Weekly snapshot of Cleveland City Planning Commission datasets that are featured on the City Planning Zoning Viewer. For the official, most current record of zoning info, use the CPC Zoning Viewer. This file is an open-source geospatial (GIS) format called GeoPackage, which can contain multiple layers. It is similar to Esri's file geodatabase format. Free and open-source GIS software like QGIS, or software like ArcGIS, can read the information to view the tables and map the information. It includes the following mapping layers officially maintained by Cleveland City Planning Commission:Planner Assignment AreasPlanned Unit Development OverlayResidential FacilitiesResidential Facilities 1000 ft. DescriptionThis layer outlines specific zones or regions governed by a Form-Based Code (FBC) framework. Form-Based Codes regulate development based on the physical form of buildings and spaces rather than traditional land use categories. The dataset identifies areas where urban design principles—such as building height, setbacks, and architectural styles—are dictated by the FBC to achieve desired community aesthetics and functionality. These districts are currently in effect in the FBC pilot neighborhoods and serve as a reference for planning, zoning, and development decisions aligned with form-based principles. This dataset is featured in the following app(s):Form-Based Code ExplorerData GlossarySee the Attributes section below for details about each column in this dataset.Update FrequencyStaticContactsCity Planning Commission – Zoning and Technology

DescriptionThis dataset outlines specific zones or regions designated under a Form-Based Code (FBC) framework. Unlike traditional zoning, form-based codes emphasize the physical form of buildings and public spaces over land use. These zones guide community design through parameters such as building height, setbacks, and architectural styles. The dataset provides a spatial reference for planning, zoning, and development decisions aligned with form-based design principles. The data was created by digitizing PDFs of approved Form-Based Code plans, accessible via links listed in the Ordinance Link column of the dataset.

DescriptionThis layer represents the area within a 1/4 mile (~5 minute) walk from a high-frequency transit station, either bus or rail. High-frequency is also defined in section 301.02 as service with headways of at most 15-minutes at any time of day. For properties within this zone, the City's Transportation Demand Management (TDM) policy and program applies. Eligible projects, either new construction or renovation, must submit a TDM plan for approval by the city in order to obtain a building permit. To read more, please review Chapter 301. TO VIEW AND DOWNLOAD THE ACTUAL DATA, CLICK ON ONE OF THE LAYERS BELOWDescriptionThis dataset was created in late 2021 using the Census Bureau's redistricting PL 94-171 dataset. The block-level data is the official release of Census results, provided in a text format that requires processing via R or other statistical software. City Planning ran analysis of the Census results by aggregating data by city neighborhoods and comparing it to 2010 results to help the City and others understand how Cleveland's demographics changed from 2010 to 2020.This dataset is featured in the following app(s):Census 2020 in Cleveland Story MapTransit Oriented Development in ClevelandData GlossarySee the Attributes section in each layer below for information concerning fields.Update FrequencyStaticContactsCleveland City Planning Commission, Zoning & TechnologyDro Sohrabian, dsohrabian@clevelandohio.gov
