An all-India survey on the situation of employment and unemployment in India during the period July, 2005 to June, 2006 was carried out as part of the annual series in the 62nd round of the National Sample Survey Organisation (NSSO). In this survey, a nation-wide enquiry was conducted in a moderately large sample of households to provide estimates on various characteristics pertaining to employment and unemployment in India and some characteristics associated with them at the national and state levels. Information on various facets of employment and unemployment in India were collected through a schedule of enquiry (Schedule 10).
In terms of subject coverage for employment and unemployment (Schedule 10), this survey is broadly similar to the NSS 60th round. On the request of the Planning Commission, additional information regarding the possession of different types of ‘ration cards’ by the households and the participation of the household members in the rural areas in various public works programmes were also collected. Further, to meet the requirements of the Ministry of Human Resource Development, information on current attendance in educational institutions by persons of age below 30 years and the type of educational institutions being attended by the persons currently attending educational institutions was also collected. Instead of collecting detailed particulars on formal vocational training, as was done in NSS 60th round, it was enquired from the household members, of age 15 – 29 years, whether they received or receiving‘formal’ or ‘non-formal’ vocational training. Besides, information was collected on whether the household members ( of age 15 – 29 years) were receiving formal vocational training. For the purpose of collection of information on industry of activity, National Industrial Classification (NIC), 2004 was used in this survey.
The survey covered the whole of the Indian Union except (i) Leh (Ladakh) and Kargil districts of Jammu & Kashmir, (ii) interior villages of Nagaland situated beyond 5 kilometres of the bus route and (iii) villages in Andaman and Nicobar Islands which remain inaccessible throughout the year. All the sample first-stage units of the districts Poonch and Rajouri of Jammu & Kashmir, became casualty and therefore, the districts Poonch and Rajouri of Jammu & Kashmir, are outside the survey coverage. . Thus, the estimates of Jammu and Kashmir and all-India estimates do not include these two districts.

An outline of the sampling design: The 62nd round (July 2005 - June 2006) of NSS was earmarked for survey on unorganised manufacturing enterprises, annual survey of consumer expenditure and survey on employment – unemployment. The sampling design adopted for the survey was essentially a stratified multi-stage one for both rural and urban areas. Two frames were used for this survey viz. List frame and Area frame. List frame was used only for urban sector and that too for selection of manufacturing enterprises only and thus is not relevant for discussion. Area frame was adopted for both rural and urban sectors for selection of First Stage Units (FSU) . For the area frame, the list of villages as per census 2001 (for Manipur, 1991 census was used since 2001 census list was not available) was used as frame for the rural sector and the latest available list of UFS blocks was used as frame in the urban sector. However, EC-98 was used as frame for the 27 towns with population 10 lakhs or more (as per Census 2001). The ultimate stage units (USU) were households, in both the sectors. In the case of large villages/ blocks requiring hamlet-group (hg)/ sub-block (sb) formation, one intermediate stage was the selection of two hgs/ sbs from each FSU.
Sample Size – first stage units: At the all-India level, a total number of 9997 FSUs (4847 villages in the rural areas and 5150 UFS blocks in the urban areas) for area frame were allocated on the basis of investigator strength. The allocation between rural and urban sectors was made in proportion to the number of unorganised non-agricultural workers as per EC-98. The total (all-India) rural/ urban sample FSUs were allocated to different States and U.Ts. in proportion to number of unorganised non-agriculture workers as per EC-98 subject to the availability of investigators ensuring more or less uniform work-load. Within each sector of a State/ U.T, the respective sample sizes were allocated to the different strata in proportion to the stratum population as per census 2001.Out of these 9997 FSUs allotted for survey, 9923 FSUs could be surveyed - 4798 in rural and 5125 in urban. Note that in the 62nd round, a sample of 10706 FSUs (4962 villages and 5744 urban blocks) was also selected for survey by the state agencies (State sample) at the all-India level.
Sample size – second stage units: For Schedule 10, a sample of 8 households was planned to be surveyed from each selected village and urban block. In the Central sample, 78879 households were actually surveyed – 37975 in rural areas and 40904 in urban areas.
As regards the actual number of persons surveyed, it was 186571 in the rural sector and 190806 in the urban sector.
There was no deviation from the original sample deviation.

The Employment and Unemployment surveys of National sample Survey (NSS) are primary sources of data on various indicators of labour force at National and State levels. These are used for planning, policy formulation, decision support and as input for further statistical exercises by various Government organizations, academicians, researchers and scholars. NSS surveys on employment and un-employment with large sample size of households have been conducted quinquennially from 27th. round(October'1972 - September'1973) onwards. Cotinuing in this series the fifth such all-india survey on the situation of employment and unemployment in India was carried out during the period july 1993 - june 1994 . In this survey, a nation-wide enquiry was conducted to provide estimates on various characteristics pertaining to employment and unemployment in India and some characteristics associated with them at the national and state levels. Information on various facets of employment and unemployment in India was collected through a schedule of enquiry (schedule 10). Apart from the information usually collected in the quinquennial rounds, information on some new items were also collected.
With the experience gained from the past four quinquennial surveys behind, keeping in view the need for further refinements in the concepts and procedures and wider coverage in the light of international practices, certain modifications/ changes were made in this survey the 50th round, without affecting its comparability with the past surveys. These are briefly cited below:
(i) In the past surveys, the current weekly status (CWS) of a person was first assigned on the basis of the response to the questions relating to his participation in gainful activities (non-gainful activities) and thereafter the daily time disposition data was collected only for those in the labour force as per the CWS. In this round,the daily time disposition for all the persons surveyed were collected and the CWS was determined based on the time disposition data so collected, without probing any further on this point.
(ii) Certain probing questions were introduced to all persons who were unemployed on all the days of the days of the reference week. These include educational background of unemployed, spell of unemployment, industry-occupation of the last employment, reason for leaving the employment, etc.
(iii) A set of probing questions were framed to get the profile of the children (5-14 years) particularly their economic activities.
(iv) As information on migration were collected extensively in the 49th round, items relating to migration were not collected in this 50th round.
(v) The probing questions meant for the employed persons according to usual status were modified to obtain a better view of the underemployment situation.
(vi) Hitherto, in NSS, work was identified with the performing of 'gainful activity'. As the international standards use the term 'economic activity' rather than 'gainful activity', the concept of economic activity was introduced in the fiftieth round. However, the coverage of activities under the new term was kept the same as in the earlier surveys, except, for the inclusion of 'own account production of fixed assets' as a work related activity.
(vii) In the NSS quinquennial surveys the identification of usual status involved a trichotomous classification of persons into 'employed', 'unemployed' and 'out of labour force' based on the major time criterion. In this round, the procedure prescribed was a two stage dichotomous procedure which involves a classification into 'labour force' and 'out of labour force' in the first stage and the labour force into 'employed' and 'unemployed' in the second stage.
Work Programme: The survey period of one year was divided into four sub-rounds of three months duration each as below.

However in Andaman and Nicobar Islands , Lakshadweep, and rural areas of Arunachal Pradesh and Nagaland, the re-striction of surveying the allotted households during the sub-round period was not strictly enforced.The survey used the interview method of data collection from a sample of randomly selected households.
The fifth quinquennial survey was conducted during the 50th round survey operations from July 1993 to June, 1994. Generally the NSSO surveys cover the entire country with the exception of certain interior areas of Nagala nd and the Andaman & Nicobar Islands. However in this round besides the above, in the state of Jammu & Kashmir out of the 12 Districts, only three Districts could be surveyed. These Districts viz. Jammu, Kathua and Udhampur are however included in the all India estimates..

The sample design adopted for this round of survey was similar to that followed in the past surveys in its general aspects. The ge neral scheme was a two stage stratified design with the first stage units being villages in the rural areas and urban frame survey blocks(UFS) in the urban areas. The second stage units were the households.
Sampling frame for first stage units:
The frame used for selection of first stage units in the rural sector was the 1991 census list of villages for all the four sub-rounds for 8 states/u.t.s viz. Andhra Pradesh, Assam, Kerala, Madhya Pradesh, Orissa, Uttar Pradesh, West Bengal and Chandigarh. However for Agra district of U.P. and the three districts, viz.Durg, Sagar, and Morena of M.P., samples were drawn using 1981 census list of villages. For Jammu & Kashmir samples for all the 4 sub-rounds were drawn using the 1981 census list as the 1991 census was not conducted in the st ate. For the remaining 23 states/u.t.s, the frame was 1991 census list for sub-rounds 2 to 4 and 1981 census list for sub-round 1 as the 1991 census list was not available for use at the time of drawing the samples. As usual, for Nagaland the list of villages within 5 kms. of the bus route and for Andaman and Nicobar Islands the list of accessible villages constituted the frame. In the case of urban sector the frame consisted of the UFS blocks and, for some newly declared towns where these were not available, the 1991 census enumeration blocks were used.
Region formation and stratification: States were divided into regions by grouping contiguous districts similar in respect of population density and cropping pattern. In rural sector each district was treated a separate stratum if the population was below 2 million and where it exceeded 2 million, it was split into two or more strata. This cut off point of population was taken as 1.8 million ( in place of 2 million ) for the purpose of stratification for districts for which the 1981 census frame wa s used. In the urban sector, strata were formed, within each NSS region on the basis of population size class of towns. However for towns with population of 4 lakhs or more the urban blocks were divided into two classes viz. one consisting of blocks inhabited by affluent section of the population and the other consisting of the remaining blocks.
Selection of first stage units :
Selection of sample villages was done circular systematically with probability proportional to population and sample blocks circular system-atically with equal probability. Both the sample villages and the sample blocks were selected in the form of two or more independent sub-samples. In Arunachal Pradesh the procedure of cluster sampling has been followed. Further large villages/blocks having present population of 1200 or more were divided into a suitable number of hamlet- groups/ sub-blocks having equal population content. Two hamlet- groups were selected from the larger villages while one sub-block was selected in urban sector for larger blocks.
Selection of households :
While listing the households in the selected villages, certain relatively affluent households were identified and considered as second stage stratum 1 and the rest as second stage stratum 2. A total of 10 households were surveyed from the selected village/hamlet-groups, 2 from the fi rst category and remaining from the second. Further in the second stage stratum-2, the households were arranged according to the means of livelihood. The means of livelihood were identified on the basis of the major source of income as i) self-employed in non-agricultu re, ii) rural labour and iii) others. The land possessed by the households was also ascertained and the frame for selection was arranged on the basis of this information. The households were selected circular systematically from both the second stage strata.
In the urban blocks a different method was used for arranging the households for selection. This involved the identification means of livelihood of households as any one of a) self-employed, b)regular salaried/wage earnings, c) casual labour, d) others. Further the average household monthly per capita consumer expenditure (mpce) was also ascertained. All households with MPCE of (i) Rs. 1200/- or more (in towns with population less than 10 lakhs or (ii) Rs. 1500/- or more (in towns with population 10 lakh or more)
The National Sample Survey Organisation (NSSO) conducted an integrated survey of households and unorganised manufacturing enterprises in the 62nd round of NSS during July 2005 - June 2006. The subjects covered related to household consumer expenditure, employment and unemployment and certain characteristics of unorganised manufacturing enterprises.
Surveys on employment and unemployment are being conducted quinquennialy on a large sample of households from the 27th round (October 1972 – September 1973) onwards. Seven quinquennial surveys have so far been conducted. Apart from these quinquennial surveys, the NSSO collected information on some items on employment and unemployment, as a part of the annual series, from a smaller sample of households in each round of survey since 45th round (July 1989 – June 1990) till 59th round (January – December 2003). The data in these rounds were collected through the household consumer expenditure schedule. In the 60th round (January- June 2004), a separate schedule was designed for collection of data on employment and unemployment and the data was collected from an independent set of sample households. In 62nd round also, a separate schedule, on the lines of the schedule canvassed in the 60th round, was canvassed, in an independent set of sample households.
Survey Design and Research Division of NSSO developed the sample design and survey instruments and also prepared the report. The Field Operations Division of NSSO carried out the fieldwork and the Data Processing Division of NSSO handled the data processing and tabulation work. The Coordination and Publication Division of NSSO coordinated various activities pertaining to the survey.

In the present round, Schedule 10 on employment-unemployment consists of 9 blocks. The first three blocks, viz. Blocks 0, 1 and 2, are used to record identification of sample households and particulars of field operations, as is the common practice in usual NSS rounds. Similarly, the last two blocks, viz., Blocks 7 & 8, are again the usual blocks to record the remarks of investigator and comments by supervisory officer(s), respectively. Of the remaining 4 blocks, Block 3 is for recording the household characteristics like household size, household industry, occupation, religion, social group, household type, land possessed, possession of ration card, and monthly household consumer expenditure, etc. Block 4 is for recording the demographic particulars, current attendance in educational institutions, vocational training and some particulars relating to participation of the household members on public works. In Block 5, usual activity particulars, both principal and subsidiary, of all the household members, will be recorded. The daily time disposition for different activities, for each of the seven days prior to the date of survey, along with the particulars of the activities, will be recorded for each of the household members in Block 6. For the regular salaried/ wage employee and casual labourers, wage and salary earnings will also be collected in this block. Besides, the current weekly status (cws) will be derived in this block from the daily time disposition data.

However, some additional items were recommended to be included in the schedule to obtain the necessary and relevant information for generating results to see the effects on participation rates in view of the ILO suggestions.5.0.1. The NSSO Governing Council approved the recommendations of the working Group and also the schedule of enquiry in its 44th meeting held on 16 January, 1987. It may be mentioned here that in order to net more households of the upper income bracket in the Sample , significant changes have been made in the sample design in this round (compares to the design of the 38th round).
SAMPLE DESIGN AND SAMPLE SIZE The survey had a two-stage stratified design. The first stage units (f.s.u.'s) are villages in the rural sector and urban blocks in the urban sector. The second stage units are households in both the sectors. Sampling frame for f.s.u.'s : The lists of 1981 census villages constituted the sampling frame for rural sector in most districts. But the 1981 census frame could not be used for a few districts because, either the 1981 census was not held there or the list of 1981 census villages could not be obtained or the lists obtained from the census authorities were found to be grossly incomplete. In such cases 1971 census frame were used. In the urban sector , the Urban Frame Survey (U.F.S.) blocks constituted the sampling frame. STRATIFICATION : States were first divided into agro-economic regions which are groups of contiguous districts , similar with respect to population density and crop pattern. In Gujarat, however , some districts have been split for the purpose of region formation In consideration of the location of dry areas and the distribution of the tribal population in the state. The composition of the regions is given in the Appendix. RURAL SECTOR: In the rural sector, within each region, each district with 1981Census rural population less 1.8 million formed a single stratum. Districts with larger population were divided into two or more strata, depending on population, by grouping contiguous tehsils similar, as for as possible, in respect of rural population Density and crop pattern. (In Gujarat, however , in the case of districts extending over more than one region, even if the rural population was less than 1.8 million, the portion of a district falling in each region constituted a separate stratum. Further ,in Assam the old "basic strata" formed on the basis of 1971 census rural population exactly in the above manner, but with cut-off population as 1.5 million have been retained as the strata for rural sampling.) URBAN SECTOR : In the urban sector , strata were formed , again within NSS region , on the basis of the population size class of towns . Each city with population 10 lakhs or more is self-representative , as in the earlier rounds . For the purpose of stratification, in towns with '81 census population 4 lakhs or more , the blocks have been divided into two categories , viz . : One consisting of blocks in areas inhabited by the relatively affluent section of the population and the other consisting of the remaining blocks. Note : There is no region with more than one city with population 1 million and above. The stratum number have been retained as above even if in some regions some of the strata are empty.
Allocation for first stage units : The total all-India sample size was allocated to the states /U.T.'s proportionate to the strength of central field staff. This was allocated to the rural and urban sectors considering the relative size of the rural and urban population. Now the rural samples were allocated to the rural strata in proportion to rural population. The urban samples were allocated to the urban strata in proportion to urban population with double weight age given to those strata of towns with population 4 lakhs or more which lie in area inhabited by the relatively affluent section. All allocations have been adjusted such that the sample size for stratum was at least a multiple of 4 (preferably multiple of 8) and the total sample size of a region is a multiple of 8 for the rural and urban sectors separately.
Selection of f.s.u.'s : The sample villages have been selected circular systematically with probability proportional to population in the form of two independent interpenetrating sub-samples (IPNS) . The sample blocks have been selected circular systematically with equal probability , also in the form of two IPNS' s.
As regards the rural areas of Arunachal Pradesh, the procedure of 'cluster sampling' was:- The field staff will be supplied with a list of the nucleus villages of each cluster and they selected the remaining villages of the cluster according to the procedure described in Section Two. The nucleus villages were selected circular systematically with equal probability, in the form of two IPNS 's.
Hamlet-group and sub-blocks : Large villages and blocks were sub- divided into a suitable number of hamlet-groups and sub-blocks respectively having equal population convent and one them was selected at random for surveys.

Selection of households : rural : In order to have adequate number of sample households from the affluent section of the society, some new procedures were introduced for selection of sample households, both in the rural and urban sectors. In the rural sector , while listing households, the investigator identified the households in village/ selected hamlet- group which may be considered to be relatively more affluent than the rest. This was done largely on the basis of his own judgment but while exercising his judgment considered factors generally associated with rich people in the localitysuch as : living in large pucca house in well-maintained state, ownership/possession of cultivated/irrigated land in excess of certain norms. ( e.g.20 acres of cultivated land or 10 acres of irrigated land), ownership of motor vehicles and costly consumer durables like T.V. , VCR, VCP AND refrigerator, ownership of large business establishment , etc. Now these "rich" households will form sub-stratum 1. (If the total number of households listed is 80 or more , 10 relatively most affluent households will form sub-stratum 1. If it is below 80, 8 such households will form sub-stratum 1. The remaining households will 'constitute sub-stratum 2. At the time of listing, information relating to each household' s major sources of income will be collected, on the basis of which its means of livelihood will be identified as one of the following : "self-employed in non-agriculture " "rural labour" and "others" (see section Two for definition of these terms) . Also the area of land possessed as on date of survey will be ascertained from all households while listing. The survey covered the whole of the Indian Union excepting (i) Leh (Ladakh) and Kargil districts of Jammu & Kashmir, (ii) 768 interior villages of Nagaland situated beyond 5 kms. of the bus route and (iii) villages of Andaman & Nicobar Islands which remain inaccessible throughout the year. A few other areas of Jammu & Kashmir were also excluded from the survey coverage owing to unfavourable field conditions.

Sampling Frame for FSUs: The list of villages (panchayat wards for Kerala) as per 1991 Census and latest lists of UFS blocks of NSSO were respectively used for selection of rural and urban sample FSUs. For selection of sample villages from the State of Jammu & Kashmir, the list of villages as per 1981 Census was used as the sampling frame. However, interior villages of Nagaland situated beyond 5 kms. of the bus route and inaccessible villages of Andaman & Nicobar Islands were left out of the survey coverage of NSS 60th round.

A total number of 7,612 FSUs (4,908 villages and 2,704 urban blocks) was selected for survey in the Central sample at the all-India level in the 60th round for canvassing Schedule 10. Out of these 7612 FSUs allotted for survey, 7424 FSUs could be surveyed - 4755 in rural and 2669 in urban.
second stage units: For Schedule 10, a sample of 8 households was selected and surveyed from each selected village and urban block. In the Central sample, 59159 households were actually surveyed – 37883 in rural areas and 21276 in urban areas. As regards the actual number of persons surveyed, it was 204403 in the rural sector and 99425 in the urban sector.
Objectives: The National Sample Survey Organisation (NSSO) carried out the first country wide comprehensive survey of physically disabled persons during the 36th round survey (July - December, 1981). The next survey on the subject was carried out after a period of ten years in NSS 47th round (July - December, 1991). In NSS 36th and 47th round surveys, information was collected on three types of physical disabilities - visual, communication and locomotor - along with the cause of disability, aid/appliance acquired by the disabled, general and vocational educational level of the disabled etc. In addition, data on developmental milestones and behavioural pattern of all children of age 5-14 years, regardless of whether they were physically disabled or not, were collected. The Ministry of Social Justice and Empowerment (MSJE) made a request for conducting a survey on disability in order to meet the data needs for evolving specific strategies and interventions during the 10th Five Year Plan. The need for a detailed survey on disability was strongly felt by MSJE since its data requirement included not only the number of disabled persons, but also the socio-economic characteristics of the disabled persons such as their age structure, literacy, vocational training, employment, causative factors of disability, age at the onset of disability etc. Keeping in view the urgent data need of the MSJE, the Governing Council of NSSO, in its 81st meeting, decided that the survey on disability may also be carried out as a part of NSS 58th round during July - December 2002. It has been decided that: (i) The survey of disabled persons also covers persons with mental disability apart from the physically disabled persons since the Ministry of Social Justice and Empowerment (MSJE) also requested for information on mentally disabled persons. The decision to include mental disability in the survey has been taken on the basis of a pre-test of the questions on mental disability, both for the listing and detailed schedules, carried out in the four cities of Kolkata, Mumbai, Hyderabad and Delhi. (ii) The information for different types of disabilities is collected for persons of all age-groups. Separate information on the developmental milestones of children are not collected.

The Annual Survey of Industries (ASI) is the principal source of industrial statistics in India. It provides statistical information to assess changes in the growth, composition and structure of organised manufacturing sector comprising activities related to manufacturing processes, repair services, gas and water supply and cold storage. The Survey is conducted annually under the statutory provisions of the Collection of Statistics Act 1953, and the Rules framed there-under in 1959, except in the State of Jammu & Kashmir where it is conducted under the State Collection of Statistics Act, 1961 and the rules framed there-under in 1964.
The ASI extends to the entire country
The primary unit of enumeration in the survey is a factory in the case of manufacturing industries, a workshop in the case of repair services, an undertaking or a licensee in the case of electricity, gas & water supply undertakings and an establishment in the case of bidi & cigar industries. The owner of two or more establishments located in the same State and pertaining to the same industry group and belonging to census scheme is, however, permitted to furnish a single consolidated return. Such consolidated returns are common feature in the case of bidi and cigar establishments, electricity and certain public sector undertakings.
The ASI covers all factories registered under Sections 2m(i) and 2m(ii) of the Factories Act, 1948 i.e. those factories employing 10 or more workers using power; and those employing 20 or more workers without using power. The survey also covers bidi and cigar manufacturing establishments registered under the Bidi & Cigar Workers (Conditions of Employment) Act, 1966 with coverage as above. All electricity undertakings engaged in generation, transmission and distribution of electricity registered with the Central Electricity Authority (CEA) were covered under ASI irrespective of their employment size. Certain servicing units and activities like water supply, cold storage, repairing of motor vehicles and other consumer durables like watches etc. are covered under the Survey. Though servicing industries like motion picture production, personal services like laundry services, job dyeing, etc. are covered under the Survey but data are not tabulated, as these industries do not fall under the scope of industrial sector defined by the United Nations. Defence establishments, oil storage and distribution depots, restaurants, hotels, café and computer services and the technical training institutes, etc. are excluded from the purview of the Survey.
From ASI 1998-99, the electricity units registered with the CEA and the departmental units such as railway workshops, RTC workshops, Govt. Mints, sanitary, water supply, gas storage etc. are not covered, as there are alternative sources of their data compilation for the GDP estimates by the National Accounts Division of CSO.

Sampling design adopted for ASI 2005-06:
i) Units with 100 or more workers will be categorized as census sector and the rest of the units will be treated as sample sector, without any change in the existing criteria; ii) In the sample sector, the units will be stratified at 4 digit level of NIC-04 in each State separately and 1/5th of the units in each strata will be selected circular systematically for coverage in each ASI subject to a minimum sample size of 6 units in each stratum; iii) This design will ensure that the whole universe of units is covered in five years; iv) The classification of the units in the frame into census and sample sectors should be done in the beginning of the 5-year cycle and it should not be disturbed during the course of the cycle; v) At the end of the cycle when the data on the all the units in the frame become available the frame should be updated and then the composition of census and sample sector should be re-drafted; vi) In respect of the new units getting registered each year of the last 4 years in the 5-year cycle, a supplementary frame has to be prepared for each year and units for coverage from this supplementary frame of each year may be selected using the same criteria as was applied to the main frame.
The sampling design has undergone changes in the past on several occasions.
Data submitted by the factories undergo manual scrutiny at different stages.
1) They are verified by field staff of NSSO from factory records.
2) Verified returns are manually scrutinized by senior level staff before sending to data processing centre.
3) At the data processing centre these are scrutinized before data entry.
4) The entered data are subjected to computer editing and corrections.
5) Tabulated data are checked for anomalies and consistency with previous results.
The National Sample Survey Organisation (NSSO) has been carrying out All-India surveys quinquennially on consumer expenditure and employment - unemployment. The 50th round (July 1993 - June 1994) was the Fifth quinquennial survey on Consumer Expenditure and Employment - Unemployment. The previous four quinquennial surveys were the 27th (Oct. 1972 - Sept. 1973), the 32nd (Jul.1977 - Jun. 1978), the 38th ( Jan. - Dec. 1983) and 43rd (Jul. 1987 - Jun. 1988) rounds. In other rounds of NSS, also, a consumer expenditure inquiry on a limited scale was being carried out from the 42nd round (1986-87) onwards. From the 45th round onwards the subject coverage of this schedule has been expanded to include some important questions on employment so that an annual series of consumer expenditure and employment data is now available. While some of these smaller-scale surveys are spread over a full year and others over six months only, the quinquennial (full-scale) surveys have all been of a full year's duration. Household consumer expenditure is measured as the expenditure incurred by a household on domestic account during a specified period, called reference period. It includes the imputed values of goods and services, which are not purchased but procured otherwise for consumption. In other words, it is the sum total of monetary values of all the items (i.e. goods and services) consumed by the household on domestic account during the reference period. The imputed rent of owner-occupied houses is excluded from consumption expenditure. Any expenditure incurred towards the productive enterprises of the households is also excluded from household consumer expenditure. The household consumer expenditure schedule used for the survey collected information on quantity and value of household consumption with a reference period of "last 30 days" for some items of consumption and "last 365 days" for some less frequently purchased items. To minimise recall errors, a very detailed item classification was, as usual, adopted to collect information, including 148 items of food, 13 items of fuel, 28 items of clothing, bedding and footwear, 18 items of educational and medical expenses, 52 items of durable goods, and about 85 other items. The schedule also collected some other household particulars including age, sex and educational level etc. of each household member.
The schedule design for the survey was more or less similar to that adopted in the previous quinquennial round. The field work for the survey was conducted, as usual, by the Field Operations Division of the Organisation. The collected data were processed by the Data Processing Division of NSSO and tabulated by the Computer Centre of Department of Statistics. The reports have been prepared by Survey Design & Research Division (SDRD) of NSSO under the guidance of the Governing Council, NSSO.
The survey period of the 50th round was from July 1993 to June 1994. The geographical coverage of the survey was to be the whole of the Indian Union except Ladakh and Kargil districts of Jammu & Kashmir, 768 interior villages of Nagaland and 172 villages in Andaman & Nicobar Islands which remain inaccessible throughout the year. However, certain districts of Jammu & Kashmir viz., Doda, Anantnag, Pulwama, Srinagar, Badgam, Baramula and Kupwara, and Punjab's Amritsar district, had to be excluded from the survey due to unfavourable field conditions.
Randomly selected households based on sampling procedure and members of the household
The survey used the interview method of data collection from a sample of randomly selected households and members of the household.

The sample design adopted for this round of survey was similar to that followed in the past surveys in its general aspects. The general scheme was a two stage stratified design with the first stage units being villages in the rural areas and urban frame survey blocks (UFS) in the urban areas. The second stage units were the households.
Sampling frame for first stage units: The latest available lists of census villages (which are mostly the 1981 census lists) constitute the sampling frame for the rural sector. For Nagaland, the villages located within 5kms of a bus route constitute the sampling frame whereas, for Andaman & Nicobar Islands, the list of accessible villages constituted the sampling frame. For the urban sector, the lists of NSSO Urban Frame Survey (UFS) blocks have been considered as the sampling frame. However, for some of the newly declared towns of 1991 census for which UFS frame has not been received, the lists of 1991 census EBs have been considered as the sampling frame.
Region formation and stratification: States were divided into regions by grouping contiguous districts similar in respect of population density and cropping pattern. In rural sector each district was treated a separate stratum if the population was below 2 million and where it exceeded 2 million, it was split into two or more strata. This cut off point of population was taken as 1.8 million ( in place of 2 million ) for the purpose of stratification for districts for which the 1981 census frame was used. In the urban sector, strata were formed, within each NSS region on the basis of population size class of towns. However, for towns with population of 4 lakhs or more the urban blocks were divided into two classes viz. one consisting of blocks inhabited by affluent section of the population and the other consisting of the remaining blocks.
Selection of first stage units : Selection of sample villages was done circular systematically with probability proportional to population and sample blocks circular systematically with equal probability. Both the sample villages and the sample blocks were selected in the form of two or more independent sub-samples. In Arunachal Pradesh the procedure of cluster sampling has been followed. Further large villages/blocks having present population of 1200 or more were divided into a suitable number of hamlet- groups/ sub-blocks having equal population content. Two hamlet- groups were selected from the larger villages while one sub-block was selected in urban sector for larger blocks.
Selection of households : While listing the households in the selected villages, certain relatively affluent households were identified and considered as second stage stratum 1 and the rest as second stage stratum 2.
A total of 10 households were surveyed from the selected village/hamlet-groups, 2 from the first category and remaining from the second.Further in the second stage stratum-2, the households were arranged according to the means of livelihood. The means of livelihood were identified on the basis of the major source of income as i) self-employed in non-agriculture, ii) rural labour and iii) others. The land possessed by the households was also ascertained and the frame for selection was arranged on the basis of this information. The households were selected circular systematically from both the second stage strata.
In the urban blocks a different method was used for arranging the households for selection. This involved the identification means of livelihood of households as any one of a) self-employed, b) regular salaried/wage earnings, c) casual labour, d) others. Further the average household monthly per capita consumer expenditure (mpce) was also ascertained. All households with MPCE of (i) Rs. 1200/- or more (in towns with population less than 10 lakhs or (ii) Rs. 1500/- or more (in towns with population 10 lakh or more) formed second-stage stratum 1 and the rest, second-stage stratum 2.The households of second-stage stratum 2 were arranged according to means of livelihood class and MPCE ranges before selection of sample households. A total of 10 households were selected from each sample block as follows (i) For affluent strata/classes : 4 households from second- stage stratum 1 and 6 households from second-stage stratum 2 (ii) For other strata/classes : 2 households from second-stage stratum 1 and 8 from second-stage stratum 2. Households were then selected circular systematically with a random start.
Shortfall in the required number of household in any second-stage stratum was made up by increasing the quota for the other second stage stratum.
A total of 7284 sample villages (Rural) and 4792 sample blocks (Urban) were allotted in central sample. 6983 sample villages and 470 sample blocks were successfully surveyed covering 356351 persons in sample villages and 208389 persons in sample blocks.
There was no deviation from the original sampling design.

An all-India survey on unorganized manufacturing enterprises was carried out by the National Sample Survey Organization (NSSO) as a part of the 62nd round of National Sample Survey (NSS) during July 2005 - June 2006. Other subjects of inquiry were household consumer expenditure, employment and unemployment. Past surveys provided information on various operational characteristics of enterprises like location of enterprise, nature of operation, maintenance of accounts etc. in detail, as well as detailed estimates of employment, assets & borrowings. The 62nd survey round provides information on input, output & value added of unorganized manufacturing enterprises at all India level for different industry groups and at the level of States / UTs for all the industry groups taken together.
The manufacturing sector is one of the important sectors of industry in the Indian economy. As per the latest available National Accounts Statistics, during 2006-07, the manufacturing sector had a share of about 16% in the GDP at factor cost. For the purpose of data collection, the manufacturing sector has been broadly sub-divided into two categories i.e. organized and unorganized. While data for organized manufacturing sector are collected through Annual Survey of Industries (ASI), the same for unorganized manufacturing sector are collected periodically through sample surveys as follow-up surveys of Economic Censuses (EC). The unorganized manufacturing sector has roughly about one-third share in the total contribution by the manufacturing sector in the GDP.
Recognizing the importance of the unorganized manufacturing sector in terms of its share in GDP as well as in total employment, NSS has taken up this subject in many of its rounds. That way collection of data on unorganized manufacture has a long history in the NSS. In fact, the very first round of NSS had small-scale manufacturing and handicrafts as one of its subjects of enquiry. Thereafter, data on small-scale manufacture were collected also in the NSS rounds 3-10, 14, 23 and 29. These surveys used the list of villages from Population Census and list of census enumeration blocks, or lists of Urban Frame Survey (UFS) blocks of NSSO subject to their availability, as the sampling frame for selection of villages / urban blocks.
A review of the surveys conducted by NSSO in the initial rounds mentioned above indicated that a better sampling frame was necessary to generate more accurate statistics of the unorganized sector. The need for auxiliary information on areas of concentration of enterprises for stratification purpose was strongly felt for developing more efficient sampling designs. This demand ultimately culminated in the conduct of periodic Economic Censuses (EC), which provided the frame for the follow-up surveys on non-agricultural enterprises including those engaged in unorganized manufacturing.
With the launching of the EC in 1977 (five ECs have been conducted so far), the follow-up surveys of EC on unorganized manufacturing generally used the village and block level information on number of enterprises/workers as per the EC for selection of villages and urban blocks in the follow-up surveys. The approach of data collection from enterprises was also changed from the 'household approach' used earlier (i.e. prior to the launching of EC) to the 'site approach' whenever such sites existed. So far NSS has conducted six follow-up surveys of EC through rounds 33rd (1978-79), 40th (1984-85), 45th (1989-90), 51st (1994-95), 56th (2000-01), and 62nd (2005-06) with unorganized manufacture as the main subject of enquiry. In the 62nd round of NSS, area frame thrown up by the latest EC (1998) was however used only partially because the frame was considered to be old. However, for 27 cities having a population of one million or more (as per Census 2001) which are likely to have a substantial share in the total number of unorganized manufacturing enterprises in the country, a decision was taken to make use of the list of urban blocks giving count of number of enterprises/workers at the block level as per EC 1998 as the sampling frame for stratification and selection of urban blocks. For the remaining towns/cities, latest lists of UFS blocks were used as the sampling frame2. In case of rural areas, list of villages (or panchayat wards in case of Kerala) of Census 2001 served as the sampling frame for selection of villages as the first stage units (FSUs).
The survey covered the whole of the Indian Union except (i) Leh and Kargil districts of Jammu & Kashmir, (ii) interior village of Nagaland situated beyond five kilometers of bus route and (iii) villages of Andaman and Nicobar Islands which remain inaccessible throughout the year. All the sample FSUs of the districts Poonch and Rajouri of the state of Jammu and Kashmir became casualty. Thus, the estimates for Jammu and Kashmir as well as for all-India do not include these areas.
Unorganized manufacturing enterprises not covered by ASI, under the two-digit codes 15 to 37 (Section 'D') of NIC-2004 and enterprises under cotton ginning, cleaning and baling (NIC-2004, code 01405). All government and public sector undertakings were outside the coverage of the survey. It is to be noted that only those enterprises, which operated for at least 30 days (15 days for seasonal enterprises) during the last 365 days preceding the date of survey, were eligible for survey.

One salient feature of the sample design adopted during the 62nd round was the use of list frame, in addition to the usual area frame, which was done to capture sufficient number of relatively 'bigger' enterprises with a view to improving the overall estimate of gross value added per worker, total number of workers, total input, total output, etc. A list of 8,000 big non-ASI manufacturing enterprises2 for the urban sector only was prepared as per the data of the census of manufacturing enterprises conducted by Development Commissioner of Small Scale Industries (DCSSI) in 2003. This list served as the list frame. All these units in the list frame were considered for survey without resorting to any sampling. For the coverage of all other enterprises in the universe, the usual area frame approach was followed for sampling of enterprises in stages. It is important to mention that this dual frame approach was experimented for the first time in the 62nd round. The effectiveness of using the list frame has been discussed under Chapter four.
In the area frame approach, the list of all the villages (panchayat wards in case of Kerala) / urban blocks of the country served as the sampling frame of first stage units (FSUs). Thus, the FSUs were villages (panchayat wards in case of Kerala) in the rural sector and urban blocks in the urban sector. The ultimate stage units were enterprises in both the sectors. However, in case of large FSUs requiring hamlet-group (hg) / sub-block (sb) formation, one intermediate stage in the sampling involved the selection of two hg's / sb's from each FSU out of a minimum of three hg's/sb's formed in the FSU. Of these two selected hg's/sb's, one was selected with probability '1' (termed as segment 1) and another one (termed as segment 2) was selected from among the remaining hg's/sb's of the FSU at random. The hg/sb selected with certainty (i.e. segment 1) was the hg/sb having maximum number of directory manufacturing establishments (DMEs) (or with maximum number of non-directory manufacturing establishments (NDMEs) if there was no DME, or with maximum number of own account manufacturing enterprises (OAMEs) if there was no DME/NDME, or with maximum population if there was no DME/NDME/OAME3 in the entire FSU). Smaller FSUs without any hg/sb formation were identified/categorized as segment 1 for the purpose of survey (segment 2 does not exist for such FSUs). As regards the first stage stratification, two basic strata were formed within each district of a State/UT: rural stratum comprising all rural areas of the district and urban stratum consisting of all urban areas of the district. However, each city with a population of one million or more as per Census 2001 was invariably treated as a separate stratum by itself. For details of stratification, sub-stratification and selection of sample FSUs, reference may be made to Appendix-B of of the final report no.526.
For each of segments 1 and 2 for the selected sample FSUs, a frame of eligible enterprises was prepared by the field investigators by visiting each and every house/household within the selected geographical area. While doing so, if any enterprise of the list frame was encountered, care was taken not to list it again within segment 1 or 2 as a part of the area sample / area frame to guard against duplication of enterprises between the two types of frames. Listing and sampling of enterprises in the area frame was independent for each of segments 1 and 2. In this context, it may be mentioned that for each selected FSU of rural sub-strata 1 and 2 only (see Appendix B for composition of these two sub-strata), segment 9 was also carved out within the FSU, which comprised top 10 big non-ASI registered SSI enterprises (identified by jointly considering the number of workers in the enterprise and gross value of output of the enterprise) located within the boundaries of the entire FSU. The list of such units for selected FSUs was made available to the field investigators in order to facilitate formation of segment 9. Respective frames of segments 1 and 2 in these FSUs excluded the units listed under segment 9. The effectiveness of the formation of segment 9 has been discussed under Chapter

The 62nd round was earmarked for survey on (i) unorganised manufacturing enterprises under the two-digit codes 15 to 37 (Section 'D') of NIC-2004 and enterprises under cotton ginning, cleaning and baling (NIC-2004, code 01405), This survey covered: (a) Manufacturing enterprises not registered under Sections 2m(i) and 2m(ii) of the Factories Act, 1948 (b) Manufacturing enterprises registered under Section 85 of Factories Act, 1948 (c) Non-ASI enterprises engaged in cotton ginning, cleaning and baling (NIC- 2004, code 01405) (d) Non-ASI enterprises manufacturing bidi and cigar (those registered under bidi and cigar workers (condition of employment) Act, 1966 as well as those un-registered) and excluded: (a) Repairing enterprises not falling under Section 'D' of NIC- 2004 (b) Departmental units such as Railway Workshops, RTC Workshops, Government Mint, Sanitary, Water supply, Gas, Storage, etc. in line with ASI coverage (c) Units covered under ASI (d) Public Sector Units

Outline of sample design: Two frames were used for the 62nd round survey viz. List frame and Area frame. List frame: This was used only for urban sector and that too for selection of manufacturing enterprises only. For unorganised manufacturing enterprises, a list of about 8000 big non-ASI manufacturing units in the urban sector prepared on the basis of the data of the census of manufacturing enterprises conducted by Development Commissioners of Small Scale Industries (DCSSI) in 2003 was used as list frame.
The 'big' DCSSI units in the urban sector had been identified by the criteria given below:
(1) From the list of registered SSI units, units not registered under sections 2m(i) or 2m(ii) of Factories Act, 1948 and belonging to NIC '98 codes 01405, 15 - 37 were considered.
(2) Out of the above units, the units whose gross value of output in 2001 were more than 6 times the average output (Rs. 14,32,314) of all urban SSI units were separated out.
(3) From the above units, those with 6 or more workers were identified as the big units for list frame. About 8000 such units constituted the list frame.
All these units in the list frame were to be surveyed and there was not any sampling for list frame. To avoid duplication, these units were excluded from the list of enterprises prepared in the selected urban blocks/villages drawn from the area frame. There was no sub-round restriction for the list frame units.
All the enterprises in the list frame are common to both central and state samples.
There was no deviation from the original sample deviation.

Out of 8,000 enterprises selected from the list frame, data could be collected from only 2,260 enterprises Thus a large percentage (72%) of the list frame enterprises became casualties. Among the enterprises which were treated as casualties, the majority (around 70%) actually belonged to the category of “Government/public sector undertaking/ASI units”, which were not under the coverage of 62nd round. Another 18% of the enterprises were found to be either non-operative or not traceable.

Genesis
Reliable and timely data base is the basic infrastructure needed for any sound and systematic planning. Efficient sectoral planning depends to a large extent on the availability of detailed information, preferably at micro level. Though a fairly adequate system of agricultural statistics has already been developed in the country, such an information system has not yet been built up for the non-agricultural sector. While statistics in respect of organised segments of the non-agricultural economy are being collected more or less regularly, it is not so in regard to its unorganised segments even though unorganised sector assumes greater importance due to its significant contribution towards gross domestic product as also in generation of employment in developing economy.
Earlier attempts
1.2 attempts were made in the past to bridge these data gaps by both Central agencies and the States. The National Sample Survey Organisation (NSSO) had conducted some surveys on household nonagricultural enterprises in the past. The first round of NSS (1950-51) covered non-agricultural enterprises as one of its subjects. Such enterprises were covered regularly up to the tenth round (1955-56). Subsequently, selected activities were taken up for survey intermittently in different rounds (14th, 23rd & 29th rounds). Establishment schedules were canvassed in 1971 population census. The census of unorganized industrial units was carried out during 1971-73. Census of the units falling within the purview of Development Commissioner, Small scale industries was carried out during 1973-74 and a survey on distributive trade was conducted by some of the States during the fourth five-year plan period (1969-74). All such efforts made prior to 1976 to collect data on unorganized nonagricultural enterprises have been partial and sporadic.
Economic Census 1.3 The first coordinated approach to fill these vital data gaps was made by the Central Statistical Organisation (CSO), Government of India by launching a plan scheme 'Economic census and Survey' in 1976. The scheme envisaged organising countrywide census of all economic activities (excluding those engaged in crop production and plantation) followed by detailed sample survey of unorganized segments of different sector on non-agricultural economy in a phased manner during the intervening period of two successive economic censuses. The basic purpose of conducting the economic census was to prepare a frame while follow up surveys collect more detailed sector specific information between two economic censuses. In view of the rapid changes that occur in the unorganised sectors of non-agricultural economy due to high mobility or morbidity of smaller units and also on account of births of new units, the scheme envisaged conducting the economic census periodically in order to update the frame from time to time.
First Economic Census (EC-1977) and Follow up Surveys 1.4 The First Economic Census was conducted through-out the country, except Lakshadweep, during 1977 in collaboration with the Directorate of Economics & Statistics (DES) in the States/Union Territories (UT). The coverage was restricted to only nonagricultural establishments employing at least one hired worker on a fairly regular basis. Data on items such as description of activity, number of persons usually working, type of ownership, etc. were collected.
1.5 Reports based on the data of EC-1977 at State/UT level and at all India level were published. Tables giving the activity group-wise distribution of establishments with selected characteristics and with rural and urban break up were generated. State-wise details for major activities and size-class of employment, inter-alia, were also presented in tables.
1.6 Based on the frame provided by the First Economic Census, detailed sample surveys were carried out during 1978-79 and 1979-80 covering the establishments engaged in manufacturing, trade, hotels & restaurants, transport, storage & warehousing and services. While the smaller establishments (employing less than six workers) and own account establishments were covered by NSSO as part of its 33rd and 34th rounds, the larger establishments were covered through separate surveys. Detailed information on employment, emoluments, capital structure, quantity & value of input, output, etc. were collected and reports giving all important characteristics on each of the concerned subjects were published.
Second Economic Census (EC-1980) and Follow up surveys
1.7 The second economic census was conducted in 1980 along with the house-listing operations of 1981 Population Census. This was done with a view to economizing resources, manpower, time and money. The scope and coverage were enlarged. This time all establishments engaged in economic activities - both agricultural and non-agricultural whether employing any hired worker or not - were covered, except those engaged in crop production and plantation. All States/UTs were covered with the sole exception of Assam, where population census, 1981 was not conducted.
1.8 The information on location of enterprise, description of economic activity carried on, nature of operation, type of ownership, social group of owner, use of power/fuel, total number of workers usually engaged with its hired component and break-up of male and female workers were collected. The items, on which information was collected in second economic census, were more or less the same as hose collected in the First Economic Census. However, based on experience gained in the First Economic Census certain items viz. years of activity, value of annual output/turnover/receipt, mixed activity or not, registered/ licensed/recognized and act or authority, if registered were dropped.
1.9 The field work was done by the field staff consisting of enumerators and supervisors employed in the Directorate of Census Operations of each State/UT. The State Directorates of Economics & Statistics (DES) were also associated in the supervision of fieldwork. Data processing and preparation of State level reports of economic census and their publication were carried out by the DES.
1.10 EC 1980 data were released in two series of tables ('A' series and 'B' series) with different set of groupings for minor and major activities as also for agricultural and non-agricultural sectors. 'A' series give the number of own-account enterprises and establishments with relevant characteristics classified according to nature of economic activity. 'B' series gives the principal characteristics of own-account enterprises and establishments classified by size class of total employment for each economic activity. Summary statements, which basically provide the sampling frame and planning material for follow-up enterprise survey, were generate for rural and urban sectors of each State/District separately. The reports were published both at State/UT level as well as All-India level.
1.11 Based on the frame thrown up by EC-1980, three follow-up surveys were carried out, one in 1983-84 on hotels & restaurants, transport, storage & warehousing and services, second in 1984-85 on unorganized manufacturing and third in 1985-86 on wholesale and retail trade.
1.12 The third economic census scheduled for 1986 could not be carried out due to resource constraints. The EC 1980 frame was updated during 1987-88 in 64 cities (12 cities having more than 10 lakh population and 52 class-I cities) which had problems of identification of enumeration blocks and changes due to rapid urbanization. On the basis of the updated frame, four follow-up surveys were conducted during 1988-89, 1989-90, 1990-91 and 1991-92 covering the subjects of hotels & restaurants and transport, unorganized manufacturing, wholesale & retail trade and medical, educational, cultural & other services respectively.
Third Economic Census (EC-1990) and follow up surveys 1.13 The Third Economic Census was synchronized with the house listing operations of the Population Census 1991 on the same pattern of EC 1980. The coverage was similar to that of EC1980. All States/UTs except Jammu & Kashmir, where population census 1991 was not undertaken, were covered.
1.14 The tabulation plan consisted of generation of tables giving the results of EC 1990 under for categories: (a) Agricultural own account enterprises, (b) agricultural establishments, (c) non-agricultural own account enterprises and (d) non-agricultural establishments. For each of these categories, details of number of enterprises, employment with rural - urban break up for each district were presented by size class of employment, major activity, etc. All these tables were grouped broadly in to three categories viz. (i) summary statements (ii) main tables and (iii) derived tables.
1.15 Based on the frame thrown up by EC 1990 four follow up surveys were carried out: (i) Enterprise Survey covering sectors of mining & quarrying, storage & warehousing in 1992-93; (ii) Enterprise Survey covering sectors of hotels & restaurants and transport in 1993-94; (iii) NSS 51st round covering directory, non-directory and own account enterprise in unregistered manufacturing sector in 1994-95 and (iv) Directory Trade Establishments Survey in 1996-97. NSS 53rd round covered the residual part of the unorganized trade sector in 1997.
Fourth Economic Census 1.16 With a view to meeting the demand of various user departments for the data on unorganized sectors of the economy and considering the nature of large number of small units which are subjected to high rates of mobility and mortality, it was felt that the economic census must be brought back to quinquennial nature so that an up-to-date frame can be made available once in five years for conducting the follow up surveys. It was also felt necessary to assess the impact of economic liberalization process on
Genesis One of the main task of the statistical system of a country is to provide the planners and policy makers with information on various aspects of economic' social and related activities in terms of its contribution to national economy and life, are available on a time series basis. Information on some other activities, though small in terms of its economic contribution but huge in terms of participating employment, was sparsely available through type studies and pilot surveys. In order to bridge the data gaps in these unrecorded but visible economic activities, the Central Statistical Organization (CSO) had embarked upon a programe of bationwide census of all economic activities, called the Economic Census (EC) which was followed by periodic detailed enquiries on a sample basis.
EARLIER CENSUSES
ECONOMIC CENSUS (EC 1977)
1.2 The first Economic Census to collect information in the non-agricultural economy was conducted in 1977, wherein the coverage was restricted only to non-agricultural enterprises employing at least one hired worker on a fairly regular basis. The census was undertaken with the participation of the Directorate of Economics & Statistics in various States/UTS by utilizing the services of persons appointed on a temporary/part-time basis. All the States/UTS of India, except the Union Territory of Lakshadweep were covered in the census. The EC 1977 adopted a dual approach; viz. (i) house listing approach for the urban areas and also for villages with a population of more than 5,000 as per 1971 population census in rural areas and (ii) village level enquiry for the remaining villages in the rural areas.
1.3 An establishment slip for recording the activity carried on, number of persons usually working with hired components, location and other basic characteristics including value of output/turnover was canvassed. However, in case of manufacturing activity details about the output were also collected for important items. A schedule giving village amenities was also canvassed with details of various services available and the distance from the village to avail such facilities.
1.4 Reports based on the data of EC 1977 at State/UT and all-India levels were prepared and published. Tables giving the activity group wise distribution of establishments with selected characteristics and with rural and urban break-up were generated. State-wise details for major activities and size class of employment, inter-alia, were also presented in tables. 1.5 The census was followed by detailed sample surveys during 1978-79 and 1979-80 covering the enterprises engaged in Manufacturing, Trade, Hotels & Restaurants, Transport, Storage & Warehousing and services. Detailed information on employment, emoluments, capital structure, input, etc. was collected. The data were disseminated in the form of reports giving all important characteristics on each of the concerned subject.
ECONOMIC CENSUS - 1980 (EC 1980)
1.6 As the Economic Census covers a large number of small units which are subjected to high rate of mobility and mortality, the census is required to be conducted at frequent intervals, generally not exceeding 5 years, to understand the structural changes and the status of entrepreneurial activities. Economic census being an independent one exclusively conducted for the purpose, large administrative and field machinery was required for its operation. The operations of the Census involve listing of addresses of enterprises through household approach and therefore, it was considered economical and expedient to organize the second Economic Census along with the houselisting operations of population census. The second Economic Census was thus conducted in 1980, alongwith the house listing operations of the population Census, 1981. All enterprises, engaged in economic activities - both agricultural and non-agricultural, whether employing any hired worker or not, were covered, except those engaged in crop production and plantation. Thus as against only non-agricultural establishments covered in the first Economic Census the second Economic Census covered all enterprises. All States/UTs were covered, except Assam, where the population Census, 1981 was not conducted.

1988-89 - Transport and Hotels & Restaurants, 1989-90 - Unorganized Manufacturing Establishments, 1990-91 - Trade Sector, 1991-92 - Medical, Educational, Cultural & other services.
1.10 In 1987-88, an updation of the sampling frame was done for 64 Class I cities/towns where identification of first stage units posed problems due to changes in urban structure. This information was used to conduct sample surveys after 1987-88.
ECONOMIC CENSUS -1990 (EC-1990)
1.11 The need for conducting regular economic census giving the details of entrepreneurial activities in agricultural and non-agricultural sectors was felt by various statistical for a academic and research institutions. Accordingly a Central Plan Scheme was prepared which was approved with a budget allocation of Rs.15.47 crores. The scheme was given to the Department of Statistics for implementation.
1.12 A unit headed by a Joint Director was formed in the Economic Census and Surveys Division of the Central Statistical Organization with the responsibility of overseeing the field work and its completion, data processing and publication of results. The unit functioned under the guidance of the Director of Economic Census and Surveys Division.
1.13 The scope and coverage of the Economic Census was finalized by a Technical Advisory Group ( TAG) represented by the Planning Commission, Office of the Registrar General and Census Commissioner, Ministry of Industry, Ministry of Labour, National Sample Survey Organization, Computer Centre of the Department of Statistics, Reserve Bank of India, State Directorates of Economics & Statistics, some of the Universities and Institutions. The main task of the TAG was to outline the details of the conduct of third Economic Census and synchronizing that with the house listing operations of the Population Census 1991. The terms of reference of the TAG were as follows:
a) To advise on the scope, coverage and concepts of the third Economic Census;
b) To lay down procedures for ensuring that the open air enterprises like mines, quarries, brick kilns are covered in third Economic Census;
c) To examine the feasibility of adopting urban frame survey blocks as units of enumeration in urban areas;
d) To finalize the tabulation programme and advise on the decentralization of tabulation work.
The TAG was assisted by three Sub- Groups. Viz. (i) sub-Group I to deal with the concepts, definitions and items coverage etc., Sub-Group II to examine the feasibility of adopting urban frame survey blocks and of conducting post enumeration checks and Sub-Group III to deal with the tabulation programmes and data processing.
WORK PLAN
1.14 The third Economic census was conducted along with the house listing operations of the population census, 1991 on the same pattern of Economic Census, 1980 which was taken up in all the states/UTS except Jammu & Kashmir where the population census, 1991 was not undertaken. The Registrar General and census commissioner of India and the Directors of census operations of states/UTS were given the job of organization and coordination of field work. The enumerators and supervisors involved in the operations of Economic census were given prior training at different levels. The Directorates of Economics & statistics in states/UTS were associated in the entire programme.
FORMS AND ITEMS OF INFORMATION COLLECTED
1.15 In most of the States, the enumeration work was completed between April - 1990. All particulars relating to an enterprise were collected in a form called `Enterprise List' (Annexure I). The items of

A reliable and robust database is the foundation of organized and proper planning. TheCentral Statistics Office (CSO), since its inception, has been instrumental in creation of database forvarious sectors of the economy and its periodic updation so as to meet the requirements of the plannersfor sound and systematic planning both at the macro as well as micro levels. While data requirementsmay be enormous in various sectors, the judicious collection and maintenance of data for varioussectors within the available resource is a challenge. Our economy can broadly be classified into twosectors, namely, Agricultural and Non-Agricultural sectors. Fairly reasonable database exists forAgricultural Sector whereas such data base for Non-Agricultural sector is much desired. Keeping inview the importance of the non-agricultural sector in the economy and non-availability of basic framefor adoption in various sampling techniques for collection of data and estimation of various parameters,conducting Economic Census was felt necessary. With this background, the CSO started EconomicCensus for preparing frame of establishments, particularly the ‘area frame’ which could be used forvarious surveys for collection of detailed data, mainly on non-agricultural sector of the economy.
Broadly the entire planning period may be divided into two: prior to conduct of the FirstEconomic Census i.e. prior to 1977 and thereafter i.e. after the economic census was carried outperiodically. Efforts to fill up the data gaps for the non-agricultural sector were made right from thebeginning of the First Five Year Plan. The first National Sample Survey (NSS) round (1950-51)covered non-agricultural household establishments as one of its subject themes. Such establishmentswere covered regularly up to the tenth NSS round (1955-56). Subsequently, selected activities weretaken up for survey intermittently in different rounds (14th, 23 rd & 29th rounds). Establishmentschedules were canvassed in 1971 population census. The census of unorganized industrial units wascarried out during 1971 -73. Census of the units falling within the purview of Development Commissioner, Small Scale Industries, was carried out during 1973-74 and a survey on distributivetrade was conducted by some of the States during the Fourth Five-Year Plan period (1969-74). Area sampling with probability proportional to population were mostly used even to captureestablishments. For a survey of establishments such sample design is not only inefficient but alsoresults in under coverage of desired number of establishments and low reliability of the estimatesderived. The prolonged efforts of statisticians and planners in finding a way out for collection ofinformation on amorphous areas of activity resulted in a decisive breakthrough with the advent ofconduct of Economic Census.
The Economic Enquiry Committee set up in 1925 under the Chairmanship of Dr.Visweswarayya and more importantly the Bowley-Robertson Committee set up later in 1934, were mainly responsible for the government’s decision to set up an Inter-Departmental Committee with theEconomic Adviser to the Government of India as the chairman. The Inter-Departmental Committeerecommended the formation of a Central Statistical Office for coordination, institution of a statisticalcadre, establishment of State Bureaus at State Head Quarters and maintenance of important statisticsfor the entire country. Bowley and Robertson Committee also commissioned a study to explore thepossibility of conducting economic censuses in India. As usual, NSSO conducted an integrated survey of enterprises and households in its 57th round during July 2001 to June 2002. The main focus of the survey was on the unorganised enterprises belonging to the service sector and the information was collected through Schedule 2.345 designed for the purpose. A copy of the schedule is given in Appendix C of the NSS Report No. 482 available under External Resources. In addition,a survey on household consumer expenditure including some key characteristics on employment-unemployment was carried out during this period.
The main aim of the survey on unorganised service sector enterprises was to estimate size in terms of the total number enterprises, employment, fixed assets, operating expenses, receipts, value added, loans, gross value added per worker, etc. Information on other attributes like type of ownership, type of operation, number of months of operation, whether carrying out mixed/multiple activity, whether accounts maintained, etc. was also collected. The results pertaining to size, employment and economic indicators of the enterprises have been brought out in the first of two reports - the NSS Report No. 482: Unorganised Service Sector in India: 2002-03 - Salient Features. The second report presents the size and employment in brief, and the characteristics of the enterprises in terms of ownership, social group of owner, type of operation, months of operation, whether accounts maintained, nature of problems faced, etc.
The survey covered the whole of the Indian Union except (i) Leh and Kargil districts of Jammu & Kashmir, (ii) villages in Nagaland situated beyond 5 km of a bus route, (iii) inaccessible villages of Andaman and Nicobar Islands, and (iv) some of the villages and blocks (numbering less than 0.1% of the total) where EC-'98 could not be conducted. Thus the corresponding State/UT level estimates and the All-India results presented in report number two relate to the areas under survey coverage.
All unorganised service sector enterprises engaged in the activities of hotels and restaurants (Tabulation Category H of NIC 98); transport, storage and communication (I); real estate, renting and business activities (K); education (M); health and social work (N) and other community, social and personal service activities (O). The survey did not cover the service sector enterprises pursuing the activities of wholesale and retail trade, repair of motor vehicles, motorcycles and personal and household goods (G); financial intermediation (J); public administration and defence (L); private households with employed persons (P) and extra-territorial organisations and bodies (Q).
Sample survey data [ssd]
Sample Design: A stratified sampling design was adopted for selection of the sample first-stage units (FSUs). The FSUs were villages (Panchayat wards in Kerala) in rural areas and UFS blocks in urban areas. The ultimate stage units (USUs) were enterprises for the survey on unorganised service sector enterprises. Within the entire FSU, all big nonagricultural enterprises having 200 or more workers were separately listed (segment 9) and the schedule was canvassed in all the enterprises that were eligible for survey among them. Relatively larger FSUs were sub-divided into smaller parts called hamlet-groups in the rural areas and sub-blocks in the urban. Three hamlet-groups, one with the maximum number of substratum specific enterprises (called 'segment 1') and two more selected at random (together called 'segment 2') were taken for the survey.The USUs were selected independently from each of these segments. A detailed discussion on the sample design and estimation procedure followed in the survey is given in Appendix B of report 483 available under the external resources section.
A total of 15869 first stage units (6513 census villages and 9356 blocks of Urban Frame Survey) were selected for this survey. The number of sample villages and blocks allotted for survey and actually surveyed are given in report 483, in Statement 1, and the number of enterprises surveyed in Statement 2, for different states. Information for the survey was collected using Schedule 2.345 also available in English as Appendix C of report 482 available as External Resources.
Data were processed and tabulated by the Data Processing Division (DPD) of the NSSO.The major findings based on the survey data are discussed in Section Three of report 482 and the detailed statistical tables are presented in Appendix A of the same report, available as External Resources.
At the beginning, it may be noted that in the survey, the information was collected from about 244 thousand enterprises spread over entire India, of which slightly fewer than 93 thousand (38 %) enterprises were located in the rural sector. Moreover, 70 per cent of the enterprises surveyed were OAEs which did not employ any hired workers on a regular basis. This proportion was slightly higher in the rural areas (77 %) as compared to the urban areas (65%).

SAMPLE DESIGN: Two-stage, stratified samples drawn by the country, coupled with rotation sampling scheme for the central sample. (1) Stage 1: In the central sample, 10,384 first stage units (rural and urban combined) were selected from stratified states in proportion to poluation. Among them, 3,900 of which were revisted. (2) Stage 2: households and enterprises were selected from second-stage strata(hamlet-groups or sub-blocks) by circular systematic sampling with equal probability. (3) Under the rotation sampling scheme which was adopted for the first time in the National Sample Survey, 50% of the sample first stage units in the central sample were revisited in the subsequent three-month period. In state samples, the first stage units were only visited once.

A single form that consists of 8 sections: 1) identification of sample household, 2) household characteristics, 3) demographic and migration particulars, 4) usual principal activity, 5) subsidiary activity, 6) current work activity during the preceding week, 5) follow-up questions for the unemployed, 6) availability for work to working persons, 7) job change of working persons, and 8) questions for females.
COVERAGE: 100% of the Indian Union excepting (1) Ladakh and Kargil districts of Jammu and Kashmir, (2) interior villages of Nagaland situated beyond 5 kms. of a bus route, and (3) villages of Andaman and Nicobar Islands remaining inaccessible throughout the year. Also excluded were all the uninhabited villages according to 1991 census.
The survey has covered the whole of the Indian Union except (i) Leh and Kargil districts of Jammu & Kashmir, (ii) interior villages of Nagaland situated beyond five kilometers of the bus route and (iii) villages in Andaman and Nicobar Islands which remain inaccessible throughout the year and (iv) some FSUs (numbering less than 0.1% of total) where EC ‘98 work could not be conducted.

A stratified sampling design was adopted for selection of the sample firststage units (FSU s). The FSU s were villages (Panchayat wards in Kerala) in rural areas and UFS blocks in urban areas. List of villages / urban blocks along with enterprise level information of EC 98 was used as the sampling frame except in the states of Bihar and Orissa and 66 towns of Karnataka. The Ultimate Stage Units (USUs) were enterprises for the survey on unorganised sector manufacturing enterprises and households for consumer expenditure cum employment unemployment survey. USUs were selected by the method of circular systematic sampling from the corresponding frame in the FSU. Large FSU s were subdivided into smaller parts called hamlet groups (rural) / sub -blocks (urban). Three of these smaller parts were selected; one having maximum enterprises with certainty and two others with circular systematic sampling. The first part was called segment 1 and the other two as segment 2. The USUs were selected independently from each of these segments.

Schedule 2.2 consists of 17 blocks. Blocks 0 and 1 are meant to record the identification of the enterprise; blocks 12 to 14 are for reporting particulars of field operation, remarks by the investigator and comments by the supervisory officer(s). In blocks 2 to 10, data are to be collected from the enterprises; block 11 is for recording the investigator's perception about the reported net surplus data.
Block 0 - Descriptive identification of sample enterprise: This block has been designed to collect the descriptive identification of the sample enterprise.
Block 1- Identification of sample enterprise/ establishment: This block is meant for recording the identification particulars of the sample enterprise/establishment.
Block 2- Particulars of operation and background information: In this block some background information about the nature and operation of the enterprises will be recorded.
Block 3 & 3.1- Principal and other operating expenses: Theses blocks are the two blocks where operating expenses of the enterprises will be collected.
Block 3.1- Other operating expenses: all activities: This block will record the other operating expenses not covered in block 3.
Block 4- Principal receipts: This block will record the principal receipts in two sub-blocks corresponding to which the principal expenses have already been collected in block 3.
Block 4.1- Other receipts: This block will record other receipts which have not been covred in block 4.
Block 5- Calculation of gross value added: This block has only three items. The items 501 and 503 are transfer entries from blocks 3, 3.1, 4 and 4.1 and are mostly self-explanatory. Item 502 will be used to record the distributive expenses of the enterprise.
Block 6- Employment particulars of the enterprise during the reference month: The average number of persons usually working on a working day during the reference month shall be recorded in this block.
Block 7- Compensation to workers during the reference month: All types of payments, whether individual payments or payments made to a group are to be recorded in this block.
Block 8- Fixed assets owned and hired: This block is meant for recording value of fixed assets owned and hired by the enterprise.
Block 9- Loan outstanding as on the date of survey (only loans taken for enterprise to be considered): Information on amount of loan taken including interest that is outstanding on the date of survey by different sources of loan will be recorded in this block.
Block 10- Factor incomes of the enterprise: In this block factor incomes of the enterprise will be recorded in whole number of rupees.
Block 11- Investigator's perception: The investigator will canvass the schedule at the enterprise. He, therefore, will get a firsthand view of the operation of the enterprise and the type of response given by the informant. Based on this, he can form his own perception on the net surplus figure given by the respondent. This perception is being captured in this block.

The unorganised sector holds the key to understanding the economic situation in developing countries such as India. The importance of this sector had been realised by the Indian planners and policy makers in the 1950s. The need for statistical information about it was also widely recognised. The household-based nonagricultural activities had been covered by the National Sample Survey Organisation (NSSO) since 1950. In all the surveys, the relevant activities of a sample of households were covered irrespective of their scale of operations except the manufacturing activities carried out by the enterprises registered under the Factories Act, 1948.
In the early 1970s, at the time of formulation of the Fifth Five Year Plan, the Planning Commission was concerned about the employment and earnings of the self employed in non-agricultural activities. The NSSO therefore devoted the 29th round (1974-75) mainly to a survey of selfemployed own account workers engaged in non-agricultural enterprises in different sectors in rural as well as urban areas. The household enterprises covered by the survey were those operated by own account workers(i.e., those not employing any hired worker) and those household enterprises which did not usually employ more than 5 hired workers. However, units engaged in manufacturing and repairing services registered under Factories Act were excluded from the survey.
The household approach of identifying the units excluded the nonhousehold based units in the unorganised sector. Further, a review of the surveys indicated that a better sampling frame was necessary to generate reasonably useful statistics on unorganised sector. The need for identifying areas with a concentration of enterprises was, therefore, felt for ensuring an efficient sampling for the future surveys. A country-wide economic census, the first of its kind, was undertaken in 1977 under the auspices of the Central Statistical Organisation (CSO) to provide a good frame and background information needed for formulating an efficient sampling design.
The scope of the 1977 economic census was limited to non-agricultural enterprises employing at least one hired worker on a fairly regular basis. The enterprises employing at least one hired worker are called 'establishments'. Following this census, small establishments and enterprises not employing any hired worker on a fairly regular basis (these units are called own account enterprises (OAEs)) engaged in manufacturing and repairing activities were surveyed in 33rd round of NSS during 1978-79.
The second economic census was undertaken in 1980 along with the houselisting operations of the 1981 population census. The scope and coverage of the second economic census was enlarged to include the own account enterprises (OAEs) engaged in activities other than crop production and plantation. The establishments were divided into two categories as (i) Directory Establishments (DEs) and (ii) Non-Directory Establishments (NDEs), the difference being that the former employed a total of six or more workers, while the latter employed a total of five or less workers. Thus, in all, three types of enterprises were formed, viz., (i) OAEs, (ii) NDEs and (iii) DEs in the second economic census. As a follow-up to the second economic census, OAEs and NDEs engaged in manufacturing and repairing activities (i.e., OAMEs and NDMEs respectively) were surveyed in the 40th and 45th rounds of NSS during July 1984-June 1985 and July 1989-June 1990 respectively. The Directory Manufacturing Establishments (DMEs) were surveyed during October 1984-September 1985 and October 1989 to September 1990 by field staff of NSSO under the technical guidance of CSO.
A third economic census was conducted in 1990 along with the house listing operations of the 1991 population census. As a follow-up to the third economic census, the first integrated survey on unorganised manufacture covering own account manufacturing and repairing enterprises(OAMEs), Non-Directory manufacturing and repairing establishments (NDMEs) and Directory manufacturing and repairing establishments (DMEs) were undertaken during the 51st round (July 1994-June 1995) under the technical guidance of NSSO.
In the 51st round all manufacturing and repairing enterprises covered by the two-digit codes (called divisions) 20 to 39 and 97 under the revised National Industrial Classification of different economic activities, 1987 (henceforth in this report termed NIC, 1987) were considered for survey purpose. Hereafter, the term enterprises will mean manufacturing and repairing enterprises or establishments as the case may be.
Enterprises which were registered under Sections 2m(i) and 2m(ii) of the Factories Act, 1948 (i.e., enterprises employing 10 or more workers using power and those employing 20 or more workers without power) and bidi and cigar manufacturing enterprises registered under bidi and cigar workers (condition of employment) Act, 1966 were not covered in this survey. These enterprises, not covered in the 51st round survey, were covered in the Annual Survey of Industries undertaken by CSO.
The 51st round survey of unorganised manufacturing and repairing enterprises covered, in the central sample, the whole of the Indian Union except (i) Ladakh, Kargil, Anantnag, Pulwara, Srinagar, Badgam, Baramulla and Kupwara districts of Jammu & Kashmir, (ii) 768 interior villages of Nagaland (out of a total of 1232 villages) situated beyond five kilometers of the bus route and (iii) 195 villages of Andaman & Nicobar Islands (out of a total of 549 villages) which remained inaccessible throughout the year. Thus the corresponding State/U.T. level estimates and the All-India results presented in this report are based on the areas other than those left out from the survey coverage.
In the case of central sample, 8214 villages were surveyed in rural areas and 5258 enumeration blocks/Urban-frame survey blocks were surveyed in urban areas (villages/urban blocks with no manufacturing unit surveyed, in spite of having some enterprises in these villages/urban blocks, are excluded from this count). Detailed information was collected from each of the selected enterprises of the sample villages and blocks.
NSS 51st round survey covered the whole of the Indian Union excepting (i) Ladakh, Kargil, Anantanag, Pulwama, Srinagar, Badgam, Baramula and Kupwara districts of Jammu & Kashmir, (ii) interior villages of Nagaland situated beyond 5 Kms. of a bus route and (iii) villages of Andaman & Nicobar Islands remaining inaccessible throughout the year (the areas left out from the survey coverage had a share of about 0.62 per cent in the total population of the country). Thus the corresponding state/u.t. level estimates and the all-India results presented in the report are based on the areas other than those left out from the survey coverage.

In 51st round the total number of villages and blocks surveyed at the national level was 13690 for the central sample. These samples were classified into two categories as "Sample-1" and "Sample-2" in both rural and urban areas. The samples of sample-1 were distributed over the four sub-rounds in equal numbers, whereas for sample-2, there was no sub-round restriction. The survey period of 51st round was July 1994 - June 1995.
A stratified two-stage sampling design was adopted. The first stage units (FSUs) were the villages (panchayat wards in Kerala) in rural areas and urban blocks in urban areas. In particular, for the urban areas, enumeration blocks (EBs) were taken as FSUs where 1990 economic census (EC -90) frame was used and NSSO urban frame survey (UFS) blocks otherwise. The second stage units (SSUs) were the manufacturing and repairing enterprises in the selected FSUs. 2 Allocation of sample FSUs between rural and urban areas State/UT level total sample size (i.e.,total number of villages and blocks to be surveyed) was allocated between rural and urban areas in proportion to population as per 1991 population census with double weightage to the urban areas. The total sample size for both rural and urban areas, as mentioned above, was equally divided into two sample types, namely Sample-1 and Sample-2.
Sampling frame: For rural areas, list of villages showing number of OAMEs, NDMEs and DMEs as per 1990 economic census was used as the sampling frame for selection of FSUs, for both the sample types, in different States/UTs except Jammu & Kashmir(J & K), Arunachal Pradesh and Nicobar district of Andaman & Nicobar Islands. For the state of Kerala, however, list of Panchayat wards, giving count of OAMEs, NDMEs and DMEs at panchayat level as per 1990 economic census, was used. For Jammu & Kashmir, list of 1981 population census villages, while for Nicobar district of Andaman & Nicobar Islands, list of 1991 population census villages was used. In Arunachal Pradesh, list of villages as per 1991 population census was used as the sampling frame for selection of sample "nucleus" villages around which clusters were formed. In urban areas, list of EBs as per 1990 economic census constituted the sampling frame for Class 1 towns (except in Jammu & Kashmir) of sample type 1 and for all towns (except J & K) of sample type 2. The list of UFS blocks was used as the sampling frame for all towns of Jammu & Kashmir and other than class 1 towns of the other states for sample type 1, and for all towns

An all-India survey on the situation of employment and unemployment in India during the period July, 2005 to June, 2006 was carried out as part of the annual series in the 62nd round of the National Sample Survey Organisation (NSSO). In this survey, a nation-wide enquiry was conducted in a moderately large sample of households to provide estimates on various characteristics pertaining to employment and unemployment in India and some characteristics associated with them at the national and state levels. Information on various facets of employment and unemployment in India were collected through a schedule of enquiry (Schedule 10).
In terms of subject coverage for employment and unemployment (Schedule 10), this survey is broadly similar to the NSS 60th round. On the request of the Planning Commission, additional information regarding the possession of different types of ‘ration cards’ by the households and the participation of the household members in the rural areas in various public works programmes were also collected. Further, to meet the requirements of the Ministry of Human Resource Development, information on current attendance in educational institutions by persons of age below 30 years and the type of educational institutions being attended by the persons currently attending educational institutions was also collected. Instead of collecting detailed particulars on formal vocational training, as was done in NSS 60th round, it was enquired from the household members, of age 15 – 29 years, whether they received or receiving‘formal’ or ‘non-formal’ vocational training. Besides, information was collected on whether the household members ( of age 15 – 29 years) were receiving formal vocational training. For the purpose of collection of information on industry of activity, National Industrial Classification (NIC), 2004 was used in this survey.
The survey covered the whole of the Indian Union except (i) Leh (Ladakh) and Kargil districts of Jammu & Kashmir, (ii) interior villages of Nagaland situated beyond 5 kilometres of the bus route and (iii) villages in Andaman and Nicobar Islands which remain inaccessible throughout the year. All the sample first-stage units of the districts Poonch and Rajouri of Jammu & Kashmir, became casualty and therefore, the districts Poonch and Rajouri of Jammu & Kashmir, are outside the survey coverage. . Thus, the estimates of Jammu and Kashmir and all-India estimates do not include these two districts.

An outline of the sampling design: The 62nd round (July 2005 - June 2006) of NSS was earmarked for survey on unorganised manufacturing enterprises, annual survey of consumer expenditure and survey on employment – unemployment. The sampling design adopted for the survey was essentially a stratified multi-stage one for both rural and urban areas. Two frames were used for this survey viz. List frame and Area frame. List frame was used only for urban sector and that too for selection of manufacturing enterprises only and thus is not relevant for discussion. Area frame was adopted for both rural and urban sectors for selection of First Stage Units (FSU) . For the area frame, the list of villages as per census 2001 (for Manipur, 1991 census was used since 2001 census list was not available) was used as frame for the rural sector and the latest available list of UFS blocks was used as frame in the urban sector. However, EC-98 was used as frame for the 27 towns with population 10 lakhs or more (as per Census 2001). The ultimate stage units (USU) were households, in both the sectors. In the case of large villages/ blocks requiring hamlet-group (hg)/ sub-block (sb) formation, one intermediate stage was the selection of two hgs/ sbs from each FSU.
Sample Size – first stage units: At the all-India level, a total number of 9997 FSUs (4847 villages in the rural areas and 5150 UFS blocks in the urban areas) for area frame were allocated on the basis of investigator strength. The allocation between rural and urban sectors was made in proportion to the number of unorganised non-agricultural workers as per EC-98. The total (all-India) rural/ urban sample FSUs were allocated to different States and U.Ts. in proportion to number of unorganised non-agriculture workers as per EC-98 subject to the availability of investigators ensuring more or less uniform work-load. Within each sector of a State/ U.T, the respective sample sizes were allocated to the different strata in proportion to the stratum population as per census 2001.Out of these 9997 FSUs allotted for survey, 9923 FSUs could be surveyed - 4798 in rural and 5125 in urban. Note that in the 62nd round, a sample of 10706 FSUs (4962 villages and 5744 urban blocks) was also selected for survey by the state agencies (State sample) at the all-India level.
Sample size – second stage units: For Schedule 10, a sample of 8 households was planned to be surveyed from each selected village and urban block. In the Central sample, 78879 households were actually surveyed – 37975 in rural areas and 40904 in urban areas.
As regards the actual number of persons surveyed, it was 186571 in the rural sector and 190806 in the urban sector.
There was no deviation from the original sample deviation.
