    Description

This dataset contains yearly certified enrollment for all public school districts (with physical boundaries) in Wisconsin for the 2023-2024 school year. This data is also available in the WISEdash Public Portal. This dataset is derived from publicly available files on the WISEdash Download Page. Enrollment Count is the number of students enrolled on specific dates as determined by school enrollment/exit dates that cover those dates. Percent Enrollment by Student Group is a percent of the enrollment count for all student groups combined. Reporting Disability is indicated in the pupil’s individualized education program (IEP) or individualized service plan (ISP). A person's race or ethnicity is the racial and/or ethnic group to which the person belongs or with which he or she most identifies. Ethnicity is self-reported as either Hispanic/Not Hispanic. Race is self-reported as any of the following 5 categories: Asian, American Indian or Alaskan Native, Black or African American, Native Hawaiian or other Pacific Islander, or White. The data displayed reflects the race/ethnicity that is reported by school districts to DPI.An economically disadvantaged student is one who is identified by Direct Certification (only if participating in the National School Lunch Program) OR a member of a household that meets the income eligibility guidelines for free or reduced-price meals (less than or equal to 185 percent of Federal Poverty Guidelines) under the National School Lunch Program (NSLP) OR identified by an alternate mechanism, such as the alternate household income form.English Learner status is any student whose first language, or whose parents' or guardians' first language, is not English and whose level of English proficiency requires specially designed instruction, either in English or in the first language or both, in order for the student to fully benefit from classroom instruction and to be successful in attaining the state's high academic standards expected of all students at their grade level.

    Description

Enrollment is a head count of all students receiving their primary PK-12 educational services through Wisconsin public schools. This map is in a series of maps that show enrollments by district for a particular student group (demographic) for all school years since the 2008-2009 school year. The most recent school year's enrollment data is typically released in March. Additional enrollment data are available for the public to view on the WISEdash Public Portal. Enrollment data is sourced from the WISEdata system. Enrollment Count is the number of students enrolled on specific dates as determined by school enrollment/exit dates that cover those dates. Percent Enrollment by Student Group is a percent of the enrollment count for all student groups combined. DPI collects data to meet all required school, district, state, and federal reporting mandates, e.g., Every Student Succeeds Act (ESSA), Individuals with Disabilities Education Act (IDEA), and Title II Higher Education Act. These data inform education research and data analysis. Multiple teams from IT and content areas work together at DPI to build tools for data collection, to support districts in data collection, and to report on and facilitate the use of data based on federal and state reporting mandates. Through the DPI dashboard and reporting tools, DPI staff, teachers, administrators, parents, and researchers are better able to understand and improve educational outcomes for Wisconsin students.A person's race or ethnicity is the racial and/or ethnic group to which the person belongs or with which he or she most identifies. Description

The Wisconsin Department of Public Instruction (DPI) issues joint accountability reports to all local education agencies under the two major federal education laws: the Every Student Succeeds Act (ESSA) and the Individuals with Disabilities Education Act (IDEA). The purpose of issuing the two laws' accountability reports jointly is to help local education agencies (LEAs) inform and make continuous improvement efforts more streamlined across a district. ESSAThe intention of ESSA and Wisconsin’s state plan under ESSA is to close achievement gaps. Specifically, Wisconsin's long-term goal is to cut the achievement gap in half in six years (2018–2024). Helping all groups of students succeed is central to the federal accountability system. The federal ESSA accountability system is designed as a means of identifying the lowest performing schools in the state — those most in need of support. There are three types of school identification under ESSA:Comprehensive Support & Improvement (CSI): Schools identified for Comprehensive Support have overall performance (summary score) in the Wisconsin Department of Public Instruction Informational Bulletin 2 bottom 5% of the state and/or they have a graduation rate below 67%. CSI schools are identified every three years, starting in 2018-19. Targeted Support & Improvement (TSI): Schools identified for Targeted Support have performance of one or more student groups that is in the bottom 10% of the state. This identification allows for particular focus on improving outcomes for specific groups of students in a school. Additional Targeted Support & Improvement (ATSI): Schools identified for Additional Targeted Support have performance of one or more student groups that is in the bottom 5% of the state. This identification allows for particular focus on improving outcomes for specific groups of students in a school. ATSI schools are identified every three years, starting in 2018-19.IDEAThe intention of the Individuals with Disabilities Education Act (IDEA) is to provide students with disabilities a free appropriate public education. IDEA provides rights and protections to children with disabilities and their parents/guardians. IDEA requires the Department of Public Instruction to determine annually if each local educational agency (LEA) meets the requirements of IDEA Part B, and if not, whether the LEA needs assistance, intervention, or substantial intervention to meet those requirements. IDEA also requires the Department of Public Instruction to identify districts whose data indicate significant racial or ethnic disproportionality in identification, placement, and/or discipline of students with disabilities. Nationally, children of color are identified as students with disabilities at substantially higher rates than their peers. All children who require special education services should be appropriately identified and supported. At the same time, no child should be inappropriately identified for special education services, segregated from his or her peers, or disciplined more frequently or harshly simply because they are a student of color with a disability (U.S. Department of Education, 2016).The categories for determinations are: "meets requirements," "needs assistance," "needs intervention," and "needs substantial intervention." LEAs that "need assistance" or "need intervention" may not reduce their maintenance of effort obligations, unless the reduction is by less than half of the increased amount (the "50% Adjustment rule). LEAs that "need assistance" for two or more years will be asked to engage in continuous improvement that includes a goal related to the data in the determination. LEAs that "need intervention" will be supported through continuous improvement per the direction of DPI.

    Description

DEFINITION:Tax Law POINT is a generalized point representation of lands enrolled in the Managed Forest and Forest Crop Law Programs, collectively referred to as Tax Law Layers. Points are located at the center point of each 40-acre quarter-quarter section in which land is enrolled. Points do not identify specific enrollment location. Acreage enrolled from fractional or government lots are located either to the most approximate QQ, Q or S as possible. (Enrolled parcels are represented by the PLSS shape they lie within; however, the actual size of the enrolled property may be as small as 0.1 acres). The GIS layer was last updated March 5, 2025 to reflect conditions as of January 1, 2025. Corrections are made to the data throughout the year that may not be reflected in this snapshot.FEATURE TYPE(S):PointGEOGRAPHIC EXTENT:StatewideSOURCE SCALE:VariedPROJECTION:Wisconsin Transverse Mercator NAD 1983/1991 (WTM83/91)WKID: 3071PURPOSE/BACKGROUND:Wisconsin’s forest tax laws encourage sustainable forest management on private lands by providing a property tax incentive to landowners. Both the Managed Forest Law (MFL) and Forest Crop Law (FCL) encourage proper management of woodlands not only in their purposes and policies, but through a written management plan for a landowner’s property. The management plan incorporates landowner objectives, timber management, wildlife management, water quality and the environment as a whole to create healthy and productive forest. In exchange for following a written management plan and program rules, landowners pay forest tax law program rates in lieu of regular property taxes.FCL lands are open to the public for the following activities: hunting and fishing.MFL lands enrolled as open are open to the public for the following activities: hunting, fishing, hiking, sight-seeing, and cross-country skiing.Additional rules regarding public access may be reviewed here: https://dnr.wisconsin.gov/topic/forestlandowners/mflThe GIS feature class was created to be used in the Open Private Forest Lands web mapping application (Private Forest Lands Open to Public Recreation).Open Private Forest Lands (OPFL) Project Background:Provide a simple GIS web mapping application to display the approximate representations of over 1.3 million acres of Forest Tax Law lands (Managed Forest and Forest Crop Law) open to the public for hunting, hiking, fishing, cross-country skiing, and sightseeing. Display information to allow the public to access the lands without spending a lot of time cross checking plat books or contacting local county offices or the county Land Information Offices.Update Frequency:Semi-Annual (January, September). Edits to Tax Law entries can occur throughout the year, but most changes are not effective until January 1 except for landowner information. Landowner information edits are updated in the spatial views on a weekly basis. In addition, Forestry will re-generate taxlaw shapes as significant improvements to the data are completed. In January of each year, the feature class is re-generated to reflect new entries, changes to access, etc. effective January 1. January update: Update to reflect enrollments as of January.September update: Pre-hunting season update. The GIS layer was last updated March 5, 2025 to reflect conditions as of January 1, 2025.
