TwitterThe World Bank Enterprise Survey (WBES) is a firm-level survey of a representative sample of an economy's private sector. The surveys cover a broad range of topics related to the business environment including access to finance, corruption, infrastructure, competition, and performance.

The primary sampling unit of the study is the establishment. An establishment is a physical location where business is carried out and where industrial operations take place or services are provided. A firm may be composed of one or more establishments. For example, a brewery may have several bottling plants and several establishments for distribution. For the purposes of this survey an establishment must make its own financial decisions and have its own financial statements separate from those of the firm. An establishment must also have its own management and control over its payroll.
All formal (i.e., registered) private sector businesses (with at least 1% private ownership) and with at least five employees. In terms of sectoral criteria, all manufacturing businesses (ISIC Rev 4. codes 10-33) are eligible; for services businesses, those corresponding to the ISIC Rev 4 codes 41-43, 45-47, 49-53, 55-56, 58, 61-62, 69-75, 79, and 95 are included in the Enterprise Surveys. Cooperatives and collectives are excluded from the Enterprise Surveys. All eligible establishments must be registered with the registration agency. In the case of Taiwan, China, a business is defined as registered if it is registered with 營業執照申請機構 (Business License Application Organization). The universe table is the total number of eligible establishments, and the table is partitioned by the stratification groups (industry classification, establishment size, and subnational region) in a country.

The WBES use stratified random sampling, where the population of establishments is first separated into non-overlapping groups, called strata, and then respondents are selected through simple random sampling from each stratum. The WBES typically use three levels of stratification: industry classification, establishment size, and subnational region (used in combination). The World Bank Country Assessment Survey is meant to give the Bank's team that works in China, more in-depth insight into how the Bank's work is perceived. This is one tool the Bank uses to assess the views of its critical stakeholders. With this understanding, the World Bank hopes to develop more effective strategies, outreach and programs that support development in China. The World Bank commissioned an independent firm to oversee the logistics of this effort in China.

December 2011 thru March 2012, 518 stakeholders of the World Bank in China were invited to provide their opinions on the Bank's assistance to the country by participating in a country survey. Participants in the survey were drawn from among employees of a ministry or ministerial department of central government; local government officials or staff; project management offices at the central and local level; the central bank; financial sector/banks; NGOs; regulatory agencies; state-owned enterprises; bilateral or multilateral agencies; private sector organizations; consultants/contractors working on World Bank supported projects/programs; the media; and academia, research institutes or think tanks.

The Questionnaire consists of 8 Sections: 1. Background Information: The first section asked respondents for their current position; specialization; familiarity, exposure to, and involvement with the Bank; and geographic location.
General Issues facing China: Respondents were asked to indicate what they thought were the most important development priorities, which areas would contribute most to poverty reduction and economic growth in China, as well as rating their perspective on the future of the next generation in China.
Overall Attitudes toward the World Bank: Respondents were asked to rate the Bank's overall effectiveness in China, the extent to which the Bank's financial instruments meet China's needs, the extent to which the Bank meets China's need for knowledge services, and their agreement with various statements regarding the Bank's programs, poverty mission, relationships, and collaborations in China. Respondents were also asked to indicate the areas on which it would be most productive for the Bank to focus its resources and research, what the Bank's level of involvement should be, and what they felt were the Bank's greatest values and greatest weaknesses in its work.
The Work of the World Bank: Respondents were asked to rate their level of importance and the Bank's level of effectiveness across fifteen areas in which the Bank was involved, such as helping to reduce poverty and encouraging greater transparency in governance.
The Way the World Bank does Business: Respondents were asked to rate the Bank's level of effectiveness in the way it does business, including the Bank's knowledge, personal relationships, collaborations, and poverty mission.
Project/Program Related Issues: Respondents were asked to rate their level of agreement with a series of statements regarding the Bank's programs, day-to-day operations, and collaborations in China.
The Future of the World Bank in China: Respondents were asked to rate how significant a role the Bank should play in China's development and to indicate what the Bank could do to make itself of greater value and what the greatest obstacle was to the Bank playing a significant role in China.
Communication and Outreach: Respondents were asked to indicate where they get information about development issues and the Bank's development activities in China, as well as how they prefer to receive information from the Bank. Respondents were also asked to indicate their usage of the Bank's website and PICs, and to evaluate these communication and outreach efforts.
A total of 207 stakeholders participated in the country survey (40%).

The Investment Climate Surveys (ICS) were conducted by the World Bank and its partners across all geographic regions and covered firms of all sizes in many industries. The ICS collected a wide array of qualitative and quantitative information through face-to-face interviews with managers and owners regarding the investment climate in their country and the productivity of their firms. Topics covered in the ICS included the obstacles to doing business, infrastructure, finance, labor, corruption and regulation, contract enforcement, law and order, innovation and technology, and firm productivity. Taken together, the qualitative and quantitative data helped connect a country’s investment climate characteristics with firm productivity and performance.
Firm-level surveys have been conducted since 1998 by different units within the World Bank. Since 2005-06, most data collection efforts have been centralized within the Enterprise Analysis Unit (FPDEA). Enterprise Surveys, a replacement for Investment Climate Surveys, are now conducted by the Enterprise Analysis Unit.

TwitterThe interview data were collected by Dr Zinian Zhang from his fieldwork conducted in Hangzhou, the capital city of the Zhejiang Province, the People's Republic of China in May 2017. The interviews focused on the question of how the Chinese court conducts equal distribution in commercial judgment enforcements to deliver fairness between competing creditors. In total, there were sixteen law practitioners, including four judges and twelve lawyers, interviewed. Among twelve lawyers, nine once represented judgment creditors seeking equal distribution, and three represented clients who have to share. The data reveal that fair distribution is not as often used as thought, and that fair distribution is unable to fill the gap left by a corporate bankruptcy system.
This application demonstrates that the quality of legal institutions can matter for economic development and that important policy lessons can be learned by China from the UK in this regard. This application recognises that China has been a remarkable economic success story but the country also faces new challenges as its economy enters a more mature phase. In particular, it needs to avoid the 'middle income trap' i.e. where a country has costs that are now too high to compete with low-income countries but where productivity does not match those in high-income countries. There are economies in Asia including Singapore and Hong Kong SAR that have emerged successfully from middle income status. Both these economies are built on UK law and are renowned for the quality of their legal infrastructure in supporting development of the financial system. The application suggests how China might also benefit from the UK experience in building its legal infrastructure. But the application recognises China's singular journey and avoids simplistic conclusions that certain consequences will inevitably follow form certain formal changes. It recognises the need for a continuous process of adaptation and development; learning appropriately from experience and responding sensitively to local conditions. The application demonstrates in particular how legal reforms can support economic growth through - enhancing the protections available to minority investors - supporting the availability of credit and contributing to lower-cost credit - supporting the restructuring of ailing businesses.
n these areas we seek to provide options for enhancing and reforming the legal and financial system in China that are based upon the UK and other experience. We acknowledge that there are choices to be made between means and ends and that the relationship between means and ends is contingent and uncertain. The data we rely on will come principally from the World Bank Doing Business (DB) reports and rankings which are grounded on the notion that smarter business regulation promotes economic growth. The DB rankings have been issued annually since 2004 and the 2016 rankings includes 11 sets of indicators for 189 economies. Each economy is ranked on the individual indicators and also in an overall table. Currently, the UK is 6th in this table and China 84th but Singapore is 1st and Hong SAR is 5th which shows that it is possible for Asian economies to rank highly. In our project, we will explore deep into the detail underlying the Protecting Minority Investors, Getting credit and Resolving Insolvency indicators. These 3 indicators appear particularly pertinent to the development of a mature financial system and in relation to them all China ranks far below the UK. On protecting investors, China is ranked as 134th whereas the UK is 4th. We show how the gap can be bridged and how China can learn from the UK experience by examining critically how the UK has protected minority investors and ascertaining what measures of protection might work most effectively in Chinese conditions. Our approach takes the relevant DB rankings as a guide but subjects them to critical scrutiny and engaging systematically with the methodology underpinning the rankings; addressing the robustness of this methodology and considering alternative approaches. For instance, we will test the robustness and limitations of the DB 'resolving insolvency' data on China using Jiande Municipal People's Court in Zhejiang Province as a case study. This makes the process of data collection and analysis more manageable. 20 interviews with creditors and practitioners will be undertaken in Zhejiang Province and data on business closures from the local branches of the China Business Registration Authorities and the China Pension Management Authorities will also be collected. We will also use econometric analyses based on detailed micro data from other data sources

The objective of Enterprise Surveys is to obtain feedback from businesses on the state of the private sector as well as to help in building a panel of enterprise data that will make it possible to track changes in the business environment over time, thus allowing, for example, impact assessments of reforms. Through interviews with firms in the manufacturing and services sectors, the survey assesses the constraints to private sector growth and creates statistically significant business environment indicators that are comparable across countries.
Usually Enterprise Surveys focus only on private companies, but in China, a special sample of fully state-owned establishments was included as this is an important part of the economy. Data on 148 state-owned enterprises is provided separately from the data of 2,700 private sector firms. To maintain comparability of the China Enterprise Surveys to surveys conducted in other countries, only the dataset of privately sector firms should be used.

The whole population, or universe of the study, is the non-agricultural economy of firms with at least 5 employees and positive amounts of private ownership. The non-agricultural economy comprises: all manufacturing sectors according to the group classification of ISIC Revision 3.1: (group D), construction sector (group F), services sector (groups G and H), and transport, storage, and communications sector (group I). Note that this definition excludes the following sectors: financial intermediation (group J), real estate and renting activities (group K, except sub-sector 72, IT, which was added to the population under study), and all public or utilities sectors.

The sample for China ES was selected using stratified random sampling. Three levels of stratification were used in this country: industry, establishment size, and region.
Industry stratification was designed in the following way: the universe was stratified into 11 manufacturing industries and 7 services industries as defined in the sampling manual. Each manufacturing industry had a target of 150 interviews. Sample sizes were inflated by about 20% to account for potential non-response cases when requesting sensitive financial data and also because of likely attrition in future surveys that would affect the construction of a panel. Note that 100% government owned firms are categorized independently of their industrial classification. The 148 surveyed state-owned enterprises were categorized as a separate sector group to preserve the representativeness of other sector groupings for the private economy.
Size stratification was defined following the standardized definition for the rollout: small (5 to 19 employees), medium (20 to 99 employees), and large (more than 99 employees). For stratification purposes, the number of employees was defined on the basis of reported permanent full-time workers. This seems to be an appropriate definition of the labor force since seasonal/casual/part-time employment is not a common practice, except in the sectors of construction and agriculture.
Regional stratification was defined in twenty-five metro areas: Beijing (municipalities), Chengdu City, Dalian City, Dongguan City, Foshan City, Guangzhou City, Hangzhou City, Hefei City, Jinan City, Luoyang City, Nanjing City, Nantong City, Ningbo City, Qingdao City, Shanghai (municipalities), Shenyang City, Shenzhen City, Shijiazhuang City, Suzhou City, Tangshan City, Wenzhou City, Wuhan City, Wuxi City, Yantai City, Zhengzhou City.
The sample frame was obtained by SunFaith from SinoTrust.
The enumerated establishments were then used as the frame for the selection of a sample with the aim of obtaining interviews at 3,000 establishments with five or more employees. The quality of the frame was assessed at the onset of the project through calls to a random subset of firms and local contractor knowledge. The sample frame was not immune from the typical problems found in establishment surveys: positive rates of non-eligibility, repetition, non-existent units, etc.
Given the impact that non-eligible units included in the sample universe may have on the results, adjustments are needed when computing the appropriate weights for individual observations. The percentage of confirmed non-eligible units as a proportion of the total number of sampled establishments contacted for the survey was 31% (6,485 out of 20,616 establishments).

The Services Questionnaire is administered to the establishments in the services sector. The Manufacturing Questionnaire is built upon the Services Questionnaire and adds specific questions relevant to manufacturing.
The standard Enterprise Survey topics include firm characteristics, gender participation, access to finance, annual sales, costs of inputs/labor, workforce composition, bribery, licensing, infrastructure, trade, crime, competition, capacity utilization, land and permits, taxation, informality, business-government relations, innovation and technology, and performance measures. Over 90% of the questions objectively ascertain characteristics of a country’s business environment. The remaining questions assess the survey respondents’ opinions on what are the obstacles to firm growth and performance.
Data entry and quality controls are implemented by the contractor and data is delivered to the World Bank in batches (typically 10%, 50% and 100%). These data deliveries are checked for logical consistency, out of range values, skip patterns, and duplicate entries. Problems are flagged by the World Bank and corrected by the implementing contractor through data checks, callbacks, and revisiting establishments.
The number of contacted establishments per realized interview was 7.24. This number is the result of two factors: explicit refusals to participate in the survey, as reflected by the rate of rejection (which includes rejections of the screener and the main survey) and the quality of the sample frame, as represented by the presence of ineligible units. The number of rejections per contact was 0.55.
Item non-response was addressed by two strategies: a- For sensitive questions that may generate negative reactions from the respondent, such as corruption or tax evasion, enumerators were instructed to collect the refusal to respond as a different option from don’t know. b- Establishments with incomplete information were re-contacted in order to complete this information, whenever necessary.
Survey non-response was addressed by maximizing efforts to contact establishments that were initially selected for interview. Attempts were made to contact the establishment for interview at different times/days of the week before a replacement establishment (with similar strata characteristics) was suggested for interview. Survey non-response did occur but substitutions were made in order to potentially achieve strata-specific goals.

TwitterThis study is a two-stage survey that the World Bank conducted with the Enterprise Survey Organization of the Chinese National Bureau of Statistics. The first stage of the survey, carried out in 2001, covered 300 firms in each of five cities—Beijing, Chengdu, Guangzhou, Shanghai, and Tianjin—for a total of 1500 firms. The survey collected detailed information on different aspects of corporate governance, financing, firm-government relations, innovation, technology, and labor. Most quantitative questions covered the period 1997–2000; most qualitative questions covered only the time of the survey.
The second stage of the survey, conducted in 2001–2002, covered the same set of firms, though a small percentage had disappeared since the first survey. The questionnaire covered investment climate constraints on the establishment, infrastructure and services, finance, labor relations, sales and supplies, business-government relations, conflict resolution and the legal environment, crime, capacity, innovation, and learning.
Firm-level surveys have been conducted since 1998 by different units within the World Bank. Since 2005-06, most data collection efforts have been centralized within the Enterprise Analysis Unit (FPDEA), which implements Enterprise Surveys across all geographic regions.

The sample consists of both manufacturing and service firms. The industries covered include electronic components, autos and auto parts, clothing and leather products, electronic and communication equipment, household electrical goods, information technology services , accounting, auditing, and nonbank financial services, business logistics services, advertising and marketing services, and communication services. Within the sample, firms vary substantially by size and by type of ownership. The samples were randomly chosen given a predetermined distribution by city and broad industry and size strata.
An important caveat: the survey covers the five major cities of Beijing, Chengdu, Guangzhou, Shanghai, and Tianjin, so the results should be interpreted as showing information about the investment climate only in these cities.

The survey captures the experiences and perceptions of MNE affiliates on global megatrends and investment climate factors in 10 middle-income countries (MICs): Brazil, China, India, Indonesia, Malaysia, Mexico, Nigeria, Thailand, Turkey, and Vietnam. The survey was administered to senior executives of foreign-owned firms. Information was collected on the companies’ general characteristics, the importance and effect of global megatrends on business operations, contribution to the host economy, and the importance of investment policy factors and operational obstacles they face. The survey was designed to generate results that are representative at the country level and comparable across countries.

The survey represents experiences and perceptions of a representative sample of foreign-owned firms in each of 10 MICs: Brazil, China, India, Indonesia, Malaysia, Mexico, Nigeria, Thailand, Turkey, and Vietnam. Each country sample comprises roughly 250 foreign-owned firms with at least five employees. In each country, roughly 125 respondent firms operate in the manufacturing sector, and roughly 125 respondent firms operate in the services sector (see tables 1 and 2 in survey report provided as related documents). The only exception is Nigeria, where because of sampling frame limitations, the sample comprises 164 respon¬dents (55 manufacturing and 109 services). Thus, across the 10 target countries, more than 2,400 responses were collected.
Sampling frames comprising partially or fully foreign-owned businesses in the 10 MICs were constructed using commercially available and proprietary sources (Dunn & Bradstreet, Orbis/Bureau van Dijk, Sample Solutions, and others). The frames were de-duplicated and cleaned, and data quality was enhanced using standard sample framing and data manipulation techniques. In some sampling frames, all affiliates were contacted to reach the target sample size. In others, only select affiliates were contacted before the target was reached.
The only exception is Nigeria, where because of sampling frame limitations, the sample comprises 164 respon¬dents (55 manufacturing and 109 services). Thus, across the 10 target countries, more than 2,400 responses were collected.

The overall response rate for the survey was 9.3 percent. This response rate is consistent with the current expected range for phone-based business surveys. The main fieldwork of the survey leveraged lessons from empirical research in survey design and administration to implement the strategies described below to ensure high response rates.

When people can participate in the financial system, they are better able to start and expand businesses, invest in their children’s education, and absorb financial shocks. Yet prior to 2011, little was known about the extent of financial inclusion and the degree to which such groups as the poor, women, and rural residents were excluded from formal financial systems.
By collecting detailed indicators about how adults around the world manage their day-to-day finances, the Global Findex allows policy makers, researchers, businesses, and development practitioners to track how the use of financial services has changed over time. The database can also be used to identify gaps in access to the formal financial system and design policies to expand financial inclusion.

As in the first edition, the indicators in the 2014 Global Findex are drawn from survey data covering almost 150,000 people in more than 140 economies-representing more than 97 percent of the world's population. The survey was carried out over the 2014 calendar year by Gallup, Inc. as part of its Gallup World Poll, which since 2005 has continually conducted surveys of approximately 1,000 people in each of more than 160 economies and in over 140 languages, using randomly selected, nationally representative samples. The target population is the entire civilian, noninstitutionalized population age 15 and above. The set of indicators will be collected again in 2017.
Surveys are conducted face to face in economies where telephone coverage represents less than 80 percent of the population or is the customary methodology. In most economies the fieldwork is completed in two to four weeks. In economies where face-to-face surveys are conducted, the first stage of sampling is the identification of primary sampling units. These units are stratified by population size, geography, or both, and clustering is achieved through one or more stages of sampling. Where population information is available, sample selection is based on probabilities proportional to population size; otherwise, simple random sampling is used. Random route procedures are used to select sampled households. Unless an outright refusal occurs, interviewers make up to three attempts to survey the sampled household. To increase the probability of contact and completion, attempts are made at different times of the day and, where possible, on different days. If an interview cannot be obtained at the initial sampled household, a simple substitution method is used. Respondents are randomly selected within the selected households by means of the Kish grid. In economies where cultural restrictions dictate gender matching, respondents are randomly selected through the Kish grid from among all eligible adults of the interviewer's gender.
In economies where telephone interviewing is employed, random digit dialing or a nationally representative list of phone numbers is used. In most economies where cell phone penetration is high, a dual sampling frame is used. Random selection of respondents is achieved by using either the latest birthday or Kish grid method. At least three attempts are made to reach a person in each household, spread over different days and times of day.
The sample size in China was 4,696 individuals.

The questionnaire was designed by the World Bank, in conjunction with a Technical Advisory Board composed of leading academics, practitioners, and policy makers in the field of financial inclusion. The Bill and Melinda Gates Foundation and Gallup Inc. also provided valuable input. The questionnaire was piloted in multiple countries, using focus groups, cognitive interviews, and field testing. The questionnaire is available in 142 languages upon request.
Questions on cash withdrawals, saving using an informal savings club or person outside the family, domestic remittances, school fees, and agricultural payments are only asked in developing economies and few other selected countries. The question on mobile money accounts was only asked in economies that were part of the Mobile Money for the Unbanked (MMU) database of the GSMA at the time the interviews were being held.
