursue a strategy of low carbon economic growth) or implementation of so called win-win options for GHG mitigation. The WBG has launched studies in the six big emitting client countries (e.g., China, India, Mexico, Brazil, South Africa and Indonesia) to identify options for low carbon growth. While these studies are at different levels of development, none of these studies are expected to answer the following questions: (i) what level of GHG mitigation can these and other developing countries achieve without slowing down their expected economic growth? and how much would this mitigation contribute in meeting the ultimate objective of the UNFCCC? (ii) Even if the low carbon growth scenarios do not harm expected economic growth, how fair are they from a social perspective? Do these scenarios reduce income inequality and poverty? How would these scenarios impact low income households? (iii) If the win-win or low carbon growth scenarios do not result in significant contributions in meeting the ultimate objective of the UNFCCC, what would be economic impacts of more stringent measures to reduce GHG emissions? How would such measures impact the economic growth, income distribution and poverty? (iv) How would these results change if climate change adaptation is also taken into consideration? Answering these questions is enormously important to client countries in defining their short and long-term strategies to address the global climate change.

School Survey: A school survey was introduced into Young Lives in 2010, following the third round of the household survey, in order to capture detailed information about children’s experiences of schooling. It addressed two main research questions:how do the relationships between poverty and child development manifest themselves and impact upon children's educational experiences and outcomes?to what extent does children’s experience of school reinforce or compensate for disadvantage in terms of child development and poverty? The survey allows researchers to link longitudinal information on household and child characteristics from the household survey with data on the schools attended by the Young Lives children and children's achievements inside and outside the school. A wide range of stakeholders, including government representatives at national and sub-national levels, NGOs and donor organisations were involved in the design of the school survey, so the researchers could be sure that the ‘right questions’ were being asked to address major policy concerns. This consultation process means that policymakers already understand the context and potential of the Young Lives research and are interested to utilise the data and analysis to inform their policy decisions. The survey provides policy-relevant information on the relationship between child development (and its determinants) and children’s experience of school, including access, quality and progression. This combination of household, child and school-level data over time constitutes the comparative advantage of the Young Lives study. The School Survey data are held separately for each country. The India data are available from the UK Data Archive under SN 7478, the Peru data have been archived under SN 7479, and the Vietnam data are available from SN 7663.     Abstract

    Financial inclusion is critical in reducing poverty and achieving inclusive economic growth. When people can participate in the financial system, they are better able to start and expand businesses, invest in their children’s education, and absorb financial shocks. Yet prior to 2011, little was known about the extent of financial inclusion and the degree to which such groups as the poor, women, and rural residents were excluded from formal financial systems.

    By collecting detailed indicators about how adults around the world manage their day-to-day finances, the Global Findex allows policy makers, researchers, businesses, and development practitioners to track how the use of financial services has changed over time. The database can also be used to identify gaps in access to the formal financial system and design policies to expand financial inclusion.

    Geographic coverage

    National Coverage. Sample excludes Northeast states and remote islands. In addition, some districts in Assam, Bihar, Jammu and Kashmir, Jharkhand, and Uttar Pradesh were replaced because of security concerns. The excluded areas represent less than 10% of the population.

    As in the first edition, the indicators in the 2014 Global Findex are drawn from survey data covering almost 150,000 people in more than 140 economies-representing more than 97 percent of the world's population. The survey was carried out over the 2014 calendar year by Gallup, Inc. as part of its Gallup World Poll, which since 2005 has continually conducted surveys of approximately 1,000 people in each of more than 160 economies and in over 140 languages, using randomly selected, nationally representative samples. The target population is the entire civilian, noninstitutionalized population age 15 and above. The set of indicators will be collected again in 2017.

    Surveys are conducted face to face in economies where telephone coverage represents less than 80 percent of the population or is the customary methodology. In most economies the fieldwork is completed in two to four weeks. In economies where face-to-face surveys are conducted, the first stage of sampling is the identification of primary sampling units. These units are stratified by population size, geography, or both, and clustering is achieved through one or more stages of sampling. Where population information is available, sample selection is based on probabilities proportional to population size; otherwise, simple random sampling is used. Random route procedures are used to select sampled households. Unless an outright refusal occurs, interviewers make up to three attempts to survey the sampled household. To increase the probability of contact and completion, attempts are made at different times of the day and, where possible, on different days. If an interview cannot be obtained at the initial sampled household, a simple substitution method is used. Respondents are randomly selected within the selected households by means of the Kish grid. In economies where cultural restrictions dictate gender matching, respondents are randomly selected through the Kish grid from among all eligible adults of the interviewer's gender.

    In economies where telephone interviewing is employed, random digit dialing or a nationally representative list of phone numbers is used. In most economies where cell phone penetration is high, a dual sampling frame is used. Random selection of respondents is achieved by using either the latest birthday or Kish grid method. At least three attempts are made to reach a person in each household, spread over different days and times of day.

    The sample size in India was 3,000 individuals.

    The questionnaire was designed by the World Bank, in conjunction with a Technical Advisory Board composed of leading academics, practitioners, and policy makers in the field of financial inclusion. The Bill and Melinda Gates Foundation and Gallup Inc. also provided valuable input. The questionnaire was piloted in multiple countries, using focus groups, cognitive interviews, and field testing. The questionnaire is available in 142 languages upon request.

    Questions on cash withdrawals, saving using an informal savings club or person outside the family, domestic remittances, school fees, and agricultural payments are only asked in developing economies and few other selected countries. The question on mobile money accounts was only asked in economies that were part of the Mobile Money for the Unbanked (MMU) database of the GSMA at the time the interviews were being held.

    Description

    The India Lights platform shows light output at night for 20 years for 600,000 villages across India. The Defense Meteorological Satellite Program (DMSP) has taken pictures of the Earth every night from 1993 to 2013. Researchers at the University of Michigan, in collaboration with the World Bank, used the DMSP images to extract the data you see on the India Lights platform. Each point you see on the map represents the light output of a specific village at a specific point in time. On the district level, the map also allows you to filter to view villages that have participated in India’s flagship electrification program. This tremendous trove of data can be used to look at changes in light output, which can be used to complement research about electrification in the country. About the Data: The DMSP raster images have a resolution of 30 arc-seconds, equal to roughly 1 square kilometer at the equator. Each pixel of the image is assigned a number on a relative scale from 0 to 63, with 0 indicating no light output and 63 indicating the highest level of output. This number is relative and may change depending on the gain settings of the satellite’s sensor, which constantly adjusts to current conditions as it takes pictures throughout the day and at night. Methodology To derive a single measurement, the light output values were extracted from the raster image for each date for the pixels that correspond to each village's approximate latitude and longitude coordinates. We then processed the data through a series of filtering and aggregation steps. First, we filtered out data with too much cloud cover and solar glare, according to recommendations from the National Oceanic and Atmospheric Administration (NOAA). We aggregated the resulting 4.4 billion data points by taking the median measurement for each village over the course of a month. We adjusted for differences among satellites using a multiple regression on year and satellite to isolate the effect of each satellite. To analyze data on the state and district level, we also determined the median village light output within each administrative boundary for each month in the twenty-year time span. These monthly aggregates for each village, district, and state are the data that we have made accessible through the API. To generate the map and light curve visualizations that are presented on this site, we performed some additional data processing. For the light curves, we used a rolling average to smooth out the noise due to wide fluctuations inherent in satellite measurements. For the map, we took a random sample of 10% of the villages, stratified over districts to ensure good coverage across regions of varying village density.     To create the dataset, the top 10 countries leading in the incidence of COVID-19 in the world were selected as of October 22, 2020 (on the eve of the second full of pandemics), which are presented in the Global 500 ranking for 2020: USA, India, Brazil, Russia, Spain, France and Mexico. For each of these countries, no more than 10 of the largest transnational corporations included in the Global 500 rating for 2020 and 2019 were selected separately. The arithmetic averages were calculated and the change (increase) in indicators such as profitability and profitability of enterprises, their ranking position (competitiveness), asset value and number of employees. The arithmetic mean values of these indicators for all countries of the sample were found, characterizing the situation in international entrepreneurship as a whole in the context of the COVID-19 crisis in 2020 on the eve of the second wave of the pandemic. The data is collected in a general Microsoft Excel table. Dataset is a unique database that combines COVID-19 statistics and entrepreneurship statistics. The dataset is flexible data that can be supplemented with data from other countries and newer statistics on the COVID-19 pandemic. Due to the fact that the data in the dataset are not ready-made numbers, but formulas, when adding and / or changing the values in the original table at the beginning of the dataset, most of the subsequent tables will be automatically recalculated and the graphs will be updated. This allows the dataset to be used not just as an array of data, but as an analytical tool for automating scientific research on the impact of the COVID-19 pandemic and crisis on international entrepreneurship. The dataset includes not only tabular data, but also charts that provide data visualization. The dataset contains not only actual, but also forecast data on morbidity and mortality from COVID-19 for the period of the second wave of the pandemic in 2020. The forecasts are presented in the form of a normal distribution of predicted values and the probability of their occurrence in practice. This allows for a broad scenario analysis of the impact of the COVID-19 pandemic and crisis on international entrepreneurship, substituting various predicted morbidity and mortality rates in risk assessment tables and obtaining automatically calculated consequences (changes) on the characteristics of international entrepreneurship. It is also possible to substitute the actual values identified in the process and following the results of the second wave of the pandemic to check the reliability of pre-made forecasts and conduct a plan-fact analysis. The dataset contains not only the numerical values of the initial and predicted values of the set of studied indicators, but also their qualitative interpretation, reflecting the presence and level of risks of a pandemic and COVID-19 crisis for international entrepreneurship.

    Abstract

    Well-functioning financial systems serve a vital purpose, offering savings, credit, payment, and risk management products to people with a wide range of needs. Yet until now little had been known about the global reach of the financial sector - the extent of financial inclusion and the degree to which such groups as the poor, women, and youth are excluded from formal financial systems. Systematic indicators of the use of different financial services had been lacking for most economies.

    The Global Financial Inclusion (Global Findex) database provides such indicators. This database contains the first round of Global Findex indicators, measuring how adults in more than 140 economies save, borrow, make payments, and manage risk. The data set can be used to track the effects of financial inclusion policies globally and develop a deeper and more nuanced understanding of how people around the world manage their day-to-day finances. By making it possible to identify segments of the population excluded from the formal financial sector, the data can help policy makers prioritize reforms and design new policies.

    Questions on insurance, mobile payments, and loan purposes were asked only in developing economies. The indicators on awareness and use of microfinance insitutions (MFIs) are not included in the public dataset. However, adults who report saving at an MFI are considered to have an account; this is reflected in the composite account indicator.

    The data was captured in paper questionnaires with handwritten responses, with most answers coded into structured replies, in addition to a few open-ended questions. The data collected from this survey underwent cleaning and was stored in a relational database for further analysis. Specifically, the data was vetted by the enumerators and research team by randomly picking households and a site visit with field verification was carried out. Once the data was verified by the surveyors, the filled-in questionnaires were translated to English and then digitized by an independent group. The research team then carried out two rounds of validation, in the first round, the data was checked for consistency and outliers and in the second round, the research team coordinated with the enumerators to validate any discrepancies.

Our survey of Bangalore slums covered 36 slums across the city. The slums were chosen based on stratification criteria which included the geographical location of the slums, whether the slums were resettled or rehabilitated, slums in planned localities, the size of the slum and the religious profile. This paper describes the relational model of the slum dataset, the variables in the dataset, the variables constructed for analysis and the issues identified with the dataset. The data collected includes around 267,894 data points spread over 242 questions for 1107 households. The dataset can facilitate interdisciplinary research on spatial and temporal dynamics of urban poverty and well-being in the context of rapid urbanization of cities in developing countries.

    In 2010, an estimated 860 million people were living in slums worldwide with around 60 million added to the slum population between 2000 and 2010. In 2011, 200 million people in urban Indian households were considered to live in slums. To identify the poor is to be able to deliver benefits to them. Unfortunately, there is a paucity of highly granular data at the level of individual slums. In addition to increased future risks, obese children experience breathing difficulties and increased risk of fractures, hypertension, early markers of cardiovascular disease, insulin resistance, and psychological effects. Children in low- and middle-income countries are more vulnerable to inadequate nutrition before birth and in infancy and early childhood. Many of these children are exposed to high-fat, high-sugar, high-salt, calorie-dense, micronutrient-poor foods, which tend be lower in cost than more nutritious foods. These dietary patterns, in conjunction with low levels of physical activity, result in sharp increases in childhood obesity, while under-nutrition continues. Estimates are modeled estimates produced by the JME. Primary data sources of the anthropometric measurements are national surveys. These surveys are administered sporadically, resulting in sparse data for many countries. Furthermore, the trend of the indicators over time is usually not a straight line and varies by country. Tracking the current level and progress of indicators helps determine if countries are on track to meet certain thresholds, such as those indicated in the SDGs. Thus the JME developed statistical models and produced the modeled estimates.

    Description
    The Young Lives survey is an innovative long-term project investigating the changing nature of childhood poverty in four developing countries. The study is being conducted in Ethiopia, India, Peru and Vietnam and has tracked the lives of 12,000 children over a 20-year period, through 5 (in-person) survey rounds (Round 1-5) and, with the latest survey round (Round 6) conducted over the phone in 2020 and 2021 as part of the Listening to Young Lives at Work: COVID-19 Phone Survey.

    Round 1 of Young Lives surveyed two groups of children in each country, at 1 year old and 5 years old. Round 2 returned to the same children who were then aged 5 and 12 years old. Round 3 surveyed the same children again at aged 7-8 years and 14-15 years, Round 4 surveyed them at 12 and 19 years old, and Round 5 surveyed them at 15 and 22 years old. Thus the younger children are being tracked from infancy to their mid-teens and the older children through into adulthood, when some will become parents themselves.

    The 2020 phone survey consists of three phone calls (Call 1 administered in June-July 2020; Call 2 in August-October 2020 and Call 3 in November-December 2020) and the 2021 phone survey consists of two additional phone calls (Call 4 in August 2021 and Call 5 in October-December 2021) The calls took place with each Young Lives respondent, across both the younger and older cohort, and in all four study countries (reaching an estimated total of around 11,000 young people).

    The Young Lives survey is carried out by teams of local researchers, supported by the Principal Investigator and Data Manager in each country.

    Young Lives research has expanded to explore linking geographical data collected during the rounds to external datasets. Matching Young Lives data with administrative and geographic datasets significantly increases the scope for research in several areas, and may allow researchers to identify sources of exogenous variation for more convincing causal analysis on policy and/or early life circumstances.

    Young Lives: Data Matching Series, 1900-2021 includes the following linked datasets:

    1. Climate Matched Datasets (four YL study countries): Community-level GPS data has been matched with temperature and precipitation data from the University of Delaware. Climate variables are offered at the community level, with a panel data structure spanning across years and months. Hence, each community has a unique value of precipitation (variable PRCP) and temperature (variable TEMP), for each year and month pairing for the period 1900-2017.

    2. COVID-19 Matched Dataset (Peru only): The YL Phone Survey Calls data has been matched with external data sources (The Peruvian Ministry of Health and the National Information System of Deaths in Peru). The matched dataset includes the total number of COVID cases per 1,000 inhabitants, the total number of COVID deaths by district and per 1,000 inhabitants; the total number of excess deaths per 1,000 inhabitants and the number of lockdown days in each Young Lives district in Peru during August 2020 to December 2021.

    Abstract

    The Global Consumption Database (GCD) contains information on consumption patterns at the national level, by urban/rural area, and by income level (4 categories: lowest, low, middle, higher with thresholds based on a global income distribution), for 92 low and middle-income countries, as of 2010. The data were extracted from national household surveys. The consumption is presented by category of products and services of the International Comparison Program (ICP) 2005, which mostly corresponds to COICOP. For three countries, sub-national data are also available (Brazil, India, and South Africa). Data on population estimates are also included.

           The data file can be used for the production of the following tables (by urban/rural and income class/consumption segment):

    Abstract

    An effective policy response to the economic impacts of the COVID-19 pandemic requires an enormous range of data to inform the design and response of programs. Public health measures require data on the spread of the disease, beliefs in the population, and capacity of the health system. Relief efforts depend on an understanding of hardships being faced by various segments of the population. Food policy requires measurement of agricultural production and hunger. In such a rapidly evolving pandemic, these data must be collected at a high frequency. Given the unexpected nature of the shock and urgency with which a response was required, Indian policymakers needed to formulate policies affecting India’s 1.4 billion people, without the detailed evidence required to construct effective programs. To help overcome this evidence gap, the World Bank, IDinsight, and the Development Data Lab sought to produce rigorous and responsive data for policymakers across six states in India: Jharkhand, Rajasthan, Uttar Pradesh, Andhra Pradesh, Bihar, and Madhya Pradesh.

    Sampling procedure

    This dataset includes observations covering six states (Andhra Pradesh, Bihar, Jharkhand, Madhya Pradesh, Rajasthan, Uttar Pradesh) and three survey rounds. The survey did not have a single, unified frame from which to sample phone numbers. The final sample was assembled from several different sample frames, and the choice of frame sample frames varied across states and survey rounds.

    These frames comprise four prior IDinsight projects and from an impact evaluation of the National Rural Livelihoods project conducted by the Ministry of Rural Development. Each of these surveys sought to represent distinct populations, and employed idiosyncratic sample designs and weighting schemes.

    The survey questionnaires covered the following subjects:

    1. Agriculture: COVID-19-related changes in price realisation, acreage decisions, input expenditure, access to credit, access to fertilisers, etc.

    2. Income and consumption: Changes in wage rates, employment duration, consumption expenditure, prices of essential commodities, status of food security etc.

    3. Migration: Rates of in-migration, migrant income and employment status, return migration plans etc.

    4. Access to relief: Access to in-kind, cash and workfare relief, quantities of relief received, and constraints on the access to relief.

    5. Health: Access to health facilities and rates of foregone healthcare, knowledge of COVID-19 related symptoms and protective behaviours.

    While a number of indicators were consistent across all three rounds, questions were added and removed as and when necessary to account for seasonal changes (i.e: in the agricultural cycle).
