Consumer Prices and indices are used for a wide range of purposes, the most important of which are as follows: Adjustment of wages, government subsidies and social security benefits to compensate in part or in full for the changes in living costs. To provide an index to measure the price inflation of the entire household sector, which is used to eliminate the inflation impact of the components of the final consumption expenditure of households in national accounts and to dispose of the impact of price changes from income and national groups. Price index numbers are widely used to measure inflation rates and economic recession. Price indices are used by the public as a guide for the family with regard to its budget and its constituent items. Price indices are used to monitor changes in the prices of the goods traded in the market and the consequent position of price trends, market conditions and living costs. However, the price index does not reflect other factors affecting the cost of living, e.g. the quality and quantity of purchased goods. Therefore, it is only one of many indicators used to assess living costs. It is used as a direct method to identify the purchasing power of money, where the purchasing power of money is inversely proportional to the price index.

A non-probability purposive sample of sources from which the prices of different goods and services are collected was updated based on the establishment census 2017, in a manner that achieves full coverage of all goods and services that fall within the Palestinian consumer system. These sources were selected based on the availability of the goods within them. It is worth mentioning that the sample of sources was selected from the main cities inside Palestine: Jenin, Tulkarm, Nablus, Qalqiliya, Ramallah, Al-Bireh, Jericho, Jerusalem, Bethlehem, Hebron, Gaza, Jabalia, Dier Al-Balah, Nusseirat, Khan Yunis and Rafah. The selection of these sources was considered to be representative of the variation that can occur in the prices collected from the various sources. The number of goods and services included in the CPI is approximately 730 commodities, whose prices were collected from 3,200 sources. (COICOP) classification is used for consumer data as recommended by the United Nations System of National Accounts (SNA-2008).

A tablet-supported electronic form was designed for price surveys to be used by the field teams in collecting data from different governorates, with the exception of Jerusalem J1. The electronic form is supported with GIS, and GPS mapping technique that allow the field workers to locate the outlets exactly on the map and the administrative staff to manage the field remotely. The electronic questionnaire is divided into a number of screens, namely: First screen: shows the metadata for the data source, governorate name, governorate code, source code, source name, full source address, and phone number. Second screen: shows the source interview result, which is either completed, temporarily paused or permanently closed. It also shows the change activity as incomplete or rejected with the explanation for the reason of rejection. Third screen: shows the item code, item name, item unit, item price, product availability, and reason for unavailability. Fourth screen: checks the price data of the related source and verifies their validity through the auditing rules, which was designed specifically for the price programs. Fifth screen: saves and sends data through (VPN-Connection) and (WI-FI technology).
In case of the Jerusalem J1 Governorate, a paper form has been designed to collect the price data so that the form in the top part contains the metadata of the data source and in the lower section contains the price data for the source collected. After that, the data are entered into the price program database.
The price survey forms were already encoded by the project management depending on the specific international statistical classification of each survey. After the researcher collected the price data and sent them electronically, the data was reviewed and audited by the project management. Achievement reports were reviewed on a daily and weekly basis. Also, the detailed price reports at data source levels were checked and reviewed on a daily basis by the project management. If there were any notes, the researcher was consulted in order to verify the data and call the owner in order to correct or confirm the information.
At the end of the data collection process in all governorates, the data will be edited using the following process: Logical revision of prices by comparing the prices of goods and services with others from different sources and other governorates. Whenever a mistake is detected, it should be returned to the field for correction. Mathematical revision of the average prices for items in governorates and the general average in all governorates. Field revision of prices through selecting a sample of the prices collected from the items.

The findings of the survey may be affected by sampling errors due to the use of samples in conducting the survey rather than total enumeration of the units of the target population, which increases the chances of variances between the actual values we expect to obtain from the data if we had conducted the survey using total enumeration. The computation of differences between the most important key goods showed that the variation of these goods differs due to the specialty of each survey. For example, for the CPI, the variation between its goods was very low, except in some cases such as banana, tomato, and cucumber goods that had a high coefficient of variation during 2019 due to the high oscillation in their prices. The variance of the key goods in the computed and disseminated CPI survey that was carried out on the Palestine level was for reasons related to sample design and variance calculation of different indicators since there was a difficulty in the dissemination of results by governorates due to lack of weights. Non-sampling errors are probable at all stages of data collection or data entry. Non-sampling errors include: Non-response errors: the selected sources demonstrated a significant cooperation with interviewers; so, there wasn't any case of non-response reported during 2019. Response errors (respondent), interviewing errors (interviewer), and data entry errors: to avoid these types of errors and reduce their effect to a minimum, project managers adopted a number of procedures, including the following: More than one visit was made to every source to explain the objectives of the survey and emphasize the confidentiality of the data. The visits to data sources contributed to empowering relations, cooperation, and the verification of data accuracy. Interviewer errors: a number of procedures were taken to ensure data accuracy throughout the process of field data compilation: Interviewers were selected based on educational qualification, competence, and assessment. Interviewers were trained theoretically and practically on the questionnaire. Meetings were held to remind interviewers of instructions. In addition, explanatory notes were supplied with the surveys. A number of procedures were taken to verify data quality and consistency and ensure data accuracy for the data collected by a questioner throughout processing and data entry (knowing that data collected through paper questionnaires did not exceed 5%): Data entry staff was selected from among specialists in computer programming and were fully trained on the entry programs. Data verification was carried out for 10% of the entered questionnaires to ensure that data entry staff had entered data correctly and in accordance with the provisions of the questionnaire. The result of the verification was consistent with the original data to a degree of 100%. The files of the entered data were received, examined, and reviewed by project managers before findings were extracted. Project managers carried out many checks on data logic and coherence, such as comparing the data of the current month with that of the previous month, and comparing the data of sources and between governorates. Data collected by tablet devices were checked for consistency and accuracy by applying rules at item level to be checked.

Following the extremely high global inflation experienced in the 1980s and 1990s, global inflation has been relatively stable since the turn of the millennium, usually hovering between three and five percent per year. There was a sharp increase in 2008 due to the global financial crisis now known as the Great Recession, but inflation was fairly stable throughout the 2010s, before the current inflation crisis began in 2021. Recent years Despite the economic impact of the coronavirus pandemic, the global inflation rate fell to 3.26 percent in the pandemic's first year, before rising to 4.66 percent in 2021. This increase came as the impact of supply chain delays began to take more of an effect on consumer prices, before the Russia-Ukraine war exacerbated this further. A series of compounding issues such as rising energy and food prices, fiscal instability in the wake of the pandemic, and consumer insecurity have created a new global recession, and global inflation in 2024 is estimated to have reached 5.76 percent. This is the highest annual increase in inflation since 1996. Venezuela Venezuela is the country with the highest individual inflation rate in the world, forecast at around 200 percent in 2022. While this is figure is over 100 times larger than the global average in most years, it actually marks a decrease in Venezuela's inflation rate, which had peaked at over 65,000 percent in 2018. Between 2016 and 2021, Venezuela experienced hyperinflation due to the government's excessive spending and printing of money in an attempt to curve its already-high inflation rate, and the wave of migrants that left the country resulted in one of the largest refugee crises in recent years. In addition to its economic problems, political instability and foreign sanctions pose further long-term problems for Venezuela. While hyperinflation may be coming to an end, it remains to be seen how much of an impact this will have on the economy, how living standards will change, and how many refugees may return in the coming years.

The Consumer Expenditure Survey (CE) program provides a continuous and comprehensive flow of data on the buying habits of American consumers, including data on their expenditures, income, and consumer unit (families and single consumers) characteristics. These data are used widely in economic research and analysis, and in support of revisions of the Consumer Price Index. The CE program is comprised of two separate components, each with its own questionnaire and independent sample: (1) the quarterly Interview Survey, and (2) the Diary Survey. This data collection contains the quarterly Interview Survey data, which was designed to collect data on major items of expense which respondents could be expected to recall for 3 months or longer. Items include relatively large expenditures, such as those for property, automobiles, and major durable goods, and those that occurred on a regular basis, such as rent or utilities. The Interview Survey does not collect data on expenses for housekeeping supplies, personal care products, and nonprescription drugs, which contribute about 5 to 15 percent of total expenditures. The 2013 Interview Survey contains eight groups of Interview data files (FMLI, MEMI, MTBI, ITBI, ITII, NTAXI, FPAR, and MCHI), forty-three Detailed Expenditure (EXPN) files, and processing files. The FMLI, MEMI, MTBI, ITBI, ITII, and NTAXI files are organized by the calendar quarter of the year in which the data were collected. There are five quarterly datasets for each of these files, running from the first quarter of 2013 through the first quarter of 2014 (with NTAXI files starting the second quarter of 2013). The FMLI file contains consumer unit (CU) characteristics, income, and summary level expenditures; the MEMI file contains member characteristics and income data; the MTBI file contains expenditures organized on a monthly basis at the Universal Classification Code (UCC) level; the ITBI file contains income data converted to a monthly time frame and assigned to UCCs; and the ITII file contains the five imputation variants of the income data converted to a monthly time frame and assigned to UCCs. The NTAXI file contains federal and state tax information for each tax unit within the CU. The FPAR and MCHI datasets are grouped as 2-year datasets (2012 and 2013), plus the first quarter of 2014, and contain paradata about the Interview survey. The FPAR file contains CU level data about the Interview survey, including timing and record use. The CE program is comprised of two separate components (each with its own survey questionnaire and independent sample), the Diary Survey and the quarterly Interview Survey (ICPSR 36237). This data collection contains the Diary Survey component, which was designed to obtain data on frequently purchased smaller items, including food, housing, apparel and services, transportation, entertainment, and out-of-pocket health care costs. Each consumer unit (CU) recorded its expenditures in a diary for two consecutive 1-week periods. Although the diary was designed to collect information on expenditures that could not be easily recalled over time, respondents were asked to report all expenses (except overnight travel) that the CU incurred during the survey week.
The 2013 Diary Survey release contains five sets of data files (FMLD, MEMD, EXPD, DTBD, DTID), and one processing file (DSTUB). The FMLD, MEMD, EXPD, DTBD, and DTID files are organized by the quarter of the calendar year in which the data were collected. There are four quarterly datasets for each of these files.
The FMLD files contain CU characteristics, income, and summary level expenditures; the MEMD files contain member characteristics and income data; the EXPD files contain detailed weekly expenditures at the Universal Classification Code (UCC) level; the DTBD files contain the CU's reported annual income values or the mean of the five imputed income values in the multiple imputation method; and the DTID files contain the five imputed income values. Please note that the summary level expenditure and income information on the FMLD files permit the data user to link consumer spending, by general expenditure category, and household characteristics and demographics on one set of files.
The DSTUB file provides the aggregation scheme used in the published consumer expenditure tables. The DSTUB file is further explained in Section III.F.6. 'Processing Files' of the Diary Survey Users' Guide. A second documentation guide, the 'Users' Guide to Income Imputation,' includes information on how to appropriately use the imputed income data.

TwitterThe ongoing Consumer Expenditure Survey (CES) provides a continuous flow of information on the buying habits of American consumers and also furnishes data to support periodic revisions of the Consumer Price Index. The survey consists of two separate components: (1) a quarterly Interview panel survey in which each consumer unit in the sample is interviewed every three months over a 15-month period, and (2) a Diary or recordkeeping survey completed by the sample consumer units for two consecutive one-week periods. The Interview survey was designed to collect data on major items of expense, household characteristics, and income. The expenditures covered by the survey are those that respondents can recall fairly accurately for three months or longer. In general, these expenditures include relatively large purchases, such as those for property, automobiles, and major appliances, or expenditures that occur on a fairly regular basis, such as rent, utilities, or insurance premiums. Expenditures incurred while on trips are also covered by the survey. Excluded are nonprescription drugs, household supplies, and personal care items. Including global estimates on spending for food, it is estimated that about 90 to 95 percent of expenditures are covered in the Interview survey. The Consumer Unit Characteristics and Income (FMLY) files in this collection contain consumer unit characteristics, consumer unit income, and characteristics and earnings of both the reference person and the spouse. Summary expenditure data are also provided. The Member Characteristics and Income (MEMB) files present selected characteristics for each consumer unit member, including reference person and spouse. Each record in the FMLY and MEMB files consists of three months of data. Detailed Expenditures (MTAB) files provide monthly data at the Universal Classification Code (UCC) level. In these files expenditures for each consumer unit are classified according to UCC categories and are specified as gifts or non-gifts. There may be more than one record for a UCC in a single month if that is what was reported to the interviewer. The Income (ITAB) files supply monthly data at the UCC level for consumer unit characteristics and income. Parts 21 through 25 of the collection offer consumer durables information for the following topics: household appliance purchases, inventory of appliances, vehicle inventory and purchases, vehicle disposals, and trip characteristics and expenses. Parts 26 and 27 are files designed for use with the printed publications based on these data. In addition to the extra information available on the EXPN files, users can identify distinct spending categories easily and reduce processing time due to the organization of the files by type of expenditure. Each of the 50 EXPN files contains five quarters of data, directly derived from their respective questionnaire sections.The processing files enhance computer processing and tabulation of data, and provide descriptive information on item codes. The processing files are: (1) aggregation scheme files used in the published consumer expenditure survey interview tables and integrated tables (ISTUB and INTSTUB), (2) a UCC file that contains UCCs and their abbreviated titles, identifying the expenditure, income, or demographic item represented by each UCC, (3) a vehicle make file (CAPIVEHI), and (4) files containing sample programs. The processing files are further explained in the Interview User Guide, Section III.G.8. "PROCESSING FILES." TwitterThe main objective of the HEIS survey is to obtain detailed data on household expenditure and income, linked to various demographic and socio-economic variables, to enable computation of poverty indices and determine the characteristics of the poor and prepare poverty maps. Therefore, to achieve these goals, the sample had to be representative on the sub-district level. The raw survey data provided by the Statistical Office was cleaned and harmonized by the Economic Research Forum, in the context of a major research project to develop and expand knowledge on equity and inequality in the Arab region. The main focus of the project is to measure the magnitude and direction of change in inequality and to understand the complex contributing social, political and economic forces influencing its levels. However, the measurement and analysis of the magnitude and direction of change in this inequality cannot be consistently carried out without harmonized and comparable micro-level data on income and expenditures. Therefore, one important component of this research project is securing and harmonizing household surveys from as many countries in the region as possible, adhering to international statistics on household living standards distribution. Once the dataset has been compiled, the Economic Research Forum makes it available, subject to confidentiality agreements, to all researchers and institutions concerned with data collection and issues of inequality.
Data collected through the survey helped in achieving the following objectives: 1. Provide data weights that reflect the relative importance of consumer expenditure items used in the preparation of the consumer price index 2. Study the consumer expenditure pattern prevailing in the society and the impact of demographic and socio-economic variables on those patterns 3. The Household Expenditure and Income survey sample for 2010, was designed to serve the basic objectives of the survey through providing a relatively large sample in each sub-district to enable drawing a poverty map in Jordan. The General Census of Population and Housing in 2004 provided a detailed framework for housing and households for different administrative levels in the country. Jordan is administratively divided into 12 governorates, each governorate is composed of a number of districts, each district (Liwa) includes one or more sub-district (Qada). In each sub-district, there are a number of communities (cities and villages). Each community was divided into a number of blocks. Where in each block, the number of houses ranged between 60 and 100 houses. Nomads, persons living in collective dwellings such as hotels, hospitals and prison were excluded from the survey framework.
A two stage stratified cluster sampling technique was used. In the first stage, a cluster sample proportional to the size was uniformly selected, where the number of households in each cluster was considered the weight of the cluster. At the second stage, a sample of 8 households was selected from each cluster, in addition to another 4 households selected as a backup for the basic sample, using a systematic sampling technique. Those 4 households were sampled to be used during the first visit to the block in case the visit to the original household selected is not possible for any reason. For the purposes of this survey, each sub-district was considered a separate stratum to ensure the possibility of producing results on the sub-district level. In this respect, the survey framework adopted that provided by the General Census of Population and Housing Census in dividing the sample strata. To estimate the sample size, the coefficient of variation and the design effect of the expenditure variable provided in the Household Expenditure and Income Survey for the year 2008 was calculated for each sub-district. These results were used to estimate the sample size on the sub-district level so that the coefficient of variation for the expenditure variable in each sub-district is less than 10%, at a minimum, of the number of clusters in the same sub-district (6 clusters). This is to ensure adequate presentation of clusters in different administrative areas to enable drawing an indicative poverty map.
It should be noted that in addition to the standard non response rate assumed, higher rates were expected in areas where poor households are concentrated in major cities. Therefore, those were taken into consideration during the sampling design phase, and a higher number of households were selected from those areas, aiming at well covering all regions where poverty spreads.

Raw Data: - Organizing forms/questionnaires: A compatible archive system was used to classify the forms according to different rounds throughout the year. A registry was prepared to indicate different stages of the process of data checking, coding and entry till forms were back to the archive system. - Data office checking: This phase was achieved concurrently with the data collection phase in the field where questionnaires completed in the field were immediately sent to data office checking phase. - Data coding: A team was trained to work on the data coding phase, which in this survey is only limited to education specialization, profession and economic activity. In this respect, international classifications were used, while for the rest of the questions, coding was predefined during the design phase. - Data entry/validation: A team consisting of system analysts, programmers and data entry personnel were working on the data at this stage. System analysts and programmers started by identifying the survey framework and questionnaire fields to help build computerized data entry forms. A set of validation rules were added to the entry form to ensure accuracy of data entered. A team was then trained to complete the data entry process. Forms prepared for data entry were provided by the archive department to ensure forms are correctly extracted and put back in the archive system. A data validation process was run on the data to ensure the data entered is free of errors. - Results tabulation and dissemination: After the completion of all data processing operations, ORACLE was used to tabulate the survey final results. Those results were further checked using similar outputs from SPSS to ensure that tabulations produced were correct. A check was also run on each table to guarantee consistency of figures presented, together with required editing for tables' titles and report formatting.
Harmonized Data: - The Statistical Package for Social Science (SPSS) was used to clean and harmonize the datasets. - The harmonization process started with cleaning all raw data files received from the Statistical Office. - Cleaned data files were then merged to produce one data file on the individual level containing all variables subject to harmonization. - A country-specific program was generated for each dataset to generate/compute/recode/rename/format/label harmonized variables. - A post-harmonization cleaning process was run on the data. - Harmonized data was saved on the household as well as the individual level, in SPSS and converted to STATA format.

TwitterThe main purpose of the Household Income Expenditure Survey (HIES) 2016 was to offer high quality and nationwide representative household data that provided information on incomes and expenditure in order to update the Consumer Price Index (CPI), improve National Accounts statistics, provide agricultural data and measure poverty as well as other socio-economic indicators. These statistics were urgently required for evidence-based policy making and monitoring of implementation results supported by the Poverty Reduction Strategy (I & II), the AfT and the Liberia National Vision 2030. The survey was implemented by the Liberia Institute of Statistics and Geo-Information Services (LISGIS) over a 12-month period, starting from January 2016 and was completed in January 2017. LISGIS completed a total of 8,350 interviews, thus providing sufficient observations to make the data statistically significant at the county level. The data captured the effects of seasonality, making it the first of its kind in Liberia. Support for the survey was offered by the Government of Liberia, the World Bank, the European Union, the Swedish International Development Corporation Agency, the United States Agency for International Development and the African Development Bank. The original sample design for the HIES exploited two-phased clustered sampling methods, encompassing a nationally representative sample of households in every quarter and was obtained using the 2008 National Housing and Population Census sampling frame. The procedures used for each sampling stage are as follows:
i. First stage
Selection of sample EAs. The sample EAs for the 2016 HIES were selected within each stratum systematically with Probability Proportional to Size from the ordered list of EAs in the sampling frame. They are selected separately for each county by urban/rural stratum. The measure of size for each EA was based on the number of households from the sampling frame of EAs based on the 2008 Liberia Census. Within each stratum the EAs were ordered geographically by district, clan and EA codes. This provided implicit geographic stratification of the sampling frame.
ii. Second stage
Selection of sample households within a sample EA. A random systematic sample of 10 households were selected from the listing for each sample EA. Using this type of table, the supervisor only has to look up the total number of households listed, and a specific systematic sample of households is identified in the corresponding row of the table.

There were three questionnaires administered for this survey: 1. Household and Individual Questionnaire 2. Market Price Questionnaire 3. Agricultural Recall Questionnaire
The data entry clerk for each team, using data entry software called CSPro, entered data for each household in the field. For each household, an error report was generated on-site, which identified key problems with the data collected (outliers, incorrect entries, inconsistencies with skip patterns, basic filters for age and gender specific questions etc.). The Supervisor along with the Data Entry Clerk and the Enumerator that collected the data reviewed these errors. Callbacks were made to households if necessary to verify information and rectify the errors while in that EA.
Once the data were collected in each EA, they were sent to LISGIS headquarters for further processing along with EA reports for each area visited. The HIES Technical committee converted the data into STATA and ran several consistency checks to manage overall data quality and prepared reports to identify key problems with the data set and called the field teams to update them about the same. Monthly reports were prepared by summarizing observations from data received from the field alongside statistics on data collection status to share with the field teams and LISGIS Management.

Rent payments refer to the cost of leasing an apartment or home and serves as a measure of housing costs for individuals who do not own a home. The data reflect the median monthly rent paid by Bay Area households across apartments and homes of various sizes and various levels of quality. This differs from advertised rents for available apartments, which usually are higher. Note that rent can be presented using nominal or real (inflation-adjusted) dollar values; data are presented inflation-adjusted to reflect changes in household purchasing power over time.

Rent data reflects median rent payments rather than list rents (refer to measure definition above). American Community Survey 1-year data is used for larger geographies – Bay counties and most metropolitan area counties – while smaller geographies rely upon 5-year rolling average data due to their smaller sample sizes. Note that 2020 data uses the 5-year estimates because the ACS did not collect 1-year data for 2020.
1970 Census data for median rent payments has been imputed from quintiles using methodology from California Department of Finance as the source data only provided the mean, rather than the median, monthly rent. Metro area boundaries reflects today’s metro area definitions by county for consistency, rather than historical metro area boundaries.
Inflation-adjusted data are presented to illustrate how rent payments have grown relative to overall price increases; that said, the use of the Consumer Price Index (CPI) does create some challenges given the fact that housing represents a major chunk of consumer goods bundle used to calculate CPI. This reflects a methodological tradeoff between precision and accuracy and is a common concern when working with any commodity that is a major component of CPI itself.

Consumer Prices and indices are used for a wide range of purposes, the most important of which are as follows: Adjustment of wages, government subsidies and social security benefits to compensate in part or in full for the changes in living costs. To provide an index to measure the price inflation of the entire household sector, which is used to eliminate the inflation impact of the components of the final consumption expenditure of households in national accounts and to dispose of the impact of price changes from income and national groups. Price index numbers are widely used to measure inflation rates and economic recession. Price indices are used by the public as a guide for the family with regard to its budget and its constituent items. Price indices are used to monitor changes in the prices of the goods traded in the market and the consequent position of price trends, market conditions and living costs. However, the price index does not reflect other factors affecting the cost of living, e.g. the quality and quantity of purchased goods. Therefore, it is only one of many indicators used to assess living costs. It is used as a direct method to identify the purchasing power of money, where the purchasing power of money is inversely proportional to the price index.

A non-probability purposive sample of sources from which the prices of different goods and services are collected was updated based on the establishment census 2017, in a manner that achieves full coverage of all goods and services that fall within the Palestinian consumer system. These sources were selected based on the availability of the goods within them. It is worth mentioning that the sample of sources was selected from the main cities inside Palestine: Jenin, Tulkarm, Nablus, Qalqiliya, Ramallah, Al-Bireh, Jericho, Jerusalem, Bethlehem, Hebron, Gaza, Jabalia, Dier Al-Balah, Nusseirat, Khan Yunis and Rafah. The selection of these sources was considered to be representative of the variation that can occur in the prices collected from the various sources. The number of goods and services included in the CPI is approximately 730 commodities, whose prices were collected from 3,200 sources. (COICOP) classification is used for consumer data as recommended by the United Nations System of National Accounts (SNA-2008).

A tablet-supported electronic form was designed for price surveys to be used by the field teams in collecting data from different governorates, with the exception of Jerusalem J1. The electronic form is supported with GIS, and GPS mapping technique that allow the field workers to locate the outlets exactly on the map and the administrative staff to manage the field remotely. The electronic questionnaire is divided into a number of screens, namely: First screen: shows the metadata for the data source, governorate name, governorate code, source code, source name, full source address, and phone number. Second screen: shows the source interview result, which is either completed, temporarily paused or permanently closed. It also shows the change activity as incomplete or rejected with the explanation for the reason of rejection. Third screen: shows the item code, item name, item unit, item price, product availability, and reason for unavailability. Fourth screen: checks the price data of the related source and verifies their validity through the auditing rules, which was designed specifically for the price programs. Fifth screen: saves and sends data through (VPN-Connection) and (WI-FI technology).
In case of the Jerusalem J1 Governorate, a paper form has been designed to collect the price data so that the form in the top part contains the metadata of the data source and in the lower section contains the price data for the source collected. After that, the data are entered into the price program database.
The price survey forms were already encoded by the project management depending on the specific international statistical classification of each survey. After the researcher collected the price data and sent them electronically, the data was reviewed and audited by the project management. Achievement reports were reviewed on a daily and weekly basis. Also, the detailed price reports at data source levels were checked and reviewed on a daily basis by the project management. If there were any notes, the researcher was consulted in order to verify the data and call the owner in order to correct or confirm the information.
At the end of the data collection process in all governorates, the data will be edited using the following process: Logical revision of prices by comparing the prices of goods and services with others from different sources and other governorates. Whenever a mistake is detected, it should be returned to the field for correction. Mathematical revision of the average prices for items in governorates and the general average in all governorates. Field revision of prices through selecting a sample of the prices collected from the items.

The findings of the survey may be affected by sampling errors due to the use of samples in conducting the survey rather than total enumeration of the units of the target population, which increases the chances of variances between the actual values we expect to obtain from the data if we had conducted the survey using total enumeration. The computation of differences between the most important key goods showed that the variation of these goods differs due to the specialty of each survey. For example, for the CPI, the variation between its goods was very low, except in some cases such as banana, tomato, and cucumber goods that had a high coefficient of variation during 2019 due to the high oscillation in their prices. The variance of the key goods in the computed and disseminated CPI survey that was carried out on the Palestine level was for reasons related to sample design and variance calculation of different indicators since there was a difficulty in the dissemination of results by governorates due to lack of weights. Non-sampling errors are probable at all stages of data collection or data entry. Non-sampling errors include: Non-response errors: the selected sources demonstrated a significant cooperation with interviewers; so, there wasn't any case of non-response reported during 2019. Response errors (respondent), interviewing errors (interviewer), and data entry errors: to avoid these types of errors and reduce their effect to a minimum, project managers adopted a number of procedures, including the following: More than one visit was made to every source to explain the objectives of the survey and emphasize the confidentiality of the data. The visits to data sources contributed to empowering relations, cooperation, and the verification of data accuracy. Interviewer errors: a number of procedures were taken to ensure data accuracy throughout the process of field data compilation: Interviewers were selected based on educational qualification, competence, and assessment. Interviewers were trained theoretically and practically on the questionnaire. Meetings were held to remind interviewers of instructions. In addition, explanatory notes were supplied with the surveys. A number of procedures were taken to verify data quality and consistency and ensure data accuracy for the data collected by a questioner throughout processing and data entry (knowing that data collected through paper questionnaires did not exceed 5%): Data entry staff was selected from among specialists in computer programming and were fully trained on the entry programs. Data verification was carried out for 10% of the entered questionnaires to ensure that data entry staff had entered data correctly and in accordance with the provisions of the questionnaire. The result of the verification was consistent with the original data to a degree of 100%. The files of the entered data were received, examined, and reviewed by project managers before findings were extracted. Project managers carried out many checks on data logic and coherence, such as comparing the data of the current month with that of the previous month, and comparing the data of sources and between governorates. Data collected by tablet devices were checked for consistency and accuracy by applying rules at item level to be checked.
