The second most common was murder, followed by aggravated or simple assault.
The Marshall Project, the nonprofit investigative newsroom dedicated to the U.S. criminal justice system, has partnered with The Associated Press to compile data on the prevalence of COVID-19 infection in prisons across the country. The Associated Press is sharing this data as the most comprehensive current national source of COVID-19 outbreaks in state and federal prisons.
Lawyers, criminal justice reform advocates and families of the incarcerated have worried about what was happening in prisons across the nation as coronavirus began to take hold in the communities outside. Data collected by The Marshall Project and AP shows that hundreds of thousands of prisoners, workers, correctional officers and staff have caught the illness as prisons became the center of some of the country’s largest outbreaks. And thousands of people — most of them incarcerated — have died.
In December, as COVID-19 cases spiked across the U.S., the news organizations also shared cumulative rates of infection among prison populations, to better gauge the total effects of the pandemic on prison populations. The analysis found that by mid-December, one in five state and federal prisoners in the United States had tested positive for the coronavirus -- a rate more than four times higher than the general population.
This data, which is updated weekly, is an effort to track how those people have been affected and where the crisis has hit the hardest.
The data tracks the number of COVID-19 tests administered to people incarcerated in all state and federal prisons, as well as the staff in those facilities. It is collected on a weekly basis by Marshall Project and AP reporters who contact each prison agency directly and verify published figures with officials.
Each week, the reporters ask every prison agency for the total number of coronavirus tests administered to its staff members and prisoners, the cumulative number who tested positive among staff and prisoners, and the numbers of deaths for each group.
The time series data is aggregated to the system level; there is one record for each prison agency on each date of collection. Not all departments could provide data for the exact date requested, and the data indicates the date for the figures.
To estimate the rate of infection among prisoners, we collected population data for each prison system before the pandemic, roughly in mid-March, in April, June, July, August, September and October. Beginning the week of July 28, we updated all prisoner population numbers, reflecting the number of incarcerated adults in state or federal prisons. Prior to that, population figures may have included additional populations, such as prisoners housed in other facilities, which were not captured in our COVID-19 data. In states with unified prison and jail systems, we include both detainees awaiting trial and sentenced prisoners.
To estimate the rate of infection among prison employees, we collected staffing numbers for each system. Where current data was not publicly available, we acquired other numbers through our reporting, including calling agencies or from state budget documents. In six states, we were unable to find recent staffing figures: Alaska, Hawaii, Kentucky, Maryland, Montana, Utah.
To calculate the cumulative COVID-19 impact on prisoner and prison worker populations, we aggregated prisoner and staff COVID case and death data up through Dec. 15. Because population snapshots do not account for movement in and out of prisons since March, and because many systems have significantly slowed the number of new people being sent to prison, it’s difficult to estimate the total number of people who have been held in a state system since March. To be conservative, we calculated our rates of infection using the largest prisoner population snapshots we had during this time period.
As with all COVID-19 data, our understanding of the spread and impact of the virus is limited by the availability of testing. Epidemiology and public health experts say that aside from a few states that have recently begun aggressively testing in prisons, it is likely that there are more cases of COVID-19 circulating undetected in facilities. Sixteen prison systems, including the Federal Bureau of Prisons, would not release information about how many prisoners they are testing.
Corrections departments in Indiana, Kansas, Montana, North Dakota and Wisconsin report coronavirus testing and case data for juvenile facilities; West Virginia reports figures for juvenile facilities and jails. The United Nations International Crime Prevention and Criminal Justice Branch began the Surveys of Crime Trends and Operations of Criminal Justice Systems (formerly known as the World Crime Surveys) in 1978. The goal of the data collection effort was to conduct a more focused inquiry into the incidence of crime worldwide. To date, there have been five quinquennial surveys, covering the years 1970-1975, 1975-1980, 1980-1986, 1986-1990, and 1990-1994, respectively. Starting with the 1980 data, the waves overlap by one year to allow for reliability and validity checks of the data. For this data collection, the original United Nations data were restructured into a standard contemporary file structure, with each file consisting of all data for one year. Naming conventions were standardized, and each country and each variable was given a unique identifying number. Crime variables include counts of recorded crime for homicide, assault, rape, robbery, theft, burglary, fraud, embezzlement, drug trafficking, drug possession, bribery, and corruption. There are also counts of suspects, persons prosecuted, persons convicted, and prison admissions by crime, gender, and adult or juvenile status. Other variables include the population of the country and largest city, budgets and salaries for police, courts, and prisons, and types of sanctions, including imprisonment, corporal punishment, deprivation of liberty, control of freedom, warning, fine, and community sentence. The Holocaust was the systematic extermination of Europe's Jewish population in the Second World War, during which time, up to six million Jews were murdered as part of Nazi Germany's "Final Solution to the Jewish Question". In the context of the Second World War, the term "Holocaust" is traditionally used to reference the genocide of Europe's Jews, although this coincided with the Nazi regime's genocide and ethnic cleansing of an additional eleven million people deemed "undesirable" due to their ethnicity, beliefs, disability or sexuality (among others). During the Holocaust, Poland's Jewish population suffered the largest number of fatalities, with approximately three million deaths. Additionally, at least one million Jews were murdered in the Soviet Union, while Hungary, Latvia, Lithuania, the Netherlands and Yugoslavia also lost the majority of their respective pre-war Jewish populations. The Holocaust in Poland In the interwar period, Europe's Jewish population was concentrated in the east, with roughly one third living in Poland; this can be traced back to the Middle Ages, when thousands of Jews flocked to Eastern Europe to escape persecution. At the outbreak of the Second World War, it is estimated that there were 3.4 million Jews living in Poland, which was approximately ten percent of the total population. Following the German invasion of Poland, Nazi authorities then segregated Jews in ghettos across most large towns and cities, and expanded their network of concentration camps throughout the country. In the ghettos, civilians were deprived of food, and hundreds of thousands died due to disease and starvation; while prison labor was implemented under extreme conditions in concentration camps to fuel the German war effort. In Poland, six extermination camps were also operational between December 1941 and January 1945, which saw the mass extermination of approximately 2.7 million people over the next three years (including many non-Poles, imported from other regions of Europe). While concentration camps housed prisoners of all backgrounds, extermination camps were purpose-built for the elimination of the Jewish race, and over 90% of their victims were Jewish. The majority of the victims in these extermination camps were executed by poison gas, although disease, starvation and overworking were also common causes of death. In addition to the camps and ghettos, SS death squads (Einsatzgruppen) and local collaborators also committed widespread atrocities across Eastern Europe. While the majority of these atrocities took place in the Balkan, Baltic and Soviet regions, they were still prevalent in Poland (particularly during the liquidation of the ghettos), and the Einsatzgruppen alone are estimated to have killed up to 1.3 million Jews throughout the Holocaust. By early 1945, Soviet forces had largely expelled the German armies from Poland and liberated the concentration and extermination camps; by this time, Poland had lost roughly ninety percent of its pre-war Jewish population, and suffered approximately three million further civilian and military deaths. By 1991, Poland's Jewish population was estimated to be just 15 thousand people, while there were fewer than two thousand Jews recorded as living in Poland in 2018.

This survey of departments of corrections in the United States was undertaken to provide correctional staff with design, implementation, and management strategies to meet the needs of prisoners under the age of 18. The study examined what happens when individuals under age 18 are placed in adult correctional facilities, and explored the ways in which departments of corrections are attempting to deal with the growing population of youthful inmates. The following three objectives were the focus of this study: (1) to describe the number of incarcerated youths (at time of admission) being held in the nation's prison system, (2) to examine the different methods being used to house inmates under 18 years old, and (3) to explore different management approaches used with youthful inmates in terms of the size of the prison system and the area of the country in which they were located. For this study, respondents in 51 departments of corrections (50 states and the District of Columbia) were contacted by telephone regarding survey questions that were mailed prior to the phone interviews. The survey contained five questions concerning current practices for handling offenders under the age of 18 who had been placed in adult correctional institutions. Data were collected on the method used to house underaged inmates and the size of each system's population of inmates under 18 years old. Subsequently, the method and size data were combined to form categories describing four management approaches for dealing with offenders under the age of 18 in adult prisons: (1) separated/big, (2) separated/little, (3) integrated/big, and (4) integrated/little. Demographic variables include the population size and region (Northeast, South, Midwest, or West) of each jurisdiction, as well as the number and proportion of offenders under 18 years old within each state. Also present in the file is the location and name of the facility with the largest under-18 population in each jurisdiction.
These data are part of NACJD's Fast Track Release and are distributed as they were received from the data depositor. The files have been zipped by NACJD for release, but not checked or processed except for the removal of direct identifiers. The main aim of this research is to study the criminal mobility of ethnic-based organized crime groups. The project examines whether organized crime groups are able to move abroad easily and to reproduce their territorial control in a foreign country, or whether these groups, and/or individual members, start a life of crime only after their arrival in the new territories, potentially as a result of social exclusion, economic strain, culture conflict and labeling. More specifically, the aim is to examine the criminal mobility of ethnic Albanian organized crime groups involved in a range of criminal markets and operating in and around New York City, area and to study the relevance of the importation/alien conspiracy model versus the deprivation model of organized crime in relation to Albanian organized crime. There are several analytical dimensions in this study: (1) reasons for going abroad; (2) the nature of the presence abroad; (3) level of support from ethnic constituencies in the new territories; (4) importance of cultural codes; (5) organizational structure; (6) selection of criminal activities; (7) economic incentives and political infiltration. This study utilizes a mixed-methods approach with a sequential exploratory design, in which qualitative data and documents are collected and analyzed first, followed by quantitative data. Demographic variables in this collection include age, gender, birth place, immigration status, nationality, ethnicity, education, religion, and employment status. Two main data sources were employed: (1) court documents, including indictments and court transcripts related to select organized crime cases (84 court documents on 29 groups, 254 offenders); (2) in-depth, face-to-face interviews with 9 ethnic Albanian offenders currently serving prison sentences in U.S. Federal Prisons for organized crime related activities, and with 79 adult ethnic Albanian immigrants in New York, including common people, undocumented migrants, offenders, and people with good knowledge of Albanian organized crime modus operandi. Sampling for these data were conducted in five phases, the first of which involved researchers examining court documents and identifying members of 29 major ethnic Albanian organized crime groups operating in the New York area between 1975 and 2013 who were or had served sentences in the U.S. Federal Prisons for organized crime related activities. In phase two researchers conducted eight in-depth interviews with law enforcement experts working in New York or New Jersey. Phase three involved interviews with members of the Albanian diaspora and filed observations from an ethnographic study. Researchers utilized snowball and respondent driven (RDS) recruitment methods to create the sample for the diaspora dataset. The self-reported criteria for recruitment to participate in the diaspora interviews were: (1) age 18 or over; (2) of ethnic Albanian origin (foreign-born or 1st/2nd generation); and (3) living in NYC area for at least 1 year. They also visited neighborhoods identified as high concentrations of ethnic Albanian individuals and conducted an ethnographic study to locate the target population. In phase four, data for the cultural advisors able to help with the project data was collected. In the fifth and final phase, researchers gathered data for the second wave of the diaspora data, and conducted interviews with offenders with ethnic Albanian immigrants with knowledge of the organized crime situation in New York City area. Researchers also approached about twenty organized crime figures currently serving a prison sentence, and were able to conduct 9 in-depth interviews.
In 2014, the San Diego Association of Governments applied for and received funding from the National Institute of Justice (NIJ) to conduct a process and impact evaluation of the Veterans Moving Forward (VMF) program that was created by the San Diego County Sheriff's Department in partnership with the San Diego Veterans Administration (VA) in 2013. VMF is a veteran-only housing unit for male inmates who have served in the U.S. military. When the grant was written, experts in the field had noted that the population of veterans returning to the U.S. with numerous mental health issues, including post-traumatic stress disorder (PTSD), traumatic brain injury (TBI), and depression, were increasing and as a result, the number of veterans incarcerated in jails and prisons was also expected to increase. While numerous specialized courts for veterans had been implemented across the country at the time, veteran-specific housing units for those already sentenced to serve time in custody were rarer and no evaluations of these units had been published. Since this evaluation grant was awarded, the number of veteran-only housing units has increased, demonstrating the need for more evaluation information regarding lessons learned. A core goal when creating VMF was to structure an environment for veterans to draw upon the positive aspects of their shared military culture, create a safe place for healing and rehabilitation, and foster positive peer connections. There are several components that separate VMF from traditional housing with the general population that relate to the overall environment, the rehabilitative focus, and initiation of reentry planning as early as possible. These components include the selection of correctional staff with military backgrounds and an emphasis on building on their shared experience and connecting through it; a less restrictive and more welcoming environment that includes murals on the walls and open doors; no segregation of inmates by race/ethnicity; incentives including extended dayroom time and use of a microwave and coffee machine (under supervision); mandatory rehabilitative programming that focuses on criminogenic and other underlying risks and needs or that are quality of life focused, such as yoga, meditation, and art; a VMF Counselor who is located in the unit to provide one-on-one services to clients, as well as provide overall program management on a day-to-day basis; the regular availability of VA staff in the unit, including linkages to staff knowledgeable about benefits and other resources available upon reentry; and the guidance and assistance of a multi-disciplinary team (MDT) to support reentry transition for individuals needing additional assistance. The general criteria for housing in this veteran module includes: (1) not being at a classification level above a four, which requires a maximum level of custody; (2) not having less than 30 days to serve in custody; (3) no state or federal prison holds and/or prison commitments; (4) no fugitive holds; (5) no prior admittance to the psychiatric security unit or a current psychiatric hold; (6) not currently a Post-Release Community Supervision Offender serving a term of flash incarceration; (7) not in custody for a sex-related crime or requirement to register per Penal Code 290; (8) no specialized housing requirements including protective custody, administration segregation, or medical segregation; and (9) no known significant disciplinary incidents.
