    Description

    The annual Small Business Procurement Scorecard is an assessment tool to (1) measure how well federal agencies reach their small business and socio-economic prime contracting and subcontracting goals, (2) provide accurate and transparent contracting data and (3) report agency-specific progress. The prime and subcontracting component goals include goals for small businesses, small businesses owned by women (WOSB), small disadvantaged businesses (SDB), service-disabled veteran-owned small businesses (SDVOSB), and small businesses located in Historically Underutilized Business Zones (HUBZones). Each federal agency has a different small business contracting goal, negotiated annually in consultation with SBA. SBA ensures that the sum total of all of the goals meets the 23 percent target established by law.

    Description

    The intention is to collect data for the calendar year 2009 (or the nearest year for which each business keeps its accounts. The survey is considered a one-off survey, although for accurate NAs, such a survey should be conducted at least every five years to enable regular updating of the ratios, etc., needed to adjust the ongoing indicator data (mainly VAGST) to NA concepts. The questionnaire will be drafted by FSD, largely following the previous BAS, updated to current accounting terminology where necessary. The questionnaire will be pilot tested, using some accountants who are likely to complete a number of the forms on behalf of their business clients, and a small sample of businesses. Consultations will also include Ministry of Finance, Ministry of Commerce, Industry and Labour, Central Bank of Samoa (CBS), Samoa Tourism Authority, Chamber of Commerce, and other business associations (hotels, retail, etc.).

    The questionnaire will collect a number of items of information about the business ownership, locations at which it operates and each establishment for which detailed data can be provided (in the case of complex businesses), contact information, and other general information needed to clearly identify each unique business. The main body of the questionnaire will collect data on income and expenses, to enable value added to be derived accurately. The questionnaire will also collect data on capital formation, and will contain supplementary pages for relevant industries to collect volume of production data for selected commodities and to collect information to enable an estimate of value added generated by key tourism activities.

    The principal user of the data will be FSD which will incorporate the survey data into benchmarks for the NA, mainly on the current published production measure of GDP. The information on capital formation and other relevant data will also be incorporated into the experimental estimates of expenditure on GDP. The supplementary data on volumes of production will be used by FSD to redevelop the industrial production index which has recently been transferred under the SBS from the CBS. The general information about the business ownership, etc., will be used to update the Business Register.

    Outputs will be produced in a number of formats, including a printed report containing descriptive information of the survey design, data tables, and analysis of the results. The report will also be made available on the SBS website in “.pdf” format, and the tables will be available on the SBS website in excel tables. Data by region may also be produced, although at a higher level of aggregation than the national data. All data will be fully confidentialised, to protect the anonymity of all respondents. Consideration may also be made to provide, for selected analytical users, confidentialised unit record files (CURFs).

    A high level of accuracy is needed because the principal purpose of the survey is to develop revised benchmarks for the NA. The initial plan was that the survey will be conducted as a stratified sample survey, with full enumeration of large establishments and a sample of the remainder.

    v01: This is the first version of the documentation. Basic raw data, obtained from data entry.

    The scope of the 2009 BAS is all employing businesses in the private sector other than those involved in agricultural activities.

    Included are:
    · Non-governmental organizations (NGOs, not-for profit organizations, etc.);
    · Government Public Bodies

    Excluded are:
    · Non-employing units (e.g., market sellers);
    · Government ministries, constitutional offices and those public bodies involved in public administration and included in the Central Government Budget Sector;
    · Agricultural units (unless large scale/commercial - if the Agriculture census only covers household activities);
    · “Non-resident” bodies such as international agencies, diplomatic missions (e.g., high commissions and embassies, UNDP, FAO, WHO);

    The survey coverage is of all businesses in scope as defined above. Statistical units relevant to the survey are the enterprise and the establishment. The enterprise is an institutional unit and generally corresponds to legal entities such as a company, cooperative, partnership or sole proprietorship. The establishment is an institutional unit or part of an institutional unit, which engages in one, or predominantly one, type of economic activity. Sufficient data must be available to derive or meaningfully estimate value added in order to recognize an establishment. The main statistical unit from which data will be collected in the survey is the establishment. For most businesses there will be a one-to-one relationship between the enterprise and the establishment, i.e., simple enterprises will comprise only one establishment. The purpose of collecting data from establishments (rather than from enterprises) is to enable the most accurate industry estimates of value added possible.

    The data in this dataset were collected in the result of the survey of Latvian society (2021) aimed at identifying high-value data set for Latvia, i.e. data sets that, in the view of Latvian society, could create the value for the Latvian economy and society.
    The survey is created for both individuals and businesses.
    It being made public both to act as supplementary data for "Towards enrichment of the open government data: a stakeholder-centered determination of High-Value Data sets for Latvia" paper (author: Anastasija Nikiforova, University of Latvia) and in order for other researchers to use these data in their own work.

    This data collection was a part of a larger research project designed to examine the role of public-private partnerships and local development organizations (LDO) in rural America. Most studies of local development policy have examined the activities of local governments, or, in a few cases, the effects of LDOs. There has been, however, little research on how local governments and development organizations interact, the effects of their activities on policies, and the outcomes of those policies on job and income growth. The purpose of this research project was to gain a better understanding of the organization of economic development in nonmetropolitan areas, specifically, what factors led to policy adoption and the creation of an LDO in a community. In the fall of 1998, this survey was sent to local government officials in United States cities with a population between 2,500 and 50,000 (nonmetropolitan areas). The survey included questions on what was being done to promote economic development and attract new businesses, whether new businesses were created or moved into the community as a result of the development efforts, funding for economic development, and sources of the funding (e.g., state grants-in-aid or local revenues). Additional topics included types of business incentives, performance agreements, labor surveys (identifying wages and benefits), job training programs, and types of barriers experienced. Each local government agency was also surveyed on their interaction with organizations like the Chamber of Commerce, private lending institutions, neighborhood associations, churches, and regional planning commissions, and whether any of these organizations helped in developing local economic development strategies and in what manner.

By doing so, the adjusted denominator (GDP, or Value Added, excluding non-relevant industries) better correspond to the numerator (BERD) with which it is compared to.

    The MSTI variable 'Value added in industry' is used to this end:

    It is calculated as the total Gross Value Added (GVA) excluding 'real estate activities' (ISIC rev.4 68) where the 'imputed rent of owner-occupied dwellings', specific to the framework of the System of National Accounts, represents a significant share of total GVA and has no R&D counterpart.     These economic estimates are National Statistics providing an estimate of the contribution of DCMS Sectors to the UK economy, measured by the number of businesses.

    Headline findings

    DCMS

    In March 2023 there were 584,920 businesses in the included DCMS sectors, a decrease of 3,245 (0.6%) from March 2022. This is compared to a decrease of 1.5% in UK registered businesses overall.

    In March 2023 the vast majority (87.3%) of businesses in included DCMS sectors fell into the micro (0 to 9) employment band, a slightly lower proportion than for UK registered businesses in general (89.1%).

    In March 2023, 79.5% of included DCMS sector businesses had a turnover of less than £250,000, a higher proportion than for UK businesses in general (68.1%).

    Digital sector

    There were 200,600 businesses in the digital sector, a decrease of 9,090 (4.3%) from March 2022. This is compared to a decrease of 1.5% in UK registered businesses overall.

    The vast majority (91.9%) of businesses in the digital sector fell into the micro (0 to 9) employment band, a slightly higher proportion than for UK registered businesses in general (89.1%).

    In March 2023, 78.3% of digital sector businesses had a turnover of less than £250,000, a higher proportion than for UK businesses in general (68.1%).

    These statistics cover the contributions of the following DCMS sectors to the UK economy;

    • creative industries
    • cultural sector
    • gambling
    • sport
    • tourism (defined in this release as the tourism industries)

    Users should note that there is overlap between DCMS sector definitions. Estimates are not available for the civil society sector, because they are not identifiable in the data source used for this release.

    These statistics also cover the contributions of the digital sector and telecoms to the UK economy. Users should note telecoms sits wholly within the digital sector.

    The release also includes estimates for the audio visual sector, which is not a DCMS sector or digital sector but is “adjacent” to them and includes some industries also common to DCMS and digital sectors.

    A definition for each sector is available in the published data tables.

    Recent changes to this release

    We have made a number of changes to DCMS and digital sector economic estimates: business demographics in recent years:

    • previous reports have included data on charities registered with the Charity Commission of England and Wales, Community Interest Companies (CICs) and the now-discontinued Public Service Mutuals which were defined as civil society organisations
    • previous releases have included estimates of the turnover produced by businesses in each employment band and the number of businesses by foreign-owned status, both of which are not available in this release due to the change in data source from the Annual Business Survey (ABS) to the Inter-Departmental Business Register (IDBR)

    Notes to the September 2023 edition:
    In the March 2023 edition, the OECD suppressed and put on hold the publication of several R&D indicators for China because of concerns about the coherence of expenditure and personnel data. Chinese officials have since confirmed errors in the business R&D data submitted to OECD in February 2023 and revised figures subsequently. While the revised breakdowns between manufacturing and other sectors is now deemed coherent, few details are available about the structure of China's R&D in the service sector which has been significantly increasing in size. China provided additional explanations on the growth rates in the higher education and government sectors in 2019, as well as the discrepancies between personnel and expenditure trends in both sectors. Total estimates of GERD and its institutional sector components (BERD, HERD, GOVERD) for 2019 to 2021 have not been modified by China and have been published as reported to OECD. The OECD continues to encourage China and other non member economies to engage in comprehensive reporting of R&D statistics and metadata.
    ---Structural notes:The national breakdown by source of funds does not fully match with the classification defined in the Frascati Manual. The R&D financed by the government, business enterprises, and by the rest of the world can be retrieved but part of the expenditure has no specific source of financing, i.e. self-raised funding (in particular for independent research institutions), the funds from the higher education sector and left-over government grants from previous years.The government and higher education sectors cover all fields of NSE and SSH while the business enterprise sector only covers the fields of NSE. There are only few organisations in the private non-profit sector, hence no R&D survey has been carried out in this sector and the data are not available.From 2009, researcher data are collected according to the Frascati Manual definition of researcher.
    Beforehand, this was only the case for independent research institutions, while for the other sectors data were collected according to the UNESCO concept of 'scientist and engineer'.In 2009, the survey coverage in the business and the government sectors has been expanded.Before 2000, all of the personnel data and 95% of the expenditure data in the business enterprise sector are for large and medium-sized enterprises only. Since 2000 however, the survey covers almost all industries and all enterprises above a certain threshold. In 2000 and 2004, a census of all enterprises was held, while in the intermediate years data for small enterprises are estimated.Due to the reform of the S&T system some government institutions have become enterprises, and their R&D data have been reflected in the Business Enterprise sector since 2000.

Description

The annual Small Business Procurement Scorecard is an assessment tool to (1) measure how well federal agencies reach their small business and socio-economic prime contracting and subcontracting goals, (2) provide accurate and transparent contracting data and (3) report agency-specific progress. The prime and subcontracting component goals include goals for small businesses, small businesses owned by women (WOSB), small disadvantaged businesses (SDB), service-disabled veteran-owned small businesses (SDVOSB), and small businesses located in Historically Underutilized Business Zones (HUBZones). Each federal agency has a different small business contracting goal, negotiated annually in consultation with SBA. SBA ensures that the sum total of all of the goals meets the 23 percent target established by law.
